Goa 2005, everything has changed, there are surprises around every
corner. It used to be that whole centuries would creep by without
anyone paying attention to this blessed patch of the Konkan, we were
the land in which history keeled over and died, a land visited only by
retirees and hippies and fugitives. 

That was then, we're a scant half-decade into the new millennium and
suddenly we find that Goa is part of a global now. Direct international
flights pour thousands of foreigners onto our soil each week, we've
become a preferred playground for Muscovites and Sabras, you turn a
corner into the International Center and find an international
intellectual celebrity giving an unpublicized lecture to an unknown
audience. It's like, hey presto, ecco Eco.

Umberto Eco, that is. An improbable superstar from the rarified extreme
heights of academe, author of many scholarly works as well as
spectacularly popular novels, a postmodernist pioneer who reigns over a
department of the oldest university in Europe. 

In his native Italy, Eco is a kind of venerated national treasure. In
Germany, he has published the biggest-selling hardback ever. And in the
Anglophone world, he's a sort of unlikely rock star, made especially
famous by the Hollywood re-make of his bestselling 'The Name of the
Rose.' 

Eco came from the avant-garde, now he's enshrined quite comfortably as
a leading light in the global intellectual establishment.

Eco is professor of semiotics at Bologna, his speciality views culture
as an intricately linked arena of signs. With other important
postmodernists (like Roland Barthes), he has argued that this endless
web of signs and signifiers are messages that carry hidden meanings;
these meanings can be decoded, semiotics is about recognizing and
interpreting the hidden meaning in everything. Eco has said, "I'm
interested in everything -- the semiotic glance is excited by every
aspect of life."

So, let's give it a shot, ourselves, let's look at Umberto Eco's
surprise appearance on a Goa plateau and its semiotic implications.

For one thing, it's clear indication that we've now been globalized
into a curious kind of world circuit. Today it is Eco, next month it
will be film-stars for IFFI, and two years from now, who knows, Bill
Clinton and Mikhail Gorbachev will buy condos next to each other in
Arpora and declare mutual love for our fat red rice and unbeatable
prawn curry. 

Goa is connected, it is our turn in the sun, those monster jets
disgorging passengers at outdated Dabolim don't just carry sagging
hordes of pre-sunburn Brits, there's an Eco in there every now and
then.

But there's another sign in Eco's presence here, which we're reminded
about because no one knew that this cultural heavyweight was here
except the conference's handlers. 

Goa University's faculty was not told, all of our students were not
told, the newspaper and radio and television people got no information,
the general public will probably only get to know of it if they read
this column. And this columnist only knows because one stubborn
professor read the small print in some handout, and then started to
raise a ruckus.

One sign pointing up, Goa is going places. One sign pointing down, our
information dissemination system is broken. And one large sign
pointing to the spot. Eco is here, and everything is changed.

"We think of ourselves as a fixed point in the universe," he has said,"
We all think we are fixed and firm. But in fact, we are all wanderers."
So, mark the date, because all signs are clear, this is a new world we
live in, where the Bolognese on offer at Dona Paula doesn't mean the
usual spaghetti, where a distinguished international writer can hold
court at a spot that only held wind-swept cashew trees until quite
recently. Welcome to Goa, Umberto Eco.

CHENNAI: 'Whalemen themselves are poor devils'. More than 150 years after Herman
Melville penned those words for `Moby Dick', a large number of India's one-lakh
odd seafarers remain just that: poor devils. Indian sailors working in foreign
vessels have been subjected to discrimination, ill-treatment and, worse, denial
of compensation for accidents and death. A Chennai-based helpline operated by a
former seafarer now offers a glimmer of hope.

V. Manoj Joy, who crisscrossed the seas for 18 years, took retirement in 2001 at
a young age of 37 to help his compatriots in distress. Formally launched last
year, his free helpline ([EMAIL PROTECTED] and tel: 0455345252) receives
about five complaints or enquiries every month from families of sailors. He has
been successful in taking at least ten cases to its logical end, without going
through bureaucratic rigmaroles and long-winding legal corridors.

A typical email to Joy reads thus: "My wife has informed me that Ten Ocean
Marine has cleared my dues. I am grateful to you. I am out at sea and am likely
to be back home soon". The email is from Captain AK Kapoor, who failed to get
his arrears after a new company took over the ship he was working in. When he
approached the new employer, he was threatened. The helpline helped.

"I get calls and emails from families of sailors who go missing and those who
are badly treated by ship owners and agents. I put the families to the right
people and use my own network of sailors' organisations and port authorities all
over the world to get the grievances addressed. It's a totally unofficial
approach", says Joy, who also publishes `Waves', a monthly maritime newsletter.

While the Western and European countries have an effective system of tracking
and attending to their sailors' complaints, Indian sailors have been in troubled
waters for long. Indian sailors' families have been struggling to get in touch
with their dear ones who go incommunicado for long. "We have enough rules and
infrastructure to look into the complaints, but the bureaucratic set-up refuses
to function beyond the role of a post office, collecting letters and passing it
on to another", says Joy.

Joy's decision to struggle for his clan stems from a bitter experience he had in
a foreign vessel in the late 1990s. On his journey from an African port to
Mumbai, he was denied food and complaints were met with threats. He bore the
brunt till the vessel docked in Mumbai and then saw to it that the ship was
detained.

Have you noticed how:

1. All talk of military flight training at Dabolim has ceased even as
squadrons for the purpose have increased.

2. The dimensions of the planned "air station" at Seabird have steadily got
compressed to "air facility", "air strip" and now heliport/helipad even as
the call for relocation from Dabolim to Seabird have become more vociferous.

3. Speaking of dimensions,  the length of the Dabolim runway 'at inception'
has yo-yoed from 6000 feet to 7800 feet.

What are the "facts"? Let's zero in on them, what say?

e-Ticketing/ e-Reservation

E-Tickets (e-reservation) are another innovative service provided by IRCTC,
which dispenses with the need for the physical ticket to be carried for a rail
journey.  The user can take a print out of the reservation details and perform
the journey with a personal photo identification without requiring to carry the
regular railway ticket..

Making an e-reservation?

To avail this service, the user can log on to www.irctc.co.in and book his
ticket on the Internet just like any normal booking, and selecting ‘e-Ticket’ in
the Plan My Travel page. The user has to give the photo identity card details of
any one of the passengers, while booking the ticket. On confirmation of his
booking, the user can take a print of the Electronic Reservation Slip (ERS) and
can perform the journey with the ERS and the photo identity card.

* This service is presently available on these pairs of trains.

 *  Payments for e-Tickets can be made by ICICI Payment gateway(using

 Journey with an e-Ticket (Reservation):
The passenger has to necessarily carry the same Photo Identity card as given
during the booking along with the Electronic Reservation Slip(ERS). If the
passenger is not able to carry the ERS but is carrying the proper Identity card
as given during booking, an excess fare ticket will be issued by the TTE/
Conductor Guard against payment of Rs.50/- per ticket, provided if his name is
available in the chart. If the name is not available in the Chart, he is not
authorized to board the train and the case will be treated as ticketless travel.

