-Caveat Lector- Russia Accuses US of 'Provocation' By MITCHELL LANDSBERG .c The Associated Press MOSCOW (AP) - In the latest sign of frayed relations between Russia and the West, Russian troops were forced to delay their departure for Kosovo on Sunday after NATO blocked air corridors on their route. Infuriated Russian defense officials said the reasoning behind the move amounted to a U.S. ``provocation.'' A NATO delegation arrived in the Russian capital to hold talks on the impasse, and the Interfax news agency reported that intense discussions were under way to resolve the dispute. The billowing controversy came the same day that American and Russian officials acknowledged that a U.S. military attache had been expelled from Moscow after being declared persona non grata. No reason was given for the expulsion of Lt. Col. Peter Hoffman, but the timing raised questions about whether it was related to the Kosovo-induced chill. According to the ITAR-Tass news agency, two Ilyushin-76 military cargo planes were scheduled to fly about 100 paratroopers to Kosovo on Sunday, but the flights were put on standby when they couldn't get permission to fly over Hungary, Bulgaria and Romania. NATO said it would block the peacekeepers' flights until disagreements over the Russian role in Kosovo were resolved. Russia reportedly wants to change an agreement reached in lengthy negotiations last month at Helsinki, Finland, that outlined Russian participation in a NATO-led peacekeeping force. Under terms of the agreement, Russian troops in Kosovo are to be based in sectors commanded by French, German and American generals instead of controlling a sector of their own, as Moscow had wanted. NATO officials, speaking on condition of anonymity, said Saturday that Russia now wanted the right to expand its role so that it could send its troops into additional sectors of Kosovo controlled by other NATO countries. Moscow also wants more control over its own forces in Kosovo. Russian defense officials were described as stunned by NATO's decision to block the flights, and said the assertion that Russia's role remained unsettled amounted to ``a provocation by the United States,'' the Interfax news agency reported. ``All details of the location of Russian peacekeepers in Kosovo were documented during the talks held by the defense and foreign ministers in Helsinki,'' a Defense Ministry representative told Interfax. The dispute comes against a backdrop of generally edgy relations. Russia has been resentful of NATO's eastern expansion, and strongly opposed the alliance's recent bombing campaign against Yugoslavia. And while Russia played a key role in negotiating a peace agreement in Yugoslavia, its relations with NATO since then have been characterized by mutual mistrust and sharp disagreements. Although Sunday's flights were blocked, Russia is already sending other peacekeepers by land and sea. A train carrying 144 Russian servicemen and 13 armored personnel carriers left the western city of Tula on Friday and was bound for the Black Sea port of Tuapse, from where the force will proceed to Kosovo by sea. They are expected to reach their position in the Yugoslav province July 16. Another group of soldiers, from the Northern Caucasus military district, will depart from the Black Sea port of Novorossiisk aboard four ships on July 10, Interfax said. Russia already has a contingent of about 700 paratroopers and technicians based at the Slatina airport. The Russian contingent in Kosovo is expected to reach 3,600 when the deployment is completed. Another four Ilyushin-76 aircraft were set to fly to Kosovo on Monday and Tuesday. In all, 300 paratroopers were to be airlifted to Kosovo's Slatina airport by Tuesday, ITAR-Tass said. Gov't Agencies Fight for Forfeitures By JOHN HENDREN .c The Associated Press When Arkansas state troopers found $3 million in cash in trucker Roberto Zamarripa's cargo, they declared the ``tainted'' money property of the county. By the time county prosecutors got to court, they found another claimant: the federal government. As Congress weighs whether to make it harder to seize citizens' property, federal and local agencies fight in courtrooms throughout the country over the spoils of asset forfeiture. The disputes reveal this incentive: Cash-strapped law enforcement agencies seek not mere punishment, but money as well, from citizens with property that police think might be linked to crime. ``Forfeiture laws have run amok,'' says Steven Kessler, a trial lawyer who once headed the asset forfeiture unit of the Bronx district attorney's office. ``The focus is no longer on combatting crime. ... It's on fund-raising.'' In the Arkansas case, Zamarripa made no claim to the money. A local prosecutor sued to recover it from a federal agency that ``adopted'' the forfeiture from cooperative state police. Critics say the Arkansas Highway Police wanted the $2.8 million they'd get under a federal forfeiture. Under a state seizure, they'd recoup only $250,000. The yearlong feud ended in March with Crittenden County keeping the cash. The disputes between governments occur because many states - like Arkansas, Missouri and Kansas - give law enforcement agencies a smaller slice of forfeited money than the 50 percent to 85 percent they'd get from Washington. In many states they get only expenses - an officer's gas or overtime, for example - for their efforts. Officers who seized Zamarripa's cash had a good reason for going to the feds, Arkansas Highway Police spokesman Randy Ort says. ``We turned it over to the federal government because it was an interstate case,'' he says, noting that the driver was just passing through. ``We don't do that to raise money.'' Arkansas is not the only place where government rivals face off in court. In Missouri, state law requires that money seized in the state go for education. But local police often turn over forfeited money to the federal government in exchange for a larger slice of the cash, saying the money isn't actually ``seized'' until they pass it on to federal agents. To stop that, the Kansas City Board of Education filed a class-action lawsuit earlier this year that asks Missouri law enforcement agencies to pay back all the money they've received from federal forfeitures since 1986. Since 1993, with the enactment of new forfeiture laws, police in Missouri took in more than $32 million. ``What they do is engage in an end-run around the legislature's intentions,'' says Roger Pilon, legal affairs director of the Center for Constitutional Studies at the libertarian Cato Institute in Washington. ``It signifies the greed that is just below the surface in the entire forfeiture arena.'' In one case last year, a judge fumed that federal agencies were usurping states' rights. Judge James B. Loken of the 8th U.S. Circuit Court of Appeals questioned whether federal agencies were ``using their extensive forfeiture powers to frustrate the fiscal policy of states such as Missouri.'' Once the federal government gets the money, getting it back can be extraordinarily difficult, even for someone never accused of a crime. Ask Fernando Marquez. Pursuing Marquez's son on gambling charges in 1995, police found two safety deposit keys in his house in New Rochelle, N.Y. The keys led police to $490,920, which they seized. The elder Marquez went to court, arguing it was his money and his bank box, not his son's. When a New York judge ordered the money returned, the district attorney's office said it had been turned over to the FBI - without the required court order. After 3 1/2 years of court wrangling and mounting legal fees, Marquez agreed to accept half of the sum. After legal fees, he got $177,053 back - about one-third. He was never accused of wrongdoing. ``For an innocent person, it's like a stickup,'' says Marquez, 60, who attributes a bout of alcoholism, a failed reconciliation with his wife and health problems to his fight with the government. ``I really appreciate that Congress is taking the steps to correct the situation.'' Last month, the House passed a bill requiring the federal government to prove with ``clear and convincing'' evidence that property was eligible for forfeiture if an owner files a legal challenge. To take Marquez' money, police needed only show ``probable cause,'' the lowest level of proof under the law, that the property was used in a crime. The legislation, now pending in the Senate, would also: Require officers to prove criminality, not simply allege it.

