‘Mr Eduardo Faleiro: An Inspiration to Millions’ released Union Minister for Youth Affairs and Sports, Mr Ajay Maken recently released a book titled ‘Mr Eduardo Faleiro: An Inspiration to Millions’ written by the Director, Sports Authority of India, Patiala, Roque Dias in the presence of state chief minister, Mr Digambar Kamat, sports minister, Mr Manohar (Babu) Azgaonkar, former chief minister, Dr Wilfred de Souza and other dignitaries at a function in Panaji. Speaking on the occasion the Union Minister, Mr Ajay Maken referring to the book stated that Mr Faleiro was an inspiration to all as he learnt swimming in his 50s and also managed to cross the Mandovi River. He added, “He is an inspiration to me as being the sports minister I don’t know how to swim.” Writer, Roque Dias in his address spoke about his interaction with Mr Faleiro. “When Mr Faleiro was MP (Member of Parliament), he started to swim. That time I introduced him to a yoga coach in order to help him in his swimming. On May 9, 1994 he crossed Mandovi River in the presence of then chief minister, Dr Wilfred D’Souza. In this book I have tried to bring in his spirit, persistence and commitment. It is a saga of an athletic minister.” The deputy chairperson of the State Planning Board, Dr Wilfred de Souza in his address mentioned that this book can be a motivation for young sportspersons. The commissioner for NRI Affairs, Mr Eduardo Faleiro stated that yoga is a great sport created in India. He said, “Simply reading a book does not develop character. It is also formed by different regulated activities including sports. Physical education and sports should be an integral part of the school curriculum. The development of sports should happen at grass root levels.” He said India was lagging far behind as a sporting nation. Compared to China or Cuba for example, sports in India are neither broad based nor significant in terms of proven excellence. “There is too much concentration on resources and public support for a few sports like cricket and there is need to popularise other sports specially medal intensive sports such as athletics, gymnastics and swimming” Mr Faleiro said. The chief minister, Mr Digambar Kamat said Goa’s performance at the national level in sports was quite good. We are preparing ourselves to excel at the forthcoming national games in Goa and therefore stress is being laid on training and coaching programmes. The sports budget of the state he said has been raised to `80 crores. The state minister for Sports, Mr Manohar Azgaonkar said that sporting talent not only helps one achieve a name but also helps one gain monetary benefits. Sports talents who excelled in swimming and sports, Ms Talasha S Prabhu and Master Nehran Navin Acharya were felicitated on the occasion. The executive director of Sports Authority of Goa, Mr V M Prabhudessai was present on the occasion. The director of Sports and Youth Affairs, Dr Susana de Souza earlier welcomed the gathering while the deputy director, Ms Juliana Gurjao Colaco proposed a vote of thanks.

Upon checking the latest info on the net at 10pm (just incase, Anna break his fast etc), immediately decided to leave early morning to catch the first available flight to Delhi from Goa. Actually, ticket to Delhi were showing up around Rs.6,500 on Go-Air, Rs. 7000 on Air India and Rs.8,500 on Kingfisher Airlines. Yet, we did not buy ticket online just in case it was heavy raining in the morning etc. We thought of buying it at the Airport Counter. We arrived there at 5.30am. Straight went to Go-Air counter but ticket are for Rs.9000. Then we headed to International dep. Terminal – Kingfisher says Rs.18,000 where as Air India says Rs.23,000. No prize for guessing which flight or Airline we took to Delhi. I am sure, you guys learn from this too and that’s the reason I am sharing my experience with you on this air travel episode. Eugene, One of my cousin sisters husband passed away in the very same hospital 2 months back. He was on self-dialysis, carried his kit all the way from Canada on doctors advise. They were supposed to return to Canada after a week staying in Goa. On the last day they had been to colva and he ate something over there which caused food poison, he was rushed to Apollo Margaoa and was in ICU. After a month in ICU doing tests and operations, he finally left for Canada in a coffin! the bill was over 25 lakhs, but am not sure if u guys are covered under travel Insurance once you come down to India. My mom was rushed to GMC and they had to be amputate her leg, after she was operated in Apollo. A few years back I had posted on this forum, two cases involving our close friends. The Docs in Goa Treated them for a year and finally recommended to Tata Hospital in Mumbai. When we saw the letters We knew it was Cancer case but the patients nor their relatives were aware of this. Agree corruption is everywhere, but this case u are playing with human life. The doctors who want to fight against the politicians should first try to fight the corruption amongst The doctors! The doctors there said I would also need angiography and temporary pacemaker as they found irregular heartbeats as I had undergone triple bypass more than 10 years ago. I stayed there for two days undergoing tests. My brother was asked to arrange for blood (three bottles) at night for surgery to be held next morning at eight. He said it would be impossible to round up people so late. But I got out of the hospital the next morning.

