Extremely well put Mr. JP. Some on goanet do not waste an iota of time to
twist the issue. Instead of addressing the problem, they swoop down with
their distorted views; the easiest being the "saffron" connection. They do
not seem to realize that corruption/communalism, the country is equally
affected by both. The lesser of 2 evils argument does not apply. This is the
same man who gave contradictory views on SEZs, intends to legalize dhirio,
and now justifying the casinos in Goa. As for Curtorim, or any other
constituency, the people will always get the candidate they deserve.

I presume you are referring to the same Sardinha who lost the
assembly elections to a rookie in a dominantly minority assembly and then
got a chance to enter politics again because Churchill resigned. In fact
there were rumours of the pulpit being partially responsible for his
downfall in the assembly elections. Why try and justify an idiotic statment
by him and be so communal by dragging the 'saffronites' in it?
Most of the doings of this congress government are so very obviously
disgusting, corrupt and malafide that you dont have to look at it through
communal or any other glasses and give it a 'saffron' tinge everytime
someone criticizes them.

Here is one of the better ones. It reminds us of a different time and place. 
After reading it, I not only wonder if I am Portuguese but also if I

The incident took place in February 1966, one month after got married.  Of the 
4 girls, there was not a single Goan.  You may be referring to Ida DeSilva 
who was Manglorean, not Goan. Along Ocean Road there was also the Ismaili 
cemetery which was relocated as well. The cemeteries were next to the Gymkhana 
grounds where our hockey games were played.

The "pine" trees along Ocean Road were Casaurina trees which are not true pine 
trees but a tropical version of the pine trees we see in North America.  
 
Years before, in late 1951, three young Goan men also met their end in a car 
crash on rain slickened roads against one of these Casaurina trees.  The bodies 
were laid to rest in the GI before the funeral.

The Government hospital which you referred to, as where you were born is 
probably the Ocean Road Hospital.  At one time (this German era hospital with 
the distictive lightning conductor spikes on the crest of its dome) before the 
Muhimbili Hospital (Princess Anne Hospital) was built, was the General Hospital 
for Dar es Salaam, and was known as the European Hospital in the colonial era.  
I too was born in this hospital in 1939.  Although it was the "European" 
hospital, there was a special ward for Goans, being Portuguese citizens.  Goans 
received special treatment in those days and did not have to go to the hospital 
where other Asians were admitted - the Sewa Haji Hospital close to the old Dar 
Railway Station in Gerezani.

  In the discussion of international women hockey players of Goan origin, I 
don't seem to have noticed the name of Lorretta D'Souza, from Moira. She was 
the only resident of Goa  to have played in the gold medal winning 1980 Moscow 
Olympics team. She was I think the second choice goalkeeper.
   
  She's now married to Adv. T.T Srinivasan, has two sons, lives in Vasco,  and 
works in the Customs.

BICHOLIM JUNE 4: The Heritage Action group has strongly asked the
Sanquelim Muncipal Council (SMC) to

preserve and protect the Sanquelim fort and it's rich cultural
heritage.

The incharge of the heritage cell, Prajal Sakhardande through a letter
written to the SMC has asked the

chairman,Vijaykumar Verekar to preserve the historical monuments. He
has also given a detailed plan to restore the fort

which might get damaged due to the proposed market complex in the
area.

The letter has also given the historical importance of the fort after
preliminary observation by the team including the

conservation architect, Ketan  Nachinolkar. As per the report by
Nachinolkar the fort was build by Bhosle of

Sawantwadi.

The structure which is located in the midst of the busy Sanquelim
market was later conquered by the Portuguese

Marquis de Alorna in 1746 . It was regarded as an important defense
post guarding the passage from the ghats to the

coastal territories with cannons positioned in the fort. Untill 1817
the fort possessed  a set of eight cannons. The fort

apparently was abandoned towards the end of the 19th century and fell
to a ruinous state.

The structure shows a very strong character of fort architecture built
of large blocks of the locally available laterite

stones. The fort presently houses the offices of the PWD. The interior
of the PWD office has a typical military

architectural style. It also has a well and several barracks.

Due to lack of proper maintence and restoration the fort has now
fallen to ruins. Several structural cracks in the walls

could be seen in the office of the PWD, encroachment by the shops has
also blocked the gateway to the fort. To add to

this the SMC has now proposed a new building of the Muncipal council
within the fort premises.

"We have asked the SMC to preserve the fort wall and the structure of
the PWD office so that no damage is done to

these sites" Sakhardande told Herald adding "the SMQ need to integrate
the historical features into the proposed scheme

to avoid isolation and neglect."

"This is a rich historical evidence about Sanquelim and the proposed
building should not over shadow the fort"

Sakhardande stressed "the chairman has responded positively and has
promised to preserve the heritage."

PANAJI: British teenager Scarlett Keeling may not have been raped on the 
night before her death. Swab samples taken from her mouth and vagina have 
tested negative for the presence of sperms, top police officials told TOI on 
Tuesday.


This deals a severe blow to the prosecution case. The police on Saturday had 
filed a provisional charge-sheet against the main accused under various 
sections including rape and murder.


SP (North) Bosco George confirmed that the test reports have arrived from 
the Central Forensic Science Laboratory, Hyderabad, but refused to comment 
on the findings.


The police claim that a drugged Scarlett was sexually assaulted by prime 
accused Samson D'Souza and then left in water on Anjuna beach, leading to 
her death. The police had arrested Samson based on another accused Placido 
Carvalho alias Shana Boy's statement that he had seen a half naked (without 
his trousers and underwear) Samson lying atop the minor girl and in a 
position of having sex at 4.45 am. Even key witness Michael Mannion aka 
Masala Mike, a Britisher, had confirmed this.


Later Shana was also arrested allegedly for administering drugs with the 
common intent to commit rape and murder. He was released on bail by the 
Children's Court as there was absolutely no material to indicate that he had 
given Ecstasy tablets or cocaine to Scarlett nor was there any material to 
indicate his nexus with the offences of rape and murder.


The provisional 287-page charge-sheet filed by the Anjuna police seeks to 
try Samson and Placido under sections 302 (murder), 376 (rape), 201 
(disappearance of evidence), 328 (causing hurt by means of poison) and 109 
(abetment) of the Indian Penal Code and under section 8(1) 2 of Goa 
Children's Act.


The police have also submitted a list of 87 witnesses to be examined in the 
case. The charge-sheet also alleges that the deceased was administered drugs 
and raped before the murder and that she was forcibly drowned in the sea on 
February 18, 2008.

