Independence Day celebration, the Chief Minister made a grandiloquent announcement that the Government was going to set up two Commissions for Goa - a Law Commission and the Goa Human Rights Commission.Apparently, this announcement was also made in the Assembly during the current session. Apart from the bare statement of intention, there is no indication about the Terms of Reference of these two Commissions nor about the members who will constitute the Commissions. In one newspaper report (which might have got the information mixed up) the C.M. is reported to have stated that he was appointing the Law Commission to recast the TCP Act of 1974 to address modern trends in development of infrastructure. The Law Commission, it is proposed, will be asked to take up the TCP Act on priority to suggest amendments to it. The presumption that the newspaper has got it wrong is because no Government in its right mind would appoint a full-fledged Law Commission merely to review a single piece of existing legislation and to recommend amendments in a bid to make the Act proactive and make it a legislation to foster orderly and planned development. Such a review of existing legislation and suggested amendments is normally done as an internal exercise by the Law Department.A Law Commission usually has a much wider Terms of Reference. Whatever the situation might be, it seems appropriate at this time that the Goa Government should constitute a Law Commission - not just to recommend amendments to a single piece of legislation, - but to examine a whole range of existing laws which appear to be incongruent, and even in conflict with one another. To take just one example, since we are dealing with the Town and Country Planning Act of 1974, it is obvious, even to the layman, that this Act is completely out of sync. with the Constitution of India, more specifically, the 73rd and 74th amendments thereto.The TCP Act was formulated and legislated at a time when the concept of devolution of powers to the lowest level of local government was hardly known. The TCP Act was based on the assumption that all spatial planning and use of land in Goa and Daman was the sole responsibility of the Government alone, through its Chief Town Planner. Even the Town and Country Planning Board as envisaged in the TCP Act, is an advisory body to the Chief Town Planner. It is expected to advice the CTP in his task of formulating the Regional Plan. With the 73rd. and 74th. amendments to the Constitution, this assumption was rendered obsolete. The TCP Act of 1974, therefore, has not only become anachronistic, it has actually become anti-Constitutional. The proper remedy for such a radical change in fundamental assumptions is NOT to amend the existing TCP Act, as is being proposed by some citizens groups, and even, (so it seems) by the Government; but to completely repeal the TCP Act of 1974 and put in its place a NEW Act which will be consistent with the statutory requirements of the Constitution. The amendments to the Constitution of India also have repercussions on other pieces of legislation in the State of Goa. It has become urgently necessary to examine all these incongruities and to bring about changes in these associated laws. The most glaring example that comes to mind is the Municipalities Act, which, again, is not consistent with the Constitutional amendments. In the existing system, the Municipal Councils do not have responsibility for the planning of their respective areas. They are totally dependent on the Town and Country Planning Department and on the Planning and Development Authorities in some urban areas. For the planning function to be devolved to the Municipal Councils, as required by the amended Constitution, the present Municipalities Act will have to undergo radical changes. The Law Commission, if it will be set up at all, should be requested to look into the inconsistencies in the laws which do not conform to the Constitutional requirements. Another, obvious law which should be brought within the ambit of the scrutiny of the Law Commission is the Panchayati Raj Act. The Law Commission should be required to scrutinize all the State laws to see whether they conform to the Constitution or not. Perspicacious persons who are more familiar with the operation of the laws in Goa will be able to make specific recommendations to the Law Commission. What appears to be needed, at this point of time, is a macroscopic perspective of the laws which are currently in force to see whether they are consistent internally, and whether they are in conformity with the Constitution of India. This Goan folk tale is fictional and meant to be humorous. Any resemblance to real people and real events is purely coincidental and unintentional. Although the story was inspired from events in the Goan Canadian milieu, parallels should not be construed. Reader discretion is