This Electronic Reservation Slip would also be treated as a valid authority for
entering the Railway premises as for a normal ticket when accompanied by the
relevant photo Identity Card.

Only confirmed tickets can be booked through e-reservation.

If, at the time of booking, the status is WL(is nether CNF nor RAC), the ticket
will not be booked. The user will be given the option to replan and book the
ticket as a normal Internet Ticket in WL, if he so desires. The money debited in
his account for the planned e-ticket, will be reversed.
Electronic Reservation Slip (ERS)

After successful payment and booking of accommodations, the User is shown the
ticket confirmation details along with a “Print Reservation Slip” Button”. On
clicking the button ERS is shown with an option to print. The customer can
subsequently also print Electronic Reservation Slip from the 'BOOKED TICKETS'
history page and the 'CANCEL TICKETS' page. He should give the ID card details
of each specific ticket to view the corresponding ERS and print it.

Cancellation of e-Tickets :
E-Tickets can be cancelled on  Internet at this website till Chart preparation
of the train .Cancellations are not allowed at face to face  Railway Counters.
If the user wishes to cancel his e-Ticket, he can do so till the time of chart
preparation for the train (which is normally 4 hours before the scheduled
departure of the train from the train originating station). He can log on to
www.irctc.co.in and go to Booked Tickets link and select the ticket to be
cancelled and can initiate the can

The WORLD GOA DAY celebrations , the second phase of events 
in Lisbon - were put together in a beautiful manner , the venues chosen
for the  various events were some of the finest in Lisbon , .Maria and myself were there to enjoy the three days of these great Goan celebrations
 
The members of the organizing committee - of the FIVE Goan Associations 
that participated ,co operated in a very meaningful manner and made 
these occasions very enjoyable. Thanks to our WORLD GOA DAY Coordinator Eng. Leao Fernandes and his TEAM.
 
 Five Goan organizations coming TOGETHER is a significant achievement !  
 
Here - I would like to congratulate  the efforts of a great
contributor to the ideas of WORLD GOA DAY , Constantino Xavier.
Constantino , was instrumental in bringing ALL the Goan Associations 
in Lisbon  * Together * four years ago .. it is now called 
 
* The ALLIANCE OF GOAN ASSOCIATION of Lisbon *
 
The Goans in Portugal often give us the impression
that they are more Goans , yet blend well with the Portuguese.
They sing Goan songs, dance all the Goan dances 
speak in Konkani    eat and drink the Goan 
way !They even sing *HAPPY BIRTHDAY * in Konkani ! 
 

During these celebrations , we had the pleasure of meeting some 
very important Goan personalities  and not so important too.
One of the important figures we met - was Abilio Fernandes,
for several decades president of Évora Municipality and since
last year he represents the Communist Party of Portugal in the
Parliament.
 
Earlier, we had the privilege of meeting the Presidents and 
committee members of the five Goan associations, ie 
Prof. Narana Coissoro , Prof. Domingos Xavier Viegas ,
Prof. Valentino Viegas, Mr Olavo Rodrigues, Fr António Colimão ,
Jorge de Abreu Noronha , Mario Cirilo Viegas , Dr. Carlos Vilar
and many others 
 
We also met up with our old friends Prof. Teotónio R. de Souza -
who made the time to be with us ,  Maria Virginia  Gomes ,
who was  instrumental in organizing meetings with some of  
the influential  people in Lisbon and also spent some time to 
be with us.
 
 

The WORLD GOA DAY was officially celebrated on the 
20th August 2005  , not satisfied with a day of celebration , 
they continued with their second phase on the 16th , 17th 
and 18th September 2005.
 
The second phase of events took place as follows :
 
Friday, 16th September 2005:
 
19:00 - Goa in Images: a cinema night - Main Auditorium of the
National Archives of Portugal - A beautiful Auditorium with a large
seating capacity and modern fittings , a great place to have a night
at the cinema,  There was a size able attendance and entry was free
 
An image speaks for a thousand words. On this night, a classic
of the goan cinema was presented (in Konkani) to remember animatedly
the old times, followed by a set of recent documentaries to think and
to debate the Goa of the modern times.
 
The first of the two films was about the life of Pe. Agnelo de Sousa.
The second film was about Abbe Faria, produced by Isabel Santa Rita
Vaz and Cecil Pinto. Quite a number of people were present for the
show. 
 
Saturday, 17th September 2005:
 
21:00 - Session of music, songs and dance -
Auditorium of St. João de Brito High School, Lumiar,
Lisbon with the performance of the musical groups Ekvât and Suryá,
and young individual talents.
 
It was a show that every one seems to have enjoyed and appreciate.
It was well attended and the  auditorium was a pleasure to be in.

10:00 - Traditional Goan games Coordination by Dr. Carlos Vilar
Games like (  Nage , Gilli dando ,Carrom , bee be etc., etc., )

Here - They showed us .. what we GOANS are made up of ..
...as they joined us in the last day of the WORLD GOA DAY 
celebrations.  The setting at Casa de Goa ...was just superb 
and the food  was as Goan as can be.

Dear Netgaokars,

 Do we have any comments on this suggestion? Can we do something to rectify
it now? Why the need to exclude all other scripts in which the language
flourishes to this day? Many questions, few answers...if any.

 heavy blow on what should have been the official language of the state of

 «Any section of the citizens residing in the territory of India or any part
 thereof having a distinct language, script or culture of its own shall have
 the right to conserve the same». There is solid ground, therefore, for the
 Official Language Act (1987) of the then Union Territory of Goa, Daman and
 Diu to be declared as unconstitutional. - Any views on the matter on this

Dear Netgaokars,

The Konkani films dominate the goa State film Festival that has just one
marathi entry. No reason for happiness, yet. the quality of the films leaves
much to be desired, though 'Aleesha' is a good attempt by amateur actors [
mostly  students and one teacher of colleges in Goa]. there is a need for
professional actors and actresses from Goa currently working in Bolly wood
to give a fillip to the Konkani movie scene. If Pooja Bhat is proud of her
Goa education, as stated at the V.IXTT celebration, then she can lend a
hand, too. she is a producer of movies. may be we can have a
Bollywood-Gollywood movie like "Bobby almost was!