Panaji, Apr 10: It earned the headlines, but is hardly likely to save Goa's
land. This small state's headline-grabbing new law, enacted in
March-end 2008, banning sale of land and properties to foreigners has not
made a whit of difference to foreigners wanting a rustic property here.
"Why don't you visit our office. There are laws about foreigners buying
property. But you can form a company, register it under Indian law
and hold the property in that company's name," says the British-owned Goa
Property Sales firm which operates three offices in Goa.
"We'll do all the paper work, if you buy from us," is the sales pitch of the
British firm. Like others from here, it is one of those that has
sought to cash in on the craze for a holiday-home in what was a rustic state
till not long ago.
Forming paper-companies has been a popular route here to hold basically
residential property by foreign buyers seeking to circumvent FEMA (Foreign
Exchange Management Act) and Reserve Bank of India guidelines governing
foreigners buying property. These allow only long term business visa holder
residents to hold Indian property.
Goa's administration had thrown a couple of obstacles after it found that
many were slipping through FEMA's ambiguity and exploiting
loopholes with local legal help. Property seekers and sellers though pursued
another route, using companies to ostensibly buy and hold Indian property.
Figures at the Goa Registrar of Companies office, checked by The Asian Age,
bear this out. In 2001, the ROC registered a total of 129
companies, in 2002 it was 114, in 2003 it was 189. Subsequently, the numbers
jumped considerably to 397 (2004), 655 (2005), 647 (2006) and 565 (in 2007).
"In the last three years, it's mainly foreigners who are coming to register
companies," an official at the ROC said, not willing to be quoted. Most of
the companies, ROC officials say are in the tourism and travel sector, which
permit 100% foreign direct investment, besides being suited to Goa. Hotels
with names like "Gary and Helen Retreat Pvt Ltd", "Double Dutch Hotel" and
"Cornfield Resorts" have been registered with the aid of lawyers, chartered
accountants and company secretaries. It's hard to distinguish the legit from
the fake. "It these are all genuine hotels there would probably not be an
inch of beach left," an official commented.
At least 70% of the companies being registered in Goa would fall in the gray
area of "paper" companies, those in the know here suggest. Aside from the
company holding the property, it also allows its "directors" to claim long
stay business visas at Indian embassies. Visa regimes have already been
shortened and tightened to discourage long stayers in Goa.
This channel, dispenses with Reserve Bank of India permissions. Registration
of companies is online; two people is all that is required and the company
could well be dormant for several years, with no questions asked. All that
is required is the paperwork for an annual general body meeting and a
balance sheet, one chartered accountant told The Asian Age. Other developers
have been selling properties to foreigners based on five year renewable
leases -- a proposition acceptable to some foreign buyers who find apartment
rates insignificantly cheap compared to prices back home.
This, together with the buying of second holiday homes by urban Indian has
led to disquiet in Goa, with the last few weeks seeing a series of protests
against mega-apartment projects coming up in diverse village areas like
Aldona, Carmona, Siridao, Benaulim and Soccoro.
Though the five-year-renewable leases to foreigners route  guarantees no
long term freehold rights over land, many from abroad are willing to risk
it. Agreement to sale deeds are still going ahead, though the registry has
been closed to individual sales since 2006 and the central enforcement
directorate are investigating over 400 direct purchases. "You don't need to
register a deed. It could be drawn up and not  registered, provided there is
handing over of possession and parties are willing to trust each other", say
the chartered accountant. A few reputed builders still find foreign clients
based on this argument.
Aware of this scam, Goa chief minister Digamber Kamat has threatened to have
a committee enquire into the status of such companies. The new Goa law
intends to declare sale and purchase of land to foreigners "against public
policy", by a gazetted notification. This will buttress existing FEMA and
RBI guidelines t

Comedian Agostinho's Tiatr  'POLICE'

Tiatr Police was first released in Goa on Easter day 23rd March at Panjim.
First show in Margao was on 24th March

In Margao,
There were 2 shows in March
4 in April, 10 in May and  5 in June (up to 9th June)- as 5th,7th,8th & 9th 
June dates already out on newspaper.
It seems there was one show in every 3 days at Margao during the month of May 
bringing the total Margao shows to 21

At Panjim, there was 1 show in March and about 5 in May.
On two occassion we had to come back as all tickets were sold out.
On 31st May, there were some reports that Rs.60 tickets were sold in black for 
Rs.150 each. Kala Academy closed for whole of June for repairs and hence the 
rush on 31st - Some people took this opportunity amd and must have made good 
money out of it. Next Panjim Show will be in July

Besides Margao, Panjim, the tiatr also staged in other places including 
Taleigao, Cansaulim, Agassaim etc

Police and its troupe are visiting Gulf- Kuwait, Bharain etc
There may be one or two more shows in Margao (up to 11 June) before leaving for 
Gulf

POLICE likely to cross 100 in July

is clearly mentioned between the Birth and Death dates.

Of course this is not a universal rule but quite common. Also on the
marble slabs on the 'niche' wall.

Their niches incidentally are not like ours here in Goa where only a
few bones are exhumed and preserved 3 years after the death. In
Mangalore the whole coffin itself is put into the niche, and at the
time of burial - not three years later.

Of course there are many other peculiarities of how the Roman Catholic
faith is practised in Mangalore. For example footwear is kept outside
the church - but not compulsorily so.

But let's leave that study for another day. What I would like to know
is why when worldwide the date of Death and Birth are mentioned on
graves or memorials, why only in Mangalore is the Date of Marriage
given prominence. Is the state of having lived married or unmarried
more important in Mangalore than elsewhere in the world?

My stand lies vindicated.  The mascot of 
Goa's Builders Abhiyan could not face the reality 
like a man. The Truth was sought to be suppressed 
and that is why the builder's coterie had to cart a 
pack of intruders to the venue just to protect their 
mascot. It reminded me of the situation when goons 
and drunkards are carted to our Gram Sabhas by 
the MLAs and Sarpanchas just to disrupt the 
proceedings and prevent the people from making 
their point. The colleagues were all respectable 
citizens who definitely would not have acted 
unruly to warrant that the mascot protect himself 
by carting his thugs. I have walked through all 
this fire from 1988 with my head held high and 
fearless. This builder's coterie is too miniscule 
an entity to be taken cognisance of. I am part 
of national and local movements but never had 
we reason to curtail the freedom of expression 
of any of our colleagues. Misunderstandings and 
difference of opinion are always there.