No one really knows…) “How much do you charge for a CT scan of the whole abdomen?” That’s what I have been asking diagnostic labs and hospitals across the country for the last few days. I don’t need to look beyond the NCR. But ever since I took up this quest, it has become almost a game with me. Ask. Note down. And then laugh at the absolute lack of consistency (and transparency) in the market. It all started with a stomach scan that a Calcutta lab did on my father and charged a whopping sum. Being a patient—scared and pliant as ever—he coughed up the money without even raising an eye brow. My entreaties that my friend has paid only Rs 2,000 for a head and neck scan didn’t even cut much ice. But it did trigger off this search: “It’s Rs 7,000,” pat came the reply at Delhi’s Mahajan Imaging Center. —“Why so much?” —“Because we have to give some medicine before that” I tried a less upscale outlet. At Pitampura’s Saral MRI CT Scan it went down by about Rs 1000. After calling up the Delhi MR CT Scan Centre at posh Safdarjung Enclave, I was a bit more sure that CT scan costs, for some reason, do not depend on how advanced a device is but more on the neighbourhood. Unpredictably, CT scans cost more or less the same at Hauz Khas and at Safdarjung. In Mumbai, however, this neighbourhood rationale doesn’t’ work. At posh Breach Candy it’s Rs 7,750. At Jaslok it’s around Rs 8,600 (“Because we use a 64-slice CT scanner”). At the new stunner, Kokilaben Dhirubhai Ambani Hospital it’s Rs 6,500 (wow! But wait for the catch. “We don’t do plain abdomen. You have to do a pelvic scan, too. That’ll be Rs 8,500”). Expect the costs to go down in Vashi? Don’t be silly. Along with bars, hotels, discotheques, malls and multiplexes, uptown no longer downmarket. Hence Vashi Diagnostic Centre asks for a neat Rs 8,500. Calcutta threw me for a loop. At that much-touted cheapest metro of India, CT scans are inexplicably high: at Quadra on Hazra Road it’s nearly Rs 8,000, at the old and established Eko Diagnostic Limited opposite Nehru Children’s Museum, it’s 8,500 and at the AMRI hospital in Salt Lake it zooms to Rs 10,800. Hold on. No one can match Apollo Chennai. —“It’s Rs 11,620 here.” —“But why?” —“That’s the Apollo rate.” Yet at Bangalore’s Sagar Apollo, the cost for CT scanning “whole abdomen” comes to Rs 5,000! And I have heard that in Hyderabad the average cost is between Rs 2,000-3,000. Does the Government of India update its websites on such hearsay? Why else would the Incredible India website (http: //www.incredibleindia.org/microsite/ medical/indicative_costs.htm) run by the Ministry of Tourism indicate that (obviously for medical tourists) that CT scan rates in India are well below Rs 3,000. In a 2005 study, ‘Financing and Delivery of Health Care Services in India’, done under the aegis of the Ministry of Health, the “estimated average cost” of CT Scans is given as Rs 2,700 in public hospitals, Rs 3,333 in private hospitals and Rs 1,999 in stand alone diagnostics centres. Are they providing state-of-the-art devices? Nah. Ask around and most labs seem to have ancient 4 or 6-slice CT scans. Your mind boggles at the price range the hospital biggies with fourth-gen, 256-slice machines would ask for! Have costs generally gone up, then (like it does for potatoes or petrol)? But how can a 38-year-old imaging modality suddenly become more expensive, when only “new and advanced” technological wonders command a hefty price? May be demand has come down, hence labs are being forced to push up the costs to break even? Not possible. With 0.39 CT scans per 100,000 population in India, demand can not be an issue. To me it looks like a story of uncontrolled greed in a sector that’s going through a hectic phase of growth and patients who still do not think of themselves as healthcare “consumers”. Look at a scenario where greed doesn’t work: the Saibaba Sansthan Hospital in Shirdi has a high-end, 64 slice CT scanner bought for Rs 4.5 crore. What does a stomach scan cost there? Just Rs 3,000. How? It’s run on no-profit-no-loss basis for members. Here’s a bit of feel-good piece of news: the US, despite all its might, charges about $6,500 for an abdominal CT scan.

I attended this convention for twenty minutes as a friend had invited me to listen to her talk. Three of us attended and paid £ 36 as entrance fee. I have no complaint about it. The talk was about mining in goa. It was well presented and thought provoking, yet these organisers who claim that they discuss issues of interest to Goa did not have time for question and answer session at the end of the talk. why? they allowed a sponsor to speak about smuggling of Sarees from Daman where he was posted as punishment by Shashikala Kakodkar and how Indira Gandhi brought in MISA and stopped all smuggling in India overnight. When a friend of mine questioned Eduardo Faleiro , the replies he got were very revealing. The first question was why this should be called Goan convention while the overwhelming majority (I reckon upwards of 98% but I am open to correction) of attendees were catholics. The answer was that he will be attending similar convention organised by Hindus in the US. So that makes it alright then! I hope the organisers will show some grace and refund the sum of £ 8500 that they got as donation. Goa's overdraft has gone up from about Rs1800 crores in 2005 when Kangress came to power to over Rs 5000 crores. I had the good fortune of knowing a good number of Escola Medica trained doctors, some of who were our teachers and seniors at Goa Medical College. The really good and honest seniors I can remember off-hand are Dr. Helecar (Santosh's father), Desai (Anatomy), Rodrigues (Aires' father) and Dhume (Pathology-St Inez). From my understanding ( and I accept that there will always be exceptions) Goa produced 'honrado' doctors during the Escola days. Then came the Bandodcar era. Good Lord! I reserve my comments on the Aurangabad, Poona and Delhi chaps who came via Deputation et other procedures. There were some honest bright spots who taught us well. The ones I remember include Duarte Monteiro (Physiology-Dean), Victor Monteiro Kurrane (Anatomy), Desai (Biochem), Suzzete (Pathology), Harry Mazumdar the hapless Hussain(Peds), GJS Abraham; Gupta, Mrs. Parashar Sharma ( Medicine), Wilfred de Souza Parashar (Surgery); Tendulkar, Francis + Sicletica Rebello and Nataline de Souza (ObGyn) but otherwise one could see evidence of blatant