Cameron,

It is a nationwide license.  You can’t sell a part of it.  They really aren’t 
worth enough to even attempt to split it anyways.  The legal costs and delay 
would put you in a deep hole anyways.  I’m sure the FCC doesn’t want to make an 
exception for a license that will most likely be terminated in 2018 anyways.  
The last license I brokered was purchased by a Wisp for $500.

If I remember correctly, we can only operate under the old rules until some
time in 2020 anyway, so at best renewing would only extend it about a year
and a half, in your case. I would hope the new system will be running by
2018, but who knows... if it isn't there could end up being a year and a
half or so where you're just out of luck.

License holders willing to sell their licenses are not necessarily Wisps.  
Maybe they tried and failed or never got their business off the ground.  
Whatever the case, there are licenses available that have never registered a 
device and have no plans to start now.

I don’t know of any stipulations.  You do need to file for a license ownership 
transfer with the FCC.  That may take 60 to 90 days.

The FCC did eliminate many of its field employees last fall.  Budgets are tight 
the way I understand it.  That being said, it seems they are fining operators 
quite handily for breaking rules these days.

Back when 3.65 was new, a lot of WISPs applied for a license thinking it was a 
homesteading thing and they would get some sort of exclusivity by staking their 
claim first.  So I expect there are WISPs with licenses who never deployed 
anything.  For example, I think Michael Anderson of Part15.org and PDQLink 
registered a bunch of sites with Redline equipment, I am guessing few if any of 
those were ever deployed.  More like virtual flags planted on the moon.

Also, I would speculate that WISPs sold to aggregators like JAB may not have 
transferred their 3.65 band licenses as part of the sale, so individuals might 
be sitting on some licenses but barred from using them by a no-compete clause.  
I don’t know this for a fact, just guessing.

transfer with the FCC.  That may take 60 to 90 days.

People need to remember those licenses are only for 10 years, mine runs out 
10/25/2018.  Not sure if it’s an automatic pay the fee and get another 10 years 
or what.  Hopefully by 2018 the FCC has the new system set up and has done PAL 
auctions, but you never know.  They are good at criticizing ISPs for moving too 
slow, but it’s kind of a “do as I say, not as I do” thing.

to find a way to acquire one from an existing license holder.
