It all boils down to: Which conspiracy would one rather attribute the Protocols to? Is there a vast Judaic plot that's accurately reflected by the Protocols? Or is the more prosaic Imperial Russian Secret Police responsible? Is the existence of the French/Belgian document sufficient evidence to destroy the Jewish-plot theory, or was it planted by the Illuminati to distract truth-seekers? Is ANY evidence of alleged plotters credible, or could it ALL be manufactured? Is 'evidence' relevant, or will one believe whatever the hell one desires? ... My info on the origin, as stated above, is not certain by any means. I haven't held the supposed original book in my hands and even if I had, it wouldn't have done me much good since I don't read French. However, Ravenscroft seemed to be fairly believable and his story made sense. If it were true, then it would indicate a creation earlier than the Jewish conference which was held in the 1890s. That would tend to indicate that its creation was independent of any Jewish involvement. My point is, if one assumes that a sufficiently powerful conspiracy exists, then intellectual honesty demands that ALL evidence either supporting or refuting the existence of said conspiracy, is suspect. If one believes that Illuminati / Bilderbergers / Zionists exert vast control over finance, politics, communications, then they also control the information upon which we base our conclusions about their existence - all that information COULD have been tampered with, it's not admissible as evidence, toss it out. For instance, try this scenario: operatives of The Conspiracy have followed an agenda crafted untold centuries ago. In the 1870s they had the Monteqestue document published; in the 1890's they staged the purported Zionist conference and published the Protocols, based on the Monteqestue document; neither document reflects accurately ANY of The Conspiracy's actual agenda, but they give outsiders some- thing on which to waste their time, efforts, resources. All disinfo. All manufactured. All just grist for the mills. If The Conspiracy controls information, it controls what anyone thinks they know. I don't buy it. I prefer parsimonious explanations. The Protocols are a forgery. Grand Conspiracies are too complex, too baroque, to be valid explanations of observed phenomena. You present an all encompassing conspiracy as the controller of all media and then treat this straw man as unbelievable and thus assert all conspiracy theories as too complex. This strawman conspiracy theory may be too complex, but that does not prove that others are not true. Also, the Joley book never apparently claimed to be a description of any plan known to Joley, just a theoratical construct. It may have been constructed from observations of actions of elites of the time or a projection similar to that of "1984" or "Brave New World". That Joley was said to later have been imprisoned would seem to indicate that he was not working for the "conspiracy". However, that his book might be used by some uncreative Russian secret police operative seems like a reasonable theory. It would surprize me that they would have been able to come up with a creative and complex document such as the Protocals on their own. Or at least it should be admitted that they would probably have used something as a model. One of the problems of these types is that they really are not that creative. (AP) - A Marine helicopter crew chief has been sentenced to 30 days in confinement and issued a bad conduct discharge for refusing to take the anthrax vaccination required for all military personnel. Pvt. Eric Myers, 20, of Elbert, Colo., also was ordered to forfeit $400 in pay. ``I stood up for myself and my health,'' Myers said after Thursday's hearing. ``I think that's a right people have regardless if they are in the military.'' All 2.4 million active duty and reserve troops are required to get the anthrax vaccine as protection against biological warfare. The Pentagon says more than 40 people have reported adverse effects to the vaccine, but all have recovered. During the hearing, Myers took the unusual move and entered a conditional guilty plea, allowing his attorneys to appeal a pretrial decision by a military judge who rejected Myers' efforts to argue that the vaccine was unsafe. If Myers wins the appeal, he can withdraw his guilty plea and be granted a new trial. Myers' lawyer, Maj. Jeff Nagel, said the pretrial ruling last month gutted the defense. ``We had no defense,'' Nagel said. ``It became a case of explaining that it was a moral conviction (by Myers).'' The prosecutor called Myers' refusal insubordination. ``It's a matter of discipline,'' Capt. Breven Parsons. ``We don't get to pick and choose our orders.'' In a related case, the trial of Cpl. Apes - monkeys, same thing. Why is it that the people who support this
theory can necer explain why there are still "apes" as well as humans?
The theory doesn't purport to explain that. No one knows the answer to
that question. The theory is not perfect, and has never been presented as
being perfect. Furthermore, there is more and more evidence to suggest
that the "Big Bang" theory is NOT correct. This is science in action. A
"theory" is always being tested. So long as it best explains the observed
evidence, it remains viable. When it fails, it is discarded or reworked.
That is my point, evolution is only a theory, not fact, same as
creationism, so why not present both theories and let the student use his/her
mind and decide for themselves rather than be brainwashed by lack of
"scientific" evidence. Calling a theory "scientific evidence" is
disinformation ... it is not viable, it is not "observed evidence." How can
one observe evolution?
Evolution is taught because it is a viable theory, which best explains

