having gone through reactions and comments it seems everybody is
confused regarding relevance and utility of this so-called unique
identity card. only Harish Kotian appears to be optimistic about its
success.
considering previous experiences, it does not promise much hope. what
is needed is a positive change in negative mindset of those who are at
the helm of affairs. they must sincerely make efforts to do something
concrete rather than merely filling up files to augment their
position.
if they really know article 263, then in my opinion only one card--say
AADHAR--should suffice to prove one's disability.
beside proving that a person is really disabled what other purpose do
all these cards serve?
hope wisdom shall prevail and things shall be simplified.

friends, yesterday i submited application for railway i card and they
told me to enquire after 3 months. i did not get any acknowledgement.
it seems nobody has so far received this magic card. and to make the
matters worse, widespread confusion and ignorance prevails amongst
railway employees handling the task.
now, in my opinion, this matter may be taken up with railway ministry
and also with chief commissioner of disabilities. thus, those who have
access to these authorities may come forward and initiate the fight.

 Vellore, to reserve two seats out of 66 posts of Assistant Professors
 to differently- abled persons.

 The Court issued a notice to the government and the University Vice
 Chancellor and the Registrar to abide by its order.

 Justice D Hariparanthaman, before whom a petition filed by one M
 Sivakumar, a visually-challenged person, came up, issued notice to the
 Secretary, Higher Education Department and the Vice Chancellor and the
 Registrar of the University and directed them to keep in reserve two
 seats out of 66 posts.

 Sivakumar submitted that he is a Post Graduate in Tamil, besides
 having an M. Phil in Tamil. Apart from this, he had submitted his
 Ph.D. Thesis in 2014 and was awaiting the viva voce for the award of
 of the Ph.D.

 He had passed UGC National Eligibility Test in 2007 and was fully
 qualified to hold the post of Assistant Professor of Tamil in Colleges
 and Universities all over India, he said.

 He said he is from Hindu Vanniyar Community and also a
 visually-challenged person.

 The University had in a notification through advertisements in
 vernacular dailies on April 26 2015 called for applications for the
 posts in all its constituent colleges.

 The petitioner alleged that the advertisement and the notification did
 not mention anything about the number of vacancies available for
 differently-abled persons.

 He said Section 33 of 'PWD Act' provides for not less than three per
 cent reservation of posts in every establishment for persons suffering
 from blindness or low vision, hearing impairment and loco-motor
 disability or cerebral palsy.

 The petitioner submitted that the University is a state University and
 should be a model employer and implement in letter and spirit the PWD
 ACT and appoint persons with disabilities as mandated in the Act.

 He said the advertisements are violative of Articles 14, 16 and 21 of
 the Constitution and prayed that the Court quash it and direct the
 University to notify the vacancies afresh as per Section 33 of the

the net banking site of bank of maharashtra was fully accessible till recently.
however, they have now launched an app called mahasecure and made it
mandatory to log in using the same. but the app is completely
inaccessible both with jaws and NVDA.
i wonder as to what can  be done about this problem. phone call to
their customer department drew blank. they did not even understood as
to what is meant by inaccessible application.

[AI] touchpad, turning it on or off

hi everybody, very often, there has been curies regarding turning the
touchpad on or off on a laptop. as per my knowledge and experience, it
is very easy. at least in windows 7 there is the link called windows
mobility centre in the controll panel. under this link find touchpad
settings and navigating with tab key you will land on turn off
button. press enter on it and the touchpad will be disabled. repeat
the process to turn it on.

 to number 9717630982. I dont know what happened with in 5 minute,
 guard called RPF personal and said to him that I am giving note to u
 and vacate the coach. Then that RPF jawan with in 5 minute vacated the
 coach using force, surprisingly there was only 1 PH sitting in the
 coach.
 Friends now what happened at the next station that guard came to us
 and asked me my certificate and ticket, I gave him and he took it to
 his compartment. He did not returned it untill we reached Delhi, when
 I approached him to take my certificate then he very strongly said to
 me that it is not our duty to vacate the coach and in future never
 complain. I said to him that I know it is under your jurisdiction, if
 it is not why you are caring of the complaint? I said, let me follow
 my own process if it is not ur duty then why u r worried?
 I left him with this hot discussion and warned him that I am very well
 aware of my rights.
 This complaint number is of Delhi, may be in other circle other number
 working.

 Additionally, wanted to share an incident I have noticed recently.

 Howrah - Chennai Superfast mail has two such coaches one at the front

 another towards the end of train. When a couple of passengers with
 disabilites went to front side coach, it was crowded with all
 non-disabled
 users and couple of policemen standing there told that it's not their
 responsibility to get them vacated and the second coach which is just
 before the guards coach gets such support and those two folks had to
 walk
 all the way to end of the train. Yes, the guard was supervising the
 coach
 and was not allowing any passenger who does not have a disability.