What happened on 2nd June was simply cheap and dirty 
and marks the begining of the end of a forum that 
emerged to save Goa. It is shameful that the coterie 
has behaved worse than our corrupt political thugs. 
Almost 50% of the intruding faces were alien to others 
and it was suprising that besides a handful of activists 
most of the others who profess to be the champions of 
the people's rights in Goa did not even have a little 
courage to speak out and stand for their rights. They 
behaved worse than cowards. It amounted to they 
allowing themselves to be raped by lying down without 
any resistance.  We definitely cannot fight the hostile 
forces with this cadre of cowards. No wonder corrupt 
politiians rule us endlessly because we are ready to 
make small concessions at the cost of our rights. If 
the mascot had nothing to hide he should have 
faced the forum like a man rather than behaving 
like a village thug who ensures that a pack of goons 
will cheer him on.

And while all decorum and rules were trampled upon 
to protect the mascot, the coterie along with their pack 
of intruders tried to suppress the truth from coming 
into public domain by introducing something called 
'rules of decorum'. Perhaps they were confusing it 
with 'decoration' that many of them were reduced to, 
because they could not follow what was going on. The 
truth has defintiely become bitter. The truth has 
spilled into public domain and is becoming embarassing. 
The mascot is jittery and therefore had to stoop so low.  
Activism is about morality and ethics.  If everyone is 
going to hire gangs to make their point, one can 
imagine what the state of affairs will be. What moral 
right has this coterie to talk about decorum when it 
closets itself in the cabin of the CM and emerges from 
it only to try and negotiate and run it's own colleagues 
down to please their beloved CM? What moral right has 
this coterie when it depends for its daily bread from 
real estate and mining sharks?

Freedom is my birth right. I shall not allow the builder's 
coterie to suppress my freedom that has been won for 
me by the Father of this nation.  The interest of the 
people of Goa is supreme and I will say what I have 
to say, and when I have to say it.  This is my 
constitutional right.

near the ICCI Bank en route Fatima Convent  and the other 
just alongside the railway tracks near the old railway crossing 
  - Chapel.
 
The road under bridge (sub way ) is meant for cars and three wheelers while the 
other two road over bridges are intended for two wheelers.  There are no 
side walks as of now and there is no scope of having one  on  either 
of the two road overbridges . Negotiating around the bends will be a 
little difficult and wide bodied cars may have to be a bit 
cautious.  
 
It may be recalled that the KRC  had agreed to construct 3 "foot over 
bridges"  and one sub way on demand of the Goa Government  and the 
PWD Govt of Goa was to deal with the land acquisition 8590 m2 according to Sr 
Regional Engineer  KR Madgaon
 
It is also learnt that the PWD went on a land acquisition spree in November 
2006 and many of the occupants were not aware of the same until the works 
began.  Some widows had struggled to have the bridge shifted to 10 mts 
beyond their ancestral house as the bridge within the proximity of their 
residence could render their property as an uneconomical holding.  The 
railways finally agreed to move it to around 6.2 mts and also agreed to 
grant them permission if they so desire for any construction activity waiving 
set back requirements. near KM 440/719.5 and KM 440/713 
 
However one wonders how the KRC and the PWD have allowed a  Building 
almost touching the road over bridge at Pedda, KM 440/719.5i nstead of the 4.5 
mts distance agreed by the KRC at the time of grant of NOC  for a 
"residential premise" NOT the present structure with offices and shops many 
wondered.
 
Surprisingly as the works were brought to a stand still owing to these 
developments the Railways continued their work (apparently owing to the local 
MLA's desire to solve the taffic problem irrespective of the hardship to 
the  families concerned; ) and finally KRC by a letter to one of the 
residents dated nil stated that " further  shifting is not 
possible as other parts of the bridge are completed" 
 
Many of the motorists and two wheelers were caught unaware of the developments 
today and continued to stay in "Q"  for the gates to open  after the 
trains arrived as usual.
 
There is no doubt that these developments coming as it does a day before 
re-opening of  schools for the academic year 2008-2009 will be welcomed by 
most parents and other school going children; but given the narrow structure 
there is need for a the same to manned by the Traffic police at least during 
peak hours to avert a tragedy.
 
With this one of Margao's major ills will have been set right by the MLA 
leaving only the road crossing at Marliz Cafetaria in the heart of the city to 
be dealt with.
 
When this writer visited the site and had first hand opinion from the users at 
random, there were some women from the vicinity who expressed fears due to no 
illumination on the bridge, mainly the two road over bridges.  Others 
feared that prostitution which goes on with full knowledge of the Margao police 
will flourish now that the new "avenues " are provided.
 
Near the road under the bridge (subway) the works on the storm drains are still 
being carried, out and according to a worker at the site he stated that the job 
of approach roads and the storm drains are the works of the PWD and will be 
completed shortly.  This area was prone to flooding and Margaoites would 
need to keep a watch on the developments.
 
Incidentally it may be noted that a cross which was more than 200 years and 
whose feast was being celebrated every May was demolished albeit with the 
"consent" of the Parish Priest of Our Lady of Grace Church  and other 
residents from Pedda; but with a rider that the same ought to be 
constructed.  
 
However according to the residents there seems to be no sign of the same.  
Infact when some residents enquired of the same with the PWD and Railway 
officials they feigned ignorance and instead were willing to give money to any 
one who was willing to select an appropriate site and construct the same.  
This angered many residents Hindus Moslems and Catholics from the area and they 
were preparing for a show down with black placards demonstrations.  
However according to one resident,  it was the owing to the timely 
intervention of a Margao based PI who was in civil clothes the residents 
preferred not to marr the inauguration.

PANAJI: The state government is in the process of formulating a 'Draft
Mineral Policy - Goa' which ostensibly lays stress on protecting the
environment and on corporate social responsibility in the mining belt. 

But NGOs and environmentalists have come out strongly against it. 

Government officials are tightlipped on the policy and refused to be
drawn into any discussion on it. 

"The government, it seems, has silently followed the diktats of the
mining lobby and prepared the draft to please mine owners. It allows
mining in the same manner, this time under the garb of uplifting
villages as part of social-corporate responsibility," said
environmentalist Ramesh Gauns, who has studied the draft policy. 

"Without taking into account the ground realities, no draft policy can
be prepared," he added. Saying that the policy had failed to impress, an
incensed Gauns added, "This makes a mockery of the villagers and
humiliates those affected by mining activity." 