(AP) - A ring of children as young as 7 in a small Pennsylvania community taught each other to have sex, and a half-dozen of them have been charged in juvenile court. The children, all students at Northeastern Middle School or York Haven Elementary School, hid their activities from adults but readily answered questions asked by police. Their candor was all the more troubling, said Newberry Township Police Chief Bill Myers. ``These kids knew that what they were doing wasn't right, but they didn't know it was as bad as it was,'' Myers said. ``There was a naivete about the legal and moral consequences.'' Six children have been charged in juvenile court on charges including rape, involuntary deviate sexual intercourse and indecent assault, Myers said Sunday. At least one or two have been convicted and sent to juvenile detention facilities, he said; their sentences are sealed by juvenile court. Incidents of incest were discovered but not pursued criminally, Myers said. No adults were charged. The case has now been closed. The activity started 2 1/2 years ago with just a few children, and by the time authorities learned of it in December it involved 17 youngsters aged 7 to 16, police said. Many of the children first became involved as victims, then they repeated what they learned with other children, said York County Detective William ``Skip'' Clancy Jr., who helped investigate. The assaults occurred in homes and elsewhere, such as in wooded areas, in the small borough of York Haven, population 758, along the Susquehanna River south of Harrisburg. More children would have been charged but they were younger than the 10-year minimum for criminal charges, authorities said. Investigators interviewed about 25 children. There was no immediate detail on punishment the convicted youngsters faced. The prosecutor in the case, Assistant District Attorney Mary Lou Erb, did not return telephone messages during the weekend. Police learned of the ring after a sleepover 16th birthday party for one girl that was attended by another 16-year-old girl, two 11-year-old boys and a 13-year-old boy, Myers said earlier. ``Supposedly what happened was they were playing spin the bottle and things got beyond that,'' he said. ``The story was the bottle pointed toward one of the males and he had to have intercourse with one of the girls. Well, I guess this turned out to be just the tip of the iceberg.'' After the birthday party, one of the 16-year-olds learned that one of the 11-year-old boys had been molesting a 7-year-old neighbor, and told the victim's mother about it. When that woman went to police, the girl, now 17, admitted that she had been having sex with an 11-year-old boy. The girl who made the revelation was convicted of rape, because the difference in ages between her and the boy was more than four years. ``I don't think (she) realized just how much trouble she was going to be in,'' said the girl's mother, Cyndi A. "Reagan was the main author of the victory of the free world over the Evil Empire,'' said Solidarity Chairman Marian Krzaklewski in a letter accepting honorary patronage over the committee. Although Reagan has never been to Poland, Krzaklewski said the president was a great friend of Poles and had helped Solidarity in its struggle against the communist regime in the 1980s. The Committee to Commemorate President Ronald Reagan, headed by Deputy Foreign Minister Radoslaw Sikorski, wants the Warsaw City Council to rename Constitution Square, a large plaza of Stalinst-era housing blocks and shops at the intersection of Marszalkowska, Warynskiego and Piekna streets. The current name refers to the 1952 communist constitution, which was replaced two years ago by a new, democratic one. The square bears the name of an "invalid constitution of the country which no longer exists'' thanks in part to Reagan, said committee spokesman Jozef Szaniawski. If the group succeeds, Reagan would join George Washington and Woodrow Wilson as U.S. presidents with Warsaw plazas named after them. Reagan, who turned 88 on Feb. 6, is well regarded here for his support for Solidarity as well as sanctions against Poland's communist rulers after the regime imposed martial law in December 1981 to crush Poland's independent labor movement. After Solidarity toppled the totalitarian regime, Poles renamed many streets and public buildings to drop communist-era names. (July 5, 1999 2:49 a.m. EDT http://www.nandotimes.com) - The white supremacist suspected of targeting minorities in a deadly drive-by shooting spree in Indiana and Illinois apparently shot and killed himself Sunday night during a high-speed chase by police, authorities said. Benjamin Nathaniel Smith, 21, died after shooting himself in the chin, Chicago police spokesman Pat Camden told WMAQ radio in Chicago. The FBI said it must double-check fingerprints to make sure the body was Smith's. "It looks like our guy," said Doug Garrison, an FBI spokesman in Indiana. Two guns found with the body were consistent with the shootings and the body had a tattoo on the chest that said "Sabbath Breaker" - which Smith was said to have, Bloomington, Ind., Police Chief Jim Kennedy said. The blue Ford Taurus Smith owned was also found at the scene. A blue Taurus was abandoned at a truck stop in this southern Illinois town and the driver carjacked a van, Garrison said. The van crashed off the side of the road and the driver was pronounced dead at a hospital, he said. Smith had been the subject of a two-state search following shootings that began Friday in Chicago when a black former college basketball coach was fatally shot and six Orthodox Jews were wounded. The shooter fired at Asians and blacks in two Illinois cities on Saturday and fatally shot a Korean man Sunday outside a church in Bloomington, Ind. Earlier Sunday, one of Smith's ex-girlfriends told the Daily Illini, the student newspaper at the University of Illinois, that the timing of the shootings was not a coincidence. "This is his Independence Day from the government, from everything," said Elizabeth Sahr, who said she had a one-year relationship with Smith. "He is not going to stop until he's shot dead. He's not going to surrender. He's not going to give up until he leaves this world." Smith was a member of the World Church of the Creator, a white supremacist organization, and often distributed anti-minority and anti- Semitic literature while a student in Bloomington at Indiana University. The church, based in East Peoria, Ill., is led by Matt Hale, who said Smith was a member from June 1998 until May and never showed any predilection for violence. "When I spoke to him he never gave any inkling of being able to do this," Hale said before Smith took his life. However, Harlan Loeb, Midwest counsel for the Anti-Defamation League, said his organization has had Smith "on our radar screen for quite some time, which is particularly tragic for someone so young." On Friday, the gunman wounded six Orthodox Jews leaving synagogue on the Jewish Sabbath in Chicago. The same shooter is believed to have killed Ricky Byrdsong, the black former basketball coach at Northwestern University, as he walked with his children in nearby Skokie, and fired at an Asian-American couple in the suburb of Northbrook. Then on Saturday, police said, the same blue Taurus was seen at shootings in Springfield and Champaign-Urbana. In the first attack, the gunman fired on two black men, but no one was hit, Chicago Police Cmdr. William Hayes said. About 12 hours later, six men of Asian descent were standing on a corner near the University of Illinois when three or four shots were fired, Hayes said. A 22-year-old graduate student was hit in the leg and was in serious condition Sunday, Urbana police spokesman Michael Metzler said. In Sunday's attack, Won-Joon Yoon was hit twice in the back and killed outside the church. Witnesses told police that after firing into the crowd, the shooter sped off, running several lights. "He was apparently parked at the corner and waited for these people to come out of church and then fired," Bloomington Police Chief Jim Kennedy said. Hayes said .380-caliber shell casings - the same kind found in some of the Chicago shootings - were also found at the scene of the Indiana church attack. Last year on the Fourth of July, Smith tucked white supremacist fliers under windshields around Bloomington. Asked whether the shootings this weekend were related to Independence Day, Bloomington Police Capt. William Parker said, "It raises questions in our minds." Parker said Smith passed out similar hate literature when enrolled at the University of Illinois. The Daily Illini reported that Smith attended the school from 1996 through 1998 before being expelled. Urbana police said he had been in trouble with campus police, including for drug possession. Smith attended Indiana University from the summer of 1998 through the spring of 1999, and he is believed to have moved to the Chicago are in May. I remember his saying that if a score card had been kept, he would have gotten a pretty good score because he had told the truth to the American people more than he had lied to them. His own words. That may be just peachy with you but for some of us, it is not good enough. Some of us are against lying all the time. I'm against anyone lying at any time. I'm against anyone fudging the truth any time. If you look at the definition of sodomy, you will see that "technically" Clinton did not lie (at that time). That seems to be what our country is now all about. All politicians seem to lie, and most of them lie all the time. It has never been my contention that Clinton is a "good guy." He's no better than any other politician, and that's where the rub lies. The Press has jumped him over and over for the very same thing that every other president has done, and has acted as though it's a terrible thing because Clinton did it, but when the others did it, it was just "one of those things." It's the sheer hypocrisy that boils me. It doesn't seem to bother anyone else. Clinton's mistress was a sin against humanity, but Bush's was just a nice lady he knew exceptionally well. Clinton's possible pot smoking was the worst thing that ever happened, but Kennedy's was just a little relaxation. The firing of Billy Dale was the most heinous act ever committed, and he was perfectly innocent. Okay? But if the people you work for let you take the funds home and put them into your personal bank account, then you have a very unusual employer. I don't personally like Clinton. As I said, I'm a Democrat. I don't think he is. I just don't see why he should be held accountable for things that have been winked at and are still being winked at for everybody else. Do you remember when he put out the fire in the little girl's hair? It happened the first Christmas that he was in office. He did it quickly and in a very nice way. I just happened to be watching television when it happened. The Press never said a word about it, and it sure didn't make the papers. Why, probably because they had already signed the agreement that they would never say a good word about Clinton. I guess I do pan the Republicans, but they're in charge, and it's my right as an American. Do I prefer Sheila Jackson Lee to Helen Chenoweth? I sure do.Do I prefer that someone pays a little attention to the welfare of children after they have been born (as well as during gestation); I sure do. Do I think medical attention for everyone at a price they can afford is more important than a tax break for anybody? I sure do. Do I believe that people should be paid enough when they work all day to be able to feed, clothe, and house their families? I sure do. Do I think that the Republicans have been working on getting the Government off our backs? No, I don't. Big corporations can pollute at will, but if someone decides your money might have some illusive connection with drugs, they can just take it from you without a word. The cops didn't do that in third world countries where I have lived. Our establishment press doesn't seem to protect us from that sort of thing at all. They never take sides in any issue that really means lasting harm to us. What's really funny is that now that they've joyously spent eight years digging into every possible facet of Clinton, publishing Tabloid garbage and frothing at the mouth over such horrific unknowns as "adultery" in the White House, they are beginning to say, "Oh, we shouldn't be doing this, let bygones be bygones." That because there is an actual photograph out there of Gov Bush standing on a bar, mooning the crowd. "We shouldn't discuss things that happened before." This because everybody knows that the guy who has become their "fair haired boy" was mostly known for being a hard drinking drug addict. He says he has been faithful to his wife. Why should I believe him? Not that I care. It's a business that only counts between him and his wife. I really don't have a need to know, but for eight years the press has been telling me I do. Jack Kemp wrote a book telling me I have a need to know and should be "outraged" that such a thing could happen. So if