Ask Church to intervene, prevent redevelopment from transforming

cosmopolitan complex

Catholics and members of the clergy have asked their church to
intervene to prevent the transformation of Willingdon Colony at
Santacruz from one of the oldest Catholic housing co-operatives to a
cosmopolitan residential complex.

Last month, residents of the colony were informed by its owners, the
Bombay Catholic Co-operative Housing Society, that the property has
been sold to a construction firm. The firm, Sumer Associates, have
installed boards proclaiming their ownership of the plot, and have
barricaded the colony with metal sheets.

The five-and-half acre plot on S V Road has 25 two-storey cottages
occupied by 230 families. All residents do not have the same legal
status - while some are tenants, others are allottees.

The redevelopment is opposed by a group largely consisting of tenants.
The dispute between them and the society has reached Bombay High
Court, which is hearing a suit filed by another builder claiming to
have signed an agreement with 69 tenants to redevelop the colony.

However, Sumer Associates has said that the property has been sold by
the society to them for Rs 70 crore. Though the society has 764
members, majority do not live in the colony and are only land owners.
The builder has agreed to accommodate the 161 allottees and 69 tenants
in 230 flats of 600 square-feet each.

But many community members see the redevelopment as a death knell to a
fast vanishing way of life. Inside the wooded colony - dotted with a
cross and gaily decorated Christmas trees - the roar of traffic from
the arterial road nearby is muted by the chirping of birds and
squirrels. Since much of the younger generation have migrated, most
residents are ageing retirees. “Our forefathers set up the colony to
preserve a Catholic way of life. But if there’s an influx of people of
other religions, the very essence of a Catholic society will be
obliterated,” said a resident.

Some tenants have approached the church and groups like Catholic
Secular Forum for support. “We will ask the church to bring about an
amicable settlement between tenants and the society, failing which we
will start an agitation,” said Joseph Dias of the forum.

Father Conrad Saldanha, who is attached to Sacred Heart Church, the
local parish seat, said the protesting residents have the moral
support of the church. “I am highly concerned by the developments.
Families that have stayed there for generations are suddenly being
intimidated,” said Fr Saldanha.

Society secretary Frederick Noronha said, “There are 764 members in
the society and majority have agreed to sell the land. As far as the
legal dispute is concerned, the matter is in court and I would not
like to comment on it.”

Legal experts agree it is a contentious issue. Advocate Joachim Reis,
who is active in local church issues, said the general body of the
society has taken a decision to sell the land. “The church has no
locus-standi in the issue. The buyer is not bound to follow the
constitution of the society that limits membership only to Catholics.
But the Supreme Court has allowed religious groups to have their own
housing societies. Those who feel aggrieved by the developments can
approach the co-operative court,” said Reis.

The society says that the sale will benefit residents as many cottages
are dilapidated. A notice to members said: “Tenants will have new,
well-ventilated apartments with modern amenities. Tenants need not
waste time and be victims of lengthy litigation, which was for the
purpose of benefiting only a builder without the capacity to implement
such a project.”

Sumer Associates did not return calls despite several attempts to get
their version of the dispute.

Talking Photo/Video: New route/Ferryboat from Panjim to Chorao
 
New route to Chorao (from Panjim) started from last month 
(around Dec.12, 2009) and we only found out today i.e. 5th January 2010. 

 
The service introduced on one month trial basis.
Leaves either side every 45 minutes from 7am to 7pm 
(as per the schedule display board)
 but there is a break or no service between 10am and 4pm 
due to poor response?
 
The journey takes about 25-30mintes each way.
It’s not a free ride.
Each Pax pays Rs.5 each way.
Two wheeler Rs.10
Cars Rs.30
 
I guess i isi cheaper and time saving too.
Those working in the Parjim Market/Campal/Miramar areas will need
Rs.10 to travel to Riabandar jetty i.e. Panjim to Bus Stand and from there 
to Ribandar.
 
The service is till not very popular may be due to less or no publicity.
Our trip 6.15pm sailing had about 50 pax, 4 two wheeler and one car 
but on our way back i.e. 7pm sailing from Chorao, just two of us.

Dear Santa,

It's exactly fourteen days after Christmas, and before my warranty expires, I 
want to tell you that the gift you brought me a fortnight ago isn't worth a 
buck. I mean, a bark, sorry, as in Bow, wow! as my
dog Laskar (who's even more disappointed) would explain to you.

But perhaps I had better explain first. It all started with my Bibi - which as 
you know in Swahili is wife - I call her Bibi-ana, no, her name's not actually 
Ana nor am I making fun of her, or.argh,
I've lost the sutli, um I mean thread, oh shoot, I'll just have a
quick swig, I mean copito, no I didn't cop it, oh.rgh!

Anyway Bibian said to me, Gusto, you know that CD you got for
Christmas (wink! wink!)? You know that one with that nanga Lamani
woman taken outside our Moira church, shot by Rajun Porrikar?

I cleared my throat Fust of all, she was wearing a hat, so she was
not nanga, secondly it was not outside the Church but Uncle Tony's Tinto, and 
finally it was shot by Oskar of GBA Fotoi Take-Outers!