KONKANI FILM FESTIVAL BEGINS
PANAJI, Oct 16: The Goa State Film Festival, primarily for screening Konkani
films, will start from 17 October. The inaugural film "Padri", produced by
ace comedian of Konkani stage, Prince Jacob, will be screened at Inox on 18
October. In 1997, for the first film festival, eight Konkani film entries
were received, out of which three were made by Doordarshan. There was only
one entry in Marathi language and hence festival in Marathi could not be
held. In the second film festival in 2000, another eight films entered, out
of which four were produced by DD. The number of entries have shown that the
film industry in Konkani and also in Marathi in the state is not growing up
to the expectations and hence the festival could survive only due to the DD
entries. This year, there is encouraging trend when ten entries from
different producers from Goa alone were received. The best film will be
given a prize of Rs.one lakh and second prize of Rs.50,000, even though
national level films are having only Rs.50,000 as their first prize. The
festival so far has dealt with feature film section as it has received only
tele/video film but this year there are two full length celluloid films i.e.
"Aleesha" and "Sood". (GT)

Well, you may say what this man is up to now ?

OK, it nothing but a 4 hrs TV programme on Chanel 4 here on Hottest Moments in 
films and
television voted by general public (from classic 50's to recent ones).

Surprisingly, at least two Bollywood movies also amongst the top 100.

viz. JISM   &  1942: LOVE STORY.  ( missed them both but I will now watch on 
DVD)

So, we Indians too are getting there now ham!!!

fyi, the No. 1 was from the Bond Film 'Dr. NO' the sexy (scene)woman coming out 
from the
Caribean sea (Ursula ?)

PRESS STATEMENT

Justice is her right: CRG

Children's Rights in Goa (CRG) demands that justice be done to an
eleven year old child who has been engaged as a domestic maid for the
last few months and who has complained that she was sexually assaulted
by her employer on 11 October. A case has been registered against Mr
Arun Sinha by the Goa Police for engaging child labour and for the
sexual assault of a minor.

The charges against the accused are of a serious nature. CRG is
concerned that because the accused in this case is an influential
person, attempts may be made to tamper with the investigation of this
case. CRG members were present when the child's statement was recorded
by the police. After verifying certain facts in the case CRG is
convinced that this is not a case of a "frame-up" as alleged by the
accused.

CRG has requested the State Commission for Children to monitor the
investigation of this case. CRG has also urged the Child Welfare
Committee to ensure that the child victim is not repatriated until her
evidence is recorded.  CRG is concerned that the process of justice is
not delayed for any reason and that the law enforcement agency and
judiciary do not fail the child.

The views of South Goa Public Interest Action Group
BGO based in Margao with jurisdiction over the entire
South Goa District, were distributed to the members of
the public at the function held today 17.10.2005 at
Mermaid Garden Panaji,organised by Fashion designer
Wendall Rodricks, Ms Ethel Da Costa and Ms Margaret
Mascarehnas to highlight the issue of Garbage Problem
in Goa. The public meet was preceded by a short walk
from the Panaji Church square with placards of the
participating NGOs (including the SGPIAG from South
Goa ) to the mermaid Garden. 

Please offer your comments suggestions on the points
listed as we intend to prusue the demands with the
Minister of Urban Development the Minister of
Panchayats the Minister for Environment the Minister
for Mining besides the Chief Minister of Goa.

1) ban on all plastics of less than 100 microns in the
State 
2) ban on all PET bottles in the State.

We also take this opportunity to request the
organisors to bring the movement to South Goa as well,
if the issue is to be pursued in right earnest and to
the logical conclusion.


GOA  FROM STONE AGE TO GARBAGE

Goa abounds with sun, sand, lush trees, sea, rivers
lakes springs rivulets hills mountains and extensive
biodiversity.  Tribals have always  lived  in harmony
with Nature.  There was never any problem.

SOLID WASTE  is inevitable  in the form of 
bio-degradable contents. later with  the industrial
revolution and the information era non  biodegradable
came into being..

But is all the SOLID WASTE now generated unavoidable? 
Ponder a bit .  Roll back the clock pre – 1980s   
women carried bags to the market , children their
water bottles to school, food was carted home in
tiffins our morning milk came in bottles so also the
cold and hot drinks.

What then went wrong --- unregulated use of Plastics
takes the blame. Plastics is just fine when it 
replaces the galvanized iron  (GI) pipes  that 
distributes potable water.  Plastic is fine where it
is used as a substitute for wood .  Did we not say
“Lets save our forests 

Government through the local self government bodies
the Villages Panchayats and the Municipalites have the
statutory responsibility to dispose of the solid
waste, directly or indirectly through private bodies. 
They cannot shun of this responsibility. Our taxes
take care of this exigency.  But wait a minute post
1980’s there has been a large component of
unauthorized solid waste.

Why disposable  satchets for our milk? . Why PET
bottles for our hot & cold Why do women need to
discard their market bags?  Why do we need to have
less than 100 microns to cart our food .  Is it  just
a fashion ??? Do we have valid  answers,  for the
filth that we generate, and then cry hoarse pointing
fingers to others.

This avoidable plastic waste generated is the ONE
single factor for the garbage menace that has plagued
our state.  “  POLLUTER PAYS “  says the highest court
of the land .  But can we expect our Government to
make the multinationals and others subservient to
them, when money plays a dominant role in our live

WE DEMAND STOP THE AVOIDABLE USE  OF PLASTICS.  NO PET
BOTTLES NOT PLASTICS LESS THAN 100 MICRONS AS THE
FIRST STEP.

NEXT ARRANGE TO HAVE A DAILY DISPOSAL OF WASTE.
CONSUMERS SEGREGATE BIO DEGRADABLE  & NON BIO
DEGRADABLE  AT YOUR END.

KONKAN RAILWAY’S 16TH FOUNDATION DAY

 Taking up new challenges and devising innovative solutions to meet these
challenges – this, in short, describes the journey of Konkan Railway in past 15
years. In these 15 years Konkan Railway has faced the natural vagaries with a
determination and come out triumphant against all odds. It is with this mental
grit to succeed that Konkan Railway has this year re-positioned itself as a safe
railway and celebrated its 16th Foundation Day today at Madgaon,Goa.

 Shri J P Batra, Chairman of Railway Board, was the Chief Guest of the function.
He was accompanied by his better half, Smt Nirmal Batra, who is also President
of IRWO (Indian Railway Womens’ Organisation). Also present were GM South
Western Rly Shri Triloknath Perti, MD Konkan Railway Dr. K K Gokhale and Smt
Gokhale and all Directors, officers and staff of KRCL.

 Foundation Day awards were given to meritorious employees on the occasion. The
award went to Shri Pramod G Thasale (Trackman/Vaibhavwadi), Shri Udaya S.
Devadiya (Trackman/Karwar), Shri S A Thakur (ESTM-II/Mangaon), Shri Manoj Kumar
(ASM/Mangaon), Ms. Rohini Sawant (ASM/Sawantwadi), Shri B Y Kumbhar
(JE/Belapur), Shri Prashant S Diggavi (JEE/Karwar), Shri S Murugan (Mail/Exp
Driver/Madgaon), and Shri Upendra S Shendye (AME/Ratnagiri).