Environmentalist Claude Alvares also showed surprise. "None of us
working on environment issues in the mining sector have been contacted
for preparing the policy," he said. 

According to Gauns, if the government was serious about its commitment
to people, all it had to do was check whether mine owners have been
responsibly carrying out mining activities. 

"Studies conducted by The Energy and Resources Institute (TERI) and the
Goa assembly house committee report of 2000 say that mining has
destroyed water bodies, paddy fields and created environmental hazards,"
said Gauns.

This write-up is prompted by the Star Letter -  Herald [26/May/2008] - 
'Reader Speak' - captioned 'Government for the People' by Jose Maria 
Miranda.



The general refrain we hear today with respect to Goan politics is that " we 
must elect good people " This is expressed through the letters to the 
editors , in the editorial articles, in sermons and religious briefings, 
people we talk to, etc.  One thing is sure, politically what is what  and 
who does what has captured the imaginations of the people of late. People 
who are touched by Goa and who have realized that this veritable golden 
goose is being torn apart by forces to satisfy their insurmountable greed, 
have come to terms with the understanding of our politicians who have become 
like our  household fixtures, difficult to get rid-of,  for sentimental 
reasons. And we pass our judgments on them which would not be entirely fair. 
We have called them the 40 thieves, comparing them to the story-book 'Ali 
Baba and his  ruthless gang, who went about pillaging and plundering and 
coming back home with the loot to the chant of  'OPEN SESAME'. In Goa, the 
chant, by and large, has been: 'Open Thy doors  Oh 'Public Treasury'.  And 
we have called our politicians all sorts of names. But when the opportunity 
comes along every election time  to cleanse Goa's dirty politics by 
rejecting these so called dirty politicians and/or to  teach them, as well 
as the parties that field them,  a  good lesson,   we have been found 
wanting, and miserably so, at that.


I say that there is no such thing as 'good, bad or ugly' politician and 
there is no such thing as a 'political carrier',  because politicians are 
not made.  They are born.  There are  'doers' who aspire to do good for the 
sake of doing good so that every one benefits out of that action, including 
the doers themselves,  and,  there are  'shakers & movers who will want to 
do good,  if only they and theirs will benefit and  the rest be damned. 
Most of the politicians, who have touched us for long or even brushed us 
briefly through their short stints, are and have been  good, respectable 
persons. If  they were not,  we would have been throwing rotten eggs at them 
at every opportunity we got.  I don't see  Pratapsing Rane,  who is  a 
Harvard graduate, as a bad person. If that  was true then he would not be 
the Chief Minister of Goa  7 times over with a distinguished political 
career. Rane Jr. cannot be a bad person. After all has he not  been elected 
with a thumping and enviable win. The same holds good for Dayanand Narvekar, 
Babush Monserrate, Mickey Pacheco Manohar Parrikar, Sardinha, Luizinho 
Faleiro, Jose Philip, Philip Neri, Babu Azgaonkar, Churchill brothers  et 
al. Either one of these two things has happened.


(1) They were propelled into politics because of their  ability to lead, Or,
(2) They happened to get a 'winning lottery'.

In either case, unfortunately for us,  they are elected  by a dead flock, 
meaning, the flock that has no idea where to go and where they are being led 
to.  If this is true, that we are dead and insensitive, then  we do not have 
the moral right to be sore at them, do we? Dead people or rather 'zombies' 
(the living dead) do not complain, for they have forfeited their right to 
complain by being dead, either dead dead or living dead. But then we have a 
marvelous thing called  the 'democracy' where only 49 per cent of the flock 
is allowed to be stone dead with the remaining 51 per cent taking on a role 
of being the not caring, not knowing,  zombies.   And the shakers & movers 
that we choose  to elect see to it that they are left all to themselves  to 
have the field day of leading no one but themselves towards the 'McKenna's 
Gold' for the simple reason that the  51 per cent zombies  drag-pushes the 
49 per cent dead-load over the precipice, to get themselves  caught in the 
sucking motion to be dragged over by the sheer momentum of the action, 
leaving no one but the shakers and movers to do whatever they want to do.


During the election time, we first demand our price from them which they are 
more than  willing to part with. Then we elect them, bless them, garland 
them,  felicitate them, rejoice and make merry with them. After having gone 
through all these uncalled for antics, we suddenly get up from our deep 
sleep, raving and ranting,  also to have the gall of calling  them 'corrupt', 
'selfish-seeking monsters' etc,   that they do this and they do that. If 
this has been happening consistently, which unfortunately has been, then 
there must be something wrong at the core of the whole business of politics. 
And why this is happening cannot be easily explained unless this is put in a 
singular person.


On the one side, let us say that 'I' Floriano Lobo  consider myself a very 
good person, like every one else does. (I am yet to know of a person who 
considers himself a bad person. Even the worst criminal will d

Like Jose, I also found interesting their interpretation of Portuguese law
regarding the date 25th April 1976.

They say that all those born in the ex-Portuguese State of India before 25th
April 1976 are Portuguese citizens by right.

The current interpretation (which has been used since 1980s by the Central
Registry of Births in Lisbon) is that only those born before 19th December
1961 are Portuguese citizens. These lawyers extend that date to another 15
years and few months!! Amazing! 

I then reviewed their theory and they may be right. It appears to be a
loophole...

It appears that Portugal only really officially abdicated the rights to the
province of "Estado da India" when the new current Portuguese constitution
replaced the previous one. And the current Portuguese constitution is dated
of 25th April 1976. The previous Portuguese constitution recognized Estado
da India as a Portuguese territory. So, basically, these lawyers
interpretation is that according to Portuguese law, Estado da India only
ceased to be Portuguese when the current Portuguese constitution was
accepted, i.e., 25 April 1976. In other words, Goa was still very much a
Portuguese territory until the 24th April 1976, according to the Portuguese
Constitution of that time. And it was only on the 25th April 1976 that
Portugal officially abdicated of the rights to Estado da India with the new
accepted Portuguese constitution. 

Of course, at the moment, I do not think this new theory is accepted by the
Central Registry Office. But it may be in the future.

I looked into the law and the constitution and it is true that I cannot find
a reference to 19th Dec 1961 in the Portuguese Nationality Law.
So, it appears that someone interpreted that the date was 19th Dec 1961 but
if it is not in the constitution or it is not in Portuguese Nationality Law,
then it is very likely that the date is indeed the date on which Estado da
India ceased to be Portuguese under Portuguese law, i.e., 25 April 1976,
which is the date when the new current Portuguese Constitution replaced the
previous one.