advised. There was once a meeting of wise and hardworking tribal men where it was realized that the traditions of the tribe were in grave and imminent danger. So they talked about having a tribal fest where the magical egg of their culture and identity was going to be unveiled. This egg would then be replicated over all over the world where the tribe dwelt. Since time was of the essence, weighty matters had to be disposed off rather unseemingly before the fest could begin. The following questions came up before the wise men. Could the whole tribe participate in the fest? No, was the answer. Only a few serious braves could. Then how to make sure the whole tribe would not join in? Much gold was to be given before they could enter the fest, it was suggested. Shall we encourage wise men from the tribe who were scattered in other lands to come? Only those who might attest to the golden egg, it was agreed. Shall we send out big smoke signals? One of them asked. You buy the wood and the matches, you stoke the fire and we will wield the blanket he was told. Now among these wise men were two of the brassiest mould. Actually one of them was a squaw who would have liked to be chief. She wrote a letter to the tribe in her sister's name about their vision and creativity and many more talents. The tribe was told that that such people appeared only once in 20 years. Since strictly males were made chiefs, the best she could try to be was chief-maker. They saw a chance in this tribal fest to displace the established chief who was the head of the whole tribe and not just of the wise men. This chief was the strongest and the wisest of them all but it was time for him to pass on the feathered head-dress. Although there were many brave men in line to wear it, none had a squaw like our wise man. So the fest was held amidst much fanfare. The chieftain came but when he stood up to speak, the man and his squaw left the tent. The chief was insulted, but it didn't matter to the wise men, who explained that the tent needed to be folded and somebody had to do it. Then the wise men introduced those who came from afar. They were given the choicest bison and the headiest wine so that they could sing the praises of the top two hosts. In return they brought many gifts. Some of them were collected and meant for those braves who were injured and sick in the old country but the donors thought we can always ask the tribe for more. So they talked about the golden egg. The few who came asked many questions of those who said there was such an egg. What is this egg made of? Is it not like any other egg? Can the egg multiply in other lands? How do we stop it from breaking? But those who were supposed to give the answers flipped back the questions to those who asked them. Since there were none who could answer the questions, the fest moved to other things. But not before a huddle to promise that news of the golden egg should be spread. So everyone went off to the hear the tribal choir, join in the peace dance, visit the trading posts, drink the white man's whisky and they finally dispersed. Now one wise man who always told the truth, was unhappy about the fest. He had traveled through the mountains, ridden through the valleys but felt he had tired himself for nothing. There were also some thoughtful braves who were wondering about the golden egg that was promised but not received. They decided to keep their tongues tied. They wanted the wise men to talk about the egg and the fest first. Since there was a dead silence from the wise men, one brave who usually kept the tribal records gave an account of the proceedings. Immediately some wise men from afar sent strong opposing smoke signals about the golden egg. How big it was, how fine it was, how their hosts were ever-smiling and how the new chief-to-be would always find a welcome mat in their tepees. They shouted down the truthful man from afar and too the scribe and the brave who had joined in. They accused them of many things like not paying the required gold and of drinking all the tribe's moonshine. So finally an impartial brave who wanted peace said never mind who talks bad things about the fest, let us talk about the golden egg so that we can multiply it for the good of the tribe. That is the most important thing. A brave on one side echoed the call. After all it was the egg and not the fest that was important. The wise men gathered and in unison, attacked the messengers whom they called the nay sayers. Shut up for the good of the tribe, screamed one. Well, well, well it transpires that the Mopa project is being pushed through in the interests of the Politicians - not the interests of the people of Goa. These guys want to fill their boots. Furthermore, the so called resident expert on Air Travel related matters, needs to do more than some homework, instead of trying to justify MOPA. Please read on:- ICAO