Gusto, she laughed, Ho, ho, ho! You're drunk! It WAS at the Moira Copel, ask 
the priest, ho, ho, ho! And the woman was aho, ho, ho!

I was appalled, W-h-a-t did you just call that poor woman

No, no, Gusto! she screamed, if at all, that should be that stupid sacristao 
Estmasao's handbag Rosita, who's living in sin with him!
I just wished her after midnight mass, and she came after me with a coita 
thinking I said Marry Estmas!, she was so boozed, like you!
I heard you, pretending to drunkenly sing Adeste Fideles adoringly outside 
YOUR handbag's in Bambordem, screaming Venita Adoremus!

Excuse me I staggered up coldly, what's this to do with the CD??

At which stage, Santa (which is all your fault), Laskar who loves
Bibiana more than anything else and is very sensitive to tone, bit me!
Don't laugh, Santa, you wouldn't too, if you got bitten where the sun don't 
shine! Laskar, whose ancestors got nipping practice rounding up errant Nazis in 
the fields of Berlin, is, you guessed right, a big
German shepherd. And this complaint letter has all to do with him.

Gusto, she pacified me after a dab of Iodex, Laskar is very disappointed 
with that CD! He wanted a more advanced version!

Wht? I shrieked, Laskar understands the Twelve Days of Xmas?? And by the 
way, it's Fr. Floriano and handbag singing on that CD!

Yes, I know, she murmured sweetly, the CD is all about what he was given by 
Gova Suraj - she's not Goan - you know, that Lamani woman!

Oh my God! I said, And all this time I thought she was Bihari!

Yes, she is Bikari, she shrugged, anyway.Laskar has been listening to 
all the crap on the CD - and finds it doesn't add up!

What doesn't add up? I said sorely, from behind, Fr. Floriano's endless 
promotion of Gova Suraj, the only ghati who can save Goa?

No, stupid, she whispered, Laskar thinks you've done him wrong,
giving me and him this third-class CD, with only addition on it!

Addition??? I gurgled, You mean this mean mutt can count??

Lasker growled, and I had a hazy picture of a million Nazis fleeing.

Yes darling, said Bibiana but he's bored with adding all the concubine gifts 
of the twelve days of Christmas on the CD! And he's very hurt that Santa 
distributed a better math CD for dogs to all the mutts and mongrels and hep 
cats of Colva, but not our poor Moira!

And that, Santa, is all your fault, here's where Bibi says you failed.

He wants more advanced math - you know the stuff you teach your poor pupils at 
Dempo's - Brackets, Opening, Division, Multiplication, Addition, Subtraction - 
bodmas! But for dogs! Exchange our CD!

So there you are Santa - please can we have that CDDOGGY BODMAS!

As Goa’s second Chief Minister, Shashikala Kakodkar turns 75, I feel
privileged to write a few lines about a person I have known for over four
decades. “Tai” as Mrs. Shashikala Kakodkar is known to us all, took over the
reins of Goa on August 12, 1973 following the death of her father, Goa’s
first Chief Minister, Dayanand Bandodkar.



Shashikala Kakodkar led the Maharastrawadi Gomantak party and its government
as Chief Minister of Goa, Daman  Diu and continued in power till being
ousted by a split within her party on 27 April 1979. This was followed by an
eight month spell of President’s rule followed by fresh elections at which
Congress led Mr.  Pratapsingh Rane took over as Chief Minister on 16 January
1980.



Shashikala Kakodkar was India’s third lady Chief Minister, the first being
Sucheta Kriplani (Uttar Pradesh) and the second being Nandini Satpathy
(Orissa). Mrs. Kakodkar had a firm grip over the administration unlike some
of the subsequent Chief Ministers.



Goa's first Chief Minister Dayanand Bandodkar ruled Goa in style and with
compassion. With a cabinet of just three Ministers, he left a long-standing
imprint and the memories of his rule compared to the chaos and corruption of
today will be remembered for all the right reasons. Besides Goa, Bandodkar
and Shashikala Kakodkar had to manage Daman and Diu. Besides they did not
have dozens of state run Corporations to keep the MLAs content by dishing
them out the Chairmanships.



I recollect having met the late Dayanand Bandodkar at his Althinho residence
when I was 10. Though he did not have the privilege of much academic
education he had all the qualities that a good leader should have. I called
on him with a complaint of my grandmother residing in his neighbourhood at
Althinho and was being harassed by her tenants. Bandodkar directed me to
Mrs. Shashikala Kakodkar who was then a state Minister in his cabinet.



Goa's first Chief Minister Dayanand Bandodkar and Mrs. Shashikala Kakodkar
had a vision for Goa and laid the foundations for Goa's progress. The
shameful tales from rags to riches of some of the other subsequent Chief
Ministers is horrifying.



Mr. Pratapsingh Rane's initial innings as Law Minister under Goa's first
Chief Minister Dayanand Bandodkar in 1972, was commendable, a post in which
he continued under Goa's second Chief Minister, Mrs. Shashikala Kakodkar.  His
first stint as Chief Minister was also good, he even drove his own Fiat car
to attend private functions. But Pratapsingh Rane later succumbed to the
absolute abuse and arrogance that creeps into politicians who remain in
power for too long.