 In the last 7 years of operations phase, Konkan Railway has brought a sea
change in passenger amenities on its route, taken continuous and innovations
safety precautions to make travel on KRCL a safe and enjoyable experience.

Passenger Amenities :

Konkan Railway from initial stage designed innovative, eco-friendly, and cost
effective designs requiring no or less maintenance. Some of these are as under:
* The Corporation provided high-rise platforms by using low-cost gabion
boxes which are also easy to erect.
* Providing Eco-friendly, low cost, aesthetic passenger shelters at stations
* Low cost, easy and faster to erect FOBs,
* International standard waiting halls at some stations,
* UV treated water at all taps on stations,
* Self-lighted train for ease of getting down at low platforms/or in tunnels
etc.,
* Intelligent lighting system at many stations for energy conservation,
* Automatic coach washing plants for easier faster and better cleaning of
coaches,
* Massive tree plantation all along the route for making the railway a
garden railway,
* Hygienic coach watering system,
* Internet booking,
* Tourist packages,
* Providing bed rolls to second class Sleeper coaches,
* A la carte menu in certain trains,
* Making PRS charts available at non-PRS stations etc, to name a few.
* Cyber Cafes on Konkan Railway for the first time in India in the year
2003.
* Konkan Railway is also first in the country to commission Railotels (Rail
Hotel) on its route at Ratnagiri and Kumta. These have facility as of 2/3 star
hotels and are economic while being closer to many tourist sites.

It is due to these efficient management practices that the World Bank
appreciated Konkan Railway and made it a bench mark for others to follow.

Safety Works

* The Corporation has taken all efforts to make its railway line safe.
Konkan Railway has specially developed innovative solutions to prevent and/or
warn about possible boulder fall or soil slippage. Boulder Nets, Inclinometers
at soil cuttings coupled with ACD and Raksha Dhaga, have proved useful in
monsoon.
* KR has also done massive earthwork along its entire route to ensure safety
of structures. This includes, making berms, widening the slopes, shotcreting,
lining of all unlined portions inside tunnels, micropiling etc.
* Konkan Railway is now planning to plant saplings of Vetiver and Stylo
grass along its route on soil cuttings as the particular grass has tendency to
go deep down into the soil and hold it in place firmly.
* This year KR implemented for the first time a special Monsoon Time Table
on its route keeping in mind the fury of monsoon in Konkan region. This enabled
maintaining scheduled timings of trains as well as give importance to safety
while maintaining punctuality.
* Konkan Railway has started the unique tradition of organizing annually
Karl Terzhagi Memorial Workshop to find geotechnical solutions by inviting
experts from all over India.

The newly consecrated Bishop of Sindudurg Diocese, Fr. Allwyn Barreto will
preside over the bi-centenary celebrations of the work done at St.Clara's
Church and the construction of St,Michael's chapel on the mount at Assonora
by Fr. Antonio Xavier de Braganza, incidentally my maternal grand uncle.

above the advertisement of the Goa State Film  Festival. It is IFFI time and

Bailancho Saad takes serious note of molestation case

GT NEWS SERVICE  [Gomantak Times,  Oct 17, 2005]

PANAJI: The Bailancho Saad has taken a serious note of the complaint of
molestation and employment of a minor, filed against the editor of a
local English daily, at a meeting held on Saturday.

The Saad has called for a thorough non-partisan investigation and stated
that no special privileges should be given to the accused because of his
position of influence.

The Saad has cautioned that for a fair trial, the child should be
protected from any intimidation and should be given assistance.

The Saad has lamented that this reported condemnable act of sexual abuse
by an editor of a newspaper is going to lower the credibility of the
newspapers who have otherwise supported the campaign against child
sexual abuse and domestic child labour.

The Saad pointed out that successive Competent Authorities under the Goa
Children's Act have failed to implement the provisions relating to
domestic child labour. On the contrary, there has even been an incidence
of harassemnt of an organisation that sought to verify a complaint of
child labour against a person in high office.

The Saad has demanded the implementation of monitoring mechanisms to
ensure that there is no domestic child labour and the devising of
appropriate mechanisms to ensure that domestic labour is not subjected
to exploitation and violations.

At 5.30 p.m. the Church square seemed deserted, except for the tourists. By
6.00 P.M. the Mermaid Garden began to see some activity. By 6.15 P.M. there
was a good enough crowd to hear Nilkant Halarnkar, the NCP's former
candidate of Tivim constituency [ whom Margaret kept calling 'Haldankar'
though there is a good distance between Alorna/Halarn and Aldona/Haldana],
Sanjit Rodrigues, Roland Martins, Capt. Leo Lobo, Sandesh Prabhudesai and of
course, Margaret Mascarenhas and Wendel Rodricks. It is a good beginning. In
the audience were Ganesh Javdekar of NavPrabha, Joel D"souza of Goan
Observer and Daily Goa News Clippings, the inimitable Alexyz Fernandes,
Vijay D'Souza of the Herald, Floriano Lobo of Goa Suraj Party, Dr.Claude
Alvares, Mathew Pereira, Ana Marie Goswami and a host of other people. It
was a good start to something that may become a movement if the organisers
persist beyond Brownie points in the run-up to IFFI. Garbage, like a shadow,
will always be with us. We need to manage it to get a good picture.

The timing of the issue happily coincides with the municipal elections. Tha
Mhapsa Municipal Council has, in the meanwhile cleared the garbage dumped
along the NH-17 in village Guirim from Tar to Hotel Green Park. In the
cover-up process it has bulldozed quite a few live trees. Apparently the Goa
Tree Act, 1972 is not applicable here. At least the Forest Officials are not
complaining. Floraino has all the documentary evidence that the Courts may
require.

Carefull analysis of the number of students, the  schools and their
managements that are currently involved with the OFFICIAL LANGUAGE in
Devanagri script will expose another scam that has minority-run schools as
the "Down line" of  the MLM. The upline is deriving all the benefits and the
poor village children are the unsuspecting suckers in a network that is
about to pack up in Goa.

The  MLM principle of " Fake till you make" is as applicable here as

Coincidentally, today the Summer 2005 issue of ETS (Equipment Training and 
Simulation) was released in Tottenham, London.  It has a feature article,

base in 1961 at Tamil Nadu.


With the liberation of the Portuguese enclave of Goa in 1961, the airfield 
at Dabolim with its 7,800 feet runway became available and in June 1964, INS 
Hansa moved in ...


Since then the airfield has grown dramatically and today, INS Hansa has 
become the Indian Navy's premier airbase, employing some 2,000 naval 
aviation personnel and more than 1,000 civilians.


The runway length has been increased to over 10,000 feet to allow 24-hour 
operations for military traffic and inclusive tour charters from Europe ...


The Indian Navy is going through a major expansion with new types of 
aircraft being inducted in the next five years ... increasing utilisation of 
airspace around Goa.

