All this does bring back, good memories to the fore. I know, U know my niece in 
Canada who acted in Amchem Noxib!
Anthony Mendes is the Charlie Chaplin of India not only of Goa! Even recognised 
by Bollywood and given a stint but did not make it high up there, I think 
'cause of health. I knew Souza Ferrao and Anthony D'Sa in person, so to say.

The  'double speak', ' hossanas' and 'pompo' having been noted, it

making their rupees, and the people will continue to offer themselves

...can be put aside and I am more than sure the I.I.T. Parrikar, has
figured it out; once bitten twice shy. The minority should have checks and
balances reigorously imposed. The switch from simple majority to no
majority, is easily achieved.

The BJP have 6 Catholics plus 2 Catholic Independents - if they all switch
because of persecution, then what? You are only as secure as your next P&L
(profit and loss) account.

Having said that, the new dispensation should be given, more than a fair
chance to crack the whip. The Goan populace has been taken for a ride for
way too long. How can one who rode on a motorbike, which couldn't stand on
its own, claim to be the highest tax payer in Goa, some years later?

Any guesses about whom I am referring to? Answers on the back of an
envelope or on this site if you are brave enough!

The people of Navelim tolerated a corerpati, for many terms, then grew
tired of him, tolerated another for an even shorter time! If Avertano does
not perform he will be on his tod and out - he might not care having baked
his cake?

Registered airmail (or the cheaper surface-air-lifted option, delivery
usually well within 4 weeks) works best. The latter is a good option
if the parcel is heavier.

If it's small, make sure to send it as a postal "small packet" (rather
than parcel, which takes more time and could get flung around).

Air courier is unnecessarily costly, and not worth if if a few days
don't matter. So is the postal department's international Speedpost,
which is disproportionately overcharged. (Speedpost works well within
India, and specially effectively within Goa, at just Rs 12 per slim
letter.)

Sending it "with someone" can cause inconvenience for both sides,
unless it's some small equipment which might not get through via the
post. For books, I've almost never faced a problem. Registered post is
essential (costs just a few rupees more), but make sure someone is
there at the other end to pick it up.

The German-speaking Swiss are very pragmatic, down to earth people and their
quotes reflect this attitude. A frequent quote is that “everyone has to use
water to cook his broth” implying that all parties, no matter what their
ideology, operate within the same ground realities. Of course, using the
same ingredients, a talented chef can produce delicacies where less capable
or incompetent individuals fail; time will tell whether this will be the
case with the new dispensation in Goa but one must give them time because
concocting delicacies is time-consuming. Another frequent quote is that
“nobody drinks his soup at the same temperature at which it was cooked”
implying that there is a big difference between the electoral rhetoric/hype
(100°C) and the delivery on it (around 25-30°C).  Regards, Bernardo

About the Video: On 31st January 2012, the residents of the close knit
community of Abreu Vaddo in Saligao village in North Goa awoke to the
sounds of rumbling machinery and the earth shifting under their feet.
The people were told that the ground was making way for a new mobile
phone tower. The community was shocked at this uninformed decision to
erect an imposing metal structure which seemed to jeopardize the old
and well-planned neighbourhood which prides itself on its serenity and
sense of security.

The very next day the concerned citizens began their continuing
struggle against the building of the tower. They claim that it
threatens their health, well-being and peace of mind while destroying
the traditional even quaint sensibilities which make Saligao the
beautiful village that it is. The Right to Information (RTI)
application filed by the people revealed that no site inspection was
carried out prior to the excavation and that the mandatory clearances
from the various departments of environment, health etc. had not yet
been submitted to the Panchayat.  The Sarpanch confirms this fact. The
community also alleges that the team behind the tower never consulted
with the people who are liable to affected by the project.

