Hi Dr Pavanaja,

Back in April you asked for a list of scholarship applicants and people 
explained why we only publicise the list of people who are awarded a grant, not 
the people whose applications are declined. The list of people awarded a grant 
has been published, your request for a list of applicants has not and hopefully 
won't ever be published. Nothing has changed. If people apply for a scholarship 
and are declined that remains a private matter between the applicant and the 
scholarship committee, unless of course the applicant chooses to say that they 
applied and didn't get a scholarship.

an initiative by Wikimedia Canada and several partners to support Atikamekw
Wikipedia . I feel
that documenting, preserving, and sharing rare and/or endangered languages
are particularly good use cases for Wiktionary, Wikipedia, and Wikidata.

For what it's worth, there has been previous discussions of having external
reviews of WMF spending, such as a peer review from a similar institution.
I think that this is a good idea. This also fits in with my long-standing
hope that WMF will become more transparent with its financial expenditures.

pleased to announce that Eileen Hershenov has joined the organization as
General Counsel. Eileen brings nearly 30 years of experience in media and
intellectual property law, civil rights and civil liberties law,
not-for-profit law and governance, and privacy and cyber-security.
Throughout her career, she has worked with mission-driven organizations to
promote equality, free expression, and openness.

The Wikimedia Foundation is the nonprofit organization that supports
Wikipedia and the other Wikimedia projects. Together, Wikipedia and the
Wikimedia projects are visited by more than a billion unique devices every
month. The Wikimedia Foundation is driven by its mission to build a world
in which every single person can freely share in the sum of all human

As General Counsel, Eileen will lead an experienced team of attorneys and
public policy experts to defend the Wikimedia projects, communities, and
Foundation. She will be responsible for maintaining and developing the
legal infrastructure, policy, and relevant legal defenses for the Wikimedia
Foundation. She will also advise the Foundation on ethical and policy
positions around access to knowledge, freedom of speech, privacy,
copyright, and other issues relevant to the Wikimedia movement.

“Eileen is deeply committed to the values that make the Wikimedia movement
possible: free expression, access to knowledge, and a secure, open
internet,” said Katherine Maher, Executive Director of the Wikimedia
Foundation. “Her knowledge, passion, and leadership make her an excellent
addition to the Wikimedia Foundation and our global community.”

Previously, Eileen served as the founding general counsel for Consumers
Union, the not-for-profit publisher of Consumer Reports magazine and
ConsumerReports.org. In that role, in addition to defending against legal
attacks on the organization’s product reviews and investigative journalism,
she was part of the executive leadership team charged with rethinking the
organization’s approach to public policy and advocacy. Eileen supported the
work of tens of thousands of volunteers who advocated for healthcare reform
and net neutrality, among other issues. She also played a lead role in
developing and implementing Consumer Reports’ evolving business policies,
which are designed to ensure and protect the organization’s independence
from commercial influence and special interests.

Prior to joining Consumers Union, Eileen spent 11 years at the Open Society
Foundations, where she served as General Counsel to the global foundation
network. In this position, Eileen led the development of an in-house legal
counsel department, overseeing the legal work of the foundations in more
than 30 countries. Her work with the Open Society Foundations supported the
efforts of local advocates in the former Soviet Union, Central Europe, as
well as in Africa, Asia, and the Middle East. During her time at the Open
Society Foundations, Eileen also served as the founding general counsel for
Central European University, the first U.S.-accredited liberal arts
university located in a former communist country.

“Wikimedia is a shining example of what’s possible when the values of the
free and open internet are preserved,” Eileen said. “I’ve spent much of my
career supporting many of the same principles that have allowed Wikipedia
to flourish. I’m thrilled to join a global movement of people who are

Eileen began her career in public interest as an organizer and advocate for
victims of toxic substances who were denied court access to seek
restitution. Her legal work for the American Civil Liberties Union (ACLU)
marked the start of her passion for supporting free expression, free
access, and freedom of association. She currently serves on the boards of a
number of public interest justice organizations, including the advisory
board of the Future of Privacy Forum, and the governing board of the
Appleseed Foundation.

Eileen received her BA in Economics from Yale College, and graduated from
Yale Law School. She currently lives in the state of New York with her
family, and will be relocating to the Bay Area this summer.

I'm afraid your arguments are not getting across to me. I understand you
don't like the quality, but I don't see the connection at all with the
structure it is set up in.

Also, while I appreciate you make the attempt here, you didn't add any
argumentation at all to this page you linked. If you go to that page, you
mostly see discussion from 2013 and 2015. No indication whatsoever of what
is the request, why it matters and why it would be open. No summary of
arguments, or reasoning.

If you want people to take this inquiry seriously, I suggest you look into
providing more structured information first. Otherwise, it's not hard to
predict the outcome of this round: nothing. Add the key information on the
top of the page please, if you're linking to it.