didn't say 'Yes' to Mopa ANTHONY J SIMOES Upgrading Dabolim would be better, at one-third the price PANJIM, AUG 21 – The Goa government's decision to go ahead with the construction of the Mopa airport is based on the International Civil Aviation Organisation (ICAO) report, we are told. Really? A close look at the report actually tells quite a different story. The ICAO deputed a two-member team – made up of an airport operations and planning expert and an air traffic forecasting/air transport economics expert – to assess the airport. Their brief was to look at the situation at Dabolim and Mopa, and make appropriate recommendations. They were in Goa for eight days, from July 7, 2007 to July 16, 2007, at the very height of the monsoon, when we all know that Goa's landscape starts looking completely different, and there are huge logistic difficulties in moving around, especially to remote plateaus in distant Pernem. Notwithstanding this, within eight short days, they were able to complete a feasibility-cum-viability study that resulted in their producing a report of 46 pages, which includes a Table of Contents, a List of Tables as well as an Annexure, based on their visits (?) to both Dabolim and Mopa. In itself, this surely constitutes a feat fit for entry into the Guinness Book of World Records. It is another interesting but little known fact that Goa's brand new Governor, Dr Shivinder Singh Sidhu, was earlier Secretary General of the Montreal-headquartered ICAO, which we are told prepared the Mopa study. But that is not part of this story. Let us take a closer look at the report. First, the ICAO has covered its backside by saying that the team has relied on data provided by the Government of Goa. Secondly they write in their report things like: 1. In order to somewhat compensate for the additional travel time that would be required for air passengers travelling to and from South Goa, the government proposes to widen the existing National Highway 17 and construct a new highway with 'restricted access'. 2. To be attractive for the private sector to finance the totality of the investment and bear the financial risk over a long period, minimum guarantee must be given to the potential developers, such as: the insurance that there will be no competitive airport in the area (!). 3. Mopa airport would not be financially viable even in a situation where all the commercial traffic from Dabolim would be transferred to the new Mopa airport. 4. From worldwide experience, decision makers must recognise that a dual airport system is a second best solution compared to a single airport. 5. Goa does not provide a strong argument for splitting traffic between Dabolim and the new airport in Mopa. Splitting traffic between Dabolim and the new airport could impact the commercial and financial viability of both airports. 6. The study also covered the subject of financing and ownership of the proposed airport, and it was based upon the premise that the new airport will handle all civil operations. Such has been the precedent at Hyderabad and Bangalore, where new international airports are being constructed to handle all civilian operations, leaving the existing military airports only for military operations. 7. Furthermore, the study did not include the air traffic management issues involved in the operation of two airports, as the subject is discussed at the Central government level between the Ministry of Civil Aviation and the Ministry of Defence, for agreement on issues concerning civil-military coordination. 8. Given the relative strengths of Goa's economy and based on local studies by the Chamber of Commerce, the key growth engines that will drive the State's economic future are Agriculture and Horticulture, Fisheries and Aquaculture, Industry (including Special Economic Zones), Tourism and Information Technology. [Unfortunately, today agriculture, horticulture, fisheries and aquaculture are all dying industries. The Special Economic Zones and IT Parks are still-born babies.] Does that read like an unqualified 'Yes' to the Mopa airport? Not at all! But that's not all, there's more. The ICAO team was also informed during the mission that the enlargement of the aircraft parking apron, the construction of the new terminal building and an adequate car parking facility on recently acquired land from the Indian Navy was at the final planning stage at the Airports Authority of India (AAI). The preliminary budgetary estimate for the project was evaluated at $100 million (Rs 430 crore) by AAI, based on generic costs in India for similar facilities. This project contains

