Carl would make a killing and the whole > state would love him. I watched the end of the Twins win yesterday with mixed emotions. On one hand, I felt great for the over-achieving players, who weren't given a prayer of winning. Great stuff. On the other hand, as Hocking was squeezing the third out, Carl Pohlad was probably thinking that he could get an extra $25 million for the Twins now. This community ownership thing is really a bad idea, more so if governmental units are involved in any way. If you believe the owners' complaints about the river of red ink on their profit and loss statements, what happens when the $300 million stake is eaten up in operating losses? (Jim Graham's $30/share x 10 million shares -- for a franchise that is worth $150-175 million, at most) Where does additional money come from? More stock diluting the holdings of the current stockholders? Do you continue running a low-budget operation, a la Pohlad? If you don't win, people won't come and the financials get worse. The reason a bunch of rich folks own teams is that they have deep pockets and big egos. As Rep. Kahn points out, the value of a franchise will generally increase reasonably over time, but when you factor in operating losses, the cost of debt that the owners are floating to each other, and the overall uncertainty of the future of the product, a baseball team really stinks as an investment. Using governmental entities to front for this bad investment would be really irresponsible. And is it just me, or is using the elderly and the disabled as some rationale for funding a ballpark to keep the Twins a little desperate, or worse? This reminded me of arguments during the ballpark debate in the last session of the Legislature. Reps got up to talk about how their mothers in [fill in the rural town] love to listen to the Twins on the Victrola (or Philco or whatever old-timey brand of radio sounded good in their rambling). The only thing they forgot when it came time for a bill was to tax their mothers for keeping the Twins. The taxes will all fall on the locality where the stadium is built. If the team is such an asset, then why doesn't everyone pay? We are going to have a $3 billion state shortfall for fiscal '04-'05. If Pawlenty is elected, a chunk of that will almost certainly come out of aid to cities. How can anyone seriously start another debate on another ballpark bill in this economic climate? Several stories of interest for list members this week - here are just a few: Reporter Kevin Featherly and I did hour-plus interviews with the four major gubernatorial candidates, with plenty of Minneapolis-specific questions (35W expansion and airport stuff for SW Journal; Planetarium, Guthrie and stadium for Skyway News). Full transcripts OR a condensed version that appeared in print are available at: http://www.skywaynews.net http://www.swjournal.com Also, reporter Scott Russell wrote an extensive overview of the Minneapolis Institute of Arts' expansion and the neighbors' reaction at the swjournal.com site. Re: [Mpls] Oh oh, another budget buster - Target Center deal goes sour
As we debate financing strategies for a new Twins stadium I hope our elected officials here at home and in St. Paul take heed the following lesson learned from the Target Center: Cities don't have the resources to finance, maintain, operate, and upgrade regional facilities such as stadium and arenas. These are regional (even statewide and inter-state) facilities that should be funded as such. Dean E. Re: [Mpls] I'm scared of your police force
I read the St. Paul Police Chief's editorial in the St. Paul paper. I thought that it was a reasonable approach and didn't see how Renee concluded that that he didn't have any understanding of mental illness. I am not a big fan of the police and have been critical of the Mpls police treatment of several high-profile cases in which they shot mentally ill people. I don't know much about St. Paul, but since I never see any articles on the use of deadly force against mentally ill people, I have to conclude that they have some understanding of mental illness. My one direct experience with the Mpls police dealing with a person who was having a psychotic break was very positive. That person was my son. Four police came, tried to talk him down, called an ambulence, restrained him and took him to the hospital. Throughout this ordeal, the cops were respectful and careful. It was clear from the beginning that he needed to go to the hospital and every action they took was directed at that goal. They were like a football team. They went into a huddle, lined up and went into action. I was there and there were no weapons. My postive experience doesn't mean that the Mpls police couldn't benefit from more training about mental illness or that other alternatives could be used. When I was in graduate school, some of my friends who were studying clinical and community psychology served internships with the police department. They rode around with the cops on weekends and were brought into situations where people were having psychotic breaks. The psychology students were better trained at assessment and talking people down. The cops made the decisions about the level of force but they consulted first with the psychologists. I always wondered why the Mpls police dept. never made use of this model. Instead of opting for the "Memphis" model why don't they partner with the University of Minnesota to try the system developed at the University of Michigan and the Ann Arbor Police. I know of one person who now teaches at the University of Minnesota who was trained in this system. There may be liability issues, but at least examine some alternatives that have worked elsewhere, but don't have the police chiefs' association seal of approval. The St. Paul police chief seems to understand the problem. What about the Minneapolis police chief? Hello All, First chance I have had to check my email. I missed the info about the balloons at Gastov's. I did not get there until after 9 p.m. and I looked in the tent, downstairs and on the main floor and saw no one I knew. I was hoping that htere would be a sign but saw none. I saw a lot of people with beer mugs, and a few people with shirts on that said "Jim". I asked if they were from the forum and one guy leered, and said "he could be." That was when I exited. [Mpls] Community Ownership of the Twins