[Wikimedia-l] Draft Wiki Ed Annual Plan 2017-18

The Wiki Education Foundation's draft annual report for 2016–17 and draft
annual plan for 2017–18 is now available on Meta:

This marks the first time that Wiki Ed staff have solicited Wikimedia
community comments and questions on our draft. We're doing so this year
based on conversations with members of the Simple APG Committee. As you can
see in our plan, Wiki Ed intends to enter the FDC process this fall. During
the review process from the Simple APG committee this spring, committee
members raised concerns about a lack of opportunity for comments on Wiki
Ed's draft annual plans. While we always publish our board-approved annual
plan on our website, we haven't offered a draft for comments in the past.
In an effort to be more transparent and respond to the Simple APG
committee's feedback, I've posted the draft of the annual plan on Meta and
invite comments and questions from the broader Wikimedia community on the
draft talk page. Comments made prior to May 28 will be taken into account
when Wiki Ed staff prepare a final version of the plan for the board to
vote upon.

As with all nonprofits, our board is the final decision-maker on our annual
plan.

[Wikimedia-l] Update on Wikimania '17 - Scholarships, Registration, Submissions

Here's an update on various activities pertaining to our the upcoming
Wikimania '17 which is being held August 9-13 in Montréal, Québec, Canada.

WMF Scholarship Program:  110 people were offered and subsequently accepted
a full or partial scholarship to attend.  The awardees are listed by user
names and the list is posted here:

Submissions:  The program committee has just finished it's review and
deliberations.  Rejections and acceptance emails are going out this week
and next.  We expect to post the program by the end of this month.

Hi Rogol,

I'm not sure what you're referring to when you're talking about a
"recovery plan". These are all pretty standard day-to-day operations for
us.

This was a small outage, affecting only a small portion of European
traffic (and tiny portion of our global traffic) and not what we'd call
a "widespread" one -- very far from it. It wasn't even noticeable in
traffic graphs at all. This was the result of a networking issue in an
intermediate provider between us and the ISPs affected, so nothing that
was in our direct control.

This could have been remediated by either a) the intermediate provider
fixing or working around the issue b) us disabling the use of that
provider temporarily c) the affected ISPs (like Fastweb) disabling the
use of that provider temporarily. In this case, we did not wait for (a)
or (c) and worked around the issue ourselves, faster than Fastweb etc.
did (and in less than an hour even since the initial report). I think
the response from our side and our engineers (and especially Arzhel) was
pretty stellar.

I'm also talking about beta.Wikiversity administrator. I am opposed to this
proposal because I think it is advantageous to keep beta.Wikiversity for a
variety of reasons: to help create new Wikiversity and to have a special
project could stimulate the creation of new Wikiversity (also note that
Wikiversity is The project with less language versions). Plus having
beta.Wikiversity is easier to monitor the creation of new pages in the
various wikiversity hosts on beta.Wikiversity also the beta function is to
be a reference point for the communities of various Wikiversity in any
language (eg a few months ago there We are coordinated and decided there to
edit the Wikiversity logo) both for proposals that relate to the project
and to help individual wikiversities in introducing into original searches.
In addition, beta.Wikiversity would be the place to test experimentation on
the project or to try extensions (eg Education_Program and Quiz) all this
if beta.Wikiversity was moved to an incubator would not be possible.

True. The problem is that the request page has been created to cover
both projects and it's full of reasoning which cover Multilingual
Wikisource, as well; so I wanted to be clear that we are not talking
about it :)

In a little bit different words, I would say that Wikiversity has big
ratio of embarrassment per language edition (I would avoid naming
them, as they could be easily traced to the particular persons).
Having in mind that Beta Wikiversity is presently the incubator for
those projects, my position is that we should normalize it by moving
the incubating process to the Incubator.

There are other reasons listed here [1], most of which could be
applied for Multilingual Wikisource, as well, but I see no reason why
to the same with it, as the community of Multilingual Wikisource is
doing a good job.

[Wikimedia-l] New Board WMNL

Dear all,

Wikimedia Netherlands had its AGM on April 22. During this meeting the
annual Report 2016 was approved and a new Board was elected.
On May 13 the new Board held its first official meeting and the different
portfolios were reassigned.

Frans Grijzenhout - chair
Justus de Bruijn - secretary
Marike van Roon - education program
Harriet de Man - institutional relations
Bart Nieuwenhuis - treasurer
Mike Nicolaye (new board member) - community liaison
Michel Wesseling (new board member) - sponsoring and outreach

Mike is an active, long-time Wikipedian and Michel Wesseling is an
information professional. We are very happy that these new board members
are willing to share their experience with WMNL. We also want to thank Jan
Anton Brouwer who did an exellent job as our treasurer over the past 3
years.

(why is the request made, and what was considered). That seems like
valuable information for such discussion.

There is the proposal for moving Beta Wikiversity into the Incubator
[1]. According to the Closing project policy [2], the decision about
closing projects is something done by particular members of the
Language committee (while the Board could veto the decision).

However, this is an unusual request with the positive positive outcome
and I would like to hear wider community explicitly again.

My position is -- and unless I get good arguments against I would send
it to the Board -- that Beta Wikiversity should be closed, as it's a
generator of projects lead by lunatics. "Academic freedom" has not
been fruitful and any new request for Wikiversity should pass regular
Incubator rules, inside of the curator environment fully trusted by
the Language committee.

The decision would be to move relevant content to the Incubator and
let Incubator curators decide if any of the Beta Wikiversity admins
should have adminship transferred. Beta Wikiversity would be closed
and after some time (a year or two), it should be deleted.