ghuspott and time spent in Politicking both Medical and Partisan. The latter (i.e. intentionally omitted) ones, I have chosen NOT to remember. I also choose to forget the coerced sterilization of females at GMC. 2: I am happy to read that Eugene (albeit through Alvino and Padma Barreto) got sorted out in Chennai without being ripped off. I wish him a full and speedy recover. I agree with his present assessment of GMC Bambolim. I would stress the corruption bit by adding the word Fraud. Just so that we know, in the US, there are very strict laws which affect doctors including: Anti-Kickback, Fraudulent Claims and the Prohibition of patient-referrals to facilities in which Doctors or their Families have 'interest' (One can look up these on the net as this post of mine is not meant to discuss it in detail). I've never been ashamed of being Europeanised. I am afterall the product of 450 years of Portuguese colonisation and rabid Christianity. I won't bother to respond to all the other points made about the convention. I leave that to the NRI office or the Goan Association but I will raise this point with you and perhaps you will give me a very clear and precise answer. The question is, what prevented the Hindu Goans in the UK from attending? Was there a policy at the door which prohibited entry? Were they refused entry? Were they discouraged from attending by someone? Was there a fundamentalist threat perhaps on their life that deterred them? My answer is, they couldn't be bothered being part of the Goan Community. So why act the injured party? This sense of victimhood you suffer from has to stop. Rahul Palande of Topkhana Mitra Mandal said he wanted Anna Ganesh as it is a new concept where the elephant God takes shape of Anna Hazare and wants to help his countrymen. Akhil Mandai Mandal’s Anand Saraf, who is considered an encyclopedia on the city’s Ganesh festival, said that with Anna’s popularity graph on the rise many mandals were making last minute changes to include him in their tableaux. “But the big Ganesh mandals start their preparation months in advance. Anna’s fast for the Lokpal bill become the talking point in the last 10 days,” he said. As a result, the small mandals would be able to highlight Anna and his cause much better than the big mandals, he explained. Saraf also said the mandals usually avoid controversial subjects, “Political issues are rarely taken up by mandals. But this time there is a possibility that mandals will put banners highlighting the issue of corruption raised by Anna,” he added. Pune’s famous Ganesha idol maker, Satish Taru, said that many mandals from the city are interested in erecting tableaux on the theme of Anna Hazare. But having them now is a remote possibility as preparing the idols require lot of time and is not a matter of a day or two. “We were able to process a few requests on behalf of some mandals related to the theme of Anna Hazare idols as they were made a couple of months back,” he said. Activists of some mandals have gone as far as Ahmednagar to fetch the Anna Ganesh idol from sculptor Pramod Kamble, who, inspired by the anti-corruption crusader’s devotion, has depicted him as a modern-day Ganesh fighting the system with the Jan Lokpal bill. And it’s only appropriate that much of the demand for this idol is coming from Pune as also other parts of the state. Pune is where Lokmanya Tilak started the Ganeshostav to bring in a national awakening among the commoners against the British rule. The festival is celebrated across cast and creed. Secretary, Talathi and public notice about absence The paying authority very strangely assumes regular presence for effecting payment, wher as in all Govt offices payment is done with reference to the Muster roll. The institution of the Secretary is law unto himself. If you antagonize him , he resorts to all sorts of mischief of delays, rules and regulations.When the Sarpanch is not too well versed with the administration and procedures your problems can multiply. Secretary holding dual charge is a blessing in disguise to add to your woes. The mandatory movement register is not in operation at all and caution in this regard is not heeded by the authority concerned They should be officially issued detention orders in writing, to be filled in the place of work and the Sarpanch issue attendance certificate of days of presence at the place of posting The less said about the expenditure of the Panchayat is better I Every one is aware of audits not passed by the Gram Sabha The functioning of this local body is touching every person and there is no attempt to streamline the administration at this level The Panchas are imitating the M.L.A`s in their attitudes. The Panchayat functioning often is remotely controlled by the local M.L.A. and hence their decisions are not entirely independent There will be a coterie owing allegiance to the boss to steam roll the wishes of the boss There is no annual plan available to the citizens to pperuse. Potholes And Bad Roads I was not at shocked at all, with the repulsive photographs of the potholes and the pathetic condition of the roads in and around the Capital City of Goa, in some of the news papers a few days ago. This appalling condition of the roads in Goa especially during the monsoons is not a new occurrence, this has been going on for a long long time but it's been only more prominent in the past decade. During the last couple of years I have been regular visitor to Goa during the months of April-May and every time I go down, I am amused to see most of the roads in south Goa being hot-mixed during that period and it makes me wonder about the policy of the government or the wisdom of the PWD to waste such huge amounts of tax payers money on this yearly exercise, as within a month or two these roads get washed out, creating craters large enough for buffalos to rest in. After all the exercise and the expense, the public should get at least 8-10 months of good roads to travel on, if not throughout the year. Every one knows that Goa is bless with more than average rainfall compared to the rest of India and that is pretty heavy by any standards and since the sub-standard quality of our roads do not remain intact during the rainy season, we get good roads for just a month or two, so what is the intelligence of hot-mixing roads just before the rains ? Why not start hot-mixing roads soon after the monsoons so that people get good roads for the