The tower team maintains that since the tower is an ‘industrial
construction’, it does not come under the purview of the Panchayat and
the community. They also claim to be constructing a ‘green tower’ in
accordance with the guidelines prescribed by the International
Commission on Non-Ionizing Radiation protection. But the group backed
up and refused to sanction a guarantee when the people asked them if
the health and well-being of the community would remain unaffected.
The people’s movement claims that the majority of the inhabitants of
Saligao are opposed to the tower and they have the numbers and

The land on which the tower is being built belongs to the Delaney
family, long-time residents of Saligao.  Cyril DeMello is the owner of
Demello Telepower Pvt. Ltd, who has leased the land from the Delaneys.
He has to honour his commitment to communication giants Bharti Airtel
and get the tower ready by 26th March, 2012. Mario Venancio Cordeiro
is the contractor behind the construction and has played a key role in
planning and executing the project. They submitted an application
before the Saligao Village Panchayat on 15th December 2012 and
obtained a No Objection Certificate (NOC) to go ahead and get the
other permissions required.  But these documents have not yet been
submitted to the Panchayat, only after which, it can give the tower
team a Construction Licence.  The people’s movement maintains that
this team was working furtively for a whole year to get the deal
pushed through without the community getting a whiff of the
developments.

It is the Delaney’s involvement in the case that has disturbed and
disheartened the people of Abreu Vaddo. Mario Mascarenhas, one of the
villagers who helped in organizing the dissent against the
construction calls the family ‘community leaders in every sense of the
word.’ He acknowledges the social, civil-society, religious and
educational leadership that the family has given to the community and
commends the sacrifices that they have made for the greater good,
especially in times of turmoil. This admiration and respect by the
community for the Delaneys, has only deepened the feeling of betrayal,
he confesses.

Awaiting a hearing on the issue, the Mapusa Sessions Court has issued
a stop-notice on the construction. While the community is hopeful, the
tower team claims that they have the law on their side (law and
justice being two very different things, in the times we live in).
Making the case for the people’s movement, Mario cites proceedings
from last May when the World Health Organization was forced by medical
and research teams from across the world to revise its stand on cell
phone radiation. In a landmark decision, they declared the radiation
in the classification category ‘Group 2B’ – shorthand for ‘possibly
carcinogenic.’  He cites the admirable safety standards that states
like Himachal Pradesh have implemented which effectively ban towers
from being near human habitation.  The community referred to Prof.
Girish Kumar from IIT Mumbai who has conducted extensive research on
Radiation from Cell Phone towers and has actively advocated for
strengthening of norms and guidelines while keeping the safety and
well-being of the public in mind.

For the people of Saligao, everything they knew and loved about their
neighbourhood is at stake. From day one, they have been articulate and
open in their demands. They have been meticulous, non-violent and
wholly admirable in their fight. The truth is on their side. They hope

Moidekars who have been out of the village for a while will discover on
returning that an impromptu vegetable market has sprung up near the Sopo
bus stop. Some 4 to 6 Villagers who plant vegetables in the fields nearby
have begun to sit by the roadside there with fresh vegetables like tamdi
bhaji, bhende, tendllim, vaal, and naab and fruits like bananas. (I'm not a
veggie lover so am not sure about the English equivalents for the English
speakers among you)They are there even tilll quite lateish around 7 - 8
p.m. I hope they continue to do so and it does not f old up because someone
complains that it is illegal. Also because of their popularity I hope they
don't become 'smart'  and start selling 'ghanti' vegetables from Mapusa

The cristao fans are yet to understand about 'double speak' in politics. The 
hosannas sung about Cristaos having turned to BJP need to be consumed with a 
pinch of salt. "Pomp marpak" is the common expression. One should not be taken 
aback to witness the reverse osmosis in days to come.
Cristaos think that the credit for the 6  Cristao BJP MLAs getting elected will 
be given to the 'kirke' by the hard core elements? What 'Kirke' are 
experiencing is only the palatable portion of a fungus infected pie that lies 
away from public glare. Ha re re! what is this 'Kirke' now? Xempti kiteak 
boddoitat ga?
Who are these overreacting 'Kirke' now trying to convince that BJP is not 
communal? Who said that BJP is communal or Manohar Parrikar is communal in the 
first place? BJP is a party registered with the election commission of India 
and therefore well within the framework of the Constitution of India. So, how 
can it be called communal?
Kirke warning BJP now about minusing Hindutva ideology in governance? Poor 
understanding of Indian political history. Kirke need to read Mahabharata and 
Ramayana carefully to understand Indian reality.
BTW hope no over reacting Cristao, especially the expat type, get the fantastic 
idea that I was Congress and have now switched towards the BJP as it is in 
power.

