KONKANI BECOMING A MINORITY EDUCATION MEDIUM: The National
Commission for Religious and Linguistic Minorities, which was
on a two-day tour of the state, has concluded that the state
language, Konkani, was becoming a minority language, as
education through the language is declining... Commission
member Dr Tahir Mahmood told reporters that the
representatives of the Christian community had told the
commission about the problems that they had faced due to the
insistence of the authorites on minority-status certificates
before issuing them permission to open a school. Disclosing
that the insistence on the minority status certificate was
not necessary, as any community identity as a minority in any
state enjoyed priviledges enshrined in the Constitution, he
went on to add that perhaps this was a tactic for denying the
right to the minority community. The Christians did not have
other major grievances, he added. Muslims' major complaint
was the shortage of teachers in Urdu medium schools. (The

 From what I remember from my childhood days, and we
 always had different kind of merenda each day for tea
 and even if nothing was made we would take left over
 rice from lunch mix it with coconut and sugar and a
 sprinkling of crushed cardammom and relish it, there
 were two kind of crepes prepared at home.  The ones
 called alle-belle were made with batter made of ground
 rice thinly spread on a saucer and steamed..  Mankeos
 (in Portuguese Elas-Velas-Vao because of the three
 turns one gives when rolling) made of maida and eggs and
 cooked as the normal crepes or pan-cakes. When I
 visualize the latter, made at my ancestral home, the
 aspect did appear to be that of squids specially as
 far as that light burnt colour and the texture is
 concerned. Now a days with the non-stick pans, it no
 longer has the same appearance.

years of Independence reservations seem to a problem
rather than a solution.


Problem? To whom? I guess those who don't benefit from this measure in
a hierarchical caste-defined society are going to complain about it.
Just look at the way the one-sided media barrage (against
reservations) has been going on in the past few days.


The politicians want it now enhanced to the IIMs and
IITs. What next? Will they be pitching for
reservations in the India's cricket team too?


And, you might get a better cricket team!

On a more serious note, you have a serious 'reservation' system
running this region for generation and centuries -- where tiny elite
groups control disproportionately large resources -- and when
government seats are allocated to those who have an unfair handicap in
an unequal race, all hell breaks loose!


Reservations, if any, should be only for the
economically deprived and never on the basis of caste.


Why not? I fail to understand the logic of this BJP-inspired argument.
When poverty and caste has such a close congruence in our part of the
world, why can't caste be used as the determining factor? The
equivalent of this argument would be: arguments in court should be
allowed only to those who have a logical mind, but should never be
restricted to a profession (e.g. lawyers)!


We cannot have reservations for doctors and engineers
otherwise we would be building morgues and crumbling
bridges.


Like other critics of pro-deprived section reservations, Aires is
twisting the issue unfairly. Nobody gets reservations in exams, they
only get it to join an institution. Meaning, once they're in, everyone
faces the same exam. (And we also know the kind of caste-based
humiliation that people have to face in institutions of higher
education... you can't argue they don't deserve to be there!)

Recently, the OUTLOOK magazine, known for its fairly enlightened
position, had this cover story showing how some people with a
Scheduled Caste/Scheduled Tribe background (the lowest of the low)
had got access to higher education, and had done brilliantly at the
national level and beyond.

We don't know how many Shakespeares and Einstins we are killing unsung
by keeping them illiterate and badly educated. The faster India offers
social justice to its various groups, the better chances it has to go
ahead globally. An unjust society is an unstable one. FN

Statehood day today: Presentation of 'Kala Gaurav Awards' to 60 Senior Artists

On this day, State Government (Directorate of Arts  Culture) felicitated 60 
senior
artistes in field of arts, culture, Natok, Tiatr etc etc. Each artist is given a
shawl, Coconut, Framed Certificate and Cash prizes in the hands of Chief 
Minister
Shri Pratap Sing Rane And Arts and Culture Minister Shri Digambar Kamat.

At the entrance of KA auditorium, there was a live music of both types viz Natok
type petti, tabla, xhenni etc and the other one was Tiatr type brass band with
saxophones, trumpets, drum etc (see photo) was playing simultaneously from 4pm 
to
5.30pm

Every member of the audience was welcomed with tradition like sprinkling of holy
water ? Kumkum and a fresh Rose flower at the door.

Some of the highlights:
- All artistes were in their 60+
- There were a few in their 90s too.
- Artistes from all over Goa were selected from Pednem to Canacona rich and 
poor.
- It appears some of the artistes been on the stage for the first time.
- Some of them were in their Short pants.
- Some with 'pudvem' or 'Zontir'
- One was with just a towel around his waste.
- One was so excited that he started shaking hand with every one on the stage
including the 15 press people.
- Some of them were too old/weak that they needed help to and fro the dais.

You may now wish to know what was the audience like this time ?
Well, I would say 70% of the capacity but as soon as the award distribution  was
over, around 6.30, the same was reduced to just 20% as if most of the people 
present
there were friends and family (including the noisy 'natram' or grand children) 
of
the 60 artistes. 