it has been so important for eight years--why shouldn't it continue to be important? I'm sure the more ethical and less biased press will want to give coverage equally to Democrats and Republicans. And I'm sure the ethical and less biased public will want to be as outraged over Republican behavior as that of Democrats. Is America a nation founded upon a religious, Christian foundation? The answer lies at a the root of a culture war battle dividing separationists and religious groups. For the latter, the wave of recent amendments and other legislation pouring out of the House of Representatives, especially a measure which gives States the right to display copies of the Ten Commandments in public school classrooms and other government venues, is all simple confirmation that this nation is firmly established on Judeo-Christian principles. They point to founding documents such as the Declaration of Independence, to the fact that the President of the United States takes the oath of office while resting a hand on the Holy Bible, even to the U.S. Supreme Court where there is a bas relief of the Mosaic code displayed on the wall of the main chamber. But the historical record may be more complex, and less suggestive of the claim that America is a "Christian nation" founded upon Biblical principles. The most often cited passage of this argument is found in the Declaration of Independence, which proclaims, "We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain inalienable rights..." The author was Thomas Jefferson, a Founder considered by many historians to have been a Deist. The term likely describes other early American luminaries, including John Adams, Benjamin Franklin, James Madison and even George Washington. Popular Deism was an intellectual byproduct of the Enlightenment which percolated through Britain, Europe and the United States, although as a creed it originated before the Philosophes. The Encyclopedia of Philosophy (Macmillan, 1967, ed. Paul Edwards) notes that the term is "etymologically cognate to theism ... both words denoting belief in the existence of a god or gods and, therefore, the antithesis of atheism." But Deism "acquired a connotation of religious unorthodoxy and ultimately reached the pejorative." Christian critics of Deism feared that it was intertwined with Skepticism, an intellectual position which, if left unchecked by faith, could lead to atheism or other heresy. The earliest Deists such as Lord Herbert of Cherbury (1583-1648) postulated certain principles of their creed including belief in a Supreme God which should be worshipped, the notion that virtue and piety are part of that worship, and that a divine force dispenses mercy and punishment. In their book "The Godless Constitution," Isaac Kramnick and R. Laurence Moore report that Deism was "a nondoctrinaire religion that rejected a supernatural faith built around an anthropomorphic God who intervened in human affairs, either in answer to prayer or for other inscrutable reasons." Particularly in the Enlightenment period, Deism postulated a "religion of nature and nature's god," a First Cause which had set up the universe in accordance with rational and scientific laws. It is likely that in some cases the Deism of some founders dovetailed with certain Judeo-Christian teachings. Many of the founders were also Freemasons, a doctrinal and fraternal movement which embraced God as "The Great Architect of the Universe," and taught the need for tolerance of diverse religious beliefs. Rev. D.James Kennedy, Christian fundamentalist founder of the Coral Ridge Ministries in Florida, for instance, often cites George Washington as a committed Christian who supposedly kissed the open Bible after taking his oath as the nation's first president. But Washington also becomes evidence for those who argue that he was a Deist of some sort; the Masonic movement enshrines Washington as an example of their influence in Colonial and Revolutionary America. We are at a crossroads of extreme overvaluation. The present US market sentiment is one of sputtering euphoria. Last year alone the banking system created over $1 Trillion, an increase of more than 50 per cent over the previous year. The invisible tide a receding credit swell, has almost imperceptibly turned in the other direction. World trade is sinking deeper into a morass, as beef, steel beams and bananas are but the beginning of a nasty international trade war, yet another reminder of how much we're sliding back into the 30s. The US trade imbalance, headed for $300 billion this year, is yet another reminder of how much foreign credit has propped up our consumptive binges. On the political front, Clinton's popularity train has derailed as the Kosovo imbroglio is revealed as cover for his sustained domestic policy of "ethical endirtiment." Investment is a funny animal. Undoubtedly there are sound fundamental reasons to choose a particular investment vehicle, based on relative risk and reward, which can be judged based on business outlook and historical returns. On the other hand, real money can be made in recognising when a major imbalance exists, as when an investment becomes either extremely hot or cold. To a certain extent, there is only one reason to become involved in a hot investment - because everyone else seems to be investing in it, as reflected in its increasing price. Unfortunately the great majority of investors mistake such price behavior as evidence that the underlying vehicle has good fundamental value and is thus a compelling place for their money. This is probably the biggest investment trap of all. Buying into what appears to be a successful investment is usually a pitfall. There is no term in investment theory for this, so I'll dub it here: call it the "Illusion of the Rabbit." It is what gives direction and a further rationale for the herd instinct, another phenomenon in which the investor feels safer, with less perceived risk, when investing with the crowd. Herd instinct may well be called the "Illusion of the Warm Blanket." Together, this virulent duo forms a lethal wallop, because as the Rabbit provides an incentive to buy, the Blanket provides the motivation to hold what usually is an oversubscribed vehicle. This is exactly the very definition of a grand illusion in investing. However, by understanding this herd mechanism, one can clearly see the historic trends and how one can profit from them. It is often said by the mainstream brokerage lore, that by owning a mutual fund you automatically diversify and that by putting your money to work with a competent professional who has time to make intelligent stock picks, one may realize the greatest reward at the lowest risk. What is overlooked is that these professionals, once they have established a successful track record, become magnets for the money that is to cause their downfall. The hugely successful mutual funds, the Magellans, must by necessity invest large sums of money in well-capitalized stocks, so as not to disturb the market adversely when trading. This necessarily leads to an involuntary institutionalized overvaluation. The biggest and most successful mutual funds are now as overvalued as the bloated stocks they're forced to buy. In effect mutual funds have by their very popularity, become investment vehicles for the ignorant masses to pump up the bluest of blue chips into the balloonist of overvalued balloons. Equity markets have, in effect, become mutualized. It's estimated that a majority of stock is now held by mutual funds. This is higher than the last time institutional ownership was so prevalent, not surprisingly in the 1920s, when funds were called "Investments Trusts," a name unceremoniously dropped after 1929. The long growth spurt in the demand for paper assets has resulted in a complacent lot of investors. When history repeats, this flock will be fleeced. Now its time to put your calculus hats on. By James Henry No. 126, 5-11 July 1999 The ancient Romans said if you want peace, prepare for war. Somehow this is also the downside of the better-known saying that history always repeats itself. Why? Because it is not that history repeats itself at all, it's just that people tend to repeat their mistakes. The great mistake America is repeating is to forget that wise Roman saying. Under Clinton America has been preparing for defeat. Peace comes through strength. In a pacific world the need for military might would not exist. But we live, as we have done since time immemorial, in a dangerous and uncertain world. A world in which powers rise and fall. In one sense, American power is unique because it springs from a country that was born into liberty. This uniqueness offers no protection against aggression. That can only come from fear. Make no mistake: might is fear and it is fear that keeps democracy safe. It is fear that keeps potential enemies at bay, not treaties. Any treaty between a democracy and a tyranny is only as good as the ability and willingness of that democracy to defend itself. Clinton has greatly reduced this ability thus putting America in grave peril. Democracies are dangerously pacific. This means that once a democracy runs down its armed forces it can become politically impossible to raise the funds to restore them to the appropriate level. There will always be siren voices telling us that there is no foreseeable danger, which makes as much sense as saying that one should never try to secure property until after it is stolen. The same voices use this fallacious argument to demand that any so-called social spending should always take precedent over defence spending, which is really arguing that defence has no social value. That these arguments are largely articulated by the ant-capitalist Left and its media allies comes as no surprise. This is the same group that considers America an exploitative, racist and unjust country. The very same group Kirkpatrick aptly called the "America-stinks crowd". Now it has found its apogee in William Jefferson Clinton whose savaging of America's defense capability could very well bring on this country another "day that will live in infamy". Only this time it might be our epitaph. A quick review of the serious damage that Clinton has done to this country's defenses will strengthen my argument. Something like 2,000 combat aircraft plus more than 232 bombers which comprised 20 air force and navy air wings have been abolished. Also gone are 207 ships including more than 121 combat ships plus of submarines and 4 carrier groups . The loss of these ships also meant that their shipyard facilities and the trained personnel needed to maintain them have been disbanded. The damage (or is it sabotage?) to the army and the nation's nuclear inventory has been equally devastating. This brings us to the disastrous 1922 Washington Conference. The Anglo-Japanese Naval Treaty was to be renewed in 1922. As an alternative, the US government proposed the Washington Conference that would limit armaments. With a little judicious arm-twisting the US government persuaded Britain to abandon the Japanese relationship and sign a US treaty that would limit the capital ship ratio for Britain, America and Japan to 5:5:3. In addition, no new warships over 35,000 tons were to be built and a massive number of existing warships were to be scrapped. To placate the Japanese the treaty denied Britain the right to build mainfleet bases north of Singapore while America was denied the same right to build them west of Hawaii. To make matters worse, in 1930 Hoover managed to persuade, in the name of peace, Britain's labor government to make deep cuts to its naval forces. The result was to break British naval power in the Pacific. There was no way this ratio would allow Britain to maintain a significant presence in the Atlantic, the Mediterranean, the Gulf, the Indian Ocean and the Pacific. Something had to give. Moreover, the treaty made it impossible for the American fleet to quickly reach the British if they were attacked. These facts did not elude Japanese militarists who realised that this insane treaty opened up a military window of opportunity for them in Asia. Thanks to this idiocy the British navy was severely weakened while the American navy became increasingly antiquated. By refusing to prepare for war America and Britain helped bring it about. The rise of appeasement in Britain coterminous with the rise of isolationism in the US persuaded tyrants that the democracies were morally and militarily too feeble to fight. -Caveat Lector- From TheNewStatesman www.newstatesman.co.uk Labour embraces secrecy again Journalists in the dock, information suppressed, telephones tapped: to Duncan Campbell, it sounds all too familiar PictureA few days ago, on 22 June, I watched Tony Blair on the evening news from Birmingham. He was reassuring us that Labour had not forgotten its traditional values, that the Party of the Millennium still bears a resemblance to its predecessors of the sixties and seventies. Tony is right: absolutely, completely right; of course he is. It was just like this under Jim Callaghan, David Owen and Merlyn Rees. And