REVISED PROCESSING TIMES FOR APPLICANTS AT POSTS CONDUCTING FINGERPRINT
CHECKS (17/10/05)


>From 17th October 2005, processing times for applications at Posts carrying
out fingerprint checks on visa applicants will be revised.

We are currently recording biometric data in the form of electronic
fingerprint scans from visa applicants applying at our visa sections in Sri
Lanka, Uganda, Kenya, Djibouti, Ethiopia, Eritrea, Tanzania and Rwanda.

The recorded fingerprint data is checked against records held by the
Immigration and Nationality Directorate (IND) in the UK. It currently takes
several days for the visa officer to receive the results of a fingerprint
scan and a decision to issue a visa could be made before the fingerprint
match result arrives.

To address this we are revising our target processing times for visa
applications at these Posts. This means that some visa applicants could wait
for up to seven days for a decision on their visa application. This is a
temporary measure and we are working with colleagues at the IND to reduce
the response time.

The use of biometric technology produced significant results in identifying
and deterring fraudulent visa applications and is part of our efforts to
reduce asylum and immigration abuse. By 2008 UKvisas will introduce
fingerprint scanning for all visa applicants.

Designer Wendell Rodricks’ mind is swirling with ideas these days, that have
little to do with chiffons or haute couture.

Upset with the crumbling infrastructure and civic amenities in his home
state where tourism and the International Film Festival of India (IFFI) take
precedence over all else, Mr Rodricks is throwing his celeb weight behind
the campaign to “clean up Goa.”

On Monday, the designer and supporters of the Clean Goa Initiative such as
writer Margaret Mascarenhas will be leading a demonstration in the capital
to highlight the state’s waste management crisis.

Mr Rodricks says the government must first focus on the needs of local
citizens and the civic infrastructure, rather than waste public funds on
entertaining film stars during IFFI.

“Our medical facilities are in bad shape and garbage is a huge problem in
Goa. Let the government tackle these first,” he told Deccan Herald.

Mr Rodricks was a special invitee on the state government’s nodal committee
overseeing IFFI but resigned his position recently. “It can bring in good
business for Goa. I object however, to the wasteful spending and the mess it
caused in the city last year. We can’t have the everyday lives of local
residents disrupted.”

Chief Minister Pratapsingh Rane has promised the event would be less low-key
this November, he said.

“A film festival is serious business for the buying, selling and promotion
of films. It should be handled professionally like a trade fair.

“I am for the film festival in Goa, but please tone down the party image,”
he said.

“I’m tired of hearing about money, money, money, money. I just want to play
the game, drink Pepsi, wear Reebok,” Shaquille O’Neal had once said. Of
course, Shaq’s casual, yet telling statement lays bare the truth about the
money matters in sports.

When the 27th edition of the Federation Cup gets underway in Goa from
October 19, Pepsi and Reebok might not be there, but there will be all the
money.

The 14-day meet will see India’s top clubs with their top footballers grace
the shores of Goa.

This year, of course, the tournament is special. Zee Sports, a private
channel is telecasting the whole event live. And, they have created the
right buzz around it too - promos, ads and a world class all-English
commentary crew (John Helm and Russell Osman have been roped in for the
job).

Never before has a football tournament in India created more interest.
Indian football, over the years, has been a three-state affair, Goa and
Bengal being the perennial strong houses with Kerala coming a distant third.

Last year’s Federation Cup was catapulted to the front pages because of the
tragic death of Dempo’s Brazilian striker Cristiano Junior. However, all
would be hoping that in this year’s tournament, football would make the
news.

Dempo are the defending champions; a Junior goal in the final against Mohan
Bagan gave them a 2-0 win. This year too, the Goans are the favourites, but
are expected to face tough competition from East Bengal and Mumbai’s
Mahindra United.

Here’s a look at who could make the difference in the Federation Cup.

Foreign flavour

Africa is the flavour of the season. Four of the five teams (Togo, Ivory
Coast, Angola and Ghana) qualified for the World Cup from the continent will
be making their first appearance in the mega event in Germany. The Africans
are ruling the roost in India too. Most top clubs in India have imported
talents from the Dark Continent to strut their stuff in India.

East Bengal have the burly Nigerian Mike Okoro and giving him company would
be Sidney Nakalanga from South Africa.

“Sidney and Okoro are special players. They could prove crucial in our team’
s chances. Of course, we are a squad of twenty and all twenty are just as
important,” said Subhas Bhowmick, coach, East Bengal. The Kolkata club are
also looking at a Congolese player who would accompany the team to Goa.

Mohun Bagan, East Bengal’s arch-rivals, have Gley Yao Rodrigue from Togo,
whose recent performance with the club could more than boost his team’s
chances.

Dempo’s Nigerian striker Ranty Martins Soleye has countrymen Badmos Baba
Tunde and Najeke Bolhjifor company. Their coach, Armando Colaco says, “They
are a very talented bunch of boys. We are looking to retain our title and
the three of them should fire for us, which would definitely make it
difficult for other teams.”

While Africans may be there aplenty, Brazilians have taken a liking to
India. Mumbai team Mahindra United managed a coup of sorts, signing Jose
Ramirez Barretto from FC Pennang. Barretto had played for Bagan before
travelling eastward to play in Malaysia. For Mahindra’s cause, Barretto’s
stint with Bagan could prove the decisive factor. They also have in their
ranks Ghana’s Yusif Yakubu, whom they signed from Goa’s Churchill Brothers.
Yakubu and Barretto will be joined by Nigerian Gabriel Umeh, Mahindra’s
latest signing. Barretto has his countryman Fabio Dod Passos playing for Goa
’s Salgaocar Sports Club.

Boys from the backyard

The foreigners may be the show-stealers in Goa but the home-grown talents
need not be written off. With the non-participation of Baichung Bhutia in
the Federation Cup, it could be time for others to break into the limelight.
Most teams have a good mix of youth and experience.

East Bengal’s Jatin Bisht, Syed Rahim Nabi along with Alvito D’Cunha and I M
Vijayan are men Bhowmick would be relying on.

Mahindras have Indian captain Shanmugham Venkatesh to stabilise things in
the mid-field. Abhishek Yadav and Steven Dias have worked well in tandem and
the calming influence of Mahesh Gawli would surely work in the jeepmen’s
favour.

Dempo’s Joaquim Abranches, the 18-year-old centre forward, has been creating
waves in Goan leagues. Those who have seen him believe he could be the next
big thing in Indian football. His coach Colaco has strong words of praise
for him. “He is very hard working and dedicated - he’s the player to watch

On the reasons for the Navy's to move out of Bombay and establish itself in 
Karwar. The same reasons should apply to Dabolim also and make the Navy 
leave the civil premises it occupied in 1961 and therefore help ending the 
controversial Mopa project. Curiously, the author refers in the present 
tense to the Dabolim Base as not being a "dedicated airfield" (2nd 
sentence).