As a friend of the family Shashikala’s three sons Yatin, Sameer and Abhay
and I played together as children.  Shashikala’s three boys were brought up
as normal kids never pampered or allowed to play truant as most children of
politicians.  In spite of her busy schedule as Chief Minister whenever I was
at their Porvorim residence at lunch time Mrs. Kakodkar made sure lunch was
served at her hands.



In 1979 the student community proved to be a formidable force to be able to
challenge the then Government headed by Chief Minister Shashikala Kakodkar.
It was the kindling of student activism in Goa. It was the desire that the
student community in Goa should get 50% bus concession.  The powerful bus
owner's lobby was being fully supported by the Shashikala Kakodkar
Government. The student agitation spread from Pernem to Canacona and within
13 days of launching of the agitation the Shashikala Kakodkar Government
decided to concede to the demand of the student community for 50% bus
concession.



During the same student agitation, on 7th Jan 1979 she was being felicitated
at Azad Maidan on her 44th birthday by a committee headed by the late Mr.
V.M Salgaoncar. As she was not conceding to our demand for 50 % bus
concession we decided to demonstrate and disrupt her felicitation function
at Azad Maidan. We were successful and ended up with VM Salgaoncar’s
Mercedes car badly smashed in that chaotic evening. It was just a
coincidence that I later graduated in law from VM Salgaoncar’s college.



Politics was meant to be a dedicated mission. Unfortunately, it has today
become a very lucrative business. Today corruption has been
institutionalised. Politics should not have been allowed to be the
scoundrel’s last resort. Unless India’s whole political and electoral
procedures are totally revamped and overhauled, this current sad state is a
vicious spiral which will only get worse.



Goa, being a small state, should have led by example. After attaining
statehood on August 12th 1987 unfortunately we have joined the

Most of us want accolades for our ever so miniscule actions, we like to trumpet
our shallow deeds with a blast, we feel proud to hear our names read out at the
Church or social functions for our contribution, however irrelevant they might
be and we would surely like to have, not just a most pompous wedding but a
funeral as well, at the end of our journey in life. Human, quality at it's best.
Do we really think, that what we throw out as waste, could help others live a
day longer ?  Do we ever think of giving a meal to the hungry without a trumpet
blast ? Do we ever extend a helping hand to the needy on the roadside, knowing
our names won't appear on the news papers or magazines ? Do we ever do anything
knowing, that we will receive nothing in return ? Anna did it ! 

 

We know not for what purpose his body was used, nor do we know what was achieved
from it, but surely some one or some people some where must have benefited, from
this simple generous deed, could be that, with this experience, some one or some
people, will further use it for the benefit of a lot more people, goodness can
also be an unending chain reaction. Anna did it !

 

Anna has been a shinning example for us to follow, 13 years before his death he
was ready for it, even though he knew very well that his dead body would be
dismembered and his innards would be all over the tables in some science
institute, unknown hands with gloves probing and cutting for the enhancement of
knowledge for students of science or for science it's self. Without knowing or
caring who the person was. At the end of which a pulp of flesh and bones
incinerated in a box or bag, which would be the last rites without dignity or a
good by from the family. Would any one of us do this for humanity ? No, I don't
think so, but Anna did it !

 

I am amazed at the genuineness of this man who sacrificed his dignity in death,
for an acrimonious good by, for the benefit of his fellow beings. I know we will
not be able to match his sacrifice of offering our bodies for science, but
surely, we are capable of doing some small humanitarian deeds for our fellow
brethren, in whatever little way we can. Anna did it, so can we in our on little
ways, so let's just do it !

 

I say Anna Jai Ho !

 

Anna's action reminds me a little of one of my relative who before his death
told his well to do sons, that he did not want any pomp at his funeral, and to
even use the public coffin quaxaum de fabrica and to give the entire amount of
money that was to be used for a pompous fare-well to the poor. Noble thoughts
indeed. His wishes were followed by his sons, body placed in a public coffin and
buried wrapped in a white bed sheet, money given to the poor, it's the only time
I have seen a catholic burial without a coffin. I wish more of us could be like
that.

What a brilliant  idea thought by Mr. Manuel Tavares
if only these laws and by-laws were implicated in the 
Goan constitution (if there is one).
All corruption in the state would come to an abrupt end.
But who would pass it our corrupt ministers would they
bite the hand tha feeds them I do not think so.
Moreover our Goans who are in Goa think that 
bribery is normal and are quite prepared to pay 
to get their work done.

This ancient Circular structure, probably the oldest in Goa
 
 
While travelling to Ribandar or from the ferry, you may have seen a 
from a distance, a white circullar structure,  located on a hillock of 
Chorao Islands.

I always wanted to go up there  to see what is looks like.
Today, using Panjim-Chorao direct ferryboat, we managed to go there.

It has a beautiful view from the top.