Function was over by 7pm with the speeches of Ministers etc

Well done Goa Government specially Minister  Digambar Kamat  CM Pratap Singh 
Rane.
They (artistes) really deserved it and will always remember it.  Some of them 
may
not even be there this time next year. Special pat also goes to other people 
who are
responsible in choosing the artistes even from the most deprived areas. It was
really good watching each and every artistes receiving their awards (in some 
cases
it was even a fun too). 

At the end, every one was served with refreshments like tea/coffee 
biscuits/patice

ceremony
was over and hence may not come out good.

The Pied Piper of the Goan Construction industry is
doing a good job of luring India's empty bellied to
Goa in busloads. At some point Goa has to accept that
it is importing poverty and unfortunately poverty has
a culture all of its own.

The culture of poverty is homogeneous all over the
world. Poverty is the not the benign wart made
graceful by Bollywood movies. Poverty is ugly mired in
prostitution, gambling, crime, violence and disease.
And the unchecked flow of migrants into Goa brings
with it a tidal wave of this culture.

Why decry pedophiles from Western Europe? This game
requires both demand and supply. If the supply is
plentiful then the dregs of humanity will bid a path
to our door. Most of these children are victims of
their own parents compliance in this heinous act.
Goans may lull themselves to sleep thinking that their
own children are safe but the sad truth is once the
willing are done with, the unwilling will become candy
that must be had for the pedophiles.

Goans may tell themselves that this workforce is
needed to build much required infrastructure. The sad
truth is, this workforce has displaced the traditional
Kunbi and Gaudi by making the daily wage rate so
negligible that it no longer feeds their belly.

Goans may turn a blind eye when slums sprawl in their
backyards, when rivers pollute with effluents, when
hills collapse because trees have been felled without
restraint, when pavements become the domain of
hawkers, when prostitution dens become part of the
neighbourhood, when crime becomes the norm rather than
the exception?

Isn't it time we had an honest discussion about the
unchecked import of poverty into Goa? Isn't it time we
held our politicians accountable? Isn't it time we
found workable solutions that will not extinguish our
way of life but rather strengthen it?

There was no point in cautioning the Muslims in the
Muslim dictatorships where there is no such thing as
freedom of expression.

When the Indons were in control, the treaty was
between Indonesia and Australia; now that East Timor
is an indendent nation, the new treaty is between East
Timor and Australia, on sharing of the produce from
the Oil and Gas fields. These fields belong to both
East Timor and Australia; they are midway in what is
called 'the Timor Gap'. Hence the treaties to clarify
and share etc. This is good international co-operation
and help and Aid! Nothing wrong with it!

I am not interested, in your views or in continuing
this dialogue; If you are so concerned, you shouild go
into East Timor, and help these people and try to

This is precisely the reason people have been
embracing Dan Brown and fleeing from the Catholic
Church, because it resists evolution. It is one thing
to honour tradition, it is another to claim it as The
Truth and The Way.

Is there any virtue in barring women from attaining
priesthood? Is there any virtue in enforcing celibacy
on priests? Is there any justice in constantly
referring to homosexuality as a perversion? Is there
any virtue in condemning birth control,
invitro-fertilisation, stem cell research and any
other advancement that is deemed not natural by the
Church?

Our spirituality must go hand in hand with changes
that are taking place in the world. It cannot exist in
a vacuum detached from reality.

Today I pointed out  danger to a citizen parking his car at the road
junction.He refused to move saying Im just coming in 5 minutes.Another
parked at the entrance of a store, another at the busy road side obstructing
traffic without the least concern..The Police still religiously check  for
helmets and where there is money to be made. A wrongly placed Bus stop is
demolished, before a new one is installed. Reminders have no effect.Result,
people stand exposed in the rain at the same place, and Buses too stop there
as of old. Signboards are put up and no one enforces or follows.E mail
letters to the authorities are not received or remain unacknowleged or
unactioned.There is no governance.  Big dreams and plans are more important
like IT parks, Convention Centre, Cannes  and foreign jaunts. There is no
money for a football stadium and so on. With the citizen selfish and
indisciplined,bureaucrats and government officials  are happy to keep things

It was Babasaheb Ambedkar's vision to have a society

years of Independence reservations seem to a problem
rather than a solution.

The politicians want it now enhanced to the IIMs and
IITs. What next? Will they be pitching for
reservations in the India's cricket team too?

Reservations, if any, should be only for the
economically deprived and never on the basis of caste.

We cannot have reservations for doctors and engineers

Commission for Religious and Linguistic Minorities, which was
on a two-day tour of the state, has concluded that the state
language, Konkani, was becoming a minority language, as

How to find the cheapest air fare?

This is the story of Raghav and Radha (both Mumbaiites) and how their plans
to elope to Delhi turned out to be a non-starter. At first, they thought of
escaping via Rajdhani train, but they decided to take the aerial route
instead, since they had read in the papers that it was now possible to buy
flight tickets priced lower than train A/C fares for the same distance.

So they started looking for the cheapest air fares on the internet because
online booking is sometimes cheaper. For example, fares on tickets booked
through the net are a little lower than those available through customer
centres or ticket counters.