"Another serious security hazard at the Mumbai naval base is that 
submarines, a vital requirement of any fighting navy, have to be berthed 
alongside the warships. Besides, the naval base does not have a dedicated 
airfield; the Navy's operation-ready aircraft are stationed at Dabolim in 
Goa.
The Navy realised the need to shift its base out of Mumbai as far back as 
December 1961, the year Goa was liberated. When INS Vikrant was ordered to 
sail to Goa, a message stating "The elephant has left", informing the 
Portugese that the aircraft carrier had set sail for Goa, was sent from the 
Bombay Telegraph Office to an address in Goa. This happened despite the fact 
that INS Vikrant had left under the cover of darkness. The Indian 
authorities thus realised how vulnerable the naval base in Mumbai was to spy 
surveillance."


In the same article (1998), it is stated that the 2nd phase of Sea Bird 
project in Karwar would include an airstrip. Has the Navy now changed its 
plans?
"An airstrip, with an air station and a naval research centre, will come up 
in the second phase."



Further research of mine, for a course-paper I prepared at the School of 
International Studies (Jawaharlal Nehru University, 2004, "PROJECT SEA BIRD 
AND THE INDIAN OCEAN, A NEW GEOSTRATEGICAL ROLE FOR THE INDIAN NAVY") led me 
to the following information, as quoted in my paper. It brings up the 
question on why the Navy does not transfer the totality of its aircrafts to 
Karwar. Or at least those who harbour in occupied Dabolim:


"In Phase II, the Navy hopes to double most of the facilities that are being 
created in Phase I. A naval air station, meant primarily for the operational 
requirements of the base, with an airstrip and a naval research centre is 
also slated to come up. Navy sources said frontline naval aircraft and 
long-range maritime patrol craft would continue to be stationed at Dabolim 
and Arakkonam. However, the Navy's large, ship-based helicopter units and 
Dorniers used for fleet requirements will be stationed at the base."

In the second part of the article, there is an interesting comment as  
follows: "Several historians suggest that the organisation of casteless  
people grew rapidly in Central Provinces through 1940s, but collapsed by  
the end of 1950 as the exigencies of electoral politics came to dominate  
mass mobilisation."


If there are any sociologists, or political scientists, could they  commnet 
on the second part of the remarks?  I have heard others  remarking that in 
the present political system, caste identity is  exacerbated.

As soon as a director of tourism takes office, instead of a bouquet of
flowers he is presented with the River Princess file. What plans do you have
for the eyesore of Sinquerim?
 The prime task of the government is to see that the vessel is removed.

The Crosschem contract has already been terminated. Before we go in for
fresh tenders the government has decided that a team of experts from the
National Ship Design and Research Centre, Vishakapatnam be deputed to
examine the vessel and give options as to how best the vessel can be towed
away or refloated. The nuisance has to be removed. The vessel is an eyesore.

Another huge hurdle is the garbage problem. How do you plan to get Goa ready
for the tourist season which is already on us?
Let’s call it the solid waste disposal problem. The Deputy Chief Minister is
the Minister for Tourism and is also holding the Environment portfolio. As
far as the beach areas are concerned, we have appointed agencies to see that
the beaches and approach roads to them are kept clean. We have divided the
beaches into different stretches which is looked after by these agencies.
The tar ball problem which came up almost as soon as I took office, was
solved efficiently by these agencies, with the assistance of hoteliers. The
second time it happened, it was also taken care of. It has been dumped in
quarries far away under the guidance of the Goa Pollution Control Board.

What role does the Tourism Department have in the IFFI since the event has
been neatly packaged between the Directorate of Film Festivals, Delhi (DFF)
and the Entertainment Society of Goa (ESG)?
The Tourism Department comes into the picture when films are to be screened
on beaches. We will also have to take care of places of tourist importance
where we have done illumination. We will lend assistance to the ESG wherever
they want to hold events in places of tourist interest and give them
publicity. We are working on a series of promotional campaigns in the
electronic media – Star Plus for the domestic sector and BBC for the
international viewers.

How do you plan to deal with the alleged UK travel advisory warning its
citizens about rabid stray animals in Goa?
This, I believe was a stray incident which is yet to be confirmed. The
government has to have a firm policy for a solution to the problem of strays
in urban areas and villages. But when you try to target the animals, People
for Animals and other NGOs prevent us from taking any action.

Goa is fast gaining notoriety for the sleazy type of tourism -- sex tourism,
paedophilia, cocaine parties etc. Do you have any plans for changing this?
Before the allotment of shacks was done, we called in some NGOs and had them
talk to the shack owners on paedophilia. They were made aware that if they
are found involved in or encouraging, or even if we hear anything, we will
keep a watch on them and revoke their licenses.

Jose A. Fernandes, fondly known to all as “JuJu” from Benaulim, Salcete, 
Goa, was one of the finest saxophone players Goa produced.  It was a big 
shock to the tiatrist fraternity and Goa on the whole when he suddenly 
passed away last year.


Besides playing saxophone, Juju was an excellent singer.  He has produced 
his own cassettes as well as provided music for dozens of Konkani cassettes. 
 The moment tiatrists knew that Juju was playing for them they would jump 
with joy because he would not only accompany them in their songs and play on 
the stage but they would also get to listen to some of his best pieces which 
he would exhibit during the intermission.  He liked music from his childhood 
and always had a penchant for the western music.  He won many awards for his 
musical talent; among them ‘Flying Film Production’ best musician for the 
year 2000, and GULAB award.  He was one of the few musicians who knew to 
read and write music notes - an art which has been on the decline over the 
years.


Here are the lyrics of two of JuJu’s songs – the first one “SAUD” talks 
about happy union of two hearts in the sacrament of matrimony in which he 
wishes all the best to the newly married couple.  The second song “MHAKA 
JIENK ZAI” is a tragedy waiting to happen to a newly married couple.  I 
would sum it up by saying:  “Man proposes; God disposes!”  Both the songs 
are very touching and full of meaning and apply to our day-to-day life:

Say 'Yes' to the `Clean Goa Initiative'

It seems to be that time of the year when you're suddenly woken up to take 
stock. The unrest in your heart finds a motive for action, energizing your 
body with adrenalin. The voices inside you find a platform, and as you 
forge on this self discovery you find that there are people willing to 
listen. To lend a hand. Willing to go the extra mile to contribute towards 
a healthy, humane society.
Every initiative starts with a 'Yes.' It's just a matter of time when 
conviction turns it into 'We Can.' That's how Wendell woke me up one early 
Sunday morning to tell me that we had to do, what we had to do for Goa. The 
time was now. The time was right. When I got to my email, there was a 
letter waiting from Margaret. Goa had had her share of rubbish upto her 
gills. The people of Curca had had their share of filth shoved down their 
throat. Calangute-Candolim-Baga had no idea what to do with their waste. 
Panjim was gagging with the stench and Colvale ready and up in arms if 
another truck sneaked by with plastic and garbage for their hills.


