Maintain the same SQL server version and patch and restore that DB after
backing up from the original - and then configure your ar.cfg file to point
to the new DB.. that's about it.. You are looking at a straight forward
task..

file? It may have something there that might tell you what is missing..

It has been this way forever I guess, it bothered me too about a year
ago. Basically it means you cannot use HTML templates and expect
row-level security. I am fairly certain this is an intentional
limitation to help us remedy developers make a convincing argument
against using HTML