The logic of the argument goes something like this; if 80% of all the Jews in tile world are not really Jews, then, firstly, these Jews have absolutely no claim, biblical or otherwise, to the Land of Israel. Secondly, these Jews are in no way the people of God, and thus, have no place in the promises or plans of God. Thirdly, if the vast majority of present-day Jews are not Jews (therefore, not Semitic) at all, then it cannot be considered "anti-Semitic" to oppose them. The Khazars were a confederation of Turkish tribes who established a major commercial empire in the second half of the 6th century. As a trading nation, they were faced with a dilemma; tile Christians would not trade freely with Muslim nations, and the Muslim nations would not trade freely with the Christian nations. The point of saying this is that in the absence of any interpretation via an oral tradition, it is difficult to understand what was meant. For example, the classic "eye for an eye" quote (Exodus 21:24 and Leviticus 24:17-22) which Christians interpret literally has no such interpretation in Judaism. No Jewish court has ever blinded or otherwise inflicted physical injury as revenge or retribution. The phrase is interpreted to mean what the perpetrator of a crime deserves, not what he should get. Another example is that despite the existence of capital punishment in the Hebrew Bible, Jewish courts rarely issued the death penalty as extremely strict conditions were imposed on who was considered valid witnesses and other requirements which were difficult to meet in practice. Jews may not steal from non-Jews. In the Tosefta Baba Kama (10:8) we are
taught: "It is more grievous to steal from a non-Jew than from a Jew
because of the desecration of G-d's name".
The passage at Baba Mezia 24a deals with a specific religious
commandment requiring Jews to collect lost items, such as stray animals,
care for them, declare them to be lost, and hold them until the loser
comes to identify and claim them. This rule is not universal; there are
times when the loser is deemed to have renounced his ownership of the
lost property and then the rule is 'finders-keepers'.
Jewish law requires Jews to be bound by the 'law of the land' in civil
and commercial matters. Where the law of the land requires the return of
lost objects, Jews are bound by that law as are all residents of that
land. However, in pagan cities the general rule was 'finders-keepers'
and the question discussed by this Talmudic passage is whether in towns
with a majority pagan population (where the general rule is
'finders-keepers') Jews are required to return lost objects to Jews, and
the answer is negative.
The statement made in Baba Mezia 24a is the following: "Come and listen
[these words introduce a statement which will be analyzed in detail] if
he finds a lost article in a place where the majority are Israelites, he
must announce [that he found a lost article and return it to its owner];
if the majority are Canaanites [and the general rule is
finders-keepers], he need not announce [that he found a lost article or
return it to its previous owner]".
This discussion is amplified in Baba Kama 113b where the discussion
concludes that even if there is no general religious obligation to
return lost objects to heathens in cases where 'finders-keepers' is the
law, nevertheless it is required in cases where failure to return lost
objects might lead to a profanation of G-d's name.
To end this discussion, note that the Meiri (about 700 years ago), a
famous Talmud commentator, wrote as follows in his comments on Baba Kama
113b:
"We find that it is forbidden to steal even from idol worshippers and
those who do not have any kind of legal system . but one is not
required to expend efforts to find and return their lost articles, and
in fact one who simply finds their lost articles is not required to
return them since return of lost articles is an act of
extraordinary kindness [in places where 'finders-keepers' is the rule]
and we are not required to show this extraordinary kindness to those who
live without laws, but in any event ... in the case of a lost article it
should be returned if there is any chance of desecration of G-d's name
by failing to do so but for all those who have any kind of legal

Basically, the anti-Semites have combed through to find derogatory
statements, and then claim that they must be "about" Jesus.
"Jesus" and "Mary" (Yeshua and Miriam) were extremely common Jewish
names. A few of these passages actually use those names (though none
uses both). Most use *neither* name.
Given how severely Jews were persecuted by Christians, it would be
surprising if absolutely no bitter statements were made about Jesus in
the Talmud. What is surprising is how few there are that even *might*
qualify as such. And the most likely candidates are simply assertions of
immorality on Mary's part - which is an unavoidable conclusion unless
you believe in the virgin birth.
So - essentially the only thing that probably remains out of all this is

of agada which describes Bilaam it is noted that he was once a prophet
but that after misusing his powers he became a mere soothsayer. The
Talmud quotes a common folk saying current at the time to describe such

certain Ben Stada who according to R. Eliezer brought knowledge of
witchcraft out of Egypt by making marks on his body. The other sages
dismissed Ben Stada as a fool. In some versions of the Talmud there is
statement to the effect that this person's mother (Miriam Magdala) was
not faithful to her husband. Some commentators specifically point out
for identification purposes that this person was executed in Lod and is
not
identifiable with anyone mentioned in Christian traditions. The Talmud
also notes that the name Miriam Magdala was a very common one.

There is a version which mentions Yeshu HaNotzri who was executed and
who had five students who were also executed. The description of this
Yeshu HaNotzri indicates that he was executed by stoning and that for
forty days before his execution announcements were made looking for
evidence in his favor. The Talmud also indicates that this Yeshu
HaNotzri was extremely friendly with the local Roman government. The
passage describes the way in which the followers of this Yeshu claim
that their names (Mathai, Natai, Netzer, Boni and Toda) give them
immunity from the death penalty and the way they were answered (by
passages from the bible connecting their names with death or execution).
As the description of the person involved does not fit the descriptions
given in Christian traditions it would appear that it is not referring
to the same person.