An initiative can turn into mass momentum if fueled by people power. 
Unfortunately, a section of the media has been more interested in 
'snubbing' the issue rather than taking the problem to the streets and 
seeking immediate redressal. Garbage is not a `celebrity' issue. It affects 
the lives of the common man. Sure, it took a celebrity to bring the issue 
to the national forefront, even as we were getting pretty comfortable 
barking and getting back into the doghouse with no action.
The mantra of any evolving community is the ability of its people to 
question authority. Because it takes more than just a government to keep 
the wheels of an economy grinding. This slow awakening is our first step 
towards declaring 'NO' to garbage. It has begun. It is a `Yes' to Clean 
Goa. And it's about time.


As Goa decks up yet again donning the war paint to host the 36th 
International Film Festival of India, no fancy cars and glittering dinners 
will quieten the disquiet stirring in the homes of the people of Curca and 
Colvale as more trucks head their way laden with the garbage of the city. 
The villagers do not care about the foreign delegates. They do not care 
about the awards. They do not care about stars canoodling under the palm 
trees or going ga-ga over prawn balchao. Surely, the film festival has 
given Goa the credit she deserves internationally as the unrivalled jewel 
of the country. She is, undoubtedly. But the needs of the people of Goa 
still continue to be basic. Safe drinking water, uninterrupted power 
supply, competitive education and a healthy environment for growth continue 
to be our priorities. The `Clean Goa Initiative' seeks to find solutions to 
diffuse Goa's humungous garbage time-bomb through a solution driven public 
campaign at the Mermaid Garden on October 17 (a peaceful rally will begin 
from the Church Square, 5.30pm onwards to the garden) even as the 
government struggles to find solutions to Goa's waste management. But does 
it only take a government to make a healthy State? What is our contribution 
in maintaining vigilance? Have we educated ourselves enough on how not to 
generate excess garbage? Are we brushing up on our civic responsibility as 
bonafide citizens? It is us, the people of Goa, who must now step forward 
and assist in finding solutions at our own grassroot levels through 
self-help community programmes and initiatives, since every government in 
Goa has failed to identify and work towards providing long term solutions 
that could buffer Goa's economic prosperity.


You and I are equally responsible to ensure that we are alert of the ways 
in which the government spends the tax-payers money. You and I must doubly 
ensure that the government spends wisely on providing basic infrastructure 
to enhance our quality of life. You and I must assist in building a society 
that seeks solutions. When we are vigilant at home can we rise up to being 
vigilant citizens of the world. The Chief Minister offers sincere 
assistance in solution finding, but it is the people of Goa with the help 
of the media (too much negative press lately only blinds readers towards 
more prejudices, instead of getting to the bottom of the problem), who must 
ensure that the government keeps its commitment strong (Goa needs garbage

Hello Cecil

Just today one customer of mine brought me a photocopy of the book called
SLAM as was the discussion few days back. This book was brought from India.
It’s unlike our time autograph books where it used to be blank and we had to
do the filling, write what ever came to our mind. These Slam books come all
readymade just fill in the blanks with cartoons drawn to make it more
glamorous.

Empower people with truth, says Pooja Bhatt

Panaji Oct 16: Film director, Ms Pooja Bhatt said newspapers were in
an enviable position to safeguard the interest of the citizens to
report the truth in public affairs and make the government accountable
to the public.

"The newspapers alone had the power to wield the pen and write the
truth without fear or favor to empower the people. A responsible press
is the fourth pillar of democracy", Ms Bhatt said.

Speaking at the 73rd anniversary celebrations of Vavraddeancho Ixtt, a
Konkani weekly newspaper on October 14 at Pilar auditorium, the
Bolllywood film actress-turned-director, said newspapers had a
sacrosanct duty and responsibility to tell the truth and nothing else
but the truth.

"On many occasions parents tell their children to speak the truth but
in reality they just do the opposite and children thus learn to tell
lies", Ms Bhatt said.

Recalling an incident Bhatt, who recently shot a Hindi feature film
Holidays in Goa, said that many a time, children are made to behave
beyond their years and narrated that at a school-level competition
where she was invited as a judge, students were asked what they would
do if they won Rs 1 crore in prize money.

"Most students spoke about giving the money to charity and other
idealistic situations and one of them even won the prize. But I voted
for the girl who said that she would spend a part of the prize money
on her friends and hand over the rest to her mother. She lost the
prize but she had spoken the truth which was more important than
winning the prize", Ms Bhutt said.

"I would rather lose in life than tell a lie", Ms Bhatt pointed out,
adding "telling the truth made a person stronger as finally it is the
truth that prevailed over everything."

The chief guest Mr Ralph de Souza, secretary, Goa Chamber of Commerce
and Industries and chairman of De Souza group of hotels said, "today
the increasing popularity of many 24-hour television news and
entertainment channels had not diminished the importance of
newspapers. Despite stiff competition from the visual news media, the
printed world continued to command respect from hungry readers and the
day was incomplete without turning to the daily newspapers with that
morning cup."

Praising the yeoman service rendered by Vavraddeancho Ixtt in
disseminating timely news, views and investigative reports on a range
of subjects for the last 73 years, he said the prestigious weekly had
continued to inform, educate and guide the destiny of Goa, and Goan
culture, upholding the truth and values and betterment of the common
man.

Former assembly speaker, Mr Tomazinho Cardozo, bagged the prestigious
Vavraddeanch Ixtt Shennoui Goembab Puriskar 2004 for his life time
contribution to Konkani literature, journalism and culture while Fr
Ave Maria Afonso won the Vavraddeancho Ixtt Pri Lanctancio Almeida
Puroskar 2004 for his outstanding contribution to Konkani journalism.

Fr Walter Gomes, vicar general of Society of Pilar, said Vavraddencho
Ixtt had steadfastly showed the way, giving direction to people's
lives and instilling values, building communities and fighting for
social justice. "The paper has been a voice of the voiceless", he
remarked, adding that the journalism of courage would go a long way in
bringing the people together.

Ms Bhatt felicitated writers and artistes associated with
Vavraddeancho Ixxt including Mr Michael Gonsalves, Mr Willy Goes, Mr
Seby Martins, Mr Bosco de Sousa Eremita, Mr Savio Correia, Mr
Rajeshree Sail, Mr Elvis Goes and others.

There seems to be some confusion about the timings and venue of the meeting 
today. We are meeting between 5.15 and 5.30 p.m. near the Panjim Church and 
then marching in procession to the Mermaid Garden for the speeches and 
discussions.


Below is a note from Margaret Mascarenhas, sent yesterday, on what will be 
happening.

