Nope! The fine has to be levied. E can pay the money if e wants to pay it, but that doesn't satisfy any obligation. There's only an obligation to pay if the fine is levied. (Except for proposing overpowered powers for yourself and ensuring nobody else gets them) Seems like tying a proposal coming into force to your being elected will lower the chances of either happening; players who like one, but not the other are IMO more likely to vote against both than if you ran for an election and submitted a proposal separately. Needs-based supply for the "poor" is one of the big failings of the current system, to get rid of. Just give everyone something each X, but less (e.g. 2/month, not 2/week). Even without the hole you mention, this ends the economy in terms of playing it. 2 paper/week is more than I need, you give it back when I use it, I never have to participate. Give everyone 2/month, regardless of need, and they need to budget, and then to earn more they need to participate.

A massive auction to drain current shinies, selling pretty much enough land to everyone who participates gets one. If you hand one thing to everyone for free, people will shrug/ignore and not value it. If you have slow-paced auctions (like current land), then a few will get lucky and things will then stagnate. But hold a huge buy-in auction? With shinies to go away if not used in the auction? That's actual gameplay and people are far more likely to jump in and then value their purchases.