How to get here?
From Chorao Ferry, take local bus (unless you have your own vehicle)
It is about a kilometer away from the Maddel Church (Our Lady of Grace)
Or just after a road sign board marked ‘Pomburpa’
It’s on the main road.
There is no vehicular access to the chapel nor has a decent pedestrian road..
From the road, it takes about 15 minutes walking of which 10 minutes of 
climbing up on the hillock. Not suitable for older people. It’s a rough and 
narrow pathway with no steps.
If you like walking or trekking, you should be able to cover the entire 
distance in about 60 minutes from the ferry.
On the way, you will see a Hindu temple, then the church

 where sharp right turn on main road, walk about 15 minutes, 
and you will see a ‘Pomburpa’ direction sign board to you left. 
Follow (walk) the main road for about another 5 minutes and take a 
narrow opening to the stone fence towards your left which 
is the access to the chapel through the woods.. 
 
Note. Chapel is not visible from the main road or until you are closer 
to the chapel.

Ask locals for help.
When we were coming down, we saw 4 other Goans going up.

Chapel of St. Jerome at Chorao 
On the top of the hillocks at Madel, the Chapel of St. Jerome is situated. 
This Chapel has been constructed on an elevated ground 
with its entrance towards the South. 
It is a circular structure with a drum and dome over it. 
There is a pillared verandah, around this chapel. 
The tiled roof of this verandah is sloppy and is supported by square stone 
pillars. 
The wall of the chapel is of laterite and it is plastered with lime and cement. 
The outer diameter of this chapel is approximately 28.8 meters and 
its internal diameter is 5.75 meters. 
There is a high stone platform in the northern end of this chapel. 
There are two small windows on the wall of this chapel. 
The superstructure of this chapel is topped by a small octagonal tower, 
which in turn is capped by another small dome. 
It is commonly believed that here originally stood a church, 
a seminary and a convent, all located at the foot of the hill and believed 
to have been built during the 16th century AD. Today however, 
no structures remain. It appears that the chapel of St. Jerome is the only
 ancient chapel in Goa with a circular plan.

Mr. Rajan Parrikar scores high on my list of Goans who have made huge
contribution towards the cause of Saving Goa  its identity:
(1) By being an citizen of another country he could have chosen to Give up
on Goa, do nothing and the cowardly criticise Goans working/speaking for
Goa.
(2) Yes I do have reservations on his choice of words and request him to
review it; but bottom line I agree with his views on the crucial issues of
Mega Projects, Migrant control; where his views are extremely logical. I
rather tolerate his choice of words, then go along with sweet speaking
Anti-Goans who are all out to destroy Goa!!
(3) Besides cyber space  communication he has actively worked on the ground
to bring about awareness and also a launched PIL's to clean up Panjim (How
many overseas goans have done similiar things)
(4) We have Indian Citizens like those in the Goa Govenment, Mining, the
powerful builders lobby who are destroying Goa and its Identity and reaping
huge illegitimate profits; surely Rajan as a citizen of another country
scores significantly higher than these latter Indian Citizens!!
(5) Goa needs all the help it can get so his effort for Goa (rare amongst
overseas goans) must be appreciated; if only we see more overseas goans
waking up!!

Yes I appreciate that there are Geniune Goans in Goa who score higher as
they have to face the difficult circumstances/conditions arising from
political pressures etc but should we rank Goans overall, Rajans name should
be very prominently very high on the list. We should put aside our personal
differences and then judge if he has contributed to the Goan cause or not!!

I would like to add a footnote.

When Tai became the Education Minister after a long period of political
oblivion, I happened to be the Hon. State Secretary of the Goa Bharat Scouts
and Guides Association. The Bharat Scouts and Guides Association office is
located in the heritage Massano de Amorim building near Cine National in
Panjim. The Massano de Amorim Building houses a Government Primary School
and offices of the Central Education Zone in addition to the Central Library
Study Room.

The staff of the Association comprises of two lady clerks. These ladies were
having a problem because the Headmistress of the Primary School wouldn't
allow them access to the toilets in the building as the entrance was through
the school.

As was the practice of the Association then, whenever there was a new
Education Minister, a delegation of Office Bearers would meet the Minister
and tell him/ her our tale of woe and beg for more grants to conduct our
activities. In the course of the meeting, we told her about the difficulty
of our staff vis-a-vis the toilets and the adamant attitude of the
headmistress.

A few days later, we were surprised to find Tai at our doorstep. She had
come personally to check the situation. She had a pleasant chat with us and
soon left but not before sternly instructing the GPS Headmistress to allow
our staff full use of the toilet facilities in Massano de Amorim.

I must confess, I was no great admirer of Tai as I had some pretty
fundamental differences with some of her policies, but this really impressed
me no end.

Think our ministers of today would care a fig for a couple of lowly clerks
unless there was a quid pro quo?

Just wondering!

I remember, those days an eldery man used to come in our locality 
selling  Almanac, Kadtelio, Bentina etc and he used to say loudly thus -
 Almanac de Parade, betina, benjad betina etc
 
We had one copy on our walls.
My mother used to find out if there was any 'omas' through somebody.
(i think it also had information on high tide, low tide, half moon full moon 
etc)

Almanac was also a handy companion of the traditional feast hawkers,
 from where they come to know the annual feasts and fairs.

