Last summer, the Malaysian-born entrepreneur was running Asia's biggest budget airline, a Formula 1 team and a global hotel chain. In 2001, he paid 25 cents for AirAsia Bhd, a Malaysian government-owned airline. The BJP manifesto for Goa is the height of 'Parrikarionics' which appears to be driving Goa into a BHIKARI GOA with doles, schemes, waiver of interest on loans, etc. The migrant friendly BJP now seeks to reduce the domicile period to just 10 years for availing government facilities. The Village Panchayats are going to be weakened with the abolishing of house tax by making them exclusively dependent of government funds. It looks like migrant squatters on Communidade and Goan lands and in shanties will be given a golden hand shake by BJP. As expected lip service is being paid to setting up of a minority commission without specifying a deadline. Interestingly a functional Human Rights Commission has no place in BJP's governance. The much condemned mining and real estate will actually get a boost going by the infrastructure promises in the manifesto. Local Self governments will only be given a mere consultative role without independent powers. Ms Reboni Saha, Secretary of GBA made a visual presentation of the findings of the study of the public inputs made to the Regional plan 2021 when the final notified RP2021 was kept open for correction. While the public outcry was seemingly on the issue of errors, an overwhelming majority of inptus were not for correction of errors rather requests for more conversion! A pattern that emerged was that suggestions that came from Panchayat bodies displayed a collective wisdom to preserve the eco-sensitive zones whereas requests from the individuals were in self interest, with 90% asking for conversion of green zones to settlement. The few Panchayat inputs that submitted grossly lopsided settlement plans were in minority and can be traced to political interference and vested interests. ** *TheGBA demands that the 73rd and 74th Amendment for people’s participation, empowerment of its systems and adherence to this by parrallel land use laws is taken up seriously by the elected party. This is critical for any future planning, without which no Plan will be safe from meddling. GBA states that collective wisdom works in the interest of the community and has been proved time and again.* *The RP2021 should now be handed over to villages for local level detailing of landuse within the guidlines set, including all internal** roads.* ** Outline Development Plans ( ODP's ) are simply meant to be a more detailed level of planning and administration, and has degenerated into the fiefdom of politicians and developers over the years making arbitrary rules and by-laws against the vision document of Goa. An analysis of the 'Extra' settlement in many areas where ODP's have been overlaid with the Draft Regional Plan throws up large landholdings by developers, Kadamba, Pilerne,Salvador mundo were taken up for snap shot analysis. The ODP's with their authorities the PDA, function as a law unto themselves by providing ridiculous FAR of 200 for commercial zones ( more than the standard of Mumbai ), blurring lines between Commercial and Residential, reducing parking space and minimum road access to allow further development in already congested areas. The GBA alleges that large landholdings by business houses in villages may pressurize the ruling Government to convert them into ODP areas. This was done without reason in the case of Pilerne, Reis Magos, Penha De France and Soccoro, and subsequently dropped. Both ruling party and opposition have been guilty in promoting this. *In view of this, GBA demands that the elected representatrives adhere and respect a 'ONE GOA, ONE PLAN'. ODP's are currently destructive in nature and must follow the rules of the Regional Plan with a transparent participatory process when making by-laws. Regulations that work to further congest areas in the name of development are criminal and wilful negligence by planners and political powers.* * * Dr Pranab Mukhopadyay of Department of Economics gave researched inputs on the economic status of Goa. Mr Mukhopadyay pointed out that while the per capita income was high the disparity between rich and poor was large and growing. Agriculture had declined from in 70s from 60% to its current 16 %. Goa depends on importing its food, and he warned that a disruption of transport would lead to starvation. The highest contributors at present were from the manufacturing industries together with a fast growing service sector. The sector of transport has increased drastically. Goa also has a high deposit rate of over a lakh per person, while lendings are a third of that. In addition the deposit is far higher than the earning capacity in the state, leading to the speculation that surplus funding comes from outside. Goa is currently cash positive going by bank statements. WHile he is yet to conclude his findings, they throw light on the current situation of land grab in Goa. Architect K.D. Sadhale emphasized that the prosperity of Goa lies in protecting the land for local use and hence rooted for a legislation to prevent sale or acquisition of community land, and strengthening the Communidade/Gaunkari systems. He vouched for agriculture based industry that will add value to the produce and urged for a policies to promote agriculture to make it profitable. Arch Sadhale gave several examples and suggestions to make agriculture profitable and sustainable. The discussion saw a debate on how cashew plantations were not protected under the Forest Act and hence were being cut down to make way for buildings on hills. There should be an investigation into the road-worthiness of the unfortunate bus. But how many investigations and charges have there actually been in Goa? There should have been an investigation into the fire that occurred in Vasco in