Saturday will also be a special moment for the troupe ‘Jingle Bells’, as the float would also mark its silver jubilee participation in the festival. According to the organizers of ‘Jingle Bells’ their float is based on the theme, culture and tradition of the land. “Jingle Bells has prepared a float based on culture and different castes,” informed Romeo Pereira, a member of ‘Jingle Bells’. “We want to depict how each one of them worked in different ways to earn their livelihood in early times. It was the ‘Jingle Bells’ that started the first float for Bonderam 25 years ago with koiti konos. Since it completes 25 years, we want to show the same tradition that existed before and how it has changed in the last 25 years,” he added. “The message we want to convey is that there is no shame in doing any type of work as long as it’s done to the best of one’s ability,” he added. “Even though the prize money is not much, floats are put with the aid from locals from each ward, who have always patronised the festival, which has made its mark on the State’s tourism calendar,” informed the locals. Pereira informed that on an average, each float would cost over Rs 30,000 to Rs 35,000. “However, if one wants to depict traditional luxurious sites, then the cost would be Rs 50,000, but none is bothered about the cost, as it is the only festival which attracts the young and old equally,” he added. However, other wards are also giving final touches to their floats, which are identified as Vittozem, Romantic, Primeiro, Maddant Stars and Divar Centre. Though Vittozem was not able to put up a float last year, Ignatius Rodrigues who is associated with Vittozem, informed that they felt left out last year. “We felt as if there was no fun in our lives and therefore this time, we have made it a point to take part in the festival,” Rodrigues said. When asked about the theme of their float this year, he said that the have chosen the theme ‘Unity through Music.’ It will depict mock bands and musical instruments portraying a symbolic message that though the instruments are different they all produce melodious music pleasing to the ears, he said. “It was tough for me to get the boys together to work and get all the things done. On its own, Kingfisher would only have been eligible to fly abroad in 2010. The decision to add overseas destinations is expected to heat up rivalry with India's largest airline Jet Airways. PANAJI - The Chief Minister, Mr Digambar Kamat on Friday said that the entire law department needs restructuring as even a file, which goes to it just for vetting purpose, gets stuck for long time. Replying to a related issue, during the Question Hour on Friday, the Chief Minister also acknowledged that there is no mechanism to appoint advocates for pleading government cases. The Leader of the Opposition stated that the Advocate General, Mr Subodh Kantak has been paid Rs 3.05 crore as his fees for a period of 30 months, with only 277 effective working days. He further stated that the Advocate General's support staff including advocates have been paid as much as Rs 82.49 lakh. Furthermore, Mr Parrikar pointed out, There is no evaluation mechanism for the advocates pleading government cases. He also stated that such advocates are not selected on the basis of their past performances in the court, including how many cases they had won or lost. The Leader of the Opposition further said that few advocates like Ms Winnie Coutinho have got maximum cases for pleading, for the government, while others were being appointed to plead very few cases. Mr Parrikar also demanded that the government should recover all the extra money paid to Mr Kantak, the Advocate General, wherein he had charged fees to appear for 102 cases, when actually he had appeared only once during the bail application case for 102 persons. The government should recover the money he had charged for extra 101 cases, and pay him whatever is to be paid for single appearance, he demanded. The Chief Minister, stating that he would examine the case and take necessary decision, informed the House that the government has already revised the fees of the Advocate General and also decided to fix the AG's fees on monthly basis. Anthony Simoes based in Calangute has been involved in research on various environmental issues in Goa for over a decade. From the impacts of the Konkan Railway alignment, Nylon 66, Golf courses, destruction of sand dunes, to mining impacts and chemical pollution. All these folks dont seem to realise that since Jan 2008, Goa government has been pushing for two airports. It is pointless to talk about Dabolim vs Mopa. The need of the hour is to figure out about Dabolim AND Mopa for Goa's sake. What I have been saying is that Mopa cannot be the ICAO designed airport with all the problems we are hearing about on goanet now from latter day Vasco da Gama's (of Mopa). It has to be a smaller airport which does not cannibalise Dabolim's traffic and force it to shut down by default if not by intent. The Goa government is the one who should be asked about this, not me. And the faith in upgrading Dabolim is touching. Its been hanging fire for 5 