Very interesting indeed! A masterpiece of a discovery which will probably
please lots of our Goans who no longer need to depend on their parents to be
Portuguese first. We are now talking of 1976! That is only 32 years ago and
will probably make half of Goan born people eligible!!!

Goans have woken up from their slumber and villagers are protesting about

and passion and they genuinely want to do something for goans and

We need leadership!  Are you able to coral all the disparate leaders and get 
them to sit down together to discuss issues and form a plan of action--or am 
I too naive believe that such a course of action is feasible?


Time seems to be running out as the politicians and developers are about to 
finish off what is left of sobit Goa.


Do make the attempt if you can.  Every Goan I know is prepared to help in 
uniting us and providing the wherewithal to put up a fight.

I have always said that Delhi must stop using Goa as its holiday spot and

I have always said that Goa's CM must command respect in Delhi. However

Arwin is very right. Enough should necessarily be Enough under the normal 
circumstances. But it is a pity that Goans are far from getting to realise 
the actual meaning of ENOUGH IS ENOUGH.   We Goans will write about it, 
talk of it, worry about it but when it comes a knocking at our doors, we 
will fail to  recognise it. A pity, really.


The refusal to denotify the 3 SEZs in Goa is the final test that Delhi has 
put  Goans to. If we succumb to it,  everything will be lost forever. 
Goans will be like scared dogs with their tails between their legs, the 
roar in their throats having been snatched away forever.  If we ever did 
have an ounce of self-respect, we shall commandeer both, the SELF-RESPECT 
and the ROAR in our throats,  NOW and show these Delhi TOUTS who they are 
dealing with.


We must not lose this opportunity to sink whatever differences we have 
with one another. We must come out from our cosy bedrooms and our shameful 
pulpits  from where we have been writing  and dishing out philosophies to 
no end, cross the road and see what is happening there. In short, Goa 
needs a breath of fresh air from this ever polluted political  environment 
which has been nothing but  'you cratch my back and I shall scratch yours, 
double time'. We must learn to treat all deputationists in Goa as the 
agents of Delhi to subvert and maim Goa and Goans with the help of our 
elected voiceless chamchas, all, without exceptions.


The revolution is around the corner. We must get the guillotines out from 
their dusty corners, and keep them ready to be put to work. If we fail to 
do that NOW, it will be our gullible and good for nothing throats which 
will be caught in the treacheous and looting fists from Delhi supported 
and helped to press harder by our very own 'Judas'  the mine owners, the 
real estate barons and institutions that should be institutions of concern 
for its people over the long run.


So Goans Hark Ye ! Arwin Mesquita has sounded the clarion call . Enough is 
Enough. Put your best foot forward and march to free Goa and Goans. Do not 
stop until the job is well done. And once you have done it, please do not 
go back to sleep to lose all that which you have gained but remain 
vigilant always so that you protect what you have fought for to leave it

[Goanet] who kept the SEZ letter secret?

Chief minister is feigning ignorance about that controversial letter which
is dated May 12. If such a letter, having wide reaching ramifications, can
take more than 20 days to reach the table of chief minister, that it self
shows the state of affairs of our "good" governance. Was the chief minister
kept in dark about the letter by the bureaucrats or was it the planned
strategy to avoid the hue and cry that would follow.
But the fact is, they managed to keep it a closely guarded secret all these
days knowing very well the strong reaction it would generate in Goa. 
In fact, it would have remained underground at least for many more days, had
we not exposed it. The SEZ promoters brought this letter to the notice of
the high court to support their demand of lifting 'stop work' order by the
state government. 
Just couple of reporters were present in the court when the case was heard
yesterday. There was every likelihood that they would have ignored this
letter as just a minor matter and, as usual, would have stressed on the
order that asked the government to decide on the 'stop work' order within 2
weeks.
We came to know about this letter when our reporter made a passing reference
to it. We did not waste any further time to flash this news on our network
and subsequently all other media gave it the prominence it deserved.
Interestingly, state government has suddenly got up from its slumber and
holding emergency meetings to find a solution to this issue. If the state
government considers this issue of such a high importance, then it would be
proper on the part of the government to investigate why this letter was kept
secret for all these days.

I have always said that Delhi must stop using Goa as its holiday spot and 
impose its friends (industrialists etc) on Goa to its detriment.


I have always said that Goa's CM must command respect in Delhi. However this 
is not possible because our own Goans have shown to Delhi that they do not 
possess back-bones, that  all they are good at doing is CHAMCHAGIRI and  act 
as  DALLALs to Delhi's High and mighty.  This is true of the Congress, the 
BJP, not forgetting the NCP, the less talked about, the better.


That those who consider themselves as  Goa's Freedom Fighters are nothing 
but the brainless and the gutless 'mules'  put to work by Delhi. That if 
they have any self-respect left after having fattened themselves on the 
largese of pensions since 1961, they must reliase that they have failed Goa 
and Goans not just once but a thousand times.


Arwin is very right. Enough should necessarily be Enough under the normal 
circumstances. But it is a pity that Goans are far from getting to realise 
the actual meaning of ENOUGH IS ENOUGH.   We Goans will write about it, talk 
of it, worry about it but when it comes a knocking at our doors, we will 
fail to  recognise it. A pity, really.


The refusal to denotify the 3 SEZs in Goa is the final test that Delhi has 
put  Goans to. If we succumb to it,  everything will be lost forever. Goans 
will be like scared dogs with their tails between their legs, the roar in 
their throats having been snatched away forever.  If we ever did have an 
ounce of self-respect, we shall commandeer both, the SELF-RESPECT and the 
ROAR in our throats,  NOW and show these Delhi TOUTS who they are dealing 
with.


We must not lose this opportunity to sink whatever differences we have with 
one another. We must come out from our cosy bedrooms and our shameful 
pulpits  from where we have been writing  and dishing out philosophies to no 
end, cross the road and see what is happening there. In short, Goa needs a 
breath of fresh air from this ever polluted political  environment which has 
been nothing but  'you cratch my back and I shall scratch yours,  double 
time'. We must learn to treat all deputationists in Goa as the agents of 
Delhi to subvert and maim Goa and Goans with the help of our elected 
voiceless chamchas, all, without exceptions.