 I was shocked, when there are two coaches, why they do not offer
 necessary
 support. Since that was a station where train halts almost 20 minutes,
 those folks were able to walk all over the train, but what could have
 happened if train halts only for a minute or two or if they are mobility
 impaired?

 Do you all think, taking up this issue with CCPD office would help?

 because E speak is inbuilt in that.
 if you are specific in using jaws for typing malayalam, you have to install
 e speak separately and configure with jaws.
 just type ESpeak in google search edit and you can easily find download

 then while installing, there will be a language dialogue and 3 to 4 edit
 boxes i think. in first box, en  en+us is given.
 just copy from that box everything and paste in next box. then edit en

 replace with malayalam related letters i thing ma.
 then at last, mail voice is given as M1 upto M3. you can change to female
 voice by changing to F1 to F3.
 then press next and install button.
 then in jaws, go to language menu, choose voice profiles, then go to create
 new option. there, eloquence is given at top list. you go down and select
 sapi5. then press tab, select ESpeak and select malayalam in language combo
 box then press save as. then you can give a new name and make it your
 default option. but it is advised to keep eloquence as default and change
 to
 malayalam whenever we want in middle.

support the screen shots. this fact should be brought to the notice of

 and time the transaction was made, with all the other details like the URL
 and other stuff that was on that website. I had to use sighted assistance
 to
 be able to understand what the screen shot was all about.



 Long story short, how does one tackle such a sticky and crutial situation
 being visually impaired? Do we have a way to demystify screen shots?

 eligibility criteria or suppressed material facts, the candidature of the
 applicant will stand cancelled, irrespective of the result of the Written
 Test.

 (v)Such candidates who use a scribe/writer shall be eligible for extra time
 of 20 minutes for every hour of the examination.

 Recently RBI has advertised posts of assistants, reserving vacancies for

 However, while prescribing the eligibility of the scribe to be taken by
 blind/low vision candidates at the time of exam, it is stipulated that the
 scribe should be one grade junior than the stipulated qualification for the
 candidate and should be 11th class pass. I am quoting the relevant para:
 (ii)The academic qualification of the Scribe/writer must be one grade lower

 This would have made perfect sense, had the minimum eligibility criteria for
 the post in question been twelfth. But it is graduation, and you would
 appreciate that the one grade junior in that case means the scribe can be
 twelfth pass or even an undergraduate student.

 One grade junior has been specifically interpreted by Hon'ble Bombay high
 court to mean one year junior.
 I can furnish the required supporting documents, if required.
 It is the practice followed by a host of examination and recruitment bodies
 to permit a scribe who is at least one year junior than the candidate.

 So, I sincerely request you to kindly issue a corrigendum, clarifying the
 position of the bank on the said issue, for the benefit of numerous disabled
 candidates wishing to compete for the said posts.
 Further, the date of the exam for the assistants posts is April 29, 2012,
 which conflicts with that for the men exam for GRB direct recruit.
 There are a few candidates who are competing for both the exams and they
 would be unduly precluded from at least one.
 Given that the same institution is holding both the tests, it would be in
 the fitness of things that the dates are suitably revised.

 I do hope to receive  the answer.

hi all,
i am using windows 7 64 bit operating system on my dell laptop. first
of all, i would like to know which e mail programme will work best in
this system. i have not been able to get outlook express for windows 7
64 bits. MS outlook is not working properly. again, some of my mail is
transfered to spam and some to inbox. despite my efforts i have not
been able to create proper filters on the website. i want that the
mail coming from different groups such as accessindia etc must go to
different folders so that it is easier to browse through. i request
the learned members to guide me in this direction.

sheets of class XII Higher Secondary and class X State Board
examinations will now have photographs of students along with their
scores.

In a first-of-its-kind initiative aimed at checking the malpractice of
submission of fake mark sheets at the stage of admission to
institutions of higher learning, the Directorate of Government
Examinations has asked schools to provide photographs of their
students. D. Vasundara Devi, Director of Government Examinations, said
over 20 lakh students are expected to enrol for the class X and class
XII examinations to be held next year.

While the process has begun in some schools, many institutions are
reportedly seeking clarity on the photo specifications stipulated by
the Directorate. The circulars sent to schools have a detailed set of
instructions that range from the stipulated size of the photograph to
photo file names with a unique four-digit number for each student.

“As there are many specifications to be followed it could take a few
days to complete the process,” said B. Purushothaman, Principal,
Everwin Matriculation Higher Secondary School that began photographing
students on Monday.

Higher education colleges and universities have welcomed the move as
it would prevent students from submitting fake certificates during the
admission process.