I have supported the idea of community ownership for a long time. Below is a link to the bill introduced by me in the House and Senator Ellen Anderson in the Senate. The bills passed through committees in both Houses and were on the floor before adjournment. Obviously the folks who want a stadium don't want to let this more sensible idea get in the way. The bill as proposed neither required nor prohibited any public entity from being a part owner. There is very good historical evidance to show that the value increase of professional sports teams has always exceeded the S&P 500 and in this current market climate it would be so far ahead as a good investment that the comparison would be laughable. When I get to my files on this subject (in a few days) I can expand on the concept of both the philosophy and the numbers. I'm fairly sure I posted on this earlier in the year. http://www.revisor.leg.state.mn.us/cgi-bin/getbill.pl?number=HF2587&session=ls82&version=latest&session_number=0&session_year=2002 ___ Minneapolis Issues Forum - A Civil City Civic Discussion - Mn E-Democracy Post messages to: [EMAIL PROTECTED] Subscribe, Unsubscribe, Digest option, and more: http://e-democracy.org/mpls

Re: [Mpls] Twins
Speaking of the handicapped and the current or new Twins' stadium: Something should be done about those who are handicapped and not in wheelchairs. I have a friend who is 74, never misses a Twins game -- a HUGE fan. Several times I have offered to take her to a Twins game and she has always found some flimsy excuse to decline. Finally, she came clean. She is crippled up from rheumatoid arthritis, but she gets around just fine, thank you, with the help of a cane. However, it is just impossible for her to negotiate the steps in the Metrodome. She informed me that she can only sit on the main floor (no elevators), and even that is nearly impossible because there are no railings as you descend to your seat. She says it is just too much of a physical challenge to attend a game. If we wanted to encourage the senior crowd, I think accessibility for the movement-impaired (not disabled) is something that could definitely be improved. Have to agree that this is a key audience for the Twins and having more of a presence at the game would be a great step towards a more inclusive community. On the other hand, I have a friend who has seasons tickets to the Vikings and attends with a parapeligic who is in a wheelchair. The non-wheelchair, but movement impaired, fan would probably have the same problem as above, right? This friend says they have terrific seats now -- and attributes it to the handicapped status of their seats. Apparently, at Vikings games the longer you hold your tickets the more advantageous seats you can obtain and handicapped seating section is better than they would be otherwise. Against the street light on 21st street, I saw flakes of either snow or frost falling out of the air this morning at between 6:36 and 6:45, (when I took Maggie,my dog, out for nature's call). I also can not believe how dark it is at that time. Yes, winter has snuck upon us, and I am not prepared for it. Maybe I should buy a house down on the Gulf so summer can linger a couple more months. Steve I agree with the one poster, seeing "Flakes" near City Hall is like saying you saw money in a bank. I am more pessimistic than Robinson. I will go with November 21. A full three weeks after the date of the great Halloween Blizzard. How about the date of the first declared snow emergency? For that I will go with December 3. I will also go with April 6th 2003 for Ice Out. [Mpls] Candidates for Governor Weigh in on Mpls Specific Issues
http://www.skywaynews.net/display/inn_news/news01.txt 1) Skyway News Asked: Would you favor state funding for the Downtown planetarium? The new Guthrie Theater on the riverfront? The baseball stadium? [Note: last year, the city sought $9.5 million for the planetarium, and the Guthrie requested $35 million from the state for a $125 million project.] These answers might surprise you or maybe not. 2) Also, Skyway News asked: The vast majority of commuters travel to work by themselves in their own cars. Do you agree that's a problem? If you do, what would you do about it? Moe, Pentel, & Penny said yes to this answer. Only Moe mentioned his stance on the 35W expansion project: Moe: "I would prefer other options [to expanding I-35W through south Minneapolis]. I would prefer, like I said, rail options, some other transit options. ... I don't know how you could even afford to do that [expand I-35W]." 3) This one is for Ms. Heller & the other budgetary watchdogs on the list: Skyway News asked: The state's aid to local government (LGA) is a major source of revenue to cities such as Minneapolis [$111 million, or 34 percent of the city's general-fund budget in 2002]. But many people say that to balance its budget, the state will have to cut LGA next budget cycle. Would you? If so, how much? 4) At the end of the article are transcripts of the first half of each interview. I attended a Twins game this year with my youngest daughter and it struck me for the first time: There's no BULLPEN! Bummer... What a wonderful year for Twins baseball, eh? I would caution us, however, to not be seduced by those eager to compensate the Twins for an excellent season with a new ballpark. The danger lies not only in placing future generations in hock for a new ballpark, but also setting a precedent that sports teams will hold us to in the future. [Mpls] Listmembers: Let's form a non-profit to buy the non-Guthrie site
We could call ourselves the Minneapolis Forus Partnership. Jim Graham has a GREAT idea - if we can't beat them, let's join them. Bank MCDA would lend us twice as much as we need, say $30 million. We would buy the 3 acre parcel for $2.3 million and hire ourselves to build a mixed-use structure. If we throw in a few "affordable" housing units, we will qualify for Federal money and reduced property taxes too. [Note: The Empire State Building in New York is built on a 2 acre parcel.] We can pay ourselves $3 or $4 million upfront in developer fees and another $3 or $4 million in construction supervisory fees. Then, we can pay ourselves property management fees, asset management fees, accounting fees, etc. for several years WITHOUT EVER making a payment on debt. We could form lots of "affiliates" to shove money into. Like the Snow Forus Corporation to plow our own lot at ten times the going rate. Like Snitch Forus Security Corporation to monitor the property at ten times the going rate. And so on and so on. After we've drained all of the possible cash from the project, we can default on the debt altogether. Here's what we'll say: "Oh dear, it just didn't work out the way we thought it would." Re: [Mpls] Twins