August. A terrible tragedy that again claimed the lives of young children who were innocently playing outdoors. The whole of Vasco sits on an unholy grid of gas, petrol and naphtha pipe lines, not to mention fertilizer. Has there been an investigation? The emergency response in that instance too was pathetic. Has it improved? Is there any move at all to shift some of these dangerous pipe lines outside of residential areas? Will Zuari be ever held responsible and made to pay adequate compensation? There was an investigation into Babush's alleged bribe taking to the tune of 26 crores. Have any charges been brought against him? Any opposition would call for a hearing, has this Opposition even called for a ministerial probe? At the very least it would call for Babush to resign. No such response in Goa. Instead he and his wife have been given a ticket to contest the elections. The media too have forgotten about it. They've moved on to their next story. In other related news apparently BJP promises Rs1000 for every housewife to deal with household expenses. What is this? Are Goans like children that have to be promised sweeties? Has any journalist posed the question as to where that money will come from? Surely an increase in public expenditure means that money has to be raised elsewhere or cut elsewhere. Oh wait a minute. I forgot BJP has every intention of cutting funding for English medium schools thus proving once in for all that Goans are more interested in eating than learning. So Goans don't worry too much. Life will go on. We will sing our mandos, play our guitars, dance our jive and cheerfully discuss the price of fish until the next time. Where will BJP get the funds to finance what they have promised in their manifesto. It is only Parrikonomics which can promise something from the exchequer without actually telling us how that money will be raised. It is unsustainable and if Goans are going to fall for this they are out of their minds. The BJP manifesto is out, and the Congress one will be out later today. Is the full text of Trinamool Congress, GVP-UGDP out? Fr. Bismarque's Manifestor is out. The BJP, as one paper said, is promising the sky. I think the BJP, instead of just the moon, felt it would give Goans the whole sky. Or, is it pie-in-the-sky? Some BJP;s manifestwo writers have slipped somewhere. From Dr. Wilfred de Souza's press statements he hopes to form the government and that the other parties would be supporting partners.. It promises a clean and better government. The GRA promises a FUTURISTIC, a WELL PLANNED, and a BALANCED GOA, in CAPS. I suppose futuristic meanings something like a starship to go into the sky and pick up the pie.. Balanced probably means putting Goans/migrants on one side of the scale and the land mass on the other and trying to achieve a balance. Floriano will hold the scale (tagdi). As for the good father, he just wants to save Goa. Don't know from who perhaps the wolves in political clothes who are ravaging the land. His path is to lead Goans to heavenly peace on earth, a good proposition in itself. I wish he could get some of the known Catholic culprits to the confessionals and ask them toconfess their sins, particularly their ill-gotten wealth. The Assembly needs both Catholic and Hindu priests, so it could be sort of a balance, and they can join hands to exorcise some of the MLAs who are possessed by the evil splrits of looting and cheating the the state. I am at a loss to guess what the Congess manifeswto will say as I feel it would borrow from BJP and others and change it a bitf. Any guesses? A question needs be asked of witnesses before finer analysis is undertaken: Did the bus suddenly belch thick black smoke before it raced and plunged into the river? If yes, this (the uncontrollable speed) could be the result of diesel overrun (or runaway). In many vehicles, a crankcase breather pipe feeds into the air intake to vent the crankcase; on a highly worn engine, gases can blow past the sides of the pistons and into the crankcase, then carry oil mist from the crankcase into the air intake via the breather. A diesel engine will run on this oil mist, since engine oil has the same energy content as diesel fuel, and so the engine revolutions increase as this extra fuel is taken in. As a result of increased revolutions, more oil mist is forced out of the crankcase and into the engine, and a vicious cycle is created. The engine reaches a point where it is generating enough oil mist from its own crankcase oil that shutting off the fuel supply will not stop it and it will run faster and faster until it is destroyed. http://en.wikipedia.org/wiki/Diesel_engine_runaway Oil diluted by diesel fuel leaking into the engine crankcase (raising the oil-level sufficiently high) can also give rise to such an effect if the piston rings suck in the diluted oil and burn that instead of the injected fuel, as the engine temperatures will be high enough to produce combustion of the heavier distillate.This can happen if the rings are worn out or sticky. In April 1975 (post University exams), I was travelling in a bus from Panjim to Margao via Ponda. The revs all of a sudden started rising, the driver had the presence of mind to put the vehicle into neutral, switching off the diesel supply (the revs kept on rising to a high cresecendo), then he and the cleaner quickly yanked open the engine cover, and dropped a large wooden block into the air-intake, when the engine came to an abrupt halt. These guys probably had experienced or heard of such experiences before, so knew what to do. Prevention? Training and plain common-sense daily checks of the levels of engine oil, braking and cooling systems before the start of the day. Just my thoughts. I watched a video clip on one of the local channels today. Parrikar was saying that his party subscribes to the universal principle of primary education in the