years since it was first proposed in 2003. And the Rs 430 cr upgrade if it does happen will be no guarantee that Dabolim will remain open once a full blown Mopa international airport opens at Mopa for all the reasons Simoes cites. This has happened at Bangalore and it will happen in Goa unless Goans are alert. For starters, Dabolim's IATA code (GOI) will likely be transferred to Mopa with the blessings of the Navy as sure as God made apples. Today, we use the word ‘ghantti’ to refer to the migrants who arrive in Goa in search of work. According to our elders, the word “ghantti” meant ‘traveling carrier from the Ghats’. In those days goods also came from across the border via the land route. The ghantti often arrived at dusk with their bullocks, bells strung round their necks and loaded with bulging sacks on either side. The tinkling of the bells and group barking of dogs usually announced their arrival. When heard, one of the locals would say: “Ar’re ghatta voilo bapui eilo”, and the whole ward would wake up to greet the tired travelers. There were hardly any roads then; they mostly traveled through jungles. Thus, they would come across wild animals like tigers, leopards, wild boars, etc. Sometimes, they would have a narrow escape from wild animals, which they would narrate to the locals. The only weapon they carried with them was a “koito” (machete). They would unload their bullocks, bathe at natural springs, sit and relax under the trees and smoke and crack jokes. Sometimes they sought locals’ permission and spent nights in their verandahs, but they woke up at the first light of dawn, reloaded their bullocks and moved off in groups via Gaumvaddy, Anjuna on their journey into Maharashtra/Karnataka. They took with them coconuts, rice, salt fish, “maddanchem godd” (coconut jaggery), seasonal fruits like mangoes, etc. and local drinks. Once upon a time, not too long ago, we welcomed these traveling carriers from the Ghats but today we despise and label them as “ghantti”. Why? Do you know who is handling Goa’s manpower requirement today? I am currently building a house. Do you know who the workers are? With the exception of the contractor, Agnelo Britto, from Grande Peddem in Anjuna and his “mukhi gonvlli” (main mason), a Hindu from Morjim, the rest are all migrants. We have to think twice before we open a door – once opened; it’s difficult to close it. Some of the first post-liberation migrants to arrive in Goa were Keralite teachers, as we didn’t have enough teachers to teach in schools. We then had officers on deputation, mainly from Maharashtra State, who exercised nepotism and brought in as many relatives as they could and filled offices. And now we have construction workers in every field, including wood carvers, who arrive in Goa in hordes from Karnataka, Maharashtra, Uttar Pradesh, Orissa, Bihar, Andhra Pradesh, etc. They have established themselves in Goa; so much so the manpower market is governed by them. Until last month, a laborer charged Rs.150 per day but now he charges Rs.200/day – a 25% increase, which has been accepted across the board in Goa! You now know who is ruling our state, but it is we who gave them that power. Let us not forget that when we point a finger at others three fingers point at us! I hope better sense will prevail among those who keep blowing their out of tune “pemprem” and they will stop propagating “aplench tambddem”! [Goanet] The Canadian Goan Egg
This Goan folk tale from North America is fictional. The story was only inspired by actual events, but any resemblance to actual people and those real events is purely coincidental and unintentional. Reader discretion is advised. There was once a meeting of wise and hardworking tribal men where it was realized that the traditions of the tribe were in grave and imminent danger. So they talked about having a tribal fest where the magical egg of their culture and identity was going to be unveiled. This egg would then be replicated over all over the world where the tribe dwelt. Since time was of the essence, important matters had to be disposed off quickly before the fest could begin. The following questions came up before the wise men. Could the whole tribe participate in the fest? No, was the answer. Only a few serious braves could. Then how to make sure the whole tribe would not join in? Much gold was to be given before they could enter the fest, it was suggested. Shall we encourage wise men from the tribe who were scattered in other lands to come? Only those who might attest to the golden egg, it was agreed. Shall we send out big smoke signals? One of them asked. You buy the wood and the matches, you stoke the fire and we will wield the blanket he was told. Now among these wise men were two who were bold as brass. Actually one of them was a squaw who would have liked to be chief. She wrote a letter to the tribe in her sister's name about