Almanac is still available for sale both in Portuguese and English 
version. I think it Rs.6 each at Casa J D Fernandes'

The  Goa  Bachao Abhiyan (GBA) and Save our Slopes (SOS) have asked the
government to stop permissions being granted to bring mega projects through
the back door, warning that an agitation would have to be launched to fight
the land sharks and the political system.
GBA convenor Dr Sabina Martins told a press conference here that the GBA has
received information that several projects are obtaining permissions for
constructions by misrepresenting facts. Where a six metre road is necessary
at the time of approval, the Town and Country Planning has given no
objection certificates (NOCs)  for projects where only three to four  metre
wide roads exist, she said.
The authorities have granted NOCs willfully after knowing the illegalities,
GBA said pointing out that illegal projects have been slated to come up at
Cansaulim and Carmona.
The GBA has strongly condemned the fraudulent manner in which projects are
illegally permitted and has demanded that the government permit
construction  as per the recommendations of the Gram Sabha, village planning
committees/panchayats where such recommendations involved greater
restrictions on constructions and development than those envisaged in the
Draft  RP 2021.  This must be strictly followed till such time as the final
RP 2021 is notified, the organization said.
GBA has also reiterated that the government immediately announce a time
limit on amendment to the relevant laws to ensure conformity to the 73rd and
74th Amendment of the Constitution.
The eco sensitive areas defined in the Draft Regional Plan, GBA said,
should be applicable to all areas, as was agreed by the Task Force on RP
2021 headed by the chief minister who is also the TCP minister. For this,
ODP (Outline Development Plan)  areas  should be part of the Regional Plan,
it demanded
Martins said no permission for construction in ecosensitive zones should  be
given  irrespective of the status in the  Outline Development Plans. No
permissions  should also be granted even to projects under 16/16A, GBA said.

GBA also reiterated its opposition to Section 16/ 16A  where projects are
allowed without public scrutiny.
Martins and SOS leader Audhut Naik said that there is a continuous attempt
to destroy the open spaces and public gardens in the name of development.
GBA supports the initiative taken by the citizens of Ponda to protect  the
green lung of the town, Martins said  demanding that all gardens  and public
spaces in Goa be maintained by the government.
Warning the government, Naik said  that failure to take immediate action on
all the above demands would compel the people of Goa to once again launch
agitations to save Goa from greedy land-sharks and selfish politicians.
GBA treasurer Anand Madgavkar, joint secretary Miguel Braganza, members Dr
Oscar Rebello and Aravind Bhatikar were also present.

Greetings Goanetters
It is very quiet where I live, and the ground is covered with snow; yet, there 
is a very subtle change in 
the light, God's promise of Spring. And so it is with this movement to save 
Goa, Are you aware of the 
change in the momentum?
Many of you have contributed with your writings, to raise the awareness on 
corruption, greed, waste, 
crimes involving sex and power, environmental destruction and lack of 
visionary planning be it in 
governance,legal systems or academia. It is a huge and overwhelming list to 
tackle, but we have role 
models who have walked these paths. Mohandas Ghandi  and his era of freedom 
fighters, and the 
freedom fighters  who formed the United States of America.
One of the Goa Ministers once told me that talk was cheap, and that it was 
individuals like  him who 
stayed in India and fought and worked within the system, that mattered. When I 
expressed my dismay 
on the many things that were done wrong, he asked me how i would like it if 
someone who was a non 
physician told me how to practice medicine. I shall not even bother to comment 
on the fallacy of such 
thinking, besides stating that I hope I am humble enough to admit my mistakes 
and to learn from 
anyone.In any case, it is time to prove him and people who think like him 
wrong. Thanks to modern 
technology, physical distances no longer matter.
It occurs to me , as it must  to you, that we are a very diverse group with 
different and significant gifts 
that could be used in the service of Goa.It takes a power to bring down a 
power, and this is a critical 
time for Goa if a change is needed and desired .
The question is , obviously, on how to accomplish this. The answer is equally 
obvious , in that we must 
join together, not to form another impotent organization, but with the aim of 
bringing all such 
organizations under one umbrella. How simplistic you will say, but all great 
movements start with a 
very simple  and clear goal.
I think I have said enoughjust one more question...Can one access

MARGAO: Much to the chagrin of the Carmona villagers, the town and
country planning (TCP) department issued a provisional NOC to the
controversial Project of the Rahejas for subdivision of plots. The
villagers have come out strongly against the move and have expressed
their resolve to take on the authorities over the issue.

The provisional NOC in question was issued on December 22, 2009, by
the TCP, even as the director of panchayat, vide letter dated December
12, 2009, directed the block development officer (BDO) to conduct an
inquiry into the various irregularities pointed out by the villagers.
“This is unacceptable. We will challenge the NOC in the high court,”
Orlando de Souza, a panchayat member leading the agitation against
mega projects in the village, told TOI. It may be recalled that Raheja
builders had applied for the subdivision of their 88,000 sq m plot
into smaller ones to the Carmona panchayat, which, in turn, had
forwarded the application to the TCP for approval.

The issue generated considerable heat in the last gram sabha with
villagers demanding that the panchayat “recall” the file from the TCP
on grounds of “grave misrepresentation of facts”. Villagers had
alleged that the Rahejas had shown an access road of 10m width in the
submission drawings, while it was the contention of the villagers that
the width of the existing roads was less than 3.5 m and therefore, the
plan should not be approved by the authorities. The villagers had
demanded that a joint site inspection by the TCP and the panchayat be
conducted to verify the actual width of the access road shown in the
plan.