Mother tongue. Do Not Take People For Granted The Congress is reviled by most Goans today, not only because of the high levels corruption that they roll in and doll out but also for the lack of foresight and direction that they took off, with respect to some of the most sensitive issues that are plaguing Goa and Goans today. The steam of resentments and frustrations is building up in to a fireball and could just blow up at any time and consume the Congress. However it did blow up, as twice MLA of Velim, the Minister for Forests was made the target of scorn and abuse by the residents of Rangali, Betul yesterday; there was a lot of commotion outside the house of a government employee where the Minister was holding a closed door meeting, people believed he was distributing money for votes. The house was surrounded by a good number of angry people, and distinct abuses were directed at the Forest Minister by the people gathered there. There is absolutely no doubt that, there are a lot of unhappy and agitated people and the raid on the Velim parish Priest has certainly not gone well with the faithful and are waiting to take the Congress to the cleaners and they certainly do need a good scrub along with a heavy dose of disinfectant, and from the looks of things, the Forest Minister has already been administered a good dose of it. Looking at the agitated crowd, police and para-military forces were called in and surprisingly they made their presence felt in no time, raising the question of the efficiency of our civil services when it comes to protecting the politicians, and the apathy they showed in rescuing civilians, as it took more than three hours for the rescue mission to reach the site where our young children met their watery grave a day earlier. Two very contrasting approaches displayed by our civil services. Many CM contenders to lead Cong in Goa Devika Sequeira, Panaji, Feb 20, 2012, DHNS: Manohar Parrikar likely to take charge if BJP wins A number of power centres have emerged within the Congress even as the party is trying its luck to wrest control of all the 40 Assembly seats with its ally, the Nationalist Congress Party (NCP). From the 33 Congress candidates, there are no less than four chief minister aspirants, if not more. In North Goa, Speaker Pratapsingh Rane and his edgily ambitious son Vishwajit have managed to corner seven Congress-NCP tickets for their protegees, two of them crossed over from the BJP. That alone has put the political veteran Rane in the front to lead the Congress legislature party post-election. Ranes close ties with MGP’s Dhavlikar brothers, Sudin and Deepak will also be a factor to watch in a hung assembly scenario in Goa. Chief Minister Digambar Kamat who seems isolated at the moment “cannot be entirely written off”, say his supporters. Kamat’s low profile and please-all policy helped him survive a whole five-year term. The man from Margao also has some of the biggest money-bags in mining and the hotel industry still backing him. Caught between the choice of giving in or facing rebellion as in 2007, the Congress strategy to reward Churchill Alemao with four tickets for his clan — his brother Joaquim, daughter Valanka and nephew Yuri — is a huge risk for the Congress-NCP alliance. Many believe the public mood could backfire against family raj. If it pays off for the Alemaos, Churchill will most definitely pose the biggest challenge to Rane. Depending on his chances of winning the Santa Cruz seat where he is sweating it out against MGP’s multimillionaire Dinar Tarcar, Babush Monserrate is also likely to influence the selection of a Congress leader. He managed a ticket for his wife and two other supporters. Given his public image, Monserrate’s prospects of occupying the CM’s chair are rather dim. If body language is an indication, BJP leader Manohar Parrikar said it all on Sunday. Taking complete charge at a press conference to release the manifesto, Parrikar made central party leader Ravi Shankar Prasad seem superfluous. The BJP has not made a formal announcement about who will be CM if they win, but no one here doubts it will be the unchallenged Parrikar. Goans can take it from me that if Parrikar is two or four short of forming the government he will even take help of the Alemao and Rane family (family raj). Goans will be left looking with their fingers in the mouth. Then you will here the best of Parrikar's justification; The people have elected them. The people did not give me the required numbers so Ii have to do with what is given. Goans have seen Parrikar's (while in opposition) most disgraced and ridiculed officer Suryanarayan being hoisted as chief of a lucrative department and so was Modassir. The Monster rat and Parrikar's now corrupt Digu were second in command. He will then claim that he can manage these officers and MLAs as their corruption was because of their association with Congress. Not surprisingly, some journalists who were screaming at Parrikar when in power and calling him a dictator at Azad maidan are now seeing him as an alternative to the Congress. Everyone seems to have forgotten Parrrikar's dream of making alcohol available even on gaddas. And Goans forgot how the tax payer was squeezed to raise money for his adventure of Panjim shinning, doles and computers. Even the rates of publications at the government printing press were hiked. All have forgotten how Parrikar's Goa was generous in funding 20 lakhs for the campaign of a marathi film from Maharshtra at some film festival. He will find it extremely difficult to make the same arrangements for funding English medium primary schools. How self interest and divisive agendas can turn black into white, isn't it? Will Goans be so foolish as to believe BJP, or any national party for that matter, in this election? Goans need to understand that there can be no salvation with these national parties in power.