major part of the year ? The atrocious quality of the road works in Goa, is a testimony by it's self, that there is no implementation of any quality standards at all. As noticed in the photographs, the aggregate used in the tar to reinforce the tarmac gets easily disintegrated thereby facilitating potholes. It is the simple logic, that the quality and the durability of roads is directly proportional to the materials used and the compaction of the road, that our esteemed authorities seem to conveniently forget, that leads to the pathetic state of our roads in Goa. There is yet another dangerous factor that leads to a number of accidents involving two wheelers. With yearly hot-mixing of the road, the thickness of the tarmac increases and since about a meter or so, on either side of the tarred road is left out without tar, it become very much uneven in height at the edge of the tarred portion of the road and hence becomes increasingly dangerous for motorcyclists to maneuver their bikes when buses and trucks ferociously speed past them, sometimes causing fatal accidents. So, why is that small portion of the road not tarred ? When tenders are put out for construction of roads does it not included the entire width of the road ? If not, why ? If yes, why is that portion not tarred ? Most of our Ministers and especially our PWD minister, have been making regular jaunts to foreign lands, do they not see the quality of roads and other aspects of quality of life out there ? Or are they only interested in carrying foreign exchange to convert black into white and be chief guests at cultural functions ? The Biblical expression of having eyes but do not see is so very relevant to our corrupt, egoistic and self-centered politicians, what they live for is just inflating their own fortunes, rest is irrelevant or immaterial to them, and the sooner we Goans accept this fact the better it will be. She is all out to straighten out illegalities PANJIM: Representing the Corporation of the city of Panaji’s ward No 13 has never been easy. The stinking St Inez nullah, slums, bad roads, violations of open spaces are all part and parcel of this ward. And current sitting corporator Bharati seems to have begun well. Bharati Heble, the daughter of legendary poet Bakibab Borkar and former High School teacher trounced Babush backed Mangala Karapurkar, and an independent candidate, Seema Pednekar to win for the first time, in this women’s reserved ward. Within the first three months of being elected, she has written to the CCP Mayor asking him to address the issue of illegal constructions in open spaces. Heble had sent a letter to Yatin Parekh, mayor, Corporation of the City of Panaji ( CCP), raising the issue of illegal structures in open space opposite Sameer apartments, near hotel Ameya, Sta. Inez and conversion of the open space into a volleyball court, based on the complaints from the residents of this locality. “ I have raised issues of illegal constructions in my ward. Some hutments were built in an open space which serves as a gardencum- recreational area for residents of the locality. I filed complaints not only with the CCP but also with other government authorities like the Urban Health, North Goa Collector, etc. Through persistent efforts and issuing some stern warnings, the illegal hutments were demolished,” Heble said. She has said that it is her love for the city that has kept her going. “ I have lived in this city for more than four decades and love it dearly. Panjim was once a very beautiful city, an enterprising and colourful tourist destination having its own heritage charm. But sadly, the city’s condition and shape as of today stands deteriorated” she said. Speaking on her achievements till date, Heble has said that a lot has been done and a lot more needs to be done. “ The internal roads in my ward were in a very bad state, and full of potholes. We got the road works amounting to around Rs40 lakh sanctioned and built. Opposite the Church, there was a heritage cross and the CCP were using this area to store garbage bins. I raised my voice and got them shifted. A pedestrian road crossing with speed breakers on either side near the St Inez Church entrance has been another major demand of the ward residents. Crossing the road to visit the church is extremely arduous for those who live in my ward. I moved a resolution for constructing speed breakers and got it passed in the CCP Council meeting. The actual construction of the speed breakers may take a couple of months more, as the file has to move to the office of the North Goa Collector for notification and then the process of tendering will commence,” Heble said. Besides, she has also conducted tree plantation drives in the ward and has raised issues like traffic congestion and chaos on the roads, particularly near the Caculo Mall, Sharada Mandir School during afternoon hours. The ward comprises of a part area along the Dayanand Bandodkar Road, and part of St Inez area. Like few other wards, this ward is also a mixed bag of voters; rich and poor. The filth and stench of the nearby St Inez nullah renders the air. The ward also has a number of colonies including Tamba Colony, Navketan Colony, Greenland Colony, Madhuban, Par.aat and so on. Incidentally, this area includes city’s only traffic signals, which were supposed to work on solar energy but subsequently got damaged. However, for Bharati the journey has just begun. “ The first few months were more of a learning exercise for me, as I was getting used to the system of governance. In the next few months, my priority will be to build a Balwadi School for the children of St Inez, a footbridge, footpaths with proper illumination, construction of water drains, construction of toilets for some houses, providing additional streetlights, etc. I will also raise other issues plaguing the city from time to time,” she said. Merwyn's tongue-in-cheek remark is well taken. Remember, he said that Uganda Goans hate me for saying that the GOA was once run by the :Uganda mafia. Let me tell Merwyn that I have stood my ground against the East African Goans and not afraid to cross swords with them on many issues. Once a Uganda Goan (not John Nazareth) wrote a piece on GOA history and mentioned himself as one of the earliest person who set the ball rolling in forming the association and put my byline on the piece without even asking me. He handed the piece to me and when I asked him why