their vision and creativity and many more talents. The tribe was told that that such people appeared only once in 20 years. Since strictly males were made chiefs, the best she could try to be was chief-maker. They saw a chance in this tribal fest to displace the established chief who was the head of the whole tribe and not just of the wise men. This chief was the strongest and the wisest of them all but it was time for him to pass on the feathered head-dress. Although there were many braves line to wear it, none had a squaw like our wise man. So the fest was held amidst much fanfare. The chieftain came but when he stood up to speak, the man and his squaw left the tent. The chief was insulted, but it didn't matter to the wise men, who explained that the tent needed to be folded and somebody had to do it. Then the wise men introduced those who came from afar. They were given the choicest bison and the headiest wine so that they could sing the praises of the top two hosts. In return they brought many gifts. Some of those gifts were meant for those braves who were injured and sick in the old country but the donors thought we can always ask the tribe for more. So they talked about the golden egg. The few who came asked many questions of those who said there was such an egg. What is this egg made of? Is it not like any other egg? Can the egg multiply in other lands? How do we stop it from breaking? But those who were supposed to give the answers flipped back the questions to those who asked them. Since there were none who could answer the questions, the fest moved to other things. But not before a huddle of the wise men to promise that news of the golden egg should be spread. So everyone went off to the hear the tribal choir, join in the peace dance, visit the trading posts, drink the white man's whisky and they finally dispersed. Now one wise man who always told the truth, was unhappy about the fest. He had traveled through the mountains, ridden through the valleys but felt he had tired himself for nothing. There were also some thoughtful braves who were wondering about the golden egg that was promised but not received. They decided to keep their tongues tied. They wanted the wise men to talk about the egg and the fest first. Since there was a dead silence from the wise men, one brave who usually kept the tribal records gave an account of the proceedings. Immediately some wise men from afar sent strong opposing smoke signals about the golden egg. How big it was, how fine it was, how their hosts were ever-smiling and how the new chief-to-be would always find a welcome mat in their tepees. They shouted down the truthful man from afar and too the scribe and the brave who had joined in. They accused them of many things like not paying the required gold and of drinking all the tribe's moonshine. So finally an impartial brave who wanted peace said never mind who talks bad things about the fest, let us talk about the golden egg so that we can multiply it for the good of the tribe. That is the most important thing. A brave on one side echoed the call. After all it was the egg and not the fest that was important. The wise men gathered and in unison, attacked the messengers whom they called the nay sayers. They shouted like this: Shut up for the good of the tribe. Have your own fest and find your own egg. This is pythonesque. You have had too much to drink. Didn't you read the smoke signals? You didn't come for the fest so you shouldn't ask about the egg. Give us more

GOAN MUSIC-3 By Valmiki Faleiro The Portuguese killed ‘vovios’ (ancient Goan folk songs.) Post-1510 hymns now live in archives. But, the world of mandos, dulpods and deknis – ah! – mercifully survives. That unique dance-song, which pinnacled in the second half of the 19th century, must be the first in Asia where the twain met … India’s versatile musical traditions and music of the West. Aptly symbolized by two instruments that accompany its rendition: the ‘ghumot’ and violin. The first, a percussion pot of clay that sounds best when covered with the hide of a monitor lizard, the other a stringed Western import. The West inspired the structure of the mando, but its lyrics were in the local lingo. Which suited politically sensitive Goans fine: every time they had to vent their anger at the misdoings of the Portuguese, they composed a mando. Which the colonial masters did not understand. Let’s dwell on this interesting aspect. At the western end of the road by which I was born and now live, the erstwhile Rua de Norte, was the taluka’s municipality, ‘Camara Municipal de Salcete.’ The historic building, constructed in 1770, still stands albeit in a rundown state, in Margao’s Old Market area. A law promulgated on January 15, 1774 created the first “Senado” (municipal senate). Made of 70 members, most elected, the first senate took office in 1775. It had a biennial term. Elections were not by universal adult franchise. The Electoral College comprised of taxpayers paying minimum 320 ‘reis fortes.’ The ‘Camara’ was short-lived. A Portuguese Governor called Jose Pedro da Camara (Sept-1774 to May-1779) killed the Camara in 1777. Administrators appointed by this Camara ran the affairs of the Salcete Camara. The Camara was reestablished only on March 28, 1783. With the dawn of Lisbon liberalism, local political parties like ‘Patuléa’ and ‘Chafarica’ were formed in 1844. These were later replaced by ‘Partido Ultramarino’ and ‘Partido Indiano.’ Elections in Goa never really were smooth. Those of Sept 21, 1890 were the worst. Salcete by now had nearly one lakh inhabitants and about 2,000 voters. Leveraging on the intense rivalry between ‘Ultramarino’ and ‘Indiano,’ Governor Vasco Guedes de Carvalho Menezes (1889-91) decided to rig the polls, pro his ‘official candidate’ for “deputado” to the Lisbon Parliament. What came to be known as “Eleiçao Sangrenta de Setembro 21, 1890” began earlier than the scheduled hour. Officials furiously stamped ballot papers behind the closed door of the municipality. ‘Indiano’ leaders and supporters laid siege to the building and broke open its door. Governor Carvalho Menezes was prepared for such contingency. An armed force of 150 (some say 300) Mulatto troops had been sent from Panjim by boat to Rachol, thence to Margao. As the column marched from the barracks (present South Police HQ) down Abade Faria Road to the sound of bugles, ‘Indiano’ leaders got voters to retreat to near the Holy Spirit parochial house. Under command of military officers, Raimundo de Assa Castelo Branco and Claudio Correia Mendes, the soldiers turned around the municipality and fanned out from Rua de Norte to encircle the gathered crowd, which, as quickly, scampered for safety. The taluka Administrator, Lt. Col. Luis Carneiro de Souza e Faro (which, in Konknni, means gunshot) ordered the troops to open fire. They shot like mad, at anything on two legs. Twenty-three innocents – including a Christian woman emerging from church after Mass, a Gawda woman who had just bought medicines at the Nuno Alvares pharmacy, and a mentally challenged Ponciano de Albuquerque seated at his balcao watching the ‘fun’ – were killed. Dozens were injured. For the first time, Goa featured on international ticker channels, like the Reuters despatch from Bombay. This tragic mini-Jallianwalla Bagh massacre (29 years before the real thing in Amritsar) naturally caused deep outrage and resentment. The ensuing mando, understandably, spawned several versions, four of which the Goan historian, late Carmo do Azavedo analyzed on the centenary of the dark event. The most common runs as follows (my loose translation in brackets): Setembrache ekvissaveru (On Sept 21) Camrachem foddlem daru (the door of the municipality was broken) Deddxen soldad addle (150 soldiers were brought) Morgouvan Ponje corun taru (by boat from Panjim to Margao.) There is so much incriminating evidence to uncover and so much that is EASILY ACCESSIBLE (as I have myself found firsthand) that the only answer to the last question can be: the media is in bed with the miners and builders. Where are all the usual loudmouths, some of whom are adept at flapping their gums here on Goanet? Where's the land conversion data for South Goa? Was that too much to ask for? We read the other day that the Rahejas are inaugurating a campaign to push their SEZ project, rejected by both the people of Goa as well as Goa govt (although it was clear from the get-go that Digu cleverly played both sides to ensure eventual success for the SEZ promoters). The local miners builders mafia have already switched into overdrive. A slew of sops will soon be unloaded on the Goan people. Tiatrs will be underwritten, sarvajanik Ganesh Chathurthi events will meet with wads of cash, and not a single Narkasur will go unsponsored. Pay careful attention to all the funding sources this year. Don't forget to query the Mineral Foundation of Goa (http://www.mfgoa.com), an outfit established by the miners. Find out which activists are recipients of funds from MFGoa You will be surprised. Mind you, all this windfall does not spring from any altruistic impulse. These are straightforward instances of quid pro quo. Here's the cash, now please look the other way, thank you. The builders and miners have all their bases covered. All but one, and that, I have learnt, is turning out to be a cause of some disquiet and discomfort in their ranks. It is called the Internet. [Goanet] PWD IS TO BE BLAMED