They also realised that their friend Rinku's information about discounts
offered under apex and super-apex fares had been incorrect as most airlines
have now switched to dynamic fares. These fares fluctuate depending on the
daily market demand and generally, the earlier one books the tickets, the
greater is the chance of getting cheaper fares. The basic difference between
dynamic and apex fares is that under apex fares, one had to compulsorily
purchase the tickets a certain number of days (usually 7, 14, 21 or 28 days)
in advance, but there is no such restriction in the dynamic system.

Raghav and Radha began their hunt by checking websites of individual
airlines. Indian's Easy Fares gave them a clear picture on how dynamic fares
work. Easy Fares offer discounts up to 60% on specified sectors and are
available under four levels for economy class. For a Mumbai-Delhi flight on
June 10, they found that fares increased from Rs 4,270 for level 4 to Rs
7,350 for level 1. Once the seats for a particular level are filled up, the
next higher level fare becomes applicable. But their fare for the same
flight came down to Rs 3,205 under the newly-introduced unchecked fares,
available for a limited number of seats in the economy class in select
sectors.

This was just the beginning of their journey into the labyrinth of special
schemes and offers. Some of the prominent schemes they checked out were:
co-branded cards, Sixer and Super Sixer, Fly now, pay later of Air Sahara;
King Club of Kingfisher Airlines; One Fare Pass, Go Double Pay Single and
Check Fares offer of Jet Airways; and Desh Videsh '06, Super Saver Utsav
Plus and Indian Family Fares of Indian.

Some airlines, they found, also offer special discounts for personnel in the
armed forces, blind persons and cancer patients, while others offer
concessional fares to senior citizens, students, etc. They also discovered
that night fares and even some afternoon flights were sometimes cheaper than
early morning flights. In fact, Jet Airways has a special scheme called
Night Saver Flights divided into different classes. Their Mumbai-Delhi
flight cost just Rs 2,640 under the H class of this scheme.

Next, they checked out websites like travel.indiatimes.com, travelguru.com,
ghumo.com and makemytrip.com. Despite the fact that each and every airline
was not listed on each of these websites, they got some good bargains. For
example, on ghumo.com, they found a flight at Rs 2,680 (Indian) and Rs 2,899
(Jet Airways).

After much perusing and musing, they learnt a few home truths. Most airlines
may introduce last-minute fares, which may be cheaper than fares bought in
advance. Hence, last-minute travel may prove to be more economical at times.
A full-service carrier can cost less than a low-cost one on certain days.
The promotional and special schemes can be aborted anytime according to the
discretion of the airline. For example, Indian's unchecked fares for the
Mumbai-Delhi route are only applicable till June 15, '06. Cancellation fees
are quite high - usually 50% of the basic fare.

There are no discounts for children and so, an adult ticket may sometimes
cost you less than that for a child. Some airlines like Indian and Air
Sahara offer bidding options, which may get you great discounts. Others
offer fare alerts and flight information through mobile alerts and
newsletters, which can get you useful data on ticket prices. Lastly,
anything is possible, at least theoretically.

If you are lucky, you can bag a Re 1 (plus taxes) or Rs 500 (plus taxes)
seat on Air Deccan, as the airline says that on any particular day, its
first seats are always priced at these rates.

---Many youngsters come to church riding bikes or even driving cars, being
under age to possess a licence to do so. At one stage it crossed my
mind to ask the Road Transport officials to conduct a check around the
church on a Sunday, but this move could have been viewed from the
communal angle by others, hence I refrained from doing so. 

On my part, I advise the youngsters, and in the first case that I came
across ( a 10 year old neighbour ), I spoke to the parents, but instead
of stopping the boy, they encouraged him to take the bike. Now 19, he
is the one who drops the mother to work and collects her everyday. I

Tony Mascarenhas was well known to me  as he worked under my father at the 
Morning News, Karachi. My Father, the late Mohsin Ali was the Editor and
Managing Director of the paper. Incidentally this paper shifted from Calcutta
at the request of Mr. Jinnah, first Dacca and then to Karachi in 1952.

Prior to being sent to Bangladesh along with a group of journalists he was 
posted in New Delhi as the Morning News, correspondent in India and was 
repatriated to Pakistan just before or just after the 1965 war.

The Bangladesh story broke in the Sunday Times of London in 1971 and he fled 
Karachi in a pure cloak and dagger style with help from the UK diplomatic 
mission.

The government at the time tried to plant false stories about him in the press 
but my late father refused to publish the same.

He was a great soul and even got me my driver's license back in 1968 when he 
was the Crime Reporter at the paper. He passed away in London about 10-15 
years back. Perhaps his wife Yvonne and children are still there.

He has a sister in Karachi who is a very active member of St. Anthony's parish 
and is married to a famous dentist,  who is also a pillar of the Vincent de 
Paul Society of the same parish.

Tony, as he was known to everyone in the office and the Karachi Press Club was 
a great man and was quite popular in the Goan community here.

In case, anyone has a message for his sister, I will be happy to pass it on.