if I ever doubted it, the events of that same day, Tuesday 22 June, convinced me. That morning, at Bow Street Magistrates Court, in London, Tony Geraghty, a former Sunday Times reporter, was indicted along with Lieutenant-Colonel Nigel Wylde, a retired army officer, under the Official Secrets Act. The Attorney-General had consented to the prosecution, the court was told. The kernel of the alleged offence was that Geraghty's book, The Irish War, published in 1998, revealed details of official computer surveillance systems used mainly in Northern Ireland. They are code-named Vengeful (vehicle surveillance) and Crucible (personal information). Yet the book is still on sale, and the offending portions can be read around the world on the Internet (http://jya.com/irish-war.htm). Further, most of the information has been publicly known for years. As long ago as 1974, Merlyn Rees, then Northern Ireland secretary, revealed the existence of Vengeful. I wrote a book, published in 1986, which contained far more information on the matter than Geraghty's. It attracted no attention. So why is the government bothering? I'm not surprised by the case. I was the last journalist before Geraghty and Wylde to be prosecuted under the Official Secrets Act. In the past 40 years only Labour governments have prosecuted journalists. Harold Wilson had come to power in 1974 with a pledge to repeal the relevant law. Yet three years later the state decided that my filing cabinet contained too much information for the safety of the realm. That my "secrets" were about as exciting and well-concealed as the Post Office Tower was beside the point. MI5 was determined that no Watergate-style journalism should take root in Britain. Indeed MI5 was remarkably vigilant at the time: as we now know, the files in its Mayfair offices listed Peter Mandelson as a communist, Jack Straw as a communist associate, Robin Cook (I believe) as a Trotskyist associate. My own file had - and for all I know still has - the more romantic designation of "unaffiliated revolutionary". So I was arrested and charged, along with Crispin Aubrey, a fellow journalist, and John Berry, a former intelligence corporal. Sam Silkin, the then attorney-general, gave consent for what became known (after our initials) as the ABC case. We were acquitted, but only after the case had dragged on for three years, during which we faced the prospect of 16 to 30 years' imprisonment. Former Labour ministers have since expressed their regrets. Merlyn Rees wrung his hands and tutted many times. Arthur Davidson QC, then the parliamentary secretary to the law officers, has angrily claimed that they were misled by the intelligence services. Agreeing that we should be prosecuted in the ABC case, he later told me, "was the worst decision I have ever taken in my life". But at the time of the case, the strongest campaigner against official secrecy and intelligence abuse was Robin Cook. In 1980 he was joined by a young barrister, Anthony Blair, who wrote a pamphlet for the National Union of Journalists castigating the Official Secrets Act and its abuse in the ABC prosecution. (Five years later, Tony, now an up-and-coming Treasury shadow, keen as mustard, sat on my Habitat sofa in Stoke Newington, asking for secret information leaked from the Bank of England to the New Statesman.) Cook was one of my closest allies when I was in conflict with the law again, in 1987. The NS published a story about how the Ministry of Defence had deceived parliament and secretly committed £500 million to building an all-British signals intelligence satellite, code-named Zircon. I uncovered the story for television, but the BBC banned the programme after pressure from the intelligence services. The day before publication, government solicitors converged on the NS offices to serve injunctions. The production manager was sent off with a blank cheque to find someone who would print the paper, while I left on my bike to stay in hiding until the story was safely out on the streets. Cook was the co-engineer of our strategy and he smuggled me into sanctuary in the Commons until the fuss was over. Within days, samizdat tapes of the banned BBC programme were out on the streets. A year later, it was shown on BBC2. So after all

Already you can hear Kosovo spoken of as a "protectorate", echoing the good old days when the red-painted corners of the globe included such imperial territories as the Bechuanaland Protectorate, one of the nicer euphemisms of the Age of Empire, along with the even better "mandate". Some Americans are now saying quite bluntly, Ferdinand Mount writes in the Sunday Times, "We'll have to stay in Kosovo not for months or years but for a generation." As Mount says, the great problem at the end of the century is not so much external aggression and international war, which the United Nations was designed 50 years ago to deal with, but the breakdown of law and order inside ostensibly sovereign countries: Bosnia, Lebanon, Rwanda, Sri Lanka, Grenada, Liberia, Haiti, Somalia. In Africa, the breakdown has been so grave that various commentators, from the English Tory Peregrine Worsthorne to the American liberal William Pfaff, have written about the possible need to recolonise the continent. Mount observes that even the liberal left - perhaps they especially - thinks that the west was culpable in not intervening in Rwanda. In a lecture in London, J K Galbraith has just said that the end of colonial rule has also meant the end of effective government. In a humane world order "we need a mechanism to suspend sovereignty . . . to protect against human suffering and disaster". Reading these writers, I heard a bell ring. Hadn't someone said this before? There it was on my bookshelves in the large, black-bound Collected Verse, published by eerie coincidence exactly 100 years ago: "Take Up the White Man's Burden". Kipling's famous poem of that name (or do I mean poem of that famous name? I wonder how many people who know the title have read it) was inspired, as its subtitle says, by "the United States in the Philippine Islands 1899": it is astonishingly apt to the US in the Balkans in 1999. The Americans had spent a hundred years or more minding their own business, creating their own republic and following their manifest destiny to expand westwards, but not sending armies outside their country's borders. In 1898, they had fought for the first time a conventional war with the decaying Spanish empire, and acquired the Philippines as well as Puerto Rico, to Kipling's delight. He sensed that his own country was at the apogee of her imperial greatness from which she must decline, and that the torch must be passed westwards. It made sense, in Kipling's own terms. Kipling has been wilfully misunderstood by the left. No phrase of his was more quoted, or more misrepresented, than "the lesser breeds without the Law". As George Orwell wrote in his own politically incorrect way, "this line is always good for a snigger in pansy-left circles", conjuring up the image of a pukka sahib kicking a coolie. But the notorious line actually refers to the Germans. It comes from the poem "Recessional", written in 1897, the year of Queen Victoria's Diamond Jubilee, as a warning against imperial arrogance and hubris. Since the subject peoples of Africa and Asia were then incapable of those failings, "lesser breeds without the Law" patently doesn't describe them. Orwell himself misses a point, I think. The lines go: If , drunk with sight of power, we loose Wild tongues that have not Thee in awe, Such boastings as the Gentiles use, Or lesser breeds without the Law - Lord God of hosts, be with us yet, Lest we forget - lest we forget! Kipling is a precise as well as a mysterious writer, and "Or" suggests a deliberate antithesis. I suspect that the Gentiles were the Germans, in all their new boastful pride, and the lesser breeds were some more contemptible imperial power, such as the Italians. But Orwell was right when he defended Kipling from leftist detractors; more right than he may have realised. Kipling was obviously an imperialist, and arguably a racist, but he was not a reactionary. I am not even sure that he was what Orwell calls "a Conservative, a thing that does not exist nowadays". Kipling was contemptuous of the established order, even in small ways. He declined all honours, including the OM, and privately referred to King Edward VII as "a corpulent voluptuary" - not the language of respectful church-and-crown Toryism. Far from being a sentimental nostalgist for happier days, Kipling believed passionately in progress. His writings are shot through with rapturous celebrations of the machine age, of ships and railways. And he believed just as passionately in the empire as an agent of progress. Crown Agents - The Queen's Managers

Crown Agents, officially known as Crown Agents for Overseas
Governments and Administration, occupies a non-descript office
block in Surrey, in the suburbs of London. According to its
literature, Crown Agents is a not-for-profit, private corporation,
which carries out mundane logistical and administrative
sub-contract work for the British Overseas Development
Administration, and various development agencies and foreign
governments. This is typical British understatement -- i.e.,
strategic deception.
Crown Agents is exactly what its name implies, an agent of Her
Majesty the Queen. It was founded in 1833 as Crown Agents for the
Colonies, and historically played a vital role in the creation and
management of what British historians call the Third Empire. [1]
While Lord Palmerston, Cecil Rhodes, Prince Edward Albert
("The Prince of the Isles"), and Lord Milner were providing the
geopolitical theory and ideology to justify Britain's global
empire, Crown Agents ran the day-to-day affairs. Crown Agents
printed the stamps and banknotes of the colonies; provided
technical, engineering, and financial services; served as private
bankers to the colonial monetary authorities, government officials,
and heads of state; served as arms procurers, quartermasters,
and paymasters for the colonial armies. In effect, Crown Agents
administered the British Empire, which at one point in the
nineteenth century, encompassed over 300 colonies and nominally
"independent countries" allied to the British Crown.
According to its charter, Crown Agents is an "Emination of the
Crown." This gives Crown Agents a status close to the monarchy,
yet outside the official government structures of the United
Kingdom. Through much of its existence, it was overseen by the
Colonial Secretary and, later, in the so-called post-colonial era,
by the Minister of Overseas Development. Although not formally
a department of the government, Crown Agents' entire debt was
guaranteed by the Exchequer.
In 1996, as the British were in the process of unleashing the dogs
of war in Africa, as the cutting edge of its final assault against
the nation-state system worldwide, Crown Agents was "privatized,"
under the new name, Crown Agents for Overseas Government and
Administrations Ltd., with its own board of directors and
management. In turn, Crown Agents functions as a holding company
for dozens of operating companies and joint ventures. Its shares
are held in trust by the Crown Agents Foundation, which is presided
over by a board of directors and councillors, bringing together an
impressive collection of governmental and non-governmental
organizations, corporations, banking and business organizations,
and so on (see article which follows) -- all from the inner core
of the Club of the Isles and the formal Crown apparatus.

Providing functions in "difficult areas"
According to its 1996 annual report, Crown Agents' numerous
subsidiaries still carry out the same wide array of governmental
functions, from printing postage stamps and bank notes, to running
worldwide commercial shipping and air freight operations, to
procuring arms and other logistical supplies. Crown Agents,
according to spokesmen, specializes in providing these functions
in "difficult areas."
And, indeed they do. Today, Crown Agents functions as "agents"
for over 150 foreign governments and organizations, which they
refer to as "principals." In some instances, they manage vast
real estate and financial portfolios, specializing in offshore
banking "services." According to its recent public statements,
Crown Agents manages over $3 billion worth of projects. Its
asset management business alone, has a portfolio valued at over
$1 billion.
Typical of Crown Agent's current "discreet" operation are the
following:
+ It manages the entire customs service for the government of
Mozambique;
+ Through its chairmanship of a quasi-public entity called
Europe SA, it is in charge of all economic reconstruction
procurement for Bosnia;
+ Through a joint venture with a Monaco-based company called
ES-KO, Crown Agents provides all of the food for United
Nations peacekeepers in Angola and Bosnia. ES-KO also
provides logistical services to private petroleum and mining
companies in such "difficult" areas as Algeria and Colombia,
and manages the privatization of the state sector of Ghana.