Catholics and members of the clergy have asked their church to
intervene to prevent the transformation of Willingdon Colony at
Santacruz from one of the oldest Catholic housing co-operatives to a
cosmopolitan residential complex.

Last month, residents of the colony were informed by its owners, the
Bombay Catholic Co-operative Housing Society, that the property has
been sold to a construction firm. The firm, Sumer Associates, have
installed boards proclaiming their ownership of the plot, and have
barricaded the colony with metal sheets.

The five-and-half acre plot on S V Road has 25 two-storey cottages
occupied by 230 families. All residents do not have the same legal
status - while some are tenants, others are allottees.

The redevelopment is opposed by a group largely consisting of tenants.
The dispute between them and the society has reached Bombay High
Court, which is hearing a suit filed by another builder claiming to
have signed an agreement with 69 tenants to redevelop the colony.

However, Sumer Associates has said that the property has been sold by
the society to them for Rs 70 crore. Though the society has 764
members, majority do not live in the colony and are only land owners.
The builder has agreed to accommodate the 161 allottees and 69 tenants
in 230 flats of 600 square-feet each.

But many community members see the redevelopment as a death knell to a
fast vanishing way of life. Inside the wooded colony - dotted with a
cross and gaily decorated Christmas trees - the roar of traffic from
the arterial road nearby is muted by the chirping of birds and
squirrels. Since much of the younger generation have migrated, most
residents are ageing retirees. “Our forefathers set up the colony to
preserve a Catholic way of life. But if there’s an influx of people of
other religions, the very essence of a Catholic society will be
obliterated,” said a resident.

Some tenants have approached the church and groups like Catholic
Secular Forum for support. “We will ask the church to bring about an
amicable settlement between tenants and the society, failing which we
will start an agitation,” said Joseph Dias of the forum.

Father Conrad Saldanha, who is attached to Sacred Heart Church, the
local parish seat, said the protesting residents have the moral
support of the church. “I am highly concerned by the developments.
Families that have stayed there for generations are suddenly being
intimidated,” said Fr Saldanha.

Society secretary Frederick Noronha said, “There are 764 members in
the society and majority have agreed to sell the land. As far as the
legal dispute is concerned, the matter is in court and I would not
like to comment on it.”

Legal experts agree it is a contentious issue. Advocate Joachim Reis,
who is active in local church issues, said the general body of the
society has taken a decision to sell the land. “The church has no
locus-standi in the issue. The buyer is not bound to follow the
constitution of the society that limits membership only to Catholics.
But the Supreme Court has allowed religious groups to have their own
housing societies. Those who feel aggrieved by the developments can
approach the co-operative court,” said Reis.

The society says that the sale will benefit residents as many cottages
are dilapidated. A notice to members said: “Tenants will have new,
well-ventilated apartments with modern amenities. Tenants need not
waste time and be victims of lengthy litigation, which was for the
purpose of benefiting only a builder without the capacity to implement
such a project.”

Sumer Associates did not return calls despite several attempts to get
their version of the dispute.

Daiz, an exhibition of artworks dedicated to her forefathers by Sonia 
Rodrigues Sabharwal.

Amchem Sobit Daiz is among the most significant art exhibitions ever to 
take place in Goa. With this historic suite of artworks, drawn deep from 
the wellsprings of our culture, Sonia Rodrigues Sabharwal makes a 
compelling case to be ranked alongside the very greatest of our artists. 
These soulful, joyous images of Goa belong with the best work by Laxman 
Pai, Francis Newton Souza, Angelo Fonseca and other Goans who have 
constituted what Ranjit Hoskote has called “an invisible river”, 
enlivening and influencing the trajectory of Indian art for more than a 
century.


Born in 1968, Sonia belongs to the last generation of artists that came 
of age when it was nearly impossible for any young Indian to conceive of 
making a living from art, the entire subcontinent was home to less a 
handful of decent galleries, and there was very little interest in 
contemporary art. As a result of these conditions, Sonia’s is a 
generation of artists that is distinguished by the trait of persistence 
– they believed in their work when no one else was there to support it, 
they laboured in critical and curatorial isolation and struggled to find 
sales.


All this is particularly true for Sonia and her peers among the young 
artists of Goa, about whom Hoskote has said “the lack of a context has 
left them afloat in a void of discussion.” It is a vexing situation that 
has now persisted for generations. Goa keeps producing some of the best 
and most promising artists in the country but very few ever receive 
substantial commercial or critical rewards. Here, we need to acknowledge 
the ongoing failure of the critical establishment in India to understand 
the nature of the differences in Goa’s history which have set it apart 
for centuries, even while it simultaneously fed and shaped the modern 
cultural expression of India via a long series of pathbreaking individuals.


No Goan can ignore the multiple religious and cultural identities that 
compete, dialogue and mingle in her own self, and all around us. 
Fonseca’s sari-clad Madonnas come from this aspect of our character, as 
also Souza’s chalices embossed with tantric symbology. But it is 
precisely this profound cultural fluidity that continues to confound the 
canon-makers of India – Goan art undeniably has a different DNA that 
distinguishes it, and falls outside their pet narratives.