he put my name on the article, the person replied that it would have credibility if it went under my name. Shameless indeed. I never used that piece for The Pulse, the GOA newsletter, which I then edited. So, Merwyn, even if I criticize someone or sometime it is not done through malice. As I had said before, writing is not your forte. You should stick to the game of financial figures. I had my own reasons to have my surgery in Goa. One of them is that if I had died I would be buried in Goa where my parents are buried. Goa is a place I love and cherish despite all the mess it is in and despite being far away from it for very long time. I was also not sure if I could get immediate date for operation in Toronto as I believe there's always a long waiting list. I also felt that I would get better post-operation care at home in Goa where I have my younger sister and brother and other close relatives. Unfortunately, the operation did not take place in Goa but even if I had died at the CMC my body would be taken to Goa for burial. That was my wish. The kidney operation is not so difficult, unlike say heart bypass. I had done my heart bypass in Toronto ten or 11 years ago. Anway, I hope to do follow-up consultation with Canadian doctors. Until now this benefit was only for Hindus and Sikhs from Pakistan, regarded as minorities there. Most Pakistani Goan Catholics migrated to that country for employment during the Portuguese colonial days. Goa was a Portuguese colony from 1510 to 1961. Many Goans were thus born in Pakistan although they had their family and property in Goa. Issuing of visas to Pakistani nationals visiting India is governed by the Indo-Pak visa agreement of 1974, which only provides for the issue of short-term visas. Commissioner for NRI (non-resident Indians) Affairs, Eduardo Faleiro, requested the Pakistani minister for minority communities Shahbaz Bhatti, who was killed in March, to include Christians in the list of beneficiaries “which would enable them to qualify for Indian citizenship.” The two neighboring countries have had tense relations in the past which divided hundreds of Goan families. Earlier, Goans settled in Pakistan had a chance to travel to Goa only during the exposition of relics of Saint Francis Xavier. The order was issued by the home ministry on August 11 but the information was released to the media only yesterday. --
[Goanet] THE GOA DAMAN AND DIU PUBLIC GAMBLING ACT, 1976 (GDDGA): SALIENTS AND ANALYSIS:PART I.
The Goa Daman and Diu Public Gambling Bill passed by the Legislative Assembly of Goa, Daman and Diu became THE GOA DAMAN AND DIU PUBLIC GAMBLING ACT,1976 when it received the assent of the President of India on 30th July 1976 and was notified on 09th August 1976 during the tenure in Office of Mrs. Shashikala Kakodkar of the Maharashtrawadi Gomantak Party(MGP) as the Chief Minister. The then Governor was Mr. S K Banerji. The Act repealed the Public Gambling Act(PGA) 1867 as in force in the then Union territory of Goa Daman and Diu under which Gambling was explicitly prohibited throughout India where money was staked and outcomes were left to luck. During the time of Presidents rule in 1979 the GDDGA was amended to extend powers to a Head Constable of Police to enter if necessary by force by night or day , based on any credible information if he has reason to believe any house, room or place was used as a common gaming house. Further it provided for imprisonment and fine imposed on any person found gambling. In 1992, Mr Ravi Naik ,after breaking away from MGP joined the Indian National Congress (INC)and became Chief Minister . During his tenure as Chief Minister when Mr .Bhanu Prakash Singh was Governor the GDDGA was further amended to read “Government” to mean the “Government of Goa” and to further insert section 13 A which conferred on the Government to authorize any game of electronic amusement/slot machines in Five Star Hotels subject to conditions and payment of recurring and non-recurring fees. This provision opened the floodgates for Five Star Hotels to start gaming in their Hotels. The first Five Star Hotel off the block was the Ramada Hotels India Ltd with Mr. Sunder Advani as its Managing Director and the Leela Palace with Krishnan Nair as its head to install slot machines. NUGGET was opened at Ramada and LAS VEGAS at Leela. In 1994, Dr Wifred D’souza, as Chief Minister, amended the GDDGA to raise the fine for the second time offence of having been found gaming in common gaming houses to not less than three thousand rupees, and for the third offence the fine was raised to be not less than five thousand rupees . The amendment was published in the Gazette on 25.02.1994 but was deemed to have come into force retrospectively on 17.09.1993. In 1996, Mr.Pratapsingh Rane, as Chief Minister, when P. C Alexander as Governor amended section 13 A of the GDDGA to include “ table games and gaming on board vessels offshore as may be notified”. The first off the block for the second time to avail of the benefit of this amendment was Mr Sunder Advani of Ramada Hotels Ltd, which by then had changed its name to Renaissance Hotels Ltd , through its sister Company Advani Pleasure Cruises Pvt. Ltd. CARAVELA was launched with gaming facilities. The amendment is significant because it made possible for Vessels to operate as Gaming houses. The amendment is also very , very significant because it cut the lead time for obtaining Gaming licences as a vessel could be easily and quickly dry or wet leased without having to wait and incur expenses of constructing a five star hotel on land. This amendment rendered cheap and easy the costs of setting up a Gaming business in Goa. In 2003,Mr Manohar Parrikar, as Chief Minister, when Kidar Nath Sahani was Governor brought in 19 changes through an amendment of the GDDGA , which increased the punishment and fines for keeping unlicensed gaming houses and punishment for gaming in unlicensed gaming houses, cancellation of license of licensed gaming houses for any operations conducted in breach of the gaming license. The effect of this amendment led to licensed gaming houses whether on land or offshore getting entrenched without in any way being affected by any further significant obligations. It can easily be seen that all political parties recognized under the Representation of Peoples Act collectively played significant political roles in legalizing and licensing common gaming houses in Goa.