The tragic death of Kundaim young lass Supriya Naik at Ribandar on 22nd August morning may technically be a road accident but the PWD engineers are definitely to be blamed for her death. The despicable condition of the road from Sao Pedro to Ribandar Patto after it was carelessly dug to lay a new water supply pipeline over five months ago is surely a contributory factor. The people of Ribandar were fooled into believing that new pipes of a bigger diameter were being laid to ensure 24 hours water supply. This promise will remain a dream as the pipeline is dysfunctional till date and in all probalities the PWD laid the pipes to enrich the pockets of some people. The careless neglect of this accident prone road is deplorable and unpardonable. Are the PWD Engineers so insensitive that it would require that their own loved ones be crushed to death under the wheels like Supiya to awaken them to their sheer abdication of duty to maintain and ensure that the roads are in good and safe condition. The PWD Minister Mr. Churchill Alemao would be well advised to ensure good maintenance of the existing roads before pondering and contemplating over other hi-fi projects. His other option would be to team up with Health Minister Mr. Vishwajit Rane and build some more morgues instead as basic medical care at the Government hospitals is also in shambles while we are being fooled away with promises of super-specialty care. *TBA Holds Procession and Public Meeting to condemn suppression of democracy * The Taleigao Bachao Abhiyan (TBA) today conducted a protest march to condemn the actions of the Sarpanch, with the aid of unruly elements in the recently held Gram Sabha of Taleigao that amounted to a murder of the democratic process. The procession that wound through the Taleigao market and culminated outside the Casa do Povo, Taleigao marched to the somber tunes of music traditionally played at funerals. Pundalik Raiker a member of the TBA explained that the citizens of Taleigao were mourning the abortion of democracy as witnessed in the Taleigao Gram Sabha held on the 17th of August 2008. It may be recalled that the Gram Sabha held on the 17th of August was abruptly stopped by the Sarpanch after members of the meeting protested against his partisan manner of conducting a vote in the meeting. He was aided in this process through the actions of unruly elements that continuously disrupted the proceedings. The TBA, aware of this possibility, had in fact requested the Sarpanch for police protection, a request that the Sarpanch ignored. This action, along with his partisan manner of conducting the meeting is evidence of his deliberate attempts to throttle the democratic participation of the people in the governance of the village. The TBA would like to call attention to the fact that subsequent to the Gram Sabha held in May 2008, the tribal residents of Taleigao village were threatened and punished for daring to attend the Gram Sabha. The TBA points out that the Sarpanch has failed to call for Gram Sabhas as per schedule for three trimesters now, a serious neglect of his duties under law. In the course of the procession, members of the TBA spoke on the various other issues that are a threat to the democratic functioning of the panchayat. As members of the procession distributed handbills to the on-looking public at the Taleigao market, Annand Madgavkar explained that the TBA aimed to ensure Development for all, not just a few. Shanti Almeida, secretary of the TBA focused on the mega-housing projects. In the absence of adequate infrastructure she argued, these projects were going to destroy the fabric of the village and create poverty in our village. Xavier Almeida, expressed his concern for the conditions in the village pointing out that fields created through the hard work of the ancestors, were now being acquired in the name of the Government, and subsequently filled up and used for private commercial interests. Every speaker in the course of the procession appealed to the people of the village to fearlessly come out against the destruction of the village, stand up for their rights and attend the Gram Sabhas. Arriving at the Casa de Povo, the site for Gram Sabha meetings, Adv. Albertina Almeida reflected on how the village as a result of the disregard for law was transformed from a productive agrarian community into a lawless concrete jungle. Participants in the procession then lit candles to bring the light of justice into their village. Speaking on the occasion, the Convenor of the TBA, Jason Keith Fernandes pointed out that Taleigao was in the grip of darkness and it was the responsibility to bring light into this darkness. The forces of darkness were at play in the Gram Sabha, in the imposition of the ODP (Outline Development Plan) and the alleged IT Park in the village. The citizens would not rest until these forces were dispelled he said. On behalf of the TBA, Annand Madganvkar announced that they would visit every ward to identify the needs and demands of the people and try to resolve these issues. This would be used in the eventual preparation of a Village Development Plan that would articulate the needs and demands of villagers.
