Another small point. When I had a diver change the Maxprop zinc it later fell off because the retaining screws worked out completely. The screws are a special metric size so ordered new ones ( a buck each). Decided then that changing zinc during haul out made more sense since I could put a drop of

Why do you need to keep the engine running offshore while you change the filter? You may not be offshore, you may be in a tight spot where you really need it. My reference to prepping for a long offshore voyage had more to do with being far away from a source of additional filters and other

I go longer than a year between fuel filter changes, and have never cleaned out my tank. I do use Soltron additive when I remember (that nasty age thing). I am thinking that is still nasties floating around in your tank. Do you see any contamination in your filter bowl?  Doug