While on the subject of Doctor's and Corruption, I bring my own personal experience re treatment for piles. My brother had acute piles problem for some years during which he had undergone two operations (one laser at Juhu Mumbai) but the problem persisted. He then while reading a book - Home Encyclopedia by J B Lobo, 7th edition, page 293, among with various cures listed for Piles, tried the following one and was cured in 5 days: Slice an Onion and mix it with curds and have it twice a day, for 7 days. He was cured in 5 days and has not experienced piles for the last 3 years. A year back when I had Piles, I followed the above, but 3 times a day and was cured in 3 days. Additionally in our family we make it a point to have 5 or 6 small cloves of raw garlic, sliced in tiny pieces and gulped down with water, before sleeping. Garlic helps control blood pressure and reduce cardiac diseases. Also drinking regularly, Kokum Agal (not sweetened kokum sherbat) - widely available in Goa, diluted with water is also very good for health. These are from my own personal experiences. Hi Santosh, In as much as your post in reply to mine referred to teachers wherein I mentioned that the scope for corruption was relatively less. Perhaps I should have said in that in terms of the magnitude. Having been a teacher all my life I would like to mention that as teachers, one is constrained by the ethics of the profession. Ethically speaking, tuitions are legitimate if and only if sanctioned by the head of the Institution. In the normal course of events, one is supposed to solve the difficulties of children in the institution itself. If the teacher teaches well, then there is no need for a child to take tuitions. Tuitions are justified in certain circumstances. In cases where the student has missed classes and has a problem catching up or if the student has a difficulty in learning the subject. Unfortunately, in this competitive world, it is the parents' ambition and their desire to see that their children fulfil their (parents' and sadly not the students') ambition that drives them to send their children to tuition classes. Hence the thriving industry. IMHO, I personally feel that giving tuitions in such circumstances is akin to the world's oldest profession. Both are driven by the need to make money albeit for different ends perhaps. Every one knows that Goa is bless with more than average rainfall compared to the rest of India and that is pretty heavy by any standards and since the sub-standard quality of our roads do not remain intact during the rainy season, we get good roads for just a month or two, so what is the intelligence of hot-mixing roads just before the rains ? Why not start hot-mixing roads soon after the monsoons so that people get good roads for the major part of the year ? The atrocious quality of the road works in Goa, is a testimony by it's self, that there is no implementation of any quality standards at all. As noticed in the photographs, the aggregate used in the tar to reinforce the tarmac gets easily disintegrated thereby facilitating potholes. It is the simple logic, that the quality and the durability of roads is directly proportional to the materials used and the compaction of the road, that our esteemed authorities seem to conveniently forget, that leads to the pathetic state of our roads in Goa. There is yet another dangerous factor that leads to a number of accidents involving two wheelers. With yearly hot-mixing of the road, the thickness of the tarmac increases and since about a meter or so, on either side of the tarred road is left out without tar, it become very much uneven in height at the edge of the tarred portion of the road and hence becomes increasingly dangerous for motorcyclists to maneuver their bikes when buses and trucks ferociously speed past them, sometimes causing fatal accidents. So, why is that small portion of the road not tarred ? When tenders are put out for construction of roads does it not included the entire width of the road ? If not, why ? If yes, why is that portion not tarred ? Most of our Ministers and especially our PWD minister, have been making regular jaunts to foreign lands, do they not see the quality of roads and other aspects of quality of life out there ? Or are they only interested in carrying foreign exchange to convert black into white and be chief guests at cultural functions ? The Biblical expression of having eyes but do not see is so very relevant to our corrupt, egoistic and self-centered politicians, what they live for is just inflating their own fortunes, rest is irrelevant or immaterial to them, and the sooner we Goans accept this fact the better it will be. It is an irony that within days of the historic debate on the Lokpal Bill in Parliament during which the MP’s swore by transparency and accountability, that the Union cabinet scuttled the much needed National Sports bill moved by the Sports Minister Mr. Ajay Maken. In what amounted to a rank conflict of interest, heavyweights in the Cabinet heading key sports bodies, participated in the cabinet meeting and thrashed the bill. Prime Minister Dr. Manmohan Singh only proved once again to be a lame duck. Why are these sports bodies refusing to come within the ambit of the Right to Information Act? What are they trying to conceal from the public domain. Sports is one arena that definitely has to be above Politics. It would have been an ideal situation if there was a total ban on politicians holding posts in sports organisations. Let the sports field be managed by sportsmen and sportswomen. We have so many of them and they will do us proud. We cannot afford to have any more Kalmadis around. May the Sports turf be cleared of politicians and the scams that accompany them. The Govt does not encourage and adequately finance any sensible sports activity. The federation and bodies are avenues for the politicians to head as a matter of honour and privilege The hockey, which was once upon a time our only Olympic forte has lapsed into oblivion with in fights among the officials The wining disciplines of weight lifting are privately funded. We are no where near any discipline to reckon with in world competition The bill was discussed with Ministers with conflict of interests , heading sports organisations and naturally rejected. The BCCI is