PANAJI: The HC of Bombay at Goa has dismissed an application filed by
the state government seeking leave to file an appeal against the
acquittal of 23 accused charged for causing the death of a temple
pujari at Palyem in 2005.

In 2010, the assistant sessions court at North Goa had exonerated them
as the prosecution failed to prove the case. The prosecution had
alleged that on November 27, 2005, at Shri Devi Bhumika Vetal temple,
Deulwada-Palyem, the accused assaulted Manohar Parab, who was
suffering from heart ailment. Due to the fist blows, the deceased
collapsed and died, the prosecution had stated. The scuffle occurred
as some of the mahajans of the temple had taken objection for availing
funds under the MPLAD scheme for construction of a hall.

While rejecting the application, the HC observed thus: "The medical
evidence reveals that the deceased had not sustained any external
injuries. If the deceased was assaulted with fist blows, then he had
to have injuries on his face, mouth and nostrils. The deceased was
found to be a person who had a chronic heart disease along with
residual effects of old myocardial infarction." In this case, the
medical evidence was that even the slightest tension could have caused
the death of the deceased, the court added. Sadashiv Parab and other
accused were made responsdents in the case.

  It was around ten that humid morning and much of
  the perspiring Goan population of Byculla was
  streaming into the wide gates of the magnificent
  Gloria Church for the Sunday high mass.  Ladies
  were in their Sunday best, some of them with hats,
  gloves and stockings but all of them in veils
  covering their hands.  The men in their starched
  shirts and cotton light summer jackets remained
  behind, keeping in mind an exit route should the
  priest repeat his tendency to a long and boring
  sermon.

Around the corner of the church outside a small bookstore
selling rosaries, medals and all forms of tiatr literature,
song books and of course tiatr tickets, was Peter Fernandes
the owner.  Although this was his peak business time he was
more interested in chatting with his favorite actor Robin Vaz.

A six footer and handsome to boot, Robin was lounging near
the church not so much to watch the fine Goan ladies and men
who entered first into the church's nave but the more plebeian
crowd that followed.  The domestics, the nearby Mazagon Dock
and Port Trust workers families and the simple people who
inhabited the warrens of the massive Bombay Improvement Trust
(BIT) Blocks, locally called cement chawls.  These buildings
were in the middle of the mile-long Love Lane that started a
couple of blocks from the church.  For it was these people
that would be the main crowd of his 'Agente Monteiro' that was
to debut in the St. Mary's school hall only a few bus stops away.

  Of course there were to be other crowds for this
  showing.  The Goans in Mazagon Terrace, in D'Lima
  Street, in the environs of Matarpakady Village and
  Gunpowder Lane and the lower reaches of Mazagon
  Hill.  No, he was not afraid of a lack of patrons.
  He knew his popularity and the crowds that he could
  draw ever since he came onto the Konkani stage
  popularizing the mandos through a stage form.  He
  was a dancer as much as an actor.  If there was any
  doubt about the crowds, it would be dispelled by
  the star cast of Jacinto Vaz, C Alvares, H Britton,
  Kid Boxer, Minguel Rod, M Boyer, Remy Colaco, Seby
  Coutinho, Anthony Mendes, Alfred Rose and Souza
  Ferrao who were all going to be there, either on
  the stage or in the crowd.  Robin Vaz was every
  tiatrist's friend and they were keen on supporting
  this debut.

The tiatr acting and support worker crowd was a close knit
community. They lived their own lives often out of the
circles of the general Goan population in Bombay. They were
mostly employed in their own occupations and came together
only on weekends. The money they received was far less in
comparison to their love for the acclaims, the hoots, the
whistles and the catcalls for encores they received when
their performances were eagerly lapped up by the crowds.

They were prey to two big faults.  They drank, right up to
the paths leading to the start of the act, sometimes even
just behind the curtains before they went up and almost
immediately again after they were lowered.  The other was a
complete lack of interest in the finances their plays
generated.  They could have been rich men but lived one month
to the other, mostly because they let the organizers, the
financiers and the agents loot them under their very noses.
It was as they say, one for the love, and none for the money.