A comment on the page notes that in the versions of some scholars the blessing 'who made me an Israelite' is replaced by 'who did not make me a non-Jew' (in some versions this is reported as 'who did not make me an idol-worshipper') and it would appear that this is the original version formulated by the sages. The Talmud notes that the blessing 'who did not make me an ignorant person' should be replaced by 'who did not make me a slave'. These three blessings are recited in the morning after recitation of a number of blessings over the creation of the soul, the implanting of the soul in our bodies, and the granting of wisdom to mankind. These blessings acknowledge our creation as human beings and they are followed by the three blessings we are considering, a blessing for not having been created as Gentile, slave or woman. Both context and commentaries make it clear that the order of these three latter blessings is determined by the number of commandments that a person is required to perform. Gentiles are bound by the seven Noachide commandments, slaves (of Jews) and Jewish women by many more commandments and Jewish males by even more commandments. The term 'blessing' cannot be understood as a simple 'Thank you'. Jews are required to bless G-d both for the good and the bad. A special blessing is recited when one is informed of tragic news, for example, and each night Jews make a blessing over the fall of night which in ancient times (and perhaps today as well) was associated with fear and insecurity. In this case the blessings refer to our status as people obligated to carry out more commandments. The following commentary found in prayer books (Anaf Yosef quoting an earlier source ) explains why 'the sage s formulated these blessings in a negative manner and not as 'who made me a Jew', 'who made me a free man', 'who made me a man''. The commentary explains that the sages determined that in some sense it would have been better for man not to have been born into a body which inevitably is drawn after sin, but to remain in a pure spiritual state. By making a positive blessing 'who made me a Jew' one would indicate an improper sense of satisfaction about his state for "it is clear that it would be better for a man not to have been created at all, neither as a male, nor a female, neither as a Jew nor as a gentile nor as a free man [but rather it would be better if he had remained in his spiritual state]. However since [G-d] decreed [our creation] we must bless Him and praise Him ... [in accordance with the ability He has given us to perform His commandments]." Because Jews are holy they do not have sex during the day unless the house can be made dark. A Jewish scholar can have sex during the day if he uses his garment like a tent to make it dark. RESPONSE (1) This relates to the sanctification of marriage and the requirement to always be modest. Marital relations are considered an essential part of Jewish married life and the husband must do his utmost to provide for the needs of his wife. The requirement to do this in the dark ensures, apart from modesty, that the physical appearance of the husband or wife is unimportant and what matters is making the act itself holy and satisfying for both people in order to improve the marital bond. The leniency allowed for a scholar is because he is more likely to be aware of these requirements. In any case, this leniency only applies to scholars in extenuating circumstances. David S. WHO WAS "REVEREND" PRANAITIS AND WHAT DID HE DO?
The Reverend I.B. Pranaitis was a turn-of-the-century Russian
anti-Semite who was "Master of Theology and Professor of the Hebrew
Language at the Imperial Ecclesiastical Academy of the Roman Catholic
Church" in Old St.Petersburg, Russia. He also had a criminal record. In
1892, with the support of his Archbishop, he published an anti-Semitic
tract in Latin called "Christianus in Talmude Iudaeorum" or as it became
known in English, "The Talmud Unmasked, The Secret Rabbinical Teachings
Concerning Christians" which was translated into English by American
anti-Semites around 1939.
Pranaitis is revered by anti-Semites as a "Talmud Scholar". For example
at a hate-site on the Web,

"The Rev. Pranaitis was the greatest of the students of the Talmud. His
complete command of the Hebrew language qualified him to analyze the
Talmud as few men in history". (Interestingly, a vast majority of the

ignored for the moment.) The reality concerning this "scholar" is very
different as was even proven in an anti-Semitic court.
This occurred in the infamous "blood libel" case of Mendel Beiliss in
Russia in 1912 where Beiliss was accused of murdering a Christian child
to take his blood for alleged Jewish rituals and to put in Passover
Matzah (unleavened bread). (Incidentally, the first known "blood libel"
case occurred in Norwich, England in 1144.)
Pranaitis was called as a prosecution witness to testify to the
allegedly horrible things said about Christians in the Talmud. His
credibility, however, was quickly destroyed by the defence who asked him
a few basic questions which anyone with even the slightest knowledge of
the Talmud would be expected to know:

that completely destroyed his credibility were as follows:

("Hullin" means "ordinary produce" in Hebrew as opposed to "sanctified

A: I don't know.
("Yevamot" means "brothers in law in reference to Leverite marriage - a
certain type of marriage relating to the command to marry one's dead
brother's wife if he died without children".)
Q: When did Baba Bathra live and what was her activity?
A: I don't know.
(Baba Bathra was not a person but it is a Talmudic Tractate.)

This is an extract of "Scapegoat on Trial: The Story of Mendel Beiliss
The Autobiography of Mendel Beiliss" Shari Schwarz, editor. [Note the
variant spelling of Pranaitis.]
The star witness for the prosecution was the Catholic priest Pronaitis.
He was not a reputable Russian Orthodox priest; indeed, one could not be
found to do such "dirty work" at the bidding of the authorities. They
were lucky to have found someone like Pronaitis at all. He was
presumably well versed in both the Talmud and Kabbalah. In short, he
presented himself as a great Hebraist and was introduced to the court as
such. But when this "expert" began to speak, it was obvious to all that
he was nothing short of an ignoramus, his only talent being the ability
to talk a good game. However, since the authorities needed his
long-winded verbiage to carry some weight, they feigned to respect him
as a holy man of great stature.
He began his lecture by stating matter-of-factly that the Jews offered
human sacrifices and the Jewish religion commanded its adherents to
murder gentiles. He even "interpreted" a sentence from the Talmud that
supposedly said, "Murder the best of the gentiles." In