Unfortunately, the standard response to this difference, in the rare 
cases when it has been acknowledged, is to treat it as a deeply 
inconvenient truth. The disrespect has become a chronic condition, an 
institution in itself. It extends to an absurd refusal to acknowledge 
that something called 'Goan Art' even exists, a denial that is 
particularly galling when it is issued right here in Goa.


Because of all these reasons, Amchem Sobit Daiz is more than just a 
landmark show for Sonia Rodrigues Sabharwal. It is evident that she has 
entered a new and mature period of her career, and that she must now be 
reckoned with as a major force in the cultural expression of the Goans. 
Her best artwork is in this suite derived from Goan culture, and Sonia's 
loving, perceptive soul is mirrored in each painting. But this show is 
also a powerful testimonial to the finest and highest traditions of what 
is undeniably Goan art. Taken together, these marvellous artworks make a 
case which cannot be ignored. In the completeness and self-confidence of 
these paintings and drawings, in the ambition, scale and execution of 
this marvellous show in a gallery as fine as in any Indian metropolis, 
Amchem Sobit Daiz represents a paradigm shift for the art and artists of 
Goa.


For this immeasurably valuable gift, conceived and presented in the 
timeless bhakti traditions of Goan this land, I offer my sincere 
gratitude, and heartiest personal congratulations to Sonia Rodrigues

Enough of all these personal attacks and questioning who is more of a Goan then 
themselves !!
 
OK, so Samir, born in Goa, the son of an illustrious Goan Freedom fighter, 
afrer studies abroad came back to Goa, retains his Indian citizenship, cares 
about Goa and is doing his best to expose corruption and other ills in Goa.  
Kudos to him.
 
Rajan, born in Goa, moved abroad and acquired citizenship of his host country, 
but loves Goa so much that he returns often, and for extended periods.  When 
one returns to Goa after an extended period abroad, the rot that has set into 
Goa  becomes depressively obvious.  Bluntly and without mincing words Rajan has 
raised an outcry against all the ills that have beset Goa.  With his camera he 
has captured both the beauty of Goa and desecration of our once pristine 
surroundings.  A  picture is said to be worth a thousand words and with his 
camera he has been eloquent.  With anger welling up inside him, Rajan makes his 
point in sometimes colorful language.  Perhaps too colorful for our tender ears 
?
 
On this forum we are now aligning ourselves into pro and anti Rajan forces.  As 
a true
Goan  living in Goa, abeit with foreign citizenship, I fall into the 
minority pro-Rajan camp by the very fact that I dont have Indian citizenship  
and also because I too am apalled by what is happening to Goa.  For long I have 
silently applauded  Rajans effort to open our eyes to what is happening to 
Goa. .
 
Unfortunately, we Goans have become like the proverbial frog, who when placed 
in a pot of
water on a stove top, becomes very comfortable.  When the heat is turned up the 
frog
rather than jump out remains comfortably esconsced in his surroundings until he 
is cooked.
Similarly most Goans have become so inured to the degradation of our land, 
environmentally and  politically while being over-run by migrants that, except 
for a few brave souls,  we remain in our susegad stupor.
 
With our eyes being forcibly opened to what is happening in Goa, in typical 
Goan fashion
we are now attacking the messenger.  Instead of waking up and trying to do 
something to stem the rot we are  stooping low down to question the patriotism 
of Rajan and others like him, (me included)  who hold foreign citizenship. From 
the long lines of people trying to go abroad I am willing to bet that there are 
many Indians who would love to abandon ship and get a foreign citizenship.  
Also here in Goa there are many Goans who have
surreptiously acquired Portuguese passports while holding on to their Indian 
citizenship.
 
I was not born in Goa though my parents were.  When India marched into Goa, 
living at the time in East Africa, I decided to turn in my Portuguese passport 
and applied for Indian citizenship.   My case was referred to New Delhi.  After 
many follow-ups and typical Indian bureaucratic stonewalling I took up 
citizenship of the country that I was living in at the time.
For all I know my file is still gathering dust  in New Delhi  !  When I retired 
I chose to come and live in Goa.   I live with all the restrictions imposed on 
foreigners like me.  I pay my taxes but I have no voice in the political 
system,  I cannot be gainfully employed nor can
I legally run a business or purchase agricultural land. I report regularly to 
the Foreigners Reistration Office and have to get their NOC whenever I leave 
India.   As a foreigner I can vamoose  to the land of my citizenship or be  
booted out of  Goa. Yet, with  all these restrictions I came to live in the 
land of my ancestors because I love Goa.  I am doing my part for the betterment 
of Goa  and Goans in a low-key manner. Am I less of a Goan than others who were 
born in Goa. ?
 
  Think !  What have you so called real Niz Goenkars allowed to happen to our 
once beautiful Goa ?  All you have to offer is a lot of xappotam and hot air

1st Popular Tiatr Festival 2009

Tiatr Academy of Goa (TAG) will for the first time organize a tiatr 
festival cum competition of the commercial tiatrs at Joao Agostinho 
Fernsndes memorial Hall, Ravindra Bhavan Margao from 22nd February, 
2010. TAG has organized this festival with an intention of bringing an 
all round development of tiatrs with a competitive spirit.


