The Development Tools Consultant will be expected to quickly assess the
current strengths of the team’s processes as well as opportunities for
improvement. The Consultant will be expected to build an improvement plan

changes and also document and train team members on the implementations.

Using SharePoint 2013 and related technologies (InfoPath, FIM, UAG, Adobe
PDF, etc) as needed, create a branded site collection with one public site
and multiple private sub sites (from a common template), where each one is

Each private site will contain a document library for storage of their
signed Participation Agreements (PA) and provide communication,
collaboration  document exchange functionality for both IDPH and the PO.
Additionally the solution will need to capture  store the information from

digitally signed by both the representative of the PO and the IDPH
Director. The PO must also be able to update much of the information that

addresses of their providers and clinic locations, etc.  SharePoint
Workflows and procedures need to be designed and developed to guide the PO
and IDPH through the process  of creating, signing and approving (or
rejecting) the PA, creating the PO’s sub site, and accounts for PO’s users
in both automated and manual processes.  The PO’s users need to be able to
reset their password and possibly perform some minor account maintenance to
their own accounts through IDPH’s installation of FIM (currently being
rolled out).

DEP’s enterprise system is called eFACTS (Environmental Facility
Application Compliance Tracking System).  It is an Oracle web form based
application that uses an Oracle 11G DB as the back end.  It provides a
holistic view of the clients and sites (including facilities) that DEP
regulates.  In addition it tracks the various functions that support DEP
regulations such as compliance activities, bonding, fees, certifications,
authorizations/licenses/permits, etc.  eFACTS is a complex system
encompassing thousands of business rules.  There are over 2000 users from
all facets of the department, plus several external users.It provides
for basic data entry roles, application processors, compliance specialist,
bonding, certification, etc.  The eFACTS system has over 140 Oracle Forms,
over 2500 tables in its main schema, and over a thousand other tables,
views indexes for interfacing with integrated systems.
Due to the complexity of this system, it is highly desirable to attain
Forms developers who have experience with Ooracle Forms/Reports 10G/11G.

Candidate will be responsible for creating, designing and developing the
process to extract and transform data from OLTP data source and load
aggregated data into OLAP environment. The ETL process should utilize the
Microsoft stack of BI tools (SQL Server, SSIS, SSAS, SSRS), the candidate
will be responsible to:
Design and implement ETL processes for data transactions related to
Enterprise Data Warehouse and other data structures to support our Business
Intelligence operations.
Analyze requirements and existing resources to create efficient database
and ETL designs to support system to system data integration.
Work with project and business analyst leads in order to develop and
clarify in-depth technical requirements including logical and physical data
modeling activities.