When Washington made this statement he was, according to *Maxims* speaking of speculators in the currency, not Jews. I did a teensy bit of research discovered that one of the great problems of our Revolution was that speculators cornered supplies of shoes, clothes vital supplies sold them at huge profits, while privateers would slip out of port trade in other nations making individuals rich to the detriment of the national treasury. In a letter to John Augustine Washington (10/26/1778) Washington wrote: "I would to God that one of the most atrocious of each State was hung in gibbets upon a gallows five times as high as the one prepared for Haman." (Haman~In the Old Testament, a Persian minister who was hanged for plotting the destruction of the Jews.) As to what Washington really felt about the Jews, I have found no negative statements--although I _did_ find addresses to Jewish congregations congratulating them on the freedom from persecution that America offered them! As a matter of fact, Jews played a great part in our Revolution. They took part in our rebellion from the very first: 9 Jews signed the Non-Importation Resolutions of 1765 (on display in Philadelphia at Carpenter's Hall). One, Haym Salomon, was a rich man who unstintingly gave money to help our leaders when in need (including Jefferson Madison and other members of congress) refused to be paid back in addition gave many thousands of dollars to the Treaury the army. The Forgotten War: Anglo-American Bombing of Iraq Is Every Bit As Illegal As NATO's Attack on Yugoslavia PHOENIX, Aug. 14 - While the world's attention was focused on NATO's bombing of Serbia, another illegal Anglo-American aggression has been going on in the Middle East - the forgotten air war against Iraq. Over the past eight months, American and British pilots have fired more than 1,100 missiles against 359 targets in Iraq. And what was the western public's reaction to this outrage? "What war?" The American masses, numbed down by TV and movie violence, and dumbed down by Washington's and London's "lie and deny" propaganda, simply shrugged, even though the Anglo-American aggression against Iraq is every bit as illegal, and thus repugnant, as was the U.S. and British-led NATO attack on Yugoslavia. The preceding air strike totals are more than triple the targets attacked in four furious days of strikes last December, an assault that provoked an international outrage, according to the New York Times (also see "Klinton's Amerika: Israel's Tomahawk," the TiM GW Bulletin 98/12-7, filed on Dec. 21, 1998 from Western Australia). And they mean that the U.S. and British pilots have flown about two-thirds as many missions over Iraq as the NATO pilots flew over Yugoslavia in 79 days of the around-the-clock war in the Balkans. But since the Iraq air strikes were spread out over a protracted period of time (eight months), the NWO establishment and its lapdog media have succeeded in making even war, death and destruction appear banal - by relegating it to the inside pages of newspapers, if at all. Here's, for example, an excerpt from a news story filed by the Associated Press from Ankara on Aug. 13: "U.S. warplanes bombed Iraqi defense sites in the northern no-fly zone near Mosul, about 250 miles north of Baghdad, said a statement from the U.S. European Command in Germany. The bombing was (allegedly) triggered by Iraqis, who fired surface-to-air missiles and anti-aircraft artillery at U.S. warplanes, the U.S. military sources said on Aug. 13. Iraqi forces have repeatedly challenged allied planes in the zone since Dec. 28. Baghdad says the zones violate its sovereignty and international law." The AP story, of course, was merely a regurgitation of a press release issued by the U.S. military. Which is why inserted above the word "allegedly" in brackets. "The Pentagon says the air strikes are merely defensive responses to the provocations, meant to protect the pilots," the New York Times said on Aug. 13). "But the targets American and British pilots strike are often not the ones that directly threaten them, especially since Iraq has placed many of its weapons in places the Pentagon says is meant to put Iraqi civilians at risk." --- TiM Ed.: Notice the Times' qualification: "The Pentagon says" this; the "the Pentagon says" that another tell-tale sign of a lapdog media, even when trying to bring out some morsels of truth. Besides, the Times may we have forgotten how "credible" the Pentagon and NATO sources are. They also said, for example, that they had destroyed about 40% (i.e., 120) of the 300 Yugoslav Army's main battle tanks in Kosovo. After the war, however, a British Ministry of Defense inquiry discovered that the actual number was closer to seven! Alfred Flores, 49, president of New Technologies Concepts Inc. in Las Vegas, was arrested Thursday. The false claims sent the price of stock in New Technologies' parent company, Uniprime Capital Acceptance Inc., to soar from $1 a share to nearly $8 a share, prosecutors said. The complaint, filed under seal Monday and unsealed Thursday, alleged that New Technologies issued three news releases on Uniprime's Web site describing "Plasma Plus." On June 16, the company said Flores had "conducted tests on patients in Madrid which have shown complete reversal from the immune system of the HIV infection, with no reintroduction of the virus after a period of almost 18 months." A July 19 news release said "Plasma Plus" had proven 100 percent successful in eliminating the presence of HIV in patients, the complaint said. There was no answer Friday at a telephone listed in Flores' name. There was no phone listing for his company. A telephone message left at the parent company, Uniprime Capital Acceptance, was not immediately returned. If convicted, Flores could face a maximum of 10 years in prison and a fine of $1 million. -Caveat Lector- Saturday August 14 1:11 AM ET Pentagon Clarifying Gay Policy Full Coverage Gay and Lesbian News By TOM RAUM Associated Press Writer WASHINGTON (AP) - The Pentagon is seeking to bolster its ``don't ask, don't tell'' policy on gays in the military by requiring all troops to undergo periodic anti-harassment training and assigning investigations of homosexual activity to more senior leaders. Announcing the adjustments Friday, Defense Secretary William Cohen said the aim was to ensure that the practices and protections under the 5-year-old policy are ``clearly understood and fairly enforced'' throughout the ranks. Measured praise for the changes came from Michelle Benecke, co-director of the Servicemembers Legal Defense Network, the leading advocacy group involving gays in the military. ``The real issue is whether leaders will be committed at every level to stop anti-gay harassment,'' said Benecke, a former Army officer. She said the updated guidelines say nothing about limits on investigations or how commanders in the field should proceed. The new guidelines come just weeks after the bludgeoning death of a soldier in his barracks at Fort Campbell, Ky., renewed focus on gay harassment. Pfc. Barry L. Winchell, 21, had been rumored to be gay, although neither the Army nor his family would comment on his sexuality. ``Don't ask, don't tell'' allows gays to serve in the military as long as their sexual orientation is not revealed. It