I am not sure about 8.1, but the version of 8 that I am using I have to press the shift key and f10 to bring up the menu that contains the new submenu. The only problem I am noticing is when I press shift f 10 on windows8.1 on the desktop I see options for the item that the cursor is under but there is no new menu. Simply press ault+3 and hit enter. New folder will be created. I would agree that in File Explorer you can use Control+Shift+N to start the process of creating a new folder, but it is not necessary to backspace ; the text is highlighted and can be overwritten just by typing in the name of the folder.