In the "Jim Graham plan" the Twins would be bought but IMMEDIATELY turned into a publicly offered stock for-profit corporation. This corporation would hire the best management staff available to actually run the team. Someone like McPhail would be a good choice. Stock holders get first shot at ALL tickets and you offer a minimum of 1 million shares or better yet 10 million shares. Since such individuals owning stock would want to attend games more often it would guarantee success of the team. Then the original stock holders would make a great return on their investment as people wanting better tickets bought more stock. I am willing to buy a few shares. I know I will make a profit and I will never again feel blackmailed by some millionaire who threatens to take "my" team somewhere else. If Carl Pohlad was smart he would turn the team into such a public offered stock corporation at say $25.00 to $30.00 per share for 10 million shares. Carl would make a killing and the whole state would love him. The new stadium, if built, could be named the Carl Dome. His family could keep enough stock to guarantee their influence on the "Corporation" board and the best Box in the house. I attended a party with a party for a person running for office yesterday. The other attendees were the heart of the liberal Democratic party. The very people you would expect to oppose a stadium. When I suggested that the team be publicly offered, everyone supported the idea, but one person pointed out that Phyllis Kahn, of all people, was working on the same idea. Most of these people opposed my idea of leaving the team in the Dome, they wanted a new state of the art stadium with a retractable roof. Some where I have gotten the idea that liberal Democrats thought the money would be better spent on social and housing programs. I guess I was wrong, so next I will probably hear that Republicans are pushing affordable housing are concerned for the poor. I agree with James Jacobson about a handicapped section with subsidized seats, (either by the team or by some social service agency). I can think of no therapeutic measure that would be as generally positive than a handicapped person being part of the community supporting "their" team. The greatest handicap for most disabled people is the breakdown of communication with the abled population. Such shared interest in sports allows for a breakdown of the barrier abled people seem to raise between themselves and the disabled. The house bound and handicapped have as great an "ownership" of the team as anyone. It is a greater part of their lives than most people. The disabled portion of our population is one reason we need to have the team play spring and fall games, at the least, in a covered stadium. Can anyone imagine having to play yesterdays playoff game in Minneapolis in an open stadium. I was miserable changing a tire at the end of the game, and it only took ten minutes. Can the reader imagine sitting in a wheelchair for 31/2 hours in that weather. The hardy, young, and the game is meant to be played outside group, should be a little more understanding of such needs in other people. Of course it is hard for those same people to understand that everyone is not like them. Remember folks, just as in housing, things designed for disabled people are easily adapted to by abled persons. Things designed only for abled persons are usually impossible for those with handicaps and special needs. Let's keep this in mind when we agree to spend public dollars on anything. James Jacobson can be assured that I have no delusions about what would happen if the City Council and RT was running the Twins or if a MCDA type of management ran the team. MCDA would simply board the dome and wait until the building fell in and the team was worthless, then sell it off to some crony for pennies on the dollar. NO, a publicly held for-profit corporation is a better idea. The for-profit part guarantees the team would be better run, and much less expensive. Re: [Mpls] Twins *Sigh*
I knew it wouldn't be long before we'd hear calls for a new stadium. I don't mean to be insensitive, but if the twins go away, the old folks can adapt to following the Saints. And frankly, a lot of their loyalty began back in the days when the Twins salaries were on par with the Saints. Back then it was "Our ball club" not "our professional baseball team." As for Minneapolis BUYING the twins. I'm afraid James was too polite - that idea is ludicrous. We're STILL paying for the target center and now we have to pay for those deadbeats at Brookfield as well. Where would we get the money to buy and support the team? I'm happy the Twins won. I really am. But baseball economics is still broken and it would be the worst possible public policy for us to bail them out. As far as their income tax contribution, it's not that big a deal. We would get a bigger income tax contribution if those salaries were spread out amongst a larger employee base who worked full time in Minnesota. Unfortunately "good" was defined as having just enough education to do the job but not enough to challenge the status quo. This would also having the effect of creating a malleable and ill-informed consumer base who would accept things like planned obsolescence and not be discriminating shoppers. In the last few years I have noticed stores doing this; 24-pk of pop - 5.99 SALE 12-pk of pop 3.09 ea (i.e. $6.18 for 24 cans). The Nobel prize in economics in the last year was awarded for the following "surprising" thesis; A poorly educated and ill-informed consumer base damages the economy. The correlary to this thesis is that a poorly educated and ill-informed electorate damages democracy. Whatever the conspiracy theories are, I watch my classes get "dumbed-down" right before my eyes in high school.