took effect in February 1994 after Congress balked at President Clinton's efforts to end the military's ban on homosexuals. Gay rights and civil rights groups say hostilities have risen since its adoption, and that soldiers who complain about being harassed are often subjected to questions about their sexuality. White House spokesman Barry Toiv said the policy has worked overall, but ``improvements were needed'' in some areas and the new guidelines ``are intended to address those issues.'' The updated guidelines continue a prohibition against inquiries into a service member's sexual orientation, while allowing discharge for homosexual conduct or for a ``propensity'' to engage in homosexual conduct. A service member's statement that he or she is gay is considered evidence of that propensity. Under the policy, the military isn't supposed to investigate sexual orientation unless ``credible information'' surfaces about a person's homosexuality. The guidelines also prohibit investigators from soliciting information on sexual orientation from those who report they have been harassed or threatened. ``Service members should be able to report crimes and harassment free from fear of harm, reprisal or inappropriate or inadequate governmental response,'' Rudy de Leon, undersecretary of defense for personnel and readiness, said Friday in a memo to military leaders. A new provision requires that the anti-harassment guidelines be ``made part of training programs for law enforcement personnel, commanders and supervisors.'' And the guidelines are to be ``incorporated into the required training that members of the armed forces receive upon entry into the armed forces and periodically thereafter,'' said a Pentagon statement. Another change requires that investigations be conducted at higher levels in the military justice system, with input from ``senior legal officers.'' That is a response to criticism that entry-level investigators or those lacking proper training had conducted many of the investigations. In addition, any ``substantial investigation'' into whether a service member ``made a statement regarding his or her homosexuality for the purpose of seeking separation'' must be approved by the secretary of the relevant service. Last year, 1,145 people were discharged from the armed forces for homosexuality, up from 997 in 1997, the Pentagon said. -Caveat Lector- CODDLING CRIMINALS: Do Bill Clinton, Hillary Clinton, and Janet Reno have a secret fondness for criminals? Given several recent events, that possibility has to be considered. It is no longer news that, every time some crazy goes on a rampage with a gun, Bill Clinton and Janet Reno (Hillary also joined the gun control chorus this time) will get on their soapboxes and decry "gun violence" -- which, we are supposed to believe, is worse than "non-gun violence" which also kills and maims -- and push for more and stronger, yet "reasonable", gun laws. As opposed to more and stronger unreasonable gun laws, presumably. But "reasonable", like beauty, is in the eye of the beholder. If you lived in Atlanta when the news broke that the stock trader had killed a number of people and was still at large; or if you lived in Los Angeles this week and learned that someone had shot up a Jewish Community Center and was still at large, you might not consider it "reasonable" that you, as a law abiding citizen who obeys all of the leftist gun control laws, had no means to defend yourself or your family if those violent criminals showed up at your doorstep. Thanks to the Clinton-Reno-democrat troika, you are unarmed. But the criminal was armed. Because, by definition, criminals do not obey the law. You gun control extremists in Atlanta and Los Angeles, be honest. Admit it: Wouldnt you have felt just a little bit safer if you had a loaded handgun in your nightstand drawer instead of that copy of the Brady Bill? According to media reports, the shooter in Los Angeles had a prior criminal conviction for assault, spent time in a mental institution, and admitted to harboring violent urges. Yet he had guns. And among those guns, according to the London Telegraph, was one Uzi submachine gun, an assault weapon which, thanks to Bill Clinton and the democrats in Congress, was supposed to be banned (actually, despite the hoopla from the Clintonoids and the propaganda from the media, a person with a criminal record and mental problems could not legally buy such a weapon since 1934). California has some of the toughest state gun control laws in the country, and no doubt over the next few days and weeks we will hear about all the other state and federal gun control laws which were violated and proven totally ineffective. Yet there stood Bill, Hillary, and Janet, demanding more laws, including a national registry of all handguns, even while admitting that no laws, and certainly not those laws now before the Congress, would have stopped the carnage which was the alleged basis for demanding those laws. No matter. More laws on the books, thats what is needed. Useless? Of course. But more laws cant do any harm, can they? Well, actually, they can. And do. Whenever one of these shooting incidents occurs, there is much talk of cultural influences, the loss of values and personal responsibility, the victimology culture, the violent and pandering media, and in keeping with our increasingly therapeutic culture, other so-called root cause explanations. And the usual political panderers blame the "widespread availability of guns". Never is that claim examined, it is simply taken on faith that guns are easier to obtain than ever. The reality, however, thanks to the proliferation of gun control laws, is that it has never been harder in the history of this country to legally obtain a firearm. Contrary to the media and gun-banner hype, school shootings, kids bringing guns to schools, and violence in general is going down. But high profile shooting sprees are increasing. There is one undeniable fact that is rarely mentioned: As gun control laws have increased, so have these high profile shooting rampages. Dare we consider the possibility that these shootings are increasing precisely because of the growing proliferation of gun control laws? Could it be that the mass shooters are getting bolder precisely because they know that their intended victims are increasingly less likely to be able to defend themselves? The dirty little secret of the gun control debate is that criminals, even more than leftist politicians, love gun control laws. To the extent that criminals vote, they probably vote in overwhelming numbers for democrats and gun control advocates. Because with each new restriction on gun ownership, fewer of their victims will be able to shoot back. And there is nothing that a criminal fears more even more than being arrested for his crime and facing a revolving-door justice system -- than a potential victim who can shoot back. For the most part, criminals arent fools. They can estimate the costs and risks of their criminal activities. And when they face the potential of being shot by their intended victims, the cost and risk of their criminality goes up drastically. This is why there is a drop in violent crime in every jurisdiction that allows its citizens to carry concealed weapons. Criminals prey on the

