Dear Bhawani, really you have raised the pertinent question but you have missed out the actual sense of disability. the term Divyang "divine body" tells that the people with disabilities are having divine organ and special individuals in the society. here you need to understand that before the recognision of disability the disabled people were below the society, sin symbole in the society and result of displeasure of god. now the term divyang reassert the same sense of disability. the supporters of protests are arguing that we need neutral and autonomous terminology where the sense of disability can be tressed. for example the blindness is personal concern of a individuals but the blindness is a justified ground of discrimination is societal problems. which is not acceptable to us including you. secondly you talked about the better term for blind. [AI] urgent need to launch protest against divyang
Dear friends, disability is marginalised subject in the affairs of state. Since last two years back, the department of disability affairs was created for the empowerment of persons with disabilities. After the Modi government it was converted as “department of empowerment of persons with disabilities. Even in the budget the current government allocated the money for the greater empowerment fo persons with disabilities. PM modi Ji, use to share his Man Ki Baat with citizen of india. In this process, 27 december 2015 he devoted for the persons with disability and advocated that vikalang in Hindi language and Disability in English language are derogatory for disabled people. On this ground, he requested to use “Divyang” which appropriately corresponds the actual spirit of disability. But, the disabled community and research scholars of this field realised that the term “divyang” does not make any sense. It does not correspond the actual meaning of disability rather than pushing into a basket of religious kind of understanding. Where there is no rationality than faith. He could failed to recognise the practice of atheists people. Dear friends, there are lot of organisations which are working in the field of disability talking to refute the term divyang, but till today, there is no effective effort is recorded against divyangisation of disability. For paper – III, fifty minutes compensatory time shall be provided. These candidates, on their request, will also be provided the services of a scribe who would be a graduate in a subject other than that of the candidate. CBSE will also provide the Test Booklets of Paper-I, Paper–II Paper–III in Braille in those subjects only which are printed in English or English and Hindi along with usual Test Booklets as provided to other candidates. ii) The Persons with Disability (Physically Challenged) candidates who are not in a position to write in their own hand-writing can also avail these services of scribe by making prior request (at least one week before the date of UGC-NET) in writing to the concerned Center Superintendent. Compensatory time and facility of scribe would not be provided to other Persons with Disability (Physically Challenged) candidates. iii) The candidate has the discretion of opting for his/her own scribe or has to request the concerned Center Superintendent for the same in writing at least one week in advance of the test. In such instances the candidate is allowed to meet the scribe a day before the examination so as to verify whether the scribe is suitable or not. Those candidates who opt for their own scribe have to produce the scribe before the concerned Center Superintendent along with his/her certificates of educational qualifications at least one day before the test. But the materiality of technology is mislead ing; it had nothing to do with the content of the presentations, nor did it generate any discussion in the sessions that followed. College teachers had sophisticated mobile phones in which they stored their notes. Proceedings of a previous conference in a CD containing 150 articles were released. With no title, but only an ISBN number, the CD cover said double blind peer reviewed carry ing 7.5 API (Academic Performance Indi cators) marks. The contributors to the proceedings were discussing the money they paid to get their paper into the col lection which was never reviewed; the collection was put together haphazardly and several papers did not make sense. Measuring Academic Performance The point is technological infrastructure is a necessary, but not a suffi cient condition for strengthening academic performance, if we do not have a way to cultivate human abilities along with technological provisions. Measuring academic performance through quantitative measures of output cannot ensure that the output is of good quality unless we have a social mechanism like the formation of academic community and peer influence to motivate people to conduct serious research. Equating material infrastructure and sheer output with academic excellence is not good for any science, definitely not for the social sciences. Unfortunately, the apex government organisation in charge of higher education, the University Grants Commission (UGC), seems content doing vol l no 5 atmosphere for learning. But the UGC does not seem to view higher education and research as having anything to do with the culture of intellectual activity. Rather it looks at research as a matter of regulation, monitoring and measurement of academic output. A statist approach as I would call it, the UGC's policy seeks to evolve universal and homogeneous interventions to all problems including qua lity of intellectual output. There is little thought about the conditions of intellectual work and creativity while talking about academic performance and often productivity is mistaken for creativity. Language Issues One of the key problems of the API system of measuring academic performance in the university system is that it treats capabilities in social science and natural science research as the same. Social sciences rely more on language skills than the natural sciences; they require far more reading ability as part of training and research and the felicity with language to bring out observed complexities of social life. The large majority of books used are in English. Moreover, reading social science books and writing academic articles in English requires much more than a basic knowledge of English. This has been a persistent issue since the beginning, but has been compounded by the recent expansion of higher education in the social sciences outside the higher echelons of society. There is little or no translation of social science writings in most regional languages; there is very little even in Hindi, which is the national language. South Indian students from upwardly mobile communities resolve the language problem by either avoiding the social sciences altogether in favour of vocational or professional courses or, adopt the survey method and bring out statistical results that could be discussed COMMENTARY with limited linguistic skills in English. But this may not be adequate for disciplines like social anthropology and sociology and the enrolments for philosophy and literature are dwindling. This

It is very fact that person with blindness are not getting braille text, so this is good initiative taken by Modi government. but, there is still doubt on the implementation part, because all of us know well about n.i.v.h. braille press. I have personal experiance about this, whenever I went for the braile books, they told me that they are having lack of papers and other materials like envelop and continuous braille proof reader. some of books like slected reading on Gandhi and I found lot of braile mistake, in my second tour, I met director nivh anuradha Mohit, she gave phresh direction to correct those mistakes, but those mistakes are still there. during this journey, again I visited to nivh braille press, very surprisingly, I found that in nivh braille press, they were celling braille books which brailled in A.I.c.B. and Mumbai braille press. only, there was different that nivh was celling it on the 1-3th cost compare to aicb and Mumbai press. but still I am happy with old but new initiative for helthy development for v.i. educations. on the other hand, I am critical about Modi governmetn, because it is time, where disabled people are entering into higher education, so it requires some policy initiative for this as well. secondly, Jetli did not mention a single words about tax relactation of disabled emploies. even this budget did not give single pasa to disability affaires and policydevelopments. in the end, I am happy that this starting time where disabled agenda is comming into budget speech of parliament. Dear Friend, I would like to say something on your comment about low vision and first seat that when the people will use low vision certificate, when they will go for interview, when they will write exam their by own then they will get first position in job at least. it might be posible that they would not get seats in educational institutions but they will get all the administrative post as happend in recent railway group-d exam. I can give you correct information that how many people attached 70% 80% those got qualify. but totally blind did not get any single seat.