 Tiatrs produced and staged between 1st January 2009 and 31st December 
2009 will be eligible for participation in the Festival. The tiatr must 
have atleast 20 performances to its credit in order to be eligible for 
participation. Only 10 tiatrs will be considered for the festival. If 
there are more than 10 applications then 10 tiatrs to be included in the 
fesatival will be decided on lots.


Participating dramatic troupes will be paid a lumpsum of Rs. 25,000/ - 
each for various expenditures including the transport. Besides there 
will be three prizes of Rs. 20,000/-, Rs. 15,000/- and Rs. 10,000/-  for 
tiatrs standing  first, second and third respectively in the 
competition. Individual prizes for direction, acting, script writing, 
lyrics, stage setting, live music, back-ground music, make-up, costumes, 
etc will also be awarded.


The last date to submit entries to the TAG office at S1/S4, Block A, 
Campal Trade Centre, Campal Panjim Goa is 11.30 a.m. on 18th January, 
2010. If more than 10 applications are received then 10 tiatrs to be 
included in the festival will be decided on lots on the same day, i.e. 
18th January, 2010 at 12.00 noon. The application form and Rules

Dear all

Thanks to all who attended the GEMAI (Goans, East Indians, Mangaloreans, Anglo 
Indians) New Year's eve dance in the San Francisco Bay Area. A Happy New Year 
and all the best in 2010.

The event was a great success. Thanks to each and everyone of you who supported 
the event with enthusiasm and cheerful good spirits. It was a lot of fun 
getting together the GEMAI communities for the first time ever and we hope to 
continue this relationship with future events.

We are thankful to Mehran for hosting the event with net proceeds to benefit 
Goa Sudharop and Spoorthi. Approximately $1,000 plus raffle proceeds was raised 
for Spoorthi (www.spoorthi.org). Approximately $1,400 was raised for Goa 
Sudharop (www.goasudharop.org) and in addition, a $3,000 donation was received 
by Goa Sudharop for Youth with Aids in Goa.

Special thanks to Malcolm and Elaine D'Sa for all the coordination and great 
music, Jennie Castellino for setting up the decorations, Anslim Soares for 
providing beverages, Acaria Almeida for managing the event, and Stephen 
Coutts-emcee for the night.

We have been reading the well orchestrated and vicious personal attack
against Mr. Soter D'souza and Mr. Rajan Parrikar that has appeared in some
letters in the local newspapers. In the first place, some 'Proud Indian' by
not having the courage to disclose his/her name has shown that they are not
convinced of the accusations levelled against these two persons. This shows
that there is definitely a difference between a Proud Indian and a '*Proud
Gaonkar' or 'Proud Goykar'.* Both Mr. D'souza and Mr. Parrikar belong to the
latter category and do not fear to publicly declare their views. The Proud
Gaonkar of Serula, Mr. D'Souza does not mince words and speaks his mind
against the injustice to Goans.  The 'Proud Indians'  have  abetted  the
looting of our communidade lands and destroyed our culture under disguise of
'*we are all brothers and sisters*'. Battles against injustice can be fought
on many fronts irrrespective of which part of the world one is compelled to
live in. The Tibet cause continues to be supported by His Holiness the Dalai
Lama from his exile in India. Foreign soil was also used to further the
liberation struggle against the Portuguese.
Those Proud NRI Goykars like Mr. Rajan Parrikar that are also supporting our
cause from various corners of the world are welcome. The problem here is
whether the former Convenor of GBA, Dr. Rebello colluded with the
government since 2007 and compromised the cause of the Goan people or not.
Who is with or against BJP or in USA or Portugal is immaterial.

It is many moons since the first 'Citizens' [of Goa] Initiative' at Menezes 
Braganca Hall in Panjim that we interact.
It just came to my mind that your response to this great philosopher 
'politician' whom you talked to  should have been.


No, because I have to entrust my life to the doctor even if he is a 
'quack', because I don't know anything about medicine. But I know what I 
want from doctors in general, that is to save me from being laid into a 
coffin before my time. But for others such as politicians, engineers, 
architects etc including  taxi drivers, I know what I want from them because 
I am paying them for their expertise. And if I don't get what I want, I give 
a kick on their backsides with both my feet'


BTW Celina, any duffer can be a politician All he has to have is a keen 
interest to serve the people ( with a sense of self-sacrifice and zero ego) 
who elect him and strictly follow the mandate given to him by the people and 
not to fill-up his own pockets and those of his/her kin to the brim and 
overflowing.


Don't tell me that this politician to whom you spoke is the same politician 
who told Patricia Pinto (when she questioned him over the massacre of 
Panjim's storm water drains of ages for a silly and superficial face lift) 
that she would not understand these things because she was not an engineer. 
He never realized that she is well qualified in 'plumbing' and that the 
plumbing sense w.r.t. the storm water drains  was more important than being 
a civil engineer or even an IIT.

Vivian, I have thrown an open challenge to Rajan to take up Indian citizenship. 
His response to that, as always, was more abuse.


Changing a citizenship is not something as casual as changing an underwear. 
People have given their lives to
get this country free, to earn something called citizenship. 

Futher, if the bloke has any sense of integrity, he will go and do his bit for