Alfred Flores, 49, president of New Technologies Concepts Inc. in Las Vegas, was arrested Thursday. The false claims sent the price of stock in New Technologies' parent company, Uniprime Capital Acceptance Inc., to soar from $1 a share to nearly $8 a share, prosecutors said. The complaint, filed under seal Monday and unsealed Thursday, alleged that New Technologies issued three news releases on Uniprime's Web site describing "Plasma Plus." On June 16, the company said Flores had "conducted tests on patients in Madrid which have shown complete reversal from the immune system of the HIV infection, with no reintroduction of the virus after a period of almost 18 months." A July 19 news release said "Plasma Plus" had proven 100 percent successful in eliminating the presence of HIV in patients, the complaint said. There was no answer Friday at a telephone listed in Flores' name. There was no phone listing for his company. A telephone message left at the parent company, Uniprime Capital Acceptance, was not immediately returned. If convicted, Flores could face a maximum of 10 years in prison and a fine of $1 million. One growing trend in America is neo-Confederate culture, which encompasses history, literature, museums, reenactments, monuments, battlefields, and organizations dedicated to the principles and founders of the Confedrate States of America. Neo-Confederacy intersects with white supremacy, the Christian Right, the Populist Party, and the states' rights movement. To an increasingly diverse set of Americans, neo-Confederate culture supplies a regionally-and historically-grounded message of right-wing righteousness and urgency. Neo-Confederate culture presents two faces to the world: one of heritage and another of hate. Heritage bespeaks the mythical past of the antebellum South and its valiant defenders, but this gentility often adjoins angry right-wing extremism. There are many history buffs, collectors, genealogists, and fans of Ken Burns PBS Civil War series whose interest in the Confederacy is casual and innocuous. But there is also a hard core of politically-motivated, right wing neo-Confederates from the North as well as the South. According to Al Benson, Jr., of Arlington Heights, IL.,"There are a lot more of us Northern Confederates out there than most people realize. We are the worst nightmare of the politically correct--people that grew up under their brain washing (sic) in their public schools, and still, by God's grace, rejected their abolitionist propaganda!" Benson, who edits the CHRISTIAN EDUCATOR, a home-schooling newspaper, also belongs to a secessionist group called the Confederate States of America and circulates a crudely-reproduced pamphlet called "the Communist Revision of Reconstruction (Paving the Way for Civil Rights." There is nothing new about passion for Civil War history or even its use to justify defiance and rage. By the 1890's, many organizations, holidays, and memorials had been established in honor of the Confedracy. The 1915 film BIRTH OF A NATION electrified Americans with a myth of white goodness (the Ku Klux Klan) against black evil and ushered in an era of unprecedented Klan activity. What is new about the neo-Confederates of hate is their urgent appropriation of Confederate culture for new political attacks on immigration, welfare, gays and the federal government. The first and most strident neo-Confederate publication was SOUTHERN PARTISAN, first published in 1980; several others, notably THE SOUTHERN RE-ENACTING VETERAN and CITIZENS INFORMER, have appeared more recently (1992 and 1993, respectively). Neo-Confederates generate numerous conferences, newsletters, reenactments, and journals, all drawing paralllels between the supposed raw deals of the past (ie Northern agression) and current debates over equal opportunity federal bureaucracy, immigration, foreign policy, and Black History Month. Neo-Confederate culture comes from the myths and traditions of the Lost Cause that emerged after the Civil War. The term goes back to Edward Pollard's 1866 history of the Confederacy called THE LOST CAUSE, which refers to the war as " the most gigantic struggle in the world's history." Pollard hoped for a "new political conflict, in which the South will stand stronger," this cause, he wrote, "is the supremacy of the white race." Lost Cause tradition teaches that bad things happen to good people, but also that the South shall rise again. Several myths, dating back at least tot he 1880's sustain the Rebel cause. Robert E. Lee is the central hero, a "Christian knight" who leads the battle. Jefferson Davis, imprisoned after the war, is the tragic martyr: "Davis sat in the silence of his prison cell 'at midnight alone with his open Bible before him'...His suffering had a redemptive quality for the Southern people." Stonewall Jackson was "like a stern Old Testament warrior," and the executed private Sam Davis was a Christ figure. The Lost Cause recalled the Edenic harmony of antebellum plantation life, and the yankees' wanton torching and plunder of the South. According to historian E. Eckert, "The antebellum South became more than fact; it was transformed into legend and remembered as a Garden of Eden, a noble culture, a benevolent way that had been struck down by Yankee materialism and overwhelming numbers." Losing the war plunged white Southerners into grief, and Lost Cause mythology provided consolation. For neo-Confederates, the Lost Cause is concentrated and stuck in one stage of the grieving process: anger. Debates over Confederate symbols like the Rebel battle flag are the most visible side of neo-Con culture. Alabama, Georgia, South Carolina, and Mississippi have all struggled over the issue. One year later, they aren't getting yelled at any more. But they don't have a union either. By a vote of 45 to 26, employees at the McDonald's franchise in Squamish, a bustling fast food stop on the road between Vancouver and the internationally famous Whistler ski resort, decided last month to leave the Canadian Auto Workers' union. The vote, taken before a first contract could be negotiated, ended the most ambitious effort yet by a union in North America to gain a toehold at one of the world's largest employers. The failure says a lot about the immense difficulty the labour movement faces in organising the growing number of service sector workers, and about the increasingly sophisticated tactics companies are using to keep the unions out. If McDonald's is to succumb to organised labour anywhere on the continent, it would most likely be in British Columbia, which has a social democratic government and laws that are friendly to union organising. The Canadian Auto Workers, Canada's largest private-sector union, has ambitiously targeted low-paid service workers and scored some significant successes, including several outlets of Starbucks, the coffee chain, and Kentucky Fried Chicken, the fast-food empire. But the union admits that McDonald's was a more ambitious target. "This was not about the CAW setting out to organise McDonald's," says Denise Kellahan, president of the union local. "We were responding to a call for help from the employees. We told them it was going to be tough." From the day the union was certified last August, the clock started ticking. Under the labour laws, the union has a 10-month grace period after the initial certification. After that, employees who are not happy with the union can request a decertification vote. Ms Kellahan claims: "From day one McDonald's used every legal manoeuvre they could think of to stall negotiations." The franchise went before the Labour Relations Board, the quasi-governmental body that adjudicates union disputes, with a variety of challenges to the certification. The company argued that, because many of the workers were under the legal voting age of 18, they needed parental consent to join the union. That was rejected. After a strike vote last December, McDonald's went to the board charging that the employees had been misled by the union during the vote. When that was turned down, the decision was appealed against. Despite the delays, a board-appointed mediator recommended a settlement providing for a modest 10 to 15 cent an hour raise on wages that are at or near the provincial minimum of C$7.15 (US$4.76), as well as basic seniority rights and grievance procedures. McDonald's rejected the contract, saying it would be too costly. Before an arbitrator could rule, however, the 10-month period expired. The legal costs of the protracted defence have not been disclosed, but it was "well into six figures", said one board insider. The owner of the McDonald's franchise, Paul Savage, did not return calls, and his lawyer refused to comment. It is clear, however, that the union had tenuous support to begin with. Many workers felt that in exchange for a small raise, they were going to be saddled with seniority rules that would hurt younger part-time workers and they would have to pay union dues from their salaries. Also complicating the union's cause was the extraordinarily high turnover at the franchise, typical of many fast-food outlets that rely mostly on high-school or college students. McDonald's approach, however, appears to have been direct: the franchise simply started treating its employees better. Ms Lowinger, one of the original organisers, says the workplace has become entirely different since the union drive. Several new managers were hired, nobody is yelled at any more and various safety concerns have been resolved. McDonald's is certainly not the first employer to sweeten confrontation with co-optation. After a dozen Starbucks outlets were organised in British Columbia and a first contract negotiated, the Seattle-based company promptly gave the same wage increases and benefits to all its employees in the province. None has since opted for the union. But Ms Lowinger, who is leaving McDonald's to go to college, wonders how long the new spirit will last. "The new employees see what it is now, what the union has made it, which is a good workplace," she says. "All we can do is hope it stays that way." end ___ Get