The revolution is around the corner. We must get the guillotines out from 
their dusty corners, and keep them ready to be put to work. If we fail to do 
that NOW, it will be our gullible and good for nothing throats which will be 
caught in the treacheous and looting fists from Delhi supported and helped 
to press harder by our very own 'Judas'  the mine owners, the real estate 
barons and institutions that should be institutions of concern for its 
people over the long run.


So Goans Hark Ye ! Arwin Mesquita has sounded the clarion call . Enough is 
Enough. Put your best foot forward and march to free Goa and Goans. Do not 
stop until the job is well done. And once you have done it, please do not go 
back to sleep to lose all that which you have gained but remain vigilant 
always so that you protect what you have fought for to leave it intact for 
posterity to enjoy.

$450.00 divided by 300 attendees comes to a contribution of $1.50 each. 
That wouldn't even fetch a cup of Starbucks latte which costs in excess of 
$4.00.


Not exactly big spenders, us New Jersey-ites, eh?

Now if we had figured $100.00 x 300 attendees, that would have netted a more 
meaningful $30,000! (or something like 15 lakh rupees?)  That would REALLY 
have helped ASRO!


On a more serious note, I trust you have completely recovered from your 
recent heart emergency and back to your usual effervescent self!

A 50/50 charity raffle held  during the Spring Fling dance organized
by the Goan Association of  of New Jersey (GOANJ) last Saturday
raised some $450 towards the ASRO Home  for children with HIV/ Aids
in Tivim,   GOA.

The project - one of two in Goa  run by Caritas-Goa  -  houses about
20 children. Due to the growing number of children , plans are
underway to build another structure which will offer additional space
for shelter and recreation. The GOANJ has contributed $500 towards
this Building Fund. The other Home  is in Cavelossim.

The dance at the Parish Center of Our Lady of Peace Church in North
Brunswick was attended by more than 300 people - an alltime record
for a summer dance and surpassing last year's attendees of 270
people. More than 30 people were on the waiting list.

The  dance featured New Jersey's first goan band- The "PRISM" led by
Brian Barreto (of "Bonaventure" fame from BombaY) , who  "doubled" as
a  Deejay.

The Spring Fling dance was revived last year after more than  a six
year lapse.  They were discontinued due to  poor attendance.

Eugene,
There were five Goan men representing Tanzania in the 1980 Olympics. I know 
sure that Mervyn Fernandes was on the Indian team that won that years gold 
medal. So that makes at least six Goan men participating in an Olympic 
tournament.
 
In the early sixties, there were several Kenyan Goans in both the Olympic field 
hockey and track teams. If you add them to those in the Indian teams, I am sure 
there would be more than six Goans at an Olympics. Also, in 1968, a Zanzibar 
born Goan captained the Mexican field hockey team. He scored the first goal in 
the Olympic tournament held there.

Hi there,

Before Goa became part of the Indian mess, all births were registered
at the local church (this is a valid certificate to the best of my
knowledge) and at the registrar, in the closest town. The other option
isthe records of all birth records  (before 1961) are kept in
Lisbon (I cannot remember the exact location). Its almost impossible a
birth is not registered (I may be wrong here).

The Portuguese (they are down on their luck these days) were pretty
good record-keepers and well-organised in the old days, where Goa is
concerned. You may ask around amongst the Goan Portuguese and they
'may' tell you where you can find birth certificates etc. If you find
no help, find a 'd*unk'- buy him a few shots of Maicera, it works
wonders!

When you do see anyone in a Portuguese government office, keep a small
'purbois' handy-nothing happens unless you tip, just like in any
government offices in Goa.

In the 46 years since Goa was attached to the Indian Union, Goan
politicians have proved to be totally incapable of governing Goa. No
one could have dreamed of this. Goans were known for their total
honesty and their ability to shine in whatever field and endeavor they
chose to pursue.

Goans in Bombay and the rest of India and in Pakistan were well known
for their capable service both as leaders and followers in public and
private service. Names of Goans who were well known throughout India
are too numerous to mention - from Governors to Central Govt Mandarins
to Service Chiefs to Industry Captains to nationally reputed doctors,
lawyers and academicians.

Goans in Africa and the colonies served the British and Portuguese
governments well, albeit on the second tier. In Goa itself nearing
1961, Goans were practically ruling Goa in all high administrative
positions with minimum interference from the Portuguese masters and to
the best of their ability with the resources accorded to them.

In the latter half of the 20th century and till today, Goans have
prospered in the Gulf. While it is well known that these were mainly
in lower positions, what is not so well known is that it is a fact
that many Goans prospered as the right hand men of big merchant Arabs
and as chiefs and near-chiefs in the highest echelons of the oil,
health, banking, telecommunications and various other public and
private sectors.

There is no need to document Goan enterprise in countries like the UK,
Australia, US, Canada and a few European countries. All you have to do
is read Goanet, Goan Voice UK and other other Goan related cyber
information sources. The names are familiar to all and new ones emerge
daily.

Therefore as I said, it is a shame that when it comes to Goa itself,
the very land that produced all these luminaries has had to suffer
from the consequences of rotten-ness from individuals who are a part
of this same stock. We can blame it on a thousand reasons and they all
might be true, but that does not do any good. The time to analyse is
gone and the time to act has come.

In the pockets of the recent past, the experience of Goa being
administered directly by the Central Govt has been many times better
than when Goa has been ruled by those elected. The chief administrator
the Lt Governor has mostly been well chosen and anxious to prove his
mettle in order to be promoted to better positions elsewhere in the
country. This individual is free to take Goans of high calibre who
have experience of the existing problems and how to solve them. Unlike
civil servants they can be appointed for fixed terms and for
reasonable remuneration. These people will work not for the money but
for the love of Goa itself.

This pool of advisers can be a healthy mix of various disciplines of
people who have already achieved what is necessary for themselves and
now wish to give back to Goa . There is no shortage of such talent for
whom public service, not greed is the driving force. Although there is
a far greater pool, if you take from the narrow confines of Goanet
itself, the following people for a Lt Governors think tank come easily
to mind. Rajan Parrikar, Jose Colaco, Floriano Lobo, Samir Heble,
Vidyadhar Gadgil, Valmiki Faleiro, Pravin Sabnis, George Menezes,
Nandkumar Kamat. These are among hundreds of others both inside and
outside Goa with a strong connection to the land who could be
persuaded to take a sabbatical to save Goa from the path of utter ruin
it is currently taking.