Knuth) "The City" is an international financial oligarchy and is perhaps the most arbitrary and absolute form of government in the world. This international financial oligarchy uses the allegoric "Crown" as its symbol of power and has its headquarters in the ancient City of London, an area of 677 acres; which strangely in all the vast expanse of the 443,455 acres of Metropolitan London alone is not under the jurisdiction of the Metropolitan Police, but has its own private force of about 2,000 men, while its night population is under 9,000. This tiny area of a little over one square mile has in it the giant Bank of England, a privately owned institution; which as is further elaborated hereinafter is not subject to regulation by the British Parliament, and is in effect a sovereign world power. Within the City are located also the Stock Exchange and many institutions of world-wide scope. The City carries on its business of local government with a fanciful display of pompous medieval ceremony and with its officers attired in grotesque ancient costumes. Its voting power is vested in secret guilds with names of long extinct crafts such as the Mercers, Grocers, Fishmongers, Skinners, Vintners, etc. All this trivial pomp and absurdity and horse-play seems to serve very well to blind the eyes of the public to the big things going on behind the scenes; for the late Vincent Cartwright Vickers, once Deputy-Lieutenant of this City, a director of the great British armament firm of Vickers, Ltd., and a director of the Bank of England from 1910 to 1919, in his "Economic Tribulation" published 1940, lays the wars of the world on the door-step of the City. That the British people and the British Parliament have little to say in the foreign affairs of the British Empire, and that the people of the British Empire must fight when International Finance and the City blow the trumpet, appears from the paean of praise of America by Andrew Carnegie, "Triumphant Democracy," published in 1886 by that American super-industrialist and British newspaper publisher, in the following words: "My American readers may not be aware of the fact that, while in Britain an act of Parliament is necessary before works for a supply of water or a mile of railway can be constructed, six or seven men can plunge the nation into war, or, what is perhaps equally disastrous, commit it to entangling alliances without consulting Parliament at all. This is the most pernicious, palpable effect flowing from the monarchial theory, for these men do this in 'the king's Name,' who is in theory still a real monarch, although in reality only a convenient puppet, to be used by the cabinet at pleasure to suit their own needs." Edwin J. Clapp, Professor of Economics at New York University, in his "Economic Aspects Of The War" published in 1915, developed the utterly boundless authority assumed by the "Crown" in its commands to the nations of the world through its "Order-in-Council," used without restraint and without reference to existing usage or so-called International law, by making new International Law to fit any situation, as required. The Balance of Power is a creation of this financial oligarchy and its purposes are as follows: (1) To divide the nations of Europe into two antagonistic camps of nearly equal military weight, so as to retain for Britain itself the power to sway a decision either way. (2) To make the leading and potentially most dangerous military power the particular prey of British suppression and to have the second strongest power on the other side. To subsidize the "Most Favored Nations" with financial investments, and to permit them to acquire political advantages under the beneficent protection of the Sea-Power, to the disadvantage and at the expense of the nations being suppressed. (3) To subject the continent of Europe to the "Policy of Encirclement" so as to keep the nations of the continent in poverty and ineffectiveness, and thereby prevent the growth of sufficient commercial expansion and wealth to create a rival sea-power. (4) To retain that complete control and hegemony over all the seas of the world, which was acquired by defeating the allied fleets of its only real rivals, France and Spain, in 1805; and which is artfully and subtly called "The Freedom of the Seas." (5) To shift this Balance of Power as required so as to be able to strike down friend or foe in the rapidly shifting scene of world power politics, in that inexorable ideology that demands that everything and anything must be sacrificed where the future welfare and expansion to the eventual destiny of the Empire are affected; that eventual destiny outlined by its proponents as the eventual

Oligarchism is a principle of irrational domination associated with hereditary oligarchy/NOBILITY and with certain aristocratic priesthoods. At the center of oligarchy is the idea that certain families are born to rule as an arbitrary elite, while the vast majority of any given population is condemned to oppression, serfdom, or slavery. During most of the past 2500 years, oligarchs have been identified by their support for the philosophical writings of Aristotle and their rejection of the epistelogy of Plato. Aristotle asserted that slavery is a necessary institution, since some are born to rule and others to be ruled. He also reduced the question of human knowledge to the crudest sense certainty and perception of "facts." Aristotle's formalism is a means of killing human creativity, and therefore represents absolute evil. This evil is expressed by the bestialist view OF THE OLIGARCHS that human beings are the same as animals. Oligarchs identify wealth purely in money, and practice usury, monetarism, and looting at the expense of technological advancement and real production. Oligarchs have always been associated with the arbitrary rejection of true scientific discovery and scientific method in favor of open anti-science or more subtle obscurantist pseudo-science. The oligarchy has believed for millenia that the earth is overpopulated; the oligarchical commentary on the Trojan war WAS that this conflict was necessary in order to prevent greater numbers of mankind from oppressing Mother Earth. The oligarchy has constantly stressed race and racial characteristics, often as a means for justifying slavery. In international affairs, oligarchs recommend such methods as geopolitics, understood as the method of divide and conquer which lets one power prevail by playing its adversaries one against the other. Oligarchical policy strives to maintain a balance of power among such adversaries for its own benefit, but this attempt always fails in the long run and leads to new wars. The essence of oligarchism is summed up in the idea of the empire, in which an elite identifying itself as a master race rules over a degraded mass of slaves or other oppressed victims. If oligarchical methods are allowed to dominate human affairs, they always create a breakdown crisis of civilization, with economic depression, war, famine, plague, and pestilence. Examples of this are the fourteenth century Black Plague crisis and the Thirty Years's War (1618-1648), both of which were created by Venetian intelligence. The post-industrial society and the derivatives crisis have brought about the potential for a new collapse of civilization in our own time. The continuity of the family fortune which earns money through usury and looting is often more important than the biological continuity across generations of the family that owns the fortune. In Venice, the largest fondo was the endowment of the Basilica of St. Mark, which was closely associated with the Venetian state treasury, and which absorbed the family fortunes of nobles who died without heirs. This fondo was administered by the procuratori di San Marco (procurers of St. Mark), whose position was one of the most powerful under the Venetian system. Around this central fondo were grouped the individual family fortunes of the great oligarchical families, such as the Mocenigo, the Cornaro, the Dandolo, the Contarini, the Morosini, the Zorzi, and the Tron. Until the end of the 18th century, the dozen or so wealthiest Venetian families had holdings comparable or superior to the very wealthiest families anywhere in Europe. When the Venetian oligarchy transferred many of its families and assets to northern Europe, the Venetian fondi provided the nucleus of the

Curiously, I have researched Mobil in the past because it is successor to the Magnolia Petroleum Co. of Texas whose employees seemed to be so close to the Kennedy assassination in Dallas. Also, several years ago I had noticed in checking the title to the land on which the First City Bank in Houston sat, that it had previously been owned by trustees for Magnolia Petroleum, the trustees being the founders of the Scottish Rite in Houston who received the charter from the lodge in South Carolina after the Civil War. THE IMPORTANCE OF A LEFT MEDIA
Edward S. Herman
A jarring moment in the Philadelphia area propaganda outpouring in support
of the bombing of Yugoslavia was a passionately prowar Op Ed column in the
Philadelphia Inquirer by long-time local antiwar activist Mark Sacharoff
("NATO did what it had to do," April 1, 1999). It is of course noteworthy
that Sacharoff's piece was selected for publication by the paper--antiwar
offerings have not been welcome, and in past years Sacharoff's Op Ed
entries were rare indeed. But what caused him to move into the prowar
camp?
Speaking with Sacharoff on the phone about his views, I asked him if he
read Z Magazine or EXTRA! or The Nation, and as I expected he didn't--he
reads the Inquirer and other establishment media almost exclusively. I had
a similar experience with another former peace activist, who has not been
a supporter of the NATO war but has also not been antiwar; overwhelmed by
the evil of Milosevic and the Serbs he has been neutralized. This
individual, also, reads and listens almost entirely to the mainstream
media, and does not read Z, EXTRA!, or The Nation. He was even upset at my
denunication of Trudy Rubin, the bloodthirsty Thomas Friedman equivalent
at the Inquirer, who occasionally qualifies her support of U.S. policy--on
land mines, bombing anybody in sight, and anything else of
importance--with minor flourishes of hopefulness ("This weekend's talks
hold hope for settling the Kosovo crisis," Feb. 5, 1999) and even
criticism (e.g., "U.S. slammed doors on Iraqis who stepped up to battle
Hussein," June 23, 1999).
Of course, the fact that Rubin is considered reasonable by one of them,
and that neither of these two individuals were repelled by the mainstream
perspectives and felt any need to seek out left publications, suggests
that they were moving rightward in any case. But once they allowed
themselves to be confined to the establishment media it was only a matter
of time before they would succumb to the flood of materials on atrocities
and framing of issues that served the propaganda needs of the state. To
avoid this they needed alternative ways of looking at the issues, as well
as facts that did not fit the esablishment frames.
I have always been impressed by the case made by British media analyst
James Curran on the importance of the death of the social- democratic
press in Great Britain in the 1980s for the subsequent decline of the
fortunes of the Labor Party and triumph of Thatcherism (most painfully,
with the victory of Tony Blair). Three social-democratic papers--the Daily
Herald, News Chronicle, and Sunday Citizen--died or were taken over by
folks like Rupert Murdoch in the early 1980s, and were converted into
rightwing or depoliticized scandal sheets. The Daily Herald especially
"provided an alternative framework of analysis and understanding that
contested the dominant systems of representation in both broadcasting and
the mainstream press." Its loss and that of the other two papers surely
weakened labor and social democracy by the absence of any contesting
frameworks that represented the interests of the non-elite members of
society.
In the United States and Britain today, the increasing concentration and
commercialization of the media make them ever more potent as instruments
of state propaganda. When wars come, the media operate like a military
phalanx in demonizing the enemy, focusing on enemy misdeeds, lying without
shame or uncritically transmitting the lies of officials on their having
exhausted negotiating opportunities--"before resorting to force, NATO went
the entire extra mile to find a peaceful solution" (Albright)--and
ignoring historical context and the real bases of state policy. This is
done in each case almost by formula, but with such unanimity and
self-righteous indignation, and with personalized stories of victimization
by the enemy, that it is hard to resist.