Robin Vaz was now alert and no longer lounging against the
wall of Peter Fernandes' shop.  The crowds he was watching
once going in were now coming out after the service and he
was here for this very moment.  They were going to talk about
the evening's play and he wanted to know what they were
saying.  Whom they wanted to hear between the curtains
(pordde), the local lingo for the acts of the play.

It was what happened then, that would make or break the play.
The skits, the songs, the music of the live bands, the jokes
on Bandodkar and the recent liberation.  Kid Boxer could be
depended on to make fools of the minions of the new Indian
government even though there would be plain-clothes Bombay
police watching in the crowds because of the play's name.

No one recognized Robin Vaz.  He wore loose clothing and was
standing discreetly in the shadows.  Everybody had an
opinion, but one thing came out clearly -- with such a star
cast they wanted the songs and jokes repeated twice and
thrice.  And they wanted to see Robin Vaz dance.  That was
their must.  Robin was happy, he had heard what he wanted to
hear and he would arrange the sequence like they wanted it.

The talent and versatility of the tiatrists in Bombay was
something to be amazed at and so were the bands they
organized for the plays.  They barely had any rehearsals.

co-convening a conference of writers in English, Konkani (both
scripts), Marathi, and Portuguese, at the Fundacao Oriente in Mala,
Panaji. Although some of us write in different languages, and
sometimes in more than one language, we all have issues in common. We
also have our differences. When we meet together, as people dedicated
to our art and craft, the differences disappear, and commonalities
emerge. It then becomes easier to find solutions to the problems that
face us all.

Damodar and I successfully convened a similar conference some five
years ago. Admission is free. Tea  will be served both days. The
sessions begin at 10.30 a.m. and end at 5 p.m.

Cautionary note: This is not a conference to teach someone how to
write. This is a conference on things that writers can and should or
should not do, after they have written something.

organized some years ago, the meeting will be open to freelance as
well as professional writers active in English, Konkani, Marathi, and
Portuguese, and will be co-convened by internationally known Goan
authors Victor Rangel-Ribeiro and Damodar Mauzo.

Small-group discussions on the first day will focus on issues of
common interest in both the writing and publishing fields, whether in
the popular press, scholarly journals, or in book publishing. They
will include such topics as developing publishing contacts; formatting
and placing material for publication; establishing payment standards;
negotiating book contracts; copyright protection; translation
possibilities; foreign rights; following up on royalty statements, and
collecting payment for work already done and published.. On day 2,
leaders of the small-group discussions will report their findings to a
general session, for further discussion and recommendations.

The two-day Conference will be inaugurated by Fundacao Director Dr.
Eduardo Kol de Carvalho; Victor Rangel-Ribeiro will deliver the
keynote address. There will be no delegate fee, and participants will
be served complimentary tea on both the days.

Goa: Ore trucks blocked in Cauvrem

Police said the trucks were ferrying ore from a mining lease owned by
Magnum Private Limited.

The agitated villagers are demanding compensation from mine owners for
the damage caused for their crops like chilly and rice due to dust
pollution arising from the mining site.

The village, last year, had witnessed major agitation resulting in
closure of five mines, which were working without proper licenses.

Villagers said the trucks plying ore for Magnum Private Limited were
stopped from December onwards but suddenly they started the
transportation this morning.

State Mines department director Arvind Lolienkar said the issue has to
be handled by transport department or local administration.

"There is permission for the mine owner to extract ore. It is for the
local administration or transport department to look into it," he
said.

The locals have decided not to allow the trucks ply on the road till
they are paid compensation.

Police officials said the situation is under control as the trucks
were sent back to the mining site.

Goa has been witnessing sporadic protests in the iron ore rich mining
belt due to increase in pollution owing to trucks carrying ore.

PANAJI: Pre-primary schools have become an integral part of Goa's
education system for long and it has become a common practice to admit
a child to a nursery school before he or she begins formal education.
Yet, pre-primary schools have remained outside the directorate of
education's (DoE) ambit so far. Functioning of the schools is finally
set to be regularized when the new academic year begins.