Being ruled from the Centre, Goa would be under a shining national
spotlight and all opportunities for underhand manoeuvres would be
minimized. Gone will be Alibaba and the 40 thieves. In would come
accountability and good governance. I abhor the word never, but I can
say with all truth that Goa unfortunately can never be ruled by a CM
and cabinet of Goans in the democratic set up as it is today.

Sadly, we need to nix all the effort that went into demanding separate
statehood, admitting to ourselves that this doesn't work and revert to
something that does. There is simply little alternative if Goa is to
survive with some semblance of good governance and a stake in the
future.

Thanks to Marshall and Reena. It hit me on the head. I
knew her as Mendonca. Watched and reported on women's
hockey a lot. Met her at Pune at the Dastur Meher Road
when I would go to see Minoo Golakhari, the coach of
the Maharashtra hockey team.
Eliza makes it six Goans in the Moscow Olympics, where
women's hockey was introduced for the first time. This
beats the record held by Goan men, five of them in the
1948 London Olympics.
As for the Britto sisters, I think they were
Anglo-Indians. Otillia Mascarenhas also of Pune was a
formidable back and could hit like a man. They said
that she was the R.S. Gentle of women's hockey. She
went to Germany I think to pursue studies in sports
medicine, ultimately earning her degree.

  I know for sure that the address of this 'law firm' is located near Lisbon's 
(very large) prison, in Rua Marquesa de Fronteira. We were visiting relatives 
in a nearby apartment, arriving from Goa for 8 months,  we stayed in this 
street / rua  in  1958 (me aged 8 years, with my mother, my brother aged 4 
years) and my father, Casimiro Monteiro (nuf said about him).
   
   
  I doubt this email is a scam, but dont take my word for it, its probably a 
notary / solicitors / law firm seeking extra work. A cheap way of advertising & 
getting the business they are in, to all Goans, they must have bought addresses 
from specialist firms who collect them and sell them onto interested parties. 
   
  If anyone is interested, I would recommend everyone ask them questions about 
their validity & get it confirmed by the Law Society (or similar, in Portugual) 
before embarking on anything where money might exchange hands, or may be 
compulsory, or you enter into anything legally binding.
   
   
  At least if there are some Goans reading this who might be eligible, this may 
be an opportunity for them to take up this offer, sounds like they know their 
stuff anyway.

Some of the ideas for businesses mentioned are good.
With India booming, there is scope for many businesses which will nurture
the nature also. Horticulture, floriculture are some of them.

Lots of companies have spawned all over India some of them selling fruit
juices such as packed coconut water, even "sol" curry. There is obviously
going to be a revival of organic foods.

Modern techniques can be used to distribute such produce all over India,
and even abroad. Obviously we need a good network of roads and railways.

One more thing --- I find that fenny is not available in Bangalore. I wonder

  THE MURDER case of the British teenager, Scarlett Keeling in Goa did send the 
world media into frenzy for covering the mysterious death and subsequent 
cover-up in detail. Almost three-and-half months later, the interwoven facts 
and mysteries of her death, inspired famous Goan tiatrist, Roseferns, to 
release a play called Goenkara –Tum Ragar Zainaka (Goan – You do not get angry) 
in her memory on June 1.   

  The tiatr (a popular form of folk-drama for Goans) story is based on Keeling, 
the 15-year-old British girl whose half-naked body was found at the Anjuna 
beach in February this year.
  

  The protagonist’s role in the tiatr is played by Antonette de Maina. The play 
has many people, dancing to the trance music scenes. It explores the supposed 
plot on her immediate life before her murder. It shows the issues of drug 
overdose, physical intimacy with two men; her losing of consciousness, and her 
body, being dumped into the sea and attempts, made to treat the case as 
drowning or suicide etc.
  

  The director, also known as ’King of Centuries’, for his roles in popular 
hits, which have crossed the 100 mark on numerous occasions in the past, has 
used the typical Goa beach shack scenes as backdrop to his tiatr.
  

  Roseferns’ family has been entertaining Goan audiences with his popular 
folk-plays for the last three decades.
  

  Incidentally, a Bollywood film, ‘Rave Party’, is to be produced by Prabhakar 
Shukla and set for release in October this year, if everything goes according 
to the plan of the director, with leading actress Katrina Kaif, likely to play 
the role of Keeling.
  

  It should be learnt that Keeling’s body is yet be buried as her mother, Fiona 
Mackeown, has refused to conduct her funeral rites, after she discovered that 
her daughter’s internal organs have been missing as the doctor conducting a 
third autopsy on her body, discovered the missing organs in England.
  

  In Goa, two autopsies were conducted, both of which were exclusively on the 
nature of death. Mackeown had alleged drug mafia links and also that, a 
minister’s son was also linked in hushing up her daughter’s death, as a case of 
drowning.
  

  Allegations, which have been brushed aside by the state home minister, Ravi 
Naik, whose son, Roy Naik, has been accused of playing a key role in the 
mafia-drug nexus along the 105km Goa coastline.
  

  With allegations of political links to the death of the girl and the alleged 
cover attempt by Nerlon Albererque, the police-in-charge of Anjuna police 
station, and also giving up to the international media pressure, the Goa 
government had written to the Central Bureau of Investigations (CBI) to take 
over the case, which they have not done till date.
  

  The CBI, which has been bogged down by a huge number of cases, will make its 
case clear in the next couple of weeks when they will file their reply at the 
Goa bench of the Bombay High Court in Panaji, whether it will accept the 
request forwarded to it by the state government. 
  

  The high court intervention came when the prime witness, Mike Masala, a 
British, against whom a look-out notice was issued by the police has not been 
able to leave the country even after giving his statement to the Goa police. 
The look-out notice has not been lifted as the CBI is yet to take over the case.
  

  Meanwhile, Mackeown and her lawyer, Vikram Vohra have been looking forward to 
help from the Scotland Yard. They are planning their next legal step. But, if 
the CBI refuses to take up the case, it will be a big defeat for her as she is 
hell bent on exposing the corrupt underbelly of the Goan tourism.

[Goanet] Centre refuses to denotify SEZs of Goa - now what?

I am not aware whether the various movements like Save Goa and GMAS have taken 
legal advice. I would think it is possible to join the case going on in the 
High Court by the SEZ allottees as an interested party and bring to the notice 
of the High Court all the irregularities committed by the government while 
notifying the SEZ's. I would not depend on the government defending its case 
sincerely. It is better to join now than later once the HC passes its order.

