"The government has started work on establishing five centres and land has been acquired for three such centres. They will come up in Madhya Bharat, Paschim Bharat, Uttar Bharat, South Bharat and East Bharat (central, west, north, south and east India)," the Social Justice and Empowerment Minister told reporters here. Gehlot was in town for overseeing the arrangements for distribution of tri-cycles, wheel chairs, hearing aids and other such implements to more than 14,000 divyang people at a function to be held on October 22 in presence of Prime Minister Narendra Modi. "Three out of five state-of-the-art centres will be set up in Punjab, Madhya Pradesh and Andhra Pradesh, with an aim to provide special training and support to sportsmen who are differently-abled. "Setting up of two more such centres depends upon two concerned state governments (considering availability of land). (The aim is) to cater to the special needs of training, diet etc of differently-abled sportsmen. We have already been provided land by governments of Madhya Pradesh, Punjab and Andhra Pradesh," Gehlot said. He said the facilities will be set up at Zirakpur in Punjab, Ujjain in MP and Visakhapatnam in Andhra Pradesh. "We want to adopt the best practices and parameters in force at recently concluded Rio 2016 Paralympics. A detailed project report is being prepared and we will initiate construction of buildings soon," the minister said. He said as part of 'Accessible India" campaign, 50 cities (A and B) have been shortlisted, where 100 "most important government buildings" will be converted into fully accessible buildings in future. [AI] CCPD in JNU: now blind people could register their complain in Braille
Yesterday, We invited the Chief Commissioner for Persons with Disabilities Dr Kamlesh Kumar Pandey in JNU. And had engrossing discussion over various issues ranging from the powers of the CCPD office to the term ‘Divyang’. He kept listening and responded to all queries put up by the students. The biggest outcome: now blind people those who don’t have internet connection and don’t want to be dependent on others to write their complain which violates their right to privacy could directly send their complain to the CCPD Office in Braille. Yes, The CCPD has agreed in principle to bring out a notification which would enable blind people residing in the rural hemlets of the country to register their complain in Braille. JNU Visually challenged Forum is immensely delighted at this development which would help millions of blind people who hardly approach the office for the redressal of their grievances. We’ll follow it up until this gets implemented. [AI] Query regarding webvism
Dear all, People who are familiar with webvism can help me to solve the problem. I am using firefox latest one. After updating into the latest one, webvism was automatically removed. Then I installed it again. I am unable to capture the image. When I pressed Ault + control + 6, it didn’t say anything. But when I move to another page, it’s giving me an audio sound. My webvism account is also logged in. Please help me to solve this problem, for it is very difficult without webvism. Hi, Let me explain. Today I would have 80 customer accounts to whom we have to make calls and note down comments against their names. Tomorrow I would have 75 accounts. 10 names from the previous day would have gone away and 5 new names would appeared freshly. Now I want the comments against the existing 70 names from the previous day's sheet to appear against those names in the new sheet generated next day. I'm using V lookup and found it to be useful Is there any other way? Hi, I used to use this app called NetQen security, it helped me to sync my contact to a server which could be retreved later on. Don't know if the Ovi store operates yet. It is a free software so can be grabbed from there and installed in a simbian device like E5. Dear all, People who are familiar with webvism can help me to solve the problem. I am using firefox latest one. After updating into the latest one, webvism was automatically removed. Then I installed it again. I am unable to capture the image. When I pressed Ault + control + 6, it didn’t say anything. But when I move to another page, it’s giving me an audio sound. Marrakesh Treaty to Facilitate Access to Published Works by Visually Impaired Persons and Persons with Print Disabilities (popularly known as the Marrakesh VIP Treaty or MVT) was adopted by the member-states of the World Intellectual Property Organisation (WIPO) in Marrakesh, Morocco on June 27, 2013. The main objective of the MVT, which came into force on September 30, is to address the problems of the print disabled, referred to as the “global book famine”. http://www.dailypioneer.com/columnists/oped/marrakesh-treaty-revolution-for-the-print-disabled.html It would be really appropriate to recount the efforts of American musician Stevie Wonder in his arduous fight to bring the MVT into a reality. The long-time supporter of the MVT, Wonder, while addressing the UN delegates, rightly said on July 18, 2016, “Our work will not be over until we remove all barriers to accessibility. I am counting, I am depending, I am trusting in you that this will happen.” He even called for greater participation of countries in the MVT. He urged more nations to join the “books for blind” treaty so that visually impaired people can come on an equal footing to the rest of the world. Hope his appeal will be given due respect by the nations who are yet to ratify the treaty. It may be noted here that all the UN members must come forward and endorse this historic and one-time effort taken by the WIPO. For India, it was a very special moment as it was the first country to ratify the MVT on June 24, 2014 at the 28the session of the Standing Committee on the Copyright and Related Rights Act, 2000, in Geneva. The MVT needed the ratification of minimum 20 countries to come into force. It was Canada which became the 20th nation to accede to the MVT and helped in bringing it into action. Since then, nearly 79 nations have signed the treaty so far. Thus, all the signatory nations will witness the effective implementation of the MVT from October. This treaty will eventually herald a new revolution to more than 285 million people who are blind and visually impaired. Ironically, out of millions of books and other printed materials published worldwide, barely 1-7 per cent are readily made available to the huge population of the print disabled. Further, 90 per cent of these people are living across the developing countries in low income settings. Experts say, the MVT is the first copyright treaty of the WIPO which is clearly set on the background of the provisions of human rights espoused by the UN. Indeed, the MVT was truly conceived in line with the human rights principles outlined in the Universal Declaration of Human Rights and the United Nations Convention on the Rights of Persons with Disabilities. Thus, this historic treaty is hoped to introduce a plausible solution to numerous challenges in improving books and the rest of the printed materials for people with print disabilities. Now, the pertinent question is who is referred to as the sole beneficiary of the treaty and how they will get their works and finally in what form. It precisely defines a “beneficiary as someone affected by one or more in a range of disabilities that interfere with the effective reading of printed material. This broad definition includes persons who are visually impaired as well as those with a physical disability that prevents them from holding a book”. It extends learning to a new generation of visually impaired which reflects rising global concerns about them. The parameters of “works” include those resources, which the beneficiary would not be able to access, except delivered in an alternative format. Further, “accessible format” refers to a broad format that allows a person to access to the content as easily as possible which includes digital formats as well. Another significant aspect of the MVT is that it recognises both the roles of the Governments and the non-governmental organisations (NGOs) for making alternative formats of learning available to the print disabled. It permits these organisations to play an important role to assist the beneficiaries which are normally prohibited by the existing international copyright laws. The treaty has given full authority to the national Governments to create range of measures for bringing the authorised entities to the help of the visually impaired. This in a way moves one step ahead in aiding the differently abled in their learning process. Besides, the MVT has no formal relationship with other treaties. Thus, its members can freely carry out their responsibilities under other international instruments and treaties without affecting the provisions of the MVT. However, the contracting parties need to comply with their international obligations as specified in the Berne Convention (1886), the WIPO Copyright Treaty (WCT 1996) and the World Trade Organisations’ Trade Related Aspects of Intellectual Property Rights (TRIPS, 1995).