by and large well administered, except for a few aberrations of IPL involving unsupervised individuals ,who were given a free hand in good trust. The cricket as a sport is leading the Nations in this exclusive field of administration .selections awarding of contracts, payment to players. etc does not brook Govt. interference That as many as 27 federations of sports are willing to come under the purview of the bill is no answer to net BCCI and ruin a prestigious body There was time when players were gifted one lakh through organising fund raising events To day they are offering 2 crores to cricketers and donating to the other sports bodies, voluntarily encouraging other disciplines too The Cricket associations, which are part and representing BCCI have constructed huge stadiums promoting cricket as a sport The International sports events have augmented in India the much needed infrastructure in recent times. Even as I lay in a hospital bed and at home, I accessed my mail on my iphone. I followed the posts regarding the convention. I had said before that I wish the convention is held every two years to save money to the Goan taxpayer. Now that we know how much it has cost and perhaps the bill will soar once the final figures come in, it is pertinent to ask if the Goan conventions are worth it. Looking at the London Global Goans Convention, I can say that the academic part of it was not so interesting. I have with me the convention souvenir and have gone through its contents. First, the souvenir is of moderate quality, both in production-wise and content-wise. There are few articles, especially those papers read by some speakers. The GOA UK president Flavio Gracias writes, is taking place over four days from June 22-15, 2011 and GOA CM Digamber Kamat writes, will be held in London (U.K) from July 22-25, followed by NRI Commissioner Eduardo Faleiro who writes, I am glad to know that the Global Goans Convention is beind held in London on July 22-25 next. I am surprised that the souvenir messages are reminding Goans about the convention that has already begun. Shockingly, Faleiro's message says,.July22-25 next. It obvious that Faleiro wrote this message long time ago as an announcement. Flavio feels that the convention would have been serving Goans better if its thrust was forward-looking rather than harping on the past. One can understand where his sympathies lie when he says, Reflecting on past history serves as a learning experience but to what purpose; it is is 'sound bites' of anti-colonial rhetoric, then it will be a was opportunity. Why didn't Flavio sound his concern when the theme of the convention was first mooted? Why indirectly run down the convention theme when the convention was already on? Flavio could have influenced the NRI department to change the theme, but would his voice carry weight when the NRI department provided a big chuck of funds to host the convention? Flavio has promised Global Goans Gathering (3Gs) in Goa in April 2012. Who will fund this event? Is is not too short a time in order to review plrogress of what has been achieved and, if necessary, to press the Goa government to implement measures that meet the needs of Goan NRIs. I am sorry to say that I am unaware of what the NRI session at the convention discussed. It was for this reason that I said that I wished there were professional journalists convention. Even Eddie Fernandes, who served as the spokesperson, did not provide his own reporta but sent across two sketchy ones from those who were part of the organizing group or, at least, allied with the organizing committee or were functionaries at the event. I had asked before in a lengthy piece on what have been the gains of past conventions? It was good to learn that the NRI department promised to put reports or action takent reports of past conventions on the website. We'll have to wait till they are there. Goa will host an academic meet in December to celebrate 50 years of Liberation. So, in what way the London convention benefit in focusing on the Liberation theme? On another note, there is deafening silence from the GOA UK on how much money it spent on celebrating its Sapphire Anniversary by hosting the Global Goan Convention? The very vocal Selma Carvalho is being selective in her response, attacking a goanetter who posed the question if the London convention was truly Goan as it lacked Hindu Goan participation. She is ready to give back the entry fee to the goanetter? Why doesn't she give the ballpark figure that the association may have spent on this event? No auhtorityf, perhaps. Or just silent because she has got the benefit of the heritage fund that has been given to the GOA UK? The current buzzword in India is transparency. I know that GOA UK is not India-based but still I would expect it to be transparent in letting us know what some have demanded of it -- financial figures. Only Hindus and Sikhs were earlier entitled to this privilege. In a letter addressed to Faleiro recently, the Joint Secretary (Foreigners) G V V Sharma said that after examining the request from the Goa NRI Commission, the government had decided to also include Buddhists and Christians from Pakistan in the category eligible for LTVs. The decision was being conveyed to all state governments, he said. This significant decision will greatly facilitate the process for a large number of Pakistani Goans who want to return to Goa to acquire Indian nationality, Faleiro said. The former minister who was instrumental in convincing Home Minister P Chidambaram to extend the LTV entitlement for Pakistani Goans said Christians constitute a significant minority community in Pakistan. A large number of Goan Christians had settled in Karachi in pursuit of jobs long before the Partition. Many of them now want to return to Goa. Many have already migrated out of Pakistan. Now it was tested on 23 patients at the hospital who were in advanced cancer stages with different kinds of cancers and their tumors similarly disappeared. Apparently the virus works on most but not all cancers and knocks off 80% of them. This is my mental recall of the TV news. It appears to me that since this is not a drug, there will be no big money involved for patients and there may not be the usual drug approval process that takes years to happen. Trinidade, a Kenyan by