“Many universities have photo degree certificates, where chances of
duplication of mark sheets are reduced. While screening candidates for
the Tamil Nadu Engineering Admission, we verify documents against the
database of all class XII students from the School Education
Department as 95 per cent of students belong to the State,” said V.
Rhymend Uthariaraj, secretary of TNEA, Anna University.

The photo mark sheet would make the admission process foolproof as it
is difficult to forge.

‘Paperless banking': Vizag to be SBI's model district

Visakhapatnam for making it the first model district in the country to
introduce ‘paperless banking.'

The bank is holding consultations with the government to bring all
transactions including that of the District Treasury under the purview
of the new initiative, General Manager, Local Head Office, SBI,
Hyderabad, T.S. Krishnaswamy has said.

He was here on Monday to open three more braches of the bank and to
launch a series of new initiatives of the bank's Super Circle of
Excellence (SCE) Region.

Addressing a press conference, he said the bank had undertaken the
initiative as it was the lead bank in the district. A customer of any
bank in the district could perform all their transactions, including,
fund transfers electronically. It could take about eight months for
the launch of the new initiative.

Elaborating on the SCE Region, he said Visakhapatnam was the first
non-capital city to get the facility. Any customer could open an
account in SCE branches, which would be manned by ‘hand-picked' staff.

it is really a good news that SBI has installed a talking ATM. however, i 
have had a very disappointing experience while withdrawing money from ATMs 
of other banks. i had bad experience with ICICI, Canara and PNB's Atms when 
i used my SBI Card.

this is how our democracy works since the ages. in the society where 50 
percent population that is women are neglected to the extent that the 
womens' reservation bill is pending since the last two governments. the 
outgoing Loksabha had at least 8 percent women MPs'; God save the next. in 
such a bleak circumstancces, how do you expect the handicap to figure on the 
agenda of the society/government?

Yesterday, casting away my apathy and cynicism, I finally ventured to cast 
my vote.
Accessibility, as promised and directed by ECI was conspicuous by its 
absence.
No ballot paper/list of candidates with their symbols was available in 
Braille at the polling booth, though I opine that one such list per booth 
is sufficient.
Labeling on EVM was on half of  buttons, starting from number 18, on winch 
curiously, there were no representatives to be chosen.


I believe it is the case of accessibility spreading slowly to less 
important areas like Nagpur.
Hope our brethren would get accessible polls in Mumbai, Delhi or other 
important cities.

I did report the case to local news papers.
Would complaining to ECI, make a difference in the long run?
I am hearing that poll officials were also blissfully ignorant of rule 49o 
of election conduct rules.

I am writing to theis forum after long. But I think this in an important
news to share, so I had resubcribed to the mailing list again and hope this
time I would be able to contribute more to the group and Viz versa.

You may be aware that AICB is working for education, rehabilitation and
empowerment of the visually impairment persons. One of our salient
activities is judicial activation against discrimination of disabled
persons, particularly the visually impaired. And AICB has acieved an
important breakthrough and obtained a landmark order of Delh High Court
obtained in our ongoing case against Ministry of Railways pertaining to not
filling up of 4254 vacancies reserved for disabled persons.

I am appending the press release issued for your information.


*New Delhi, Monday, 6th April 2009:* While hearing a petition filed by All
India Confederation of the Blind relating to violation of persons with
disabilities Act by the Indian Railways, a division bench of the Delhi High
Court headed by Justice A. P. Shah (Chief Justice) sharply criticized the
railways for not adhering to the court orders of 20th January 2009 directing
it to maintain a roster with regard to appointments of disabled persons in
Railways.



Earlier, a joint report worked out by the petitioner and the respondent as
per the directions of the Delhi High Court had stated that there was a
whopping backlog to the extent of 4254 vacancies on which disabled persons
should have been appointed as per the persons with disabilities Act, but the
railways did not adhere to the provisions of this Act.



Mr. Rajan Mani, council for the petitioner, All India Confederation of the
Blind, argued that maintaining a roster was the first step towards ensuring
reservations for disabled persons. ”Clearly, the Railways is not serious
about fulfilling its statutory obligations,” he argued.



The honuorable Chief Justice observed that non compliance of court orders
amounted to contempt of the Court. He directed that Secretary Railways /
Member (staff recruitments) be present in person on Monday 13th April 2009.
The court also directed Railways to start special recruitment drive to
appoint disabled persons by utilizing at least 50% of the available
vacancies for this purpose. In a landmark order the court also directed the
railways that no recruitment will take place unless provision is made to
fill up 4254 vacancies reserved for disabled persons.

[AI] exemption to blind from election duties

I am a completely visually impaired lecturer in
English in a degree college. Recently, I received an order from the district
collector of Chandrapur assigning election duty to me. As per my knowledge,
visually impaired employees are exempted from election duties by Election
Commision of India. I, however, do not have the relevant order of ECCI.
Hence, I would be grateful if anyone having the copy of this order could