"Over 300 pre-primary schools are registered with us now. From the new
academic year, they will be issued letters stating that they have
registered with the DoE and it will be made mandatory for the schools
to put up these letters prominently on their notice boards," director
of education Anil Powar said.

He said this will help parents identify pre-primary schools at the
time of admissions, which have been verified as providing the basic
facilities necessary.

"A uniform syllabus will also be brought into force for these
schools," Powar said. The State Council for Educational Research and
Training (SCERT) has prepared a syllabus which will ensure that only
the play-way method is used to impart education in the registered
pre-primary schools.

Goa has one of the highest percentages of children entering a
pre-primary school before being admitted to Class I, after states like
Meghalaya, Nagaland, Jammu & Kashmir, Chandigarh, Pondicherry and
Sikkim. Close to 24% of children in Goa attend a pre-primary school
before they begin formal education, according to statistics of the
human resource development ministry.

For close to four years, the state government has struggled to bring
pre-primary schools under its umbrella as the institutions do not get
any government funds.

Year after year, the DoE's call for registration met with poor
response, as it meant no benefits from the state for the schools but
added their responsibility of providing basic facilities recommended
by the state and implementation of the prescribed syllabus.

The over-300 primary schools have registered with DoE after a
three-year-long exercise. The DoE sought to regularize the functioning
of preprimary schools after such institutions were seen mushrooming at
every nook and corner, very often operating from dingy apartments with
no facilities available for the creative development of the child.

with the long-pending demand of 250 computer teachers employed with
Church-run institutions that they be confirmed in the service. The
teachers have not been paid salaries for one year. Chief Minister
Manohar Parrikar today held a meeting with the association of computer
teachers working in the schools run by Archdiocesan Education Board
(AEB), a wing of Goa Church. Neha Velingkar, a leader of All Goa
Computer Teachers Association (AGCTA), said that education director
Anil Powar also met the teachers. "We are (going) without payment for
the last one year," she said, adding that the Chief Minister would be
discussing their demand -- that they be absorbed into service -- with
the AEB officials. Some teachers, Velingkar said, had been working for
AEB schools for over a decade, but were yet to be confirmed. Sources
close to Parrikar said that education department has decided to
intervene to ensure that the teachers, who have been agitating for the

The people of Goa especially the Catholic community was shocked to read
that you attribute your defeat to the Church and her priests. If by this
you mean that the Church revolted against Congress, I agree with you. Yes,
we Catholics were fed up of the Congress blackmail game of coming time and
again to power on secular platform, and then looting us for the selfish
gains of its MLAs. As for blaming priests, who among them has spoken
against any Congressmen or stated that the Congress should be rooted out of
power. But yes, the priests have urged the faithful repeatedly to elect a
democratic and clean government - a government without corrupt MLAs. And if
you, your family and many veteran congressmen were rooted out it is because
we Goans felt that you all fitted in the category of corrupt, non-
performing ‘ secular’ government.

In December, Dr. Shiv Prabhu, a Hindu brethren wrote that he used to attend
the novenas of St. Francis Xavier and he mentioned that during the earlier
BJP rule, Mr. Manohar Parrikar played with the holiday of feast St. Francis
Xavier ( that attracts people of all religions) and he was immediately
sacked by the miracle of St. Francis Xavier. In December 2011 he challenged
that your government by playing with feelings by hosting the IFFI during
the novenas and the closing ceremony on the feast day, the Congress
government would be rooted out never to come to power again. And today if
we see, St. Francis Xavier performed that miracle.

Stop blaming anyone else. Blame yourself, your pride of your family, and
your own party; blame your High Command who sent their men to collect their
monthly booty. Blame yourself for so many unfulfilled promises in PWD. You
promised Goa 24 hours water supply. People don’t receive water for even an
hour in their taps, but the looting continued. The results clearly showed
that people were fed up with the congress. Rest in peace for the next 5
years. Goa doesn’t need you. You can start enjoying the crores of rupees
you looted. How come your brother felt ill after loosing elections? Is it
because they are scared of the skeletons in the cupboards, or because they
were more concerned of powerful chair than the voice of people? I am
grateful to ‘ Herald’ for their marvellous, gutsy investigation. If it
wasn’t for their team and their editor, today Goa would no longer exist.