The main "international trade corridor highways" will cross Mexico, the U.S., and Canada. Though built on sovereign U.S. soil these "international corridor highways" will be constructively under the control of the U.N. through the W.T.O. Federal legislation to implement this designation, that turns many U.S. highways into "international" highways, was "hidden" in various bills that have been passed by our Congress and signed into law by Bill Clinton. The "T.E.A. 21 Act", and the "National Highway System Act of 1995" are among these bills. U.S. Senator John Ashcroft was recently on television in Missouri saying that he will work to see that Kansas City Missouri will become "the international trade center and International trade port of the United States". (Missourians have recently found that Ashcroft isn't the great american that the people thought they were putting into office.) The "right-of-way" for the "main international corridor highways" will be as much as 4 miles wide to accommodate what will ultimately be 12 lane highways with a railroad system that will parallel the highways. "DOT lawyers will "acquire" the land for these right-of-ways. (good bye to a lot of good farmland and small towns. What ever happened to our national sovereignty and our constitutional rights including private property rights?) Construction on the larger main corridor has already started in Southern Texas. Studies show Projected traffic estimates are as high as 280,000 foreign load trucks a day will use these corridors. (increased drug traffic, smoke, dust, illegal aliens, more disease, foreign bandits - Whee I can't wait can you?) Many foreign trucks are using the existing highways in the trade corridor right now. Many of the foreign trucks carry uninspected "sealed cargo containers" off of foreign ships, including Communist Chinese ships. The rail roads in Kansas City Missouri have stacks and stacks of sealed Red Chinese cargo containers setting along the tracks waiting to be placed on trucks. I have seen these with my own eyes. The people that Bill Clinton calls "our trade partners", the Red Chinese, are, even now, using these corridors extensively. Never mind that, according to the CIA, the Red Chinese trade company, COSCO, is a branch of the communist Chinese Military and that every person working for COSCO is a communist espionage agent capable of sabotage, espionage, and murder. Inevitably though, one thought led to another, and soon I was more than just a social thinker. I began to think alone - "to relax," I told myself - but I knew it wasn't true. Thinking became more and more important to me, and finally I was thinking all the time. I began to think on the job. I knew that thinking and employment don't mix, but I couldn't stop myself. I began to avoid friends at lunchtime so I could read Thoreau and Kafka. I would return to the office dizzied and confused, asking, "What is it exactly we are doing here?" Things weren't going so great at home either. One evening, I turned off the TV and asked my wife about the meaning of life. She spent that night at her mother's. I soon had a reputation as a heavy thinker. One day the boss called me in. He said, "Skippy, I like you, and it hurts me to say this, but your thinking has become a real problem. If you don't stop thinking on the job, you'll have to find another job." This gave me even more to think about. I came home early after my conversation with the boss. While it was going on in 1974, several Leary associates organized a press conference, PILL (People Investigating Leary's Lies), to denounce Leary's cooperation and the situation that had been forced upon him. Allen Ginsberg spoke at this conference. Noneof the conference organizers were seriously compromised by what Leary said and many remained his friends until his death. Leary knew everyone. If he had "snitched" anything of significance, this would be a much bigger deal than it is. The allegations have had a strange afterlife, however. Walter Bowart, for instance, transformed them into an entirely imaginary scenario of Leary returning to his cell one night after a lobotomy, with blue streaks painted across the temples of his shaved head, now a total mind control slave. This came in a particularly ungracious obituary Bowart wrote for Dr. Tim, Leary's reward for one having given him some lurid details about his intelligence community connections for Bowart's book, Operation Mind Control. Another author, Mark Reibling, in a 1994 book called "Wedge: The Secret War Between the FBI and the CIA", tried to make the case for Leary having been an informant before prison, during his years in exile. I checked Reibling's government document sources and they did not match the details of Leary's biography. Reibling also tried to make the case that Bob Woodward's Deep Throat was actually Cord Meyer, ex-husband of Leary gal pal Mary Pinchot Meyer. My article in the current issue of Flatland recounts my own petition for Leary's FOIPA file. The FBI is still doing its best to make sure that the full file is not released, only "summaries" to a chosen few in the media. The files posted at Smoking Gun make every effort, by selection and interpretation, to put the worst possible spin on this episode in Leary's life. For instance, a statement Leary makes about his plans for public life after prison, in most contexts a heroic ambition for him considering the circumstances, has been placed before other testimony about one of those lawyers. This has been done "for clarity"--to make it "clear" that Leary was simply finking for the sake of his own freedom. What is valuable about the complete FBI file is less what is says about Leary than what it says about the interests, abilities and methods of the feds in keeping people like Leary harassed and/or under surveillance simply for the sake of their point of view. I don't put much stock in the spin put on these files by the Beeb and Smoking Gun, certainly not CBS which reported the "shocking new revelations" on the Evening News, trying to make Leary the bad guy. Among other things, the American revolution demonstrated that majorities are frequently wrong, a fact worth recalling in an age of focus-group worship. If Gallup had been around in 1776, we'd be driving on the wrong side of the road and obsessing about the royal family. Unlike all men, all revolutions are not created equal. What makes ours unique? There were three revolutions that profoundly influenced the course of human events: the American, French and Russian. The first transformed the world; the latter deformed it. The best revolutions are made by elites -- men of property and learning with a sense of service. The French and Russian revolutions soon fell into the hands of bloody-minded fanatics. Jacobins and Bolsheviks -- these are not names that inspire confidence. America's was a revolution of words (albeit defended by the sword), epitomized by the Declaration of Independence and Constitution, and lesser works like "The Federalist Papers" and "Common Sense." It wasn't ink that flowed in the streets of Paris and St. Petersburg. If our revolutionary era was symbolized by a quill pen, theirs would best be represented by Madame la Guillotine and a Cheka firing squad. Those who make revolution reluctantly do so most wisely. With a few exceptions, the Founding Fathers came to accept the necessity of a break with the mother country late in the game. Even after the Intolerable Acts, Lexington, Concord and Bunker Hill, it took months of debate to get a resolution of independence through the Second Continental Congress. Revolutions with narrow goals -- those that eschew grand utopian visions and settle for modest improvement of the human condition -- work best. Madison, Adams and their associates didn't aim to overhaul society or remake human nature. They were wise enough to understand that, like inalienable rights, our nature is endowed by the Creator. Mere mortals, and the Founders never pretended to be more, understand they are incapable of giving people new hearts. The most Founding Fathers aspired to was an orderly society, governed justly (where state interference in human affairs is minimum), where property rights are respected and individuals can work, play and pray pretty much as they choose. Marat and Robespierre, Lenin and Trotsky saw humanity as clay on the potter's wheel. The Paris commune, the Terror, collective farms, purge trials and gulags all were ghastly attempts to fashion a new Eden. If that weren't enough, French and Russian radicals felt compelled to export their glorious revolutions, on the point of a bayonet, to those who fiercely resisted the favor. By contrast, the generation of 1776 said to the world: "Well, here it is. We wish you well. Look to us for inspiration, not liberation." The most-quoted line from Washington's farewell address is his warning about entangling alliances. Finally, the American revolution had a spiritual foundation. The Declaration of Independence appealed to "the Supreme Judge of the World" and affirmed the colonists "firm reliance on the protection of divine Providence." The French and Russian revolutions were unalterably opposed not just to religious expression but to the very idea of a power above the party or state. Jacobins attacked the Catholic Church, murdered clerics and erected a Goddess of Reason. The communists made atheism an official state dogma. Heaven distributed its blessings -- and maledictions -- accordingly. Consider the aftermath of the three revolutions. Both communism and fascism were forged in the fires of revolutionary France. The revolution of 1789 led directly to Napoleon, a resurrection of the monarchy, a second empire and a series of unstable republics, culminating in a nation known principally for its cuisine. Russia suffered 70 years under Bolshevism, with untold millions dead, and spread its blight to half of Europe. Not only that, but he has tried to give the Red Chinese a base on US soil. What about the files (over 700) some FBI files, some IRS files that was in his possesion, one person in the Nixon administration went to jail for possesion of just one file, is Clinton above the law? Moreover Clinton has reduced the military to a skeleton force ... Is he setting us up for an attack/invasion by his Communist buddies in Red China? And, why did Clinton dishonor this country by renting out the Lincoln bedroom to people that donated to his campaign, this person (I wouldn't call him a man) abuses the office of the President every chance he gets. Clinton's mistress was a sin against humanity, but Bush's was just a nice lady he knew exceptionally well. Clinton's possible pot smoking was the worst thing that ever happened, but Kennedy's was just a little relaxation. Documented evidence of covert CIA drug importation's have been revealed from reputable sources inside that agency. Cases of life sentences given to people who possess one marijuana cigarette is a reality. Consider the term "Drug Czar" used for the top Drug Enforcement Officer. Webster's dictionary defines "Czar" as a king or emperor ; especially, one of the former emperors of Russia. As more victimless crime laws are created, more prisons are built. Violations of people's rights are a daily occurrence and considered "legal." Asset forfeiture and seizure laws have created a theft device for financing more intrusive programs. Electronic surveillance and information gathering exists and is growing. This is done under the guise of protecting the people - typical " wolves in sheep's clothing" approach. Present and future gun laws are dangering the right of the people to resist the oppression. Remember, a honest, people-serving government has no reason to disarm it's people, only corrupt, tyrannical governments do. United Nations resolutions were responsible for U.S. military involvement in both the Korean and Vietnam conflicts. -Caveat Lector- Prudy, Clinton would probably be a lot of fun in social situations. He is well-spoken and I am sure has very nice manners. One just has to keep in mind at all times that most sociopaths do. Being totally devoid of emotions except those self-serving can allow them to adapt to every circumstance ala Ted Bundy. My only point in getting into this pointless discussion is that the media is generally accepted as very liberally biased. They have allowed this administration to commit horrendous crimes with impunity. Secondly, finding Clinton greatly lacking does not mean that a person is a Republican and believes the days of Reagan/Bush were wonderful as you keep bringing up. It is just that they were less awful than the current administration. We have a leadership crisis in this country and have had for many years. It has not been well led with possibly a couple of exceptions--only possible exceptions--since the depression. Certainly FDR in retrospect must look different than he did at the time. Spin and spin again until the people are so dizzy we do not know what is happening. Over and over, the govt is the puppet of the money entities--all are used by greater powers that span terms in office and national boundaries. CIA computer hackers will try to meddle with Milosevic's private financial transactions and electronically siphon funds from his overseas bank accounts, possibly in Switzerland, Cyprus, Greece, Russia and China, Time says in its July 5 issue, citing unnamed sources. The CIA also is trying to deposit cash with opposition organizations in Yugoslavia and recruit dissidents in the Belgrade government and the Yugoslav military. While NATO airstrikes pounded Serb targets this spring, Clinton signed a secret document giving the CIA the go-ahead to try to oust Milosevic, Time reported. As part of Clinton's wide-ranging plan to make way for a new leader in Yugoslavia, diplomats, bankers and disk jockeys will mount a propaganda campaign to rival Milosevic's, according to Time. The U.S. Information Service plans to station six radio transmitters on Serbia's border and continuously beam Western news programs into the country. But so far, the CIA is having trouble locating Milosevic's bank accounts and U.S. radio transmissions are being drowned out by Milosevic's media outlets, Time reported. U.S. Secretary of State Madeleine Albright met in New York City last week with foreign ministers from Britain, France, Germany and Italy to discuss how each country could utilize its links to dissidents in Serbia. ``We are making it quite clear that we don't want to see Milosevic in the future,'' Ms. Albright said. [CTRL] What is truth?