birth but who has lived and worked in Trinidad since 1972, was among 56 persons who received national awards for their contribution to society. In an interview at his Palmiste, San Fernando home on Tuesday, an obviously elated Trinidade said he had been “very surprised” that he had been contacted by President’s House last Wednesday concerning the national award. “I was very surprised to begin with because I’ve been nominated before, two or three times before, so I really wasn’t expecting. I knew they had nominated me, the (southern branch of the) Medical Association nominated me because they asked me if they could nominate me and I was kind of hesitant, I said I had been nominated before and nothing happened,” he said. “Well, I’m surprised but I’m also very thankful, because it’s nice to be recognised by your peers and by your country, my adopted country, very thankful yes.” Trinidade said while he had been sworn to secrecy, he had told his wife, Lorna, whom he married in 1975, and had subsequently told his two boys, Aaron and Adrian, who were both in England. Trinidade, who retired as Medical Chief of Staff at the San Fernando General Hospital in 2007, also served as president of the TT Medical Association in 1989 and had two stints as council member of the Medical Board from 1995-1998 and 2004-2006. Organisations that claim to work for the benefit of Goa and Goans should not fleece Goan taxpayers under the pretext of discussing Goa's problems sitting in London. Jazzing it up By Pamela D'Mello == Tucked away on the first floor of a nondescript apartment block, surrounded by lush green paddy fields is the unlikely venue for Jazz Goa's recording studio. Nothing much to look at, until --- musician/producer Colin D'Cruz plays recordings of some of the new talent he has discovered and your mood gets thoughtful. Coming out of the speakers are songs and voices and instrumentation that could match any of the new talent emerging out of the unknown worldwide. There's twenties something Neil Gomes, a multi instrument player, who plays saxophone and guitar with equal ease, and a good voice to go with it. Neil's song Perhaps, uploaded onto Soundclick, one of the internet sites for new talent, climbed to number one on the site among hundreds of songs uploaded there, says D'Cruz. Now based in Mumbai, the young musician is active in the live and recorded music industry of that city. Nor is Gomes the only young artiste to find his place in Jazz Goa's talent search. Twenty seven other singers and musicians have recorded original jazz tracts on the Jazz Goa CD. There's professional singer Danielle Rebello, whose voice uploaded on the internet got her an offer to record in Spain. Colin sees promise in many of his young protegees. For nine months in 2010 Colin put his love for jazz and building talent by producing and running the Jazz Goa, slot on FM Rainbow in Goa. I showcased purely local talent on the show which ran from 10-10.30 pm every Monday, just to prove to station managers that local talent can produce good music if encouraged. Most station managers blindly plug for Bollywood and international artistes, is his complaint. Colin's song Smoking Chutney was nominated for the 2010 IMA awards in the world fusion category, with the song picked out for the guitar solo performance by guitarist Elvis Lobo. While new talent is slowly finding its space via the internet, it is Goa's small but vibrant live jazz music scene that has been creating a buzz for several years now. The Saturday Nite Market in Arpora, North Goa, has emerged as one of the prime venues for jazz and experimental music. While the bazaar --- originally designed by a German settler Ingo Grill --- runs as a well organised sprawling market of stalls, offering wares from shell earrings to leather boots, to Indian handicrafts --- the heart of the market is its live stage, just off a buzzing food court. Here, in high season, when the open air market attracts an eclectic crowd of foreign and discerning Indian tourists, western settlers and leftover hippies --- the ground level stage becomes the setting for a series of live acts each Saturday. So while fire eaters and African dancers do their spot acts under starry night skies, there's a real cooler vibe when the musicians get on stage. I've heard some of the best music play at the Saturday nite market. Musicians from all over the world, passing through, will just land up, contact the organisers, and offer to play just for the joy of playing to an appreciative chilled out global audience and that strangely produces some of the most inspired music, out of the mainstream, and totally mind blowing, says hotelier Francis de Braganca. Local jazz musicians love playing at the market, because the audience that gathers around the stage is genuinely appreciative and the ambiance is every musicians' dream. It's a scene that I doubt happens anywhere else in the world adds Braganca.Two kilometres away, Mackey's nite market, also on Saturdays in the tourist season, runs similar gigs that offers a stage for jazz and other musicians. Another favourite jazz concert venue that's heating up the scene is Goa Chitra's small amphitheatre in coastal Benaulim in south Goa. Every week from October to March, the organic farm cum ethnographic museum, hosts a jazz/fusion/experimental group for a small intimate audience of around 200. We keep it small, but musicians especially love the intimacy of the place says Victor Hugo Gomes, proprietor and curator. Last year, Goa Chitra had John Law's Art of Sound Trio play in Goa, just after their return from the North Sea Jazz Festival, in Rotterdam. In November this year, Blues' diva Danna Gillespie is signed on for a fund-raiser concert. This year on, artistes will be encouraged to give small workshops as well. There's a limited following for jazz, and the workshops are meant to raise the bar on appreciation and allow young musicians to benefit from the exposure. As an event organiser, Gomes has always been more keen on the serious experimental side of jazz and disdains turning jazz music into family and tourist entertainment. Gomes still rues the fact that the Jazz Yatra wound down completely. Jazz is serious creative music, its a group of musicians communicating with each other through their music to create innovative sounds.