Me, Manohar Parrikar and his overreacting fans
 
 ‘Bharatiya Janta Party ka, vijay ho’
Whereas, BJP has already won and we still continue hearing such slogans at 
public meetings etc
 
Another slogan we heard at Azad Maidan by a speaker
Goyant Komoll ful’lem, Goy porot svotontr zalem
(Lotus bloomed in Goa: Goa liberated again)
 
Whereas, almost all Hindus take it as their win or as if BJP belongs 
to them only.
I guess, that is a natural behaviour.
 
Some fans on the net, with their writings on the walls, give 
impression as if they are spokespersons of Manohar Parikar (MP) 
or BJP for that matter. They say MP knows who is been good or bad 
or who has supported him and who did  not. Their immature or 
childish writings also implies that Parrikar is Chief Minister of 
21 constituencies only and not whole of Goa.  Yet, there are some 
fans who we thought gentlemen, are now seen changing tune or tone 
of their language which reminding me that of  ‘r’s. It’s very 
surprising and hurting too.  Somehow, I feel or I have a reason 
to believe that I am directly or indirectly depicted as ‘bad’ and 
that MP been already informed about of it.. That's their childishness!
 
There is a lot expected from the new govt, in another words, we expect 
a change.
Let us not count the chicken before they are hatched

Let us not react or overreact  from over the top, for in 
politics anything is possible.
Just because there are 21 in BJP that does not mean they will remain 
firm and united forever and no one can guarantee that. 
There was a time where many said ‘United BJP’ and that there are 
no disgruntled elements within the party legislature wing. We have 
seen 2-3 exited within last 2-3 months.
Of the 12 ministerial berths, 3 will go outside BJP,  
6 sworn-in on 9th (portfolios not allotted yet, looks like 
there infighting already for PWD dept or whatever). 
Of the remaining 16, there remained only 4 berths. For a legal 
split within the party, one will need a group of 7 or more.
And we already started to hear from the Cong . camp that the present 
govt will be toppled within 6 months. 
In politics, nothing is  impossible.
 
Our Chief Minister too (oops, I don’t mean our family Chief Minister 
as some may have assumed that way re. my earlier posts) should not 
keep on giving time bound assurances or promises e.g. building roads/bridges 
within specific time. No one can guarantee that unless 
one has both finance and land at his disposal.
Building bridges needs money and land. Land acquisition takes time. 
Some landlords may take it to the court and then again appealing 
against the decision of the lower courts and so on.  People or the villagers 
too may have  objections to it. They fear of demolition 
of houses and structures due to road widening, fear of trucks and 
heavy traffic, fear of land sharks, fear of thefts and crimes etc etc. 
We have read about these sort of objections at Raia –Shiroda,
Ribandar-Chorao including Panchayats etc Even at Calvim, villagers 
were not too keen on having bridge for the reasons or fears 
mentioned above.  Their mindset may or may not have changed now 
due the  tragic incident there on February 18, 2012
 
Talking about 100 days time frame for Lokayukta, it all depend on 
when the bill returns back from Delhi. It may even come back seeking 
more clarification or amendments and after ratification or amendments (during 
assembly session), it may again go the Goa Governor who in 
turn will send it to President (Delhi) there again it may go back 
to committee of legal advisers etc
 
After the given time frame has elapsed, we can’t simply give 
excuse saying ‘ Oh, it pending at Delhi, nothing I can do about..’ 
 ‘Oh, the land requisition is challenged in the court of law, I can’t 
do anything about it..’  ‘Oh!, There is a two month long Model Code 
of Conduct (Panchayat elections), nothing can be done about it until 
say end of May or june’

In reality, can this really happen?
Don’t we have some people or ministers in this govt who were also part 
of previous govt?
I remember MP as an opposition Leader, himself alleged in the house 
that there is a scam in HSRP high security number plates contract.
I am sure, ‘No Corruption’ was not the part of the agreement of pre-poll 
alliance
 

Am I for BJP? Or Am I changing tune just because BJP in Power?
Well, 5 years ago, I did openly said we should give Parrikar a 
chance for that I got so many stabbing.
 