Could the following be TRUE? Nationalist Comments on the News Be sure to see two previous Comments on the News that have been moved to the permanent library; "What It Would Take to Cleanse Serbia" and Princeton Tries to Explain a Drop in Jewish Enrollment; or "What is Communism?" Sacramento synagogues torched in 'night of fire' A gem of a "blackout" has fallen under our jewelers loops for examination. And it is a spectacular little gem! The story below notes that three Sacramento synagogues were set ablaze in one evening. Count them folks, - THREE! Now one would think that the electronic media - television - would use this as an excuse for a massive campaign - somewhat akin to the "Black church burnings" several years back (but of much greater importance considering the nature of the targets). This story would be great for the ratings - high in emotional content - great tool for exposing the cowardliness of "hate". So naturally, the uninitiated would expect the TV news and TV talk shows to harp on this one for at least a couple weeks. But there was not a peep about this incident on any of the TV channels. Could it be a blackout? In my previous commentary entitled "Princeton Tries to Explain a Drop in Jewish Enrollment; or "What is Communism?", I noted that the "Blackout" was reserved for those instances in which disclosure could threaten the loyalty of "outer party" elites. Folks, there was a problem with the story below that should give the veteran observer of such matters pause. For you see, the perpetrator of these torchings left leaflets behind to explain his motives, and the leaflets contained anti NATO and pro-Serb messages. In the words of a flier left by the perpetrators: " The fake Albanian refugee crisis was manufactured by the International Jewsmedia to justify the terrorizing, the bestial bombing of our Yugoslavia back into the dark ages," and; "We are Slavs, we will never allow the International Jews World Order to take our Land." Jewsmedia?? - Please, Dan Rather, say it isn't so! Imagine the difficulty of having to explain why Serbs would target American Synagogues to avenge the NATO bombing and the Serb loss of Kosovo. That might require a very public identification of the ethnic origins of Clinton's entire cabinet (with the exception of an obligatory Black and an obligatory lesbian) and his entire foreign policy team. Why start the displaced outer party elites thinking about that? Note well the process involved. First the local media and the local AP and UPI bureaus pick up the story from the police and fire blotters. Then the story goes out on the wires all over the world. The attached article was printed on CNN's electronic web site, so everyone in television has access to the story. But nobody runs with it! What this means is that about 100 network news and talk show producers see the piece and consign it to the cutting room floor. I would suggest that this goes well beyond the operation of a shared evolutionary psychology. While it is likely that half or more of these producers would recognize the danger in such a story, it is clear that some planning and communication would be necessary to attain the unanimous compliance by all 100 or so of them. And indeed, the deafening silence of the ADL, and Rabbi Foxman speaks volumes here. The anti-defamation organs of the inner party are on constant lookout for current incidents that can be publicized to reinforce public perceptions of their "victim status". So compelling is this enterprise of publicizing victimhood that they have lobbied into existence a web of "hate crime" laws which cause law enforcement to note the "hate" charge right on the police blotter where cub reporters can easily identify them for their inner party bosses. This happy marriage between propaganda and law enforcement transforms incidents which would otherwise remain buried in the mass of simple vandalism or assault charges into a taxpayer financed propaganda gold mine. It is inconceivable that the inner party anti-defamation organs failed to discuss and decide how to handle the burning of three synagogues. It is possible that the anti-defamation organs fell silent and that all 100 or so producers recognized the absence of the usual ADL fax in their in-baskets as a signal. It is possible that they deduced from this silence that the story should be spiked, and not passed along to the outer party front men known as news anchors. But it is far more likely that there were 100 or so ADL faxes in those in-baskets explaining that the story was dangerous and asking that it not be used. The uniformity we see in the electronic media does not happen by accident. And indeed, this tight control over what appears on the TV screen tells you volumes about social control in the American empire. The inner party does not care what appears in print, buried behind the front page of the newspaper, or posted on the internet.

During an interview with Exposure Magazine, press spokesman Mr. Stephen Gangstead, U.S. Embassy in Canberra, would give no comment regarding the recent allegations by Iraq's Foreign Affairs Minister Mr. Tarik Aziz, of CIA involvement in weapons inspections throughout Iraq. In response to the allegations that the strikes against Iraq are nothing more than an international arms sale at the Iraqi people's expense, Mr. Gangstead referred to Secretary of State, William Cohen's statement to the press that he "would put his thirty year career in public service on the line in defence of the allegations"; and that "the strikes were entirely in the national interest of the United States". No response was given (except a referral to the Pentagon and State Department), regarding allegations that Australian weapons inspection head, Mr. Richard Butler, is involved with U.S. Intelligence. Based in Canberra, the Iraqi Ambassador Mr. Natik Alle (Charge de affair), was more forthcoming with his information regarding the allegations. Although Mr. Alle does not think that Mr. Butler is employed by the CIA or England's MI6, he does feel that "Mr. Butler is just a tool" for the two intelligence organisations. Mr. Alle stated emphatically that all of the American members of the UNSCOM weapons inspection team were agents for the CIA working under-cover and that they were all guilty of spying on Iraq. "There is no argument at all that the British members of the inspection teams are also agents of MI5 and MI6" Mr. Alle said. He believes that "international arms dealers were also behind the strikes, and that the United States is in serious financial trouble mainly because of the unification of Europe's currencies; and that a war was one way for the Americans to keep their debt under control". Mr. Alle said that the arms dealers, the CIA and the American Administration are working together to "create a war for profit to destabilise Iraq and the entire region". He did not know of any other countries who may be supplying weapons to rebel groups in the region, but he certainly agreed that the U.S. is supplying weapons to rebel groups to destroy Iraq internally. He believes that while "the Clinton/ Lewinsky affair is keeping the world's attention away from Iraq...the CIA, William Cohen and Madeleine Albright are busy carrying out covert activities to overthrow the Iraqi government. One such incident was the bombings of the U.S. Embassies in Kenya and Sudan". When asked about Machiavellian politics, (i.e. if one does not have a problem, then create one; so as to create a non-existent market), he replied that "the scenario of 'Osama Binladen' (the new 'wanted' terrorist of the West) just does not exist", and that "Binladen is a creation of the CIA". Mr. Alle stated that "earlier this year, nobody knew Binladen, and that to instigate hostilities in the region again, they needed a new man to blame - so Binladen was created". He agreed that diplomatic relations must remain open during crisis situations, referring back to the Iraq/Iran war... They tried to hide the fact that he took campaign contributions (bribes) from the Red Chinese (our enemy) and in return he gave them super computers, access to satellite communications, cryptographic information, etc, then he tried to cover it up ... if this was not wrong why did he try to hide it? Not only that, but he has tried to give the Red Chinese a base on US soil. What about the files (over 700) some FBI files, some IRS files that was in his possesion, one person in the Nixon administration went to jail for possesion of just one file, is Clinton above the law? Moreover Clinton has reduced the military to a skeleton force ... Is he setting us up for an attack/invasion by his Communist buddies in Red China? And, why did Clinton dishonor this country by renting out the Lincoln bedroom to people that donated to his campaign, this person (I wouldn't call him a man) abuses the office of the President every chance he gets. Melissa Buckheit Brandeis University TEXT: The government of Afghanistan is waging a war upon women.Since the Taliban took power in 1996, women have had to wear burqua and have been beaten and stoned in public for not having the proper attire, even if this means simply not having the mesh covering in front of their eyes. One woman was beaten to DEATH by an angry mob of fundamentalists for accidentally exposing her arm while she was driving. Another was stoned to death for trying to leave the country with a man that was not a relative. Women are not allowed to work or even go out in public without a male relative; professional women such as professors, translators, doctors, lawyers,artists and writers have been forced from their jobs and stuffed into their homes, so that depression is becoming so widespread that it has reached emergency levels. There is no way in such an extreme Islamic society to know the suicide rate with certainty, but relief workers are estimating that the suicide rate among women, who cannot find proper medication and treatment for severe depression and would rather take their lives than live in such conditions, has increased significantly. Homes where a woman is present must have their windows painted so that she can never be seen by outsiders. They must wear silent shoes so that they are never heard. Women live in fear of their lives for the slightest misbehavior. Because they cannot work, those without male relatives or husbands are either starving to death or begging on the street,even if they hold Ph.D.'s. There are almost no medical facilities available for women, and relief workers, in protest, have mostly left the country, taking medicine and psychologists and other things necessary to treat the sky-rocketing level of depression among women. At one of the rare hospitals for women, a reporter found still, nearly lifeless bodies lying motionless on top of beds, wrapped in their burqua, unwilling to speak, eat, or do anything, but slowly wasting away. Others have gone mad and were seen crouched in corners, perpetually