Secondly, the battle has to be taken at a higher level. Environmentalists and 
spirited citizens from elsewhere should be co-opted like Bittu Sehgal, BEAG, M 
C Mehta, Julio Ribeiro. They have vast experience in fighting builder lobbies 
and vested interests.

Thirdly there is a need to generate more publicity to the struggle. Keeping it 
local will not help in fighting the moneybags. Media like NDTV, CNN-IBN, Star, 
BBC, Aaj Tak etc. should be invited and shown the degradation that is going on.

I expect the battle to be a long drawn one, with the moneybags holding the aces.

I have read the GT report.
But I don't detect any warmth, neither in that report, nor on the 
charming/smiling face - heart of the GBA Convenor.


I,  along with the entire Goa want to believe Dr. Oscar Rebello that GBA is 
really united.

Hope he really means what he has said.

Contrary to what Dr. Oscar Rebello has said in his brief report (GT), I 
strongly believe that:
Goa will be united if Goans unite,  leaving aside their personal agendas and 
agendas of their media/builder cronies and politician friends.

Gupta, who is back in Goa as a Consultant Ediitor on the need for
unity in the CSO  for Goa's sake. I am in the process of obtaining
its soft copy and putting it on the net. My former Editor [he
introduced my column in the GT although we met for the first time only
after he left the GT a year later!] and I share many similar views. I
met him recently in Moira, where Venita Coelho [of "Jassi Jaise Koi
Nahin" fame] brought various forums together one evening under one
umbrella ... before the rains even started! ;-) All is well that
proceeds well.

Gradual and Structured development and giving preferential
opportunities for qualified sons of the soil.

As a well read and erudite intellectual that I believe Rajan is, his

Bandodkar and his MGP crew did to Goa, is just that: DENIAL.

Rajan says in June 2008 that the Goa Press cannot be trusted (my
paraphrase). I ask: When could it be trusted Oh Learned One?

During the time of Bandodkar or was it during the regime of
Manohar Parrikar?

Rajan Parrikar has been going on (rightly) about the Slumification of
Goa by the Migrant labour - and yet finds it difficult to honestly
review the role played by the Bandodkar MGP is this very process.

I ask - Rajan Parrikar - and he may choose to duck this one:but here goes

1: WHO sold Goan land at Sancoale (for a pittance) so that a
AgroChemical plant could spew crapola in Goan air?
2: During whose regime, and as a result of WHOSE actions were the
Dharavi ll (aks Zuarinagar) slums built?
3: WHO tried to merge Goa into Maharashtra?
4: Under WHOSE regime were "bhaille" deputationists brought in to LORD
over qualified Goans in crucial areas?
5: Under WHOSE regime were newspaper advertisements for Govt Jobs in
Goa  placed in Cochin and Bombay before they were placed in Goa?
6: Under WHOSE regime did the major fracture occur between Goan Hindus
and Catholics?
7: WHO had the "battle" with Mr. Gadkari of the Dainik Gomantak  WHY?

Please note that I have not mentioned the Mundcar Act which should be
credited to a relative of Shri 10%.

It is worth remembering however that there are two related questions:
WHY were the mines excluded from the Mundcar Act? and WHAT role has
the Mundcar Act played in the SALE of Goa and what Rajan calls
Rape of Goa?

I will read Matanhy's article after someone tells me why my META

manhandled by BJP MLAs and the Speaker at the time allegedly organised

[Goanet] Goa's own Orwellian village State

Hardly had I finished reading about the "rounding-up of male migrant workers" 
by self-appointed custodians of the law in Colva, an incident that didn't 
elicit condemnation from Goans in Goa, hardly had I stopped wringing my hands 
while reading Wendell's model village and Hema Sardesai's calls for Special 
Status and dismissed it as the ravings of a deluded designer and singer, I am 
now shaking with disbelief reading "Chandor's Development Plan". This is 
exactly the sort of inverted Orwellian nightmare I have been ranting against 
for the past two weeks.

The Plan itself reads like a personal mission statement and not a Development 
Plan as such, but that's not what is scary about it. The scary parts begin with 
sentences such as these:

"Thus every village’s first concern will be to grow its own food crops and 
cotton for its cloth"

"this panchayat will be the legislature, judiciary and executive combined to 
operate for its year of office"

"For the law governing every villager is that he will suffer death in the 
defence of his and his village’s honour"

This is what we have to offer as Development Plans? That each village will be a 
republic, run by a Panchayat, guarded by guards appointed by the village and 
each villager will suffer death in the defense of his village's honour. For 
Christ's sake even remote villages in the jungles of Africa have better vision 
for their future. 

Panchayats have already proven to be corrupt beyond redemption in Goa, and we 
are now to entrust them with legislative, judiciary and executive powers? Who 
will chose these "village guards", what will they be protecting the villages 
from?, who will they be accountable to? Who is going to be judge, jury and 
executioner in this "model village" of spinning wheels and cotton cloth weaving?

This is exactly the reason why the planning of Goa cannot be left to individual 
village panchayats and gram sabhas.

Am I the only one who is extremely queasy at the moment?

Eliza Nelson nee Mendonca is indeed a Goan from Pune. She captained the Indian 
hockey team and if I remember correctly, India won the Asian Games gold medal 
under her stewardship. She received the Arjuna Award for outstanding 
contribution to sports.

The Britto sisters, Elvira and Rita too donned Indian colours. But I believe 
they were Mangaloreans as both represented Mysore in the nationals.

If middle class india has come up, it is because of education and hard work  
first. Today, middle class Indians become engineers, doctors, take management 
degrees and work hard. 

What does the Goa govt. do in order that Goans can compete with the rest of  
Indians?

Simple things such as deploying a broadband network has become a scam.
In the name of anything, Goa govt. sells land at cheap rates. If you
go and see the caliber of these various secretaries of Goa Govt., they have no 
clue
of various fields of industry and how one can promote them.

All they want is to show a fig leaf of development, and make themselves
rich. It is precisely because of this that Goans are opposing this so
called development.

What do mega-housing projects have to do with Goans' development?

I have mentioned this before and I will mention it again --- there are
lots of industries where there is desperate need of skilled human resources
which are not available. Govt. does not do anything about this.
People can be trained. But in the name of training, what the govt. will
do is pocket most of the money and nothing will come out.

Are any projects spawned by the Goa Govt. reviewed, measured for their
efficacy? Are experts in the field consulted before spawning a project?