In many forum have been openly labelled as wearing saffron mask.
Secret agent of BJP and so on.

in reality it appears that we create God in our own image and believe that he 
is and acts like we do. We believe that God likes us only when we are good and 
punishes us when we do evil. But our God is different, he never punishes and is 
always merciful and kind even to sinners. Let's become like our God. Have an

Sunday Reflections: Fourth Sunday of Lent 'Sent not to condemn but save!'

Readings: 2 Chro. 36: 14-16, 19-23;      Eph. 2: 4-10;      
   John 3: 14-21

The first reading of today is taken from the Second Book of Chronicles. In 
today's passage we are told of the many misfortunes that befell Israel, that 
God allowed because of their sins, the greatest being the destruction of the 
temple and their banishment into exile. However the author of Chronicles points 
out that this was not because God wanted to take revenge on his people. Rather 
he allowed these misfortunes to come so that these tragedies would cure Israel 
of the disease of their sins. People may give up on us but
God never abandons his people

Coming Home
John Voigt and Jane Fonda play the lead roles in the movie Coming Home, which 
is about an American soldier crippled for life because of the Vietnam War. The 
film focuses on the psychological as well as the physical ordeals of this 
paraplegic - how he struggles with the help of a woman to accept his handicap, 
reconstruct his dreams, and create a future for himself. This Vietnam War vet's 
situation is very similar to that of the Jews in the first reading. God often 
sends people to help us through a crisis: parents and children often intervene 
to assist each other; a true friend come through when no one else will; 
sometimes it is a pastor, a teacher or a parishioner who bails us out. Like the 
Jews in exile or like that Vietnam vet in Coming Home we endure small deaths in 
many ways. Nonetheless, we can find new life because of our faith in the Lord 
Jesus.

In the gospel we have Jesus' encounter with Nicodemus, who appears three times 
in the Gospel of John, each time at night. His caution in coming at night 
implies heavy opposition to Jesus in Jerusalem. In today's reading, we read of 
God ordering Moses to make a bronze serpent, mount it on a pole, enabling all 
who looked at it to be cured of the bites of poisonous snakes as they trekked 
through the desert. Jesus used this story as a parable of himself. He told 
Nicodemus that for the salvation of the world, he himself would be lifted up. 
He meant it in a twofold sense: lifted up on the cross and lifted up into the 
glory of the resurrection and ascension. Jesus told Nicodemus and us through 
him, that if we look at Jesus and believe, we will be healed of the effects of 
our sins and we will experience healing pardon and new life.  Jesus summed it 
all up by saying, "Yes,  God loved the world so much that he gave his only son, 
so that every one who believes in
 Him may not be lost but may have eternal life. God sent his son into the world 
not to condemn the world but so that through him the world might be saved." 
Salvation is ours in and through Jesus Christ. If we believe then God's power 
comes alive in us, if we do not believe then we condemn ourselves and God's 
spirit lies impotent in us. Some people condemn themselves by turning away from 
the light.

A life that makes a difference
Several years ago a bomb was detonated outside the huge oak doors of a Greek 
Catholic church in Jerusalem. The heavy doors were blown inward so that they 
careened up to the front of the sanctuary and destroyed the chancel area. 
Windows were blown out, pews were destroyed, and the balcony collapsed. Dr. Ken 
Bailey, a Presbyterian missionary scholar and friend of the priest of the Greek 
Church, stopped by to assess the damage. It took little time to determine that 
the priest was in shock and unable to make necessary decisions. So Dr. Bailey 
took it upon himself to ask seminary administrators at the school where he 
taught to close classes, and he invited students to join him in helping the 
priest. They cleaned the church and boarded the windows to prevent looting. The 
next day, Bailey again called on his friend. The maid confided in him that the 
priest did not cry at the bomb's destruction. However, she added, "He did cry 
when you and your friends helped
 clean up the mess it made." Dr. Bailey has since remarked, "I did not teach 
any theology that afternoon -- or did I?" If theology is about love in action, 
he held one of his best classes that day. The truth is...faith is never so 
beautiful as when it has its working clothes on.