rocking or crying, most of them in fear. One doctor is considering, when what little medication that is left finally runs out, leaving these women in front of the president's residence as a form of peaceful protest. It is at the point where the term 'human rights violations' has become an understatement. Husbands have the power of life and death over their women relatives, especially their wives, but an angry mob has just as much right to stone or beat a woman, often to death, for exposing an inch of flesh or offending them in the slightest way. Women enjoyed relative freedom, to work, dress generally as they wanted, and drive and appear in public alone until only 1996. The rapidity of this transition is the main reason for the depression and suicide; women who were once educators or doctors or simply used to basic human freedoms are now severely restricted and treated as sub-human in the name of right-wing fundamentalist Islam. It is not their tradition or 'culture', but is alien to them, and it is extreme even for those cultures where fundamentalism is the rule. Everyone has a right to a tolerable human existence, even if they are women in a Muslim country. If we can threaten military force in Kosovo in the name of human rights for the sake of ethnic Albanians, citizens of the world can certainly express peaceful outrage at the oppression, murder and injustice committed against women by the Taliban. -Caveat Lector- Russia: The honeymoon is over © 1999 WorldNetDaily.com For the first time in 11 years, U.S. fighter pilots were able to get an up close and personal glimpse of Russian air force bombers in the air last week. That's because, during a so-called "military exercise," Moscow had ordered four of their nuclear-capable long range bombers to probe U.S. and NATO defenses around Iceland and Norway -- just like they used to do on a regular basis during the Cold War. Russia ordered two Tu-95 prop-driven "Bears" and two sub-sonic, jet-powered Tu-160 "Blackjacks" to probe western defenses along the Icelandic and Norwegian coasts during a huge military exercise they had called, ironically, "West 99." Besides launching Norwegian fighters, western allied air commanders managed also to get four U.S. F-15s in the air to "escort" the Russian planes as they made their required "training runs." In this season of Independence Day, this latest incident ought to give pause to Americans who have been fast asleep during the Clinton years and have not noticed how much more at risk of attack our country is now than it was in 1992. That risk has not only been compounded by China's theft of our nuclear secrets, it has been worsened by Russia's continuing threats. Moscow's increasing belligerence towards the United States is one of the most underreported stories of the latter 1990s. Despite their assurances that they are now friends of the West -- after opposing the West and NATO for over 70 years -- the truth is Russia has remained a communist nation at heart. That they were anything else was bogus when it was first proclaimed, and it is bogus now. The only difference is now Moscow's flirtation with western democracy and western-style economic reforms is in its death throes. Several examples -- both recent and past -- should demonstrate this: Russia has been using western and U.S. IMF aid not to dismantle and deactivate their huge nuclear arsenal but to instead maintain and improve it. Since 1993 Moscow has spent billions developing and deploying new nuclear weapons systems, including the most recent deployment of the road-mobile Topol-M ICBM. Ten of these MIRV giants have been deployed, and Moscow has plans to deploy at least ten more per year over the next several years. Russia is currently engaging in building a huge underground "command and control" complex outside Moscow. Ostensibly, Russian officials have said that the bunker is needed to "maintain control" over the country in an emergency. Defense intelligence experts know better, however. Designed to hold some 35,000 people for months on end, there is a railway leading directly from Boris Yeltsin's Dacha to the facility. And as far as our side can tell, this bunker is being built to make sure the Russians have a command and control apparatus in the event of nuclear war. The question is: Why do they still worry about nuclear war if they're so chummy with us? Russia and China have signed increasingly mutually cooperative agreements which include, but are not limited to, defense. Russia is allowing China to purchase state-of-the-art warplanes, is going to let China build them under license, and has sold China top of the line warships and, some think, China's first aircraft carrier. This is a unique development, considering China and Russia were stationing scores of combat troops on each other's border just two or three years ago. Though quickly retracted last fall, it is believed that Russia now has a version of a stealth fighter. Whether that's true or not, it is known that Russia, with the help of Czechoslovakian designers, now have a radar system that is capable of locating our stealth fighters. Russia is still building state-of-the-art surface-to-air missile systems, has a new class of nuclear powered submarine under construction, is upgrading all of their most recent fighter planes, and plans to put more emphasis on readying Russian troops over the next several months. While it is true that any nation has the right to modernize and upgrade their military forces, it just doesn't make sense for Russia to do so, if we are to believe the mainstream press and the Clinton administration. For instance, the mainstream press is forever telling Americans how broke Russia is, how politically unstable the country is, and how endangered Boris Yeltsin is. And yet Moscow is, for all the world, acting exactly like a nation that feels strong and even threatened, even though nobody is visibly threatening her and even though the United States and other western countries are supposedly lending Moscow a helping hand. Keeping this in mind, it doesn't make sense for Russia to act belligerent. And yet, she is. Like the China scandal, perhaps the truth is Russia isn't the helpless, hapless and toothless superpower the Clinton administration would have us believe. After all, virtually

-Caveat Lector- From Boston Globe US arms, training aided Milosevic Nearly $1b in weapons shipped By David Abel, Globe Correspondent, 07/04/99 WASHINGTON - Following a pattern of supplying future foes with high-tech weapons, the United States furnished Yugoslavia with nearly $1 billion in arms during the past five decades, according to the Pentagon's Security Cooperation Agency. After Slobodan Milosevic came to power in 1987, the United States continued the flow of weapons, including fighter aircraft, tanks, and artillery. In all, $96 million in arms and training was provided for the Milosevic government before 1991, when war in the Balkans brought the program to a halt. The United States, which dominates the world's arms trade, sold or gave away more than $21 billion in weapons to 168 nations in 1997, the last year statistics were available, according to Demilitarization for Democracy, a group in Washington that advocates arms control. ''President Clinton justifies today's record arms exports to dictators as a way to gain influence and encourage reform,'' said Caleb Rossiter, director of Demilitarization for Democracy, saying that at least 52 recipients of US arms are nondemocratic nations. ''But the billion-dollar military investment in Yugoslavia's dictators was justified in the same way. Kosovar civilians suffered from this policy and US forces were placed at risk.'' US officials have long claimed the lucrative arms sales have a purpose beyond profit. During the Cold War, the prime justification was that by providing arms to countries such as Somalia or Iraq, both of which later used US weapons against American soldiers, the United States ensured their clients would be under US influence instead of that of the Soviet Union. Furthermore, officials argued that recipients of arms from America were more likely to promote US interests and contribute to regional stability. But since the fall of the Soviet Union, a significantly new justification for continued arms sales has emerged: maintaining the US military's industrial base in a decade of declining defense budgets. ''This is not a black-or-white issue,'' said Wade Boese, a senior research analyst at the Arms Control Association, a Washington think tank. ''Money is definitely a factor, and arms sales provide the United States with influence on the way militaries develop. But the key point is that weapons outlast the regimes they're intended to support.'' Examples abound of US arms sales to friendly governments turned unfriendly. In Iran, the United States had helped prop up an autocratic ally during the 1960s and 1970s with the latest F-14 fighters, Hawk missile batteries and modern destroyers. But when the shah's corrupt regime was toppled by Muslim fundamentalists led by Ayatollah Ruhollah Khomeini, the new regime usurped the modern weapons, instantly becoming a powerful enemy of the United States. Similar examples can be found in many countries, including Panama, Haiti, Liberia and Afghanistan. And in some cases, weapons supplied to countries still close to the United States have been used for purposes the US government later condemned. In Turkey, arms provided by the United States have been used to repress the country's Kurdish minority. The United States first began supplying Yugoslavia with arms in 1950, after the nation's leader, Josip Broz Tito, refused to join the Soviet-led Warsaw Pact. US military exports to Yugoslavia that decade included 15 F-84G Lockheed Thunderstreak fighters, 60 M-47 tanks and hundreds of artillery pieces and antiaircraft guns, valued then at more than $723 million. Military sales fell off in the next two decades but picked up again after Tito's death in 1980. In the 1960s and 1970s, the United States sold Yugoslavia a mine countermeasure ship and millions of dollars worth of sophisticated electronic equipment. In the 1980s, the US government and US companies sold the Balkan nation $193 million in air-to-surface missiles and air defense radar systems, some of which may have been fired at NATO planes during the 11-week air campaign that ended in June. ''It doesn't help to just slap on an embargo after you provide all these arms,'' said Anna Rich, a researcher at Washington's Federation of American Scientists' Arms Sales Monitoring Project. The best way to make sure this kind of thing doesn't happen again is by Congress passing a general code of conduct.'' A bill was introduced on the floor of the House last month that would prohibit arms sales to nondemocratic governments that fail to protect human rights, engage in armed aggression and do not fully participate in the UN Register of Conventional Arms.