The Panjim Church Square, then a march to the Mermaid Garden, a venue 
offered by Ethel Da Costa/Think Geek Media and Productions, where qualified 
individuals will address several key aspects of the waste management 
problem in Goa


Speakers
We're still figuring out the order of appearance, but those speakers who 
have confirmed as of today, Sunday morning, are:
1. Patricia Pinto--festivals and the required waste management 
infrastructure required for Panjim

2. Sanjit Rodrigues--waste management and civic responsibility
3. Roland Martins--waste management and civic empowerment
4. Claude Alvares--need for qualified apolitical committee to identify 
priorities and cost effective solutions

5. Wendell Rodricks--turning Goa into a waste management model for the country
6. Pepsi--how they can help with bottle recovery
7. Sandesh Prabhudesai--role of the media in addressing the garbage issue
8. Dr Oscar Rebello--medical waste management
9. Capt. Leo Lobo--private initiatives, such as composting, recycling

Two confirmations pending. I will give a short introduction to the event 
and read out the statements of Gurunath Kelekar of MARG and architect Dean 
D' Cruz, who are not able to attend.


Speeches will be brief (5-10 minutes) and informative, since our objective 
here is to show support for NGOs already active in the area and to generate 
awareness and involvement at civic and Govt. (panchayat, municipal, state) 
levels, and press, and to seek a common platform. We don't presume to solve 
the waste management problem in one day, obviously.


Although we have clearly conveyed the proactive nature of the public 
meeting, Mr. Rane is still uncomfortable with the addressing the gathering. 
That's his prerogative, of course. But he is most welcome, if he changes 
his mind.


NGOs:
Please bring whatever material you feel is relevant to circulate among the 
crowd--brochures, newsletters, bottles of EM solution!


Note:
There will be no food/beverage stalls, so please bring your own, and please 
take your garbage away!

Cuncolim Municipal Election Candidates to speak at Public Meeting
 
The Cuncolim Civic and Consumer Forum (CCCF) in collaboration 

with Goa Civic and Consumer Action Network (GOACAN) is 

organising a public meeting to introduce the Candidates who are 

contesting the Local Municipal Council Elections and provide 

them an opportunity to speak on a common platform.

 

The public meeting to be held on Tuesday, 18th October at 4pm 

at White Hall, Cuncolim will have the participation of candidates 

contesting from the 9 wards of the Cuncolim Municipal Council 

(CMC).

 

The candidates have been invited to speak on their proposed plans

Competition to the core: KIFF League

 Kuwait Indian Football Federation (KIFF) League for
the prestigious late J.P. D'Mello Trophy was full of
life in the last round played with hugely entertaining
matches. 

The 2005-06 League - Phase I which got underway on
16th September 2005 includes 16 teams drawn in 4
groups. The matches are played Friday mornings at
Kuwait's famous Soor Grounds and officiated by IFRA
(Indian Football Referees Association). 

Top two teams of each group advance to the next phase.
Next round matches will resume after Eid.

Last year’s champions A.V.C Overseas Association (AVC)
continued their domination of the League since last
season scoring an emphatic 6-0 win over CRC
Chinchinim. 
 
AVC attacked from the start, and played a free-passing
and fast moving game with the forwards in the right
places at the right time and making the most of even
the slightest of opportunities. Strikers Ronnie
Fernandes and Steven Rodrigues blazed narrowly over
the bar in the first few minutes of play and it was
only a matter of time before Chinchinim cracked to the
pressure. Ronnie scored 3 goals while Steven scored 2;
Edwin Fernandes scored the other goal.

In Group 2, League runners-up Navelim Youth Centre
(NYC) struggled against GOA Maroons in a match they
should have won. Navelim could have been one goal up
in the 15th minute but defender Christi messed up an
easy chance. Navelim were unlucky again to see
Americo’s shot from outside the box hit the horizontal
bar and go out of play. 

Navelim took the lead at the fag end of the first-half
through Ivo D’Costa who volleyed home a curling cross
from the right by medio Ivo Rodrigues. 

Maroons came back into the game with renewed ideas in
the second session. Ian D’Souza’s long ranger missed
the target by a whisker. Another chance went abegging
as Dave D’Souza saw his header miss the target
narrowly with Navelim goalkeeper Britto Pereira
beaten. However five minutes later, Dave made up for
his earlier lapse when he controlled a lobbed pass to
place it past the Navelim keeper from close range.

NYC strikers Mohd Mustafa and Cruzedio Rodrigues were
shown yellow cards, while Ian D’ Souza earned the
distinction for Maroons. 
   
Both NYC and Maroons are left with 2 points each after
2 draws. The other teams in the group are United Goans
and Fahaheel Brothers.

Basheer scored 3 goals for Bombay Boys, the other was
a self goal by Paradiso’s Salman Maslai. Altaf Khan
scored one against the mighty Bombay Boys to reduce
the margin.

steady steam of raids from the quick Kerala strikers

Kerala’s Fajilu made the first move in the second
minute of the game as he broke through from the right
wing, but his feeble shot hit the side net. It was
Cleetus Mathew who gave the lead for the Challengers
scoring on a defensive lapse.
  
E. Russel (1 goal) and Maulit Fajilu (3 goals) were
the other scorers for Kerala. 

Veterans’ livewire Robin Fernandes scored two super
goals midway into the match, one off a free-kick by
versatile footballer Cajetan Godinho .

Hope the people in Goa don't display the apathy that was discussed here 
earlier and go out in droves to this meet. It is appropriately timed for the 
evening office crowd.

HERALD, Oct 16, has a page 2 report titled " US, Japan finalise military
deal". This is about a controversial US military base in Okinawa whose
original intent was to protect Japan but which has been mired in a feud over
accidents, crime, and noise pollution, that has become a "festering sore" in
relations between the two powers according to the report.  It seems the
existing Futenma air base of the US Marine Corps is a 9000 foot runway in
the heart of a densely populated area of the island of Okinawa. Talks are
aimed at relocating the air base but the idea of an offshore project has run
into environmental concerns. Shades of Dabolim/Seabird!

Author of "Goa Freaks: My Hippie Years in India" ??

lives in Goa without doing a day's work? Want to know how they spent months on 
a tiny stretch of Anjuna beach? Or what really attracted them to Goa? 
If so, this is the book. It is a must-read for the student of sociology, the 
Goan from the coastal belt, and about anyone curious to understand the changes 
this society underwent in the last three decades.

Cleo Odzer is herself a former hippie, reincarnated as a respectable academic 
in the US. She tells the full story, with brutal and uncensored honesty. Even 
at the risk of portraying herself as a narcissistic, self-centered and a law-
breaking guest of Goa.

This book's significance is that it is the first to decode the lives and times 
of the hippies of Goa, which was one of the hippie-capitals worldwide (besides 
Ibiza in Spain and Kathmandu).

Odzer grew up in the lap of Jewish affluence in New York, as a disaffected 
youth in the post-Vietnam War generation. She opted to restlessly comb Europe 
and the Middle East before taking the overland bus from Europe to Goa. Four 
years -- of drugs, depravity and a meaningless existence -- was, however, more 
than she could take of it.