With the euphoria in some quarters about the change in Government, we need to 
get back to earth and remember some of the misdeeds of one party.  This party 
in order to hold on to
their "kodel" got one of the MLAs  disqualified on the grounds that he was a 
member of their party.  The MLA denied being part of that party.  But as proof  
a Xerox copy of an
application bearing an allegedly forged signature was presented.  When the cops 
were asked to investigate, there was no sign of the alleged original 
application.  Nothing became of the incident, as Politicians being Politicians 
look out for each other despite their affiliations, and the entire episode 
appears to have been swept under the rug.
Such is the state of politics in Goa !
Lets hold on to our own kodels and watch as events unfold, to see if promises 
are kept, and watch out for the onset of corruption.

I shall demit office as Commissioner for NRI Affairs
tomorrow.

After I returned from the Rajya Sabha in 2005 I was offered
some important assignments by the Hon.  Prime Minister but I
could not accept them since for personal reasons I had to be
in Goa.  I did not at any stage seek the present appointment
nor any other office in Goa.

However, the then Chief Minister, Pratapsingh Rane requested
me to take up the present job.  I accepted considering that
since I was in Goa I might as well help in some way my fellow
Goans.  I am honoured by the fact that the Prime Minister and
the Union Finance Minister among others have praised this
office verbally and in writing, for its efficiency and the
vast range of subjects of interest to NRIs that it deals
with.

According to them I was the most qualified among all the
heads of NRI Departments in the country, being a former Union
Minister of State for External Affairs as well as Finance,
subjects which are relevant to the Department of NRI Affairs.

Personally, I give all the credit for our achievement to two
outstanding individuals: Vice Admiral (Retd) John D’Silva,
Chairman of our Overseas Employment Agency and U.D.  Kamat,
Director, NRI Affairs.  They are quite competent to run this
Office on their own.

  During my tenure, whilst the main focus was the
  welfare of Goans residing abroad, I also attempted
  to establish links with Goans elsewhere in India.
  Seminars and meetings for this purpose were held
  with their representatives from New Delhi, Mumbai,
  Bangalore and Hyderabad.

Last month I visited several villages and towns in the
Kolhapur District and met a large number of families of Goan
origin settled there long ago.  In the 16th and 17th
centuries a number of Goans, both Christians and Hindus, left
Goa to avoid religious and cultural persecution and settled
in the neighbouring areas of North Karnataka and South
Maharashtra.  They are part of the local population.  They
are Maharashtrians and Kanadigas but speak Konkani and visit
regularly their temples and churches in Goa.

This Office released in 2008 a comprehensive and scientific
Goa Migration Study.  This study, however, concerns
exclusively Goa migration abroad and not within India.  The
history of the Goan migration to the neighbouring areas,
centuries ago, needs to be written.

Many of those persons are Christians and every year a large
number of them come walking for three to four days to attend
the Feast of St.  Francis Xavier but when they arrive at Old
Goa, they do not have a reasonable place to rest.  Whilst the
primary duty to provide basic facilities to these pilgrims
rests with the Church authorities, the Government ought to
make available to them the required infrastructure as is made
available to similar religious festivals.

I had decided to formulate a programme for the youth of Goan
origin in Maharashtra and Karnataka to discover their roots
in Goa, broadly on the lines of the Know Goa Programme which
we hold every year for the Diaspora youth.

The programme for the youth of Goan origin from the
neighbouring States would be aimed at youth in the age group
of 18 to 30 years who have distinguished themselves in some
field of activity.  It would be a one week orientation
programme to promote awareness of different facets of life in
Goa.  About 5-10 youths might be selected every year.  During
their stay in Goa, they would visit our educational, cultural
and industrial institutions and interact with the local youth
as well as our elected representatives at different levels of
Government.  These youth would act as bridges of friendship
and understanding between their State of origin which is Goa
and their State of adoption which may be Maharashtra or
Karnataka.

I shall do whatever I can in this matter but the Office of
the Commissioner for NRI Affairs and other authorities are
fully equipped to fulfill the above three tasks.  (i) history
of Goan Migration to the neighbouring areas in the 16th and
17th centuries; (ii) arrangements for the padyatris who come
to Old Goa for the feast of St.  Francis Xavier and (iii)
orientation programme for the youth of Goan origin as
outlined above.