The new International Public Information group, or IPI, will coordinate the dissemination of news from the State Department, Pentagon and other U.S. agencies. "What this is intended to do is organize the instruments of the federal government to be able to support the public diplomacy, military engagements and economic initiatives that we have overseas," said David Leavy, spokesman for the White House's National Security Council. In the recent Kosovo war, the Pentagon, State Department and White House poured out information each day but no single agency tried to assemble it so that the United States spoke with a coordinated message overseas. In many respects, the new information group is a smaller, less-structured successor to the independent U.S. Information Agency, which the State Department will absorb in October. U.S. officials say the group came about partly in response to the spread of unflattering or erroneous information about the United States via electronic mail, the Internet, cellular telephones and other communications advances. A new office of undersecretary of state for public diplomacy will run the IPI. The current USIA director, Evelyn S. Lieberman, has been nominated for the job. President Clinton signed a directive April 30, in the thick of the Kosovo war, that set out plans for IPI, although the White House did not formally announce the group's existence or role. An unclassified mission statement obtained by the Associated Press described IPI's role: "Effective use of our nation's highly developed communications and information capabilities to address misinformation and incitement, mitigate inter-ethnic conflict, promote independent media organizations and the free flow of information, and support democratic participation will advance our interests and is a critical foreign policy objective," the document said. Joan Mower, director of Latin American and African programs for the Freedom Forum, said she worries the coordinated effort may filter information that should be broadly available to foreign reporters. "My feeling is that the more information is out there, the better," she said. The IPI will hold its first formal meeting this fall, said a government official involved in the process. Clinton's directive orders officials at the Pentagon, FBI, CIA and the departments of State, Commerce and Treasury to organize the group. Regular members will be senior diplomats and others in foreign policy or national security jobs in Washington, according to the official, who spoke on condition of anonymity. The rationale for IPI dates at least to the confusion and unfavorable media reports surrounding U.S. intervention in Haiti in 1994-1995, but the conflict over Kosovo is the best recent example of how the United States needs to fight a propaganda war in concert with military strikes, officials said. "President [Slobodan] Milosevic has an extensive propaganda machine," Leavy said. "We've worked very hard to try to counteract that propaganda machine, and make sure the people in Serbia and in Kosovo have access to their own news--that they can make their own independent judgments." Anti-American sentiment ran high during the 78-day air war, even among Yugoslavs who did not support the Yugoslav president. Many Europeans also were leery of the airstrikes, seen as a U.S. enterprise, and reluctant to use heavy firepower against a modern European capital. The air war that ended in June also produced one of the worst diplomatic and public relations disasters in recent memory when a U.S. plane mistakenly bombed the Chinese Embassy in Belgrade on May 7, killing three Chinese citizens. Outraged mobs rushed the American Embassy in Beijing, trapping then-Ambassador James Sasser inside for a time. Depleted uranium, which is 1.7 times as dense as lead, allows bullets and shells to pierce armour. NATO has said it was used by American "tankbuster" aircraft during the war in Kosovo. The UN is currently considering whether to send a team to the region to assess any impact. It has already sent experts to evaluate the environmental impact of the various Balkan conflicts, which have gone on for most of the 1990s. Depleted uranium is mildly radioactive, and NATO says the weaponry fall-out does not lead to health problems. But many others think the substance, which burns and sprays dust on impact, has a long-lasting health impact. They say that inhaling or ingesting the dust particles can cause cancer. The U.S Army's own Environmental Policy Institute has warned that depleted uranium poses chemical and radiological risks. Many veterans of the 1991 Gulf War have charged that the substance made them sick. Sporting baggy designer blue jeans, faded T-shirts and expensive sneakers, they stood in line for more than an hour, learning to salute. A few raised a left hand to their brow, a mistake that was immediately corrected by Maj. James O'Rourke, a 20-year military veteran who roamed the lines to inspect his new Junior Reserve Officer Training Corps cadets. "No, no, no, it's the other hand, it's the other hand," he barked. "You have to get it right!" However shaky the start, the Chicago Public Schools system is looking to these 120 young cadets, the entering freshman class at the new $24 million Chicago Military Academy in the old Bronzeville neighborhood, for answers to help turn around the system's ailing secondary schools. The concept for the nation's sole high school partnered with the Army-- which opens officially on Aug. 24-- evolved from a confluence of factors: a push to renovate the historic 8th Infantry Division Armory on the South Side, saving a structure that formerly housed one of the nation's sole black infantry units; a desire by the military