Changing the source or the amp won't have any effect on the bass.
If you want more bass you need bigger speakers, a subwoofer, or
equalization.

Recently had one of my SB3s upgraded (basic digital only) by Bolder
Cables so thought I'd share my experience. Rest of system is SB3
digital output to Lyngdorf DAC (part of TDA2200 amp) into Martin Logan
Prodigies. I'm UK based.
First off, and as I commented to the very helpful Wayne at Bolder,
It has already started. Have a look at the Arcam FMJ MS250 probebly
close to 5000 dollar. Here in the Netherlands it costs 4500 euro.

The better the speakers the better they will let you hear the flaws up
stream of them. Yes I've listened to Gallo's they sounded great driven
with a Meridian front end and electronics.

I must confess I am at a loss as to what these posts on spdif have to do
with this thread...since here we are discussing transmission using i2s
and left justified format. There is no spdif anywhere in the circuit A
to Z.

I have made several listening test on various speakers for the past few
days. At the end I still prefer Sonus Faber Concertino Domus based on my
music preference and budget. I had traded in my old AE Aegis Evo One
with new SF for $1050.

I haven't built this but I looked at what is published on Welborne's
site. It looks like the entire psu including transformer is mounted on
the circuit board which is isolated from the aluminum enclosure. Do you
have the safety earth pin of the IEC connector referenced to the
aluminum chassis?
Welborn does ship a grounded AC plug/cable but doesn't use the ground.
They actually state in the directions to trim it back to the strain
relief and use only the HOT and NEUTRAL wires.
I'll attempt connecting the chassis to the gnd of the +5 output to see
if that helps.