to increase minority candidates for its military academies, such as West Point; and a push to inject a hefty dose of discipline in Chicago schools by rejuvenating the system's low-key ROTC programs. "The mayor is a big fan of this," said School Board President Gery Chico. "It's a school based on rules and conduct. This is a very good thing." The school's admission requirements are simple: Candidates must be elementary school graduates, have a letter of recommendation from a teacher or counselor, and sign a contract, along with a parent or guardian, stating that the cadet pledges to work hard. There is no requirement that graduates attend a military school or join the service. The school's goal is to enroll 90 percent of the cadets in four-year colleges and to have at least 70 percent receive full academic scholarships. Military officials hope many will want to attend military schools. Despite the physical rigors of a recent two-week "boot camp," designed to give the cadets a taste of military life, 14-year-old Ricardo Galvan said he understood this group has a great responsibility on its shoulders. Not only will their parents be watching during the next four years, Army brass will be closely monitoring the school as well, evaluating whether this new partnership with the Chicago Public Schools is producing leaders and college-bound graduates. "It makes me really nervous, but I'm committed and it's going to work for me," said Galvan, an average student who chose the military school over Kelly High School, located two blocks from his home. Like most of the cadets, Galvan learned of the school from a teacher in the weeks following a central office campaign to recruit faculty and students. "At the big schools, you can get pushed around and stuff," said Galvan, a soft-spoken and slender teen who weighs under 100 pounds. "This way, I know I have a good shot at getting into college, and there won't be other kids looking for trouble," he said. Galvan's mother, Yolanda, said she was reluctant when her son broached the idea of attending the military academy. She had visions of her son holding a gun--against his will--somewhere in a hostile land. "I'm glad they don't require him to attend the military. But if he wants to go, then that's his option," she said. "But he gets a good education first." Col. Charles E. Fleming, the school's principal, said that contrary to what many people may think, discipline has helped attract students--not push them away. After the 120 youths were accepted, a waiting list with at least that many candidates from around the city began to take shape. Fleming expects the school to grow to about 600 students after four years. "They want an environment that's conducive to learning, period," he said. "There shouldn't be time for problems because our expectations for each cadet are high. It's not unreasonable to expect our students to increase their reading and math skills by between 1 1/2 to 2 grade levels per year." About 45 percent of the incoming freshmen class is female. Misbehavior, such as breaking the law, skipping school or fighting can lead to expulsion from the academy, Fleming said. To keep cadets out of trouble, a demanding schedule was created. The daily regimen looks like this: Arrive in full military uniform no later than 7:10 a.m. for breakfast. Twenty minutes later, roll call and marching drills. From 8:30 a.m. to 3:16 p.m., classes in math, English and science for the college-bound. One of the seven 45-minute periods will be used for learning about military life and team building. By Bojan Toncic in Belgrade (Published on 6 August, 1999) The exhausted citizenry of Serbia, bent double by war, poverty and isolation and short of news they can trust, are swallowing, not bread, but stories from the 'other side'. But in traumatised post-conflict Serbia the 'other side' does not mean the NATO states. The effects of war appear to have awakened a massive interest in the world of the paranormal here. It is met by a range of new magazines, books and newspapers covering a world where alien creatures have control over Prime Minister Tony Blair and the US Army is deploying squads of witches in a war of magic against Serbia. Magazines like Zona Sumraka (The Twilight Zone), Dosije X (X Files), Cudo (Miracle), Trece Oko (The Third Eye), and Fenomeni (Phenomena) have sprung up in the last two months offering escape to Serbs desperate to find an escape from their grim surroundings. The magazines appear to be the descendants of publications that specialised in lonely hearts advice columns and romances. These progressed, via horoscopes and articles on how to match your wardrobe to your star sign, into a media twilight zone. Many articles try to find spiritual rationales for the troubles that have befallen Serbia in recent months. In a lengthy article for the monthly Cudo, analyst Milan Vidojevic explains how the clandestine "Order of the Fourth Reich" is creating a new world order on behalf of Lucifer. Tellingly, the Order is being opposed only by the Chinese and Serbian governments. Meanwhile, Dr Todor Jovanovic, tells Dosije X to beware the extra-terrestrials who have recently arrived on earth. They "radiate something diabolical, evil, poisonous..." They have a hold over the brains of Bill Clinton, Tony Blair, NATO's Javier Solana and other NATO leaders, he writes. "If one were to switch off the impulses radiated at the US president by the extra- terrestrials," Jovanovic says, "only a sax player would remain," while of his secretary of state, Madeleine Albright, only "an elderly lady without ambitions." Other stories seem to feed off the Serbian preoccupation with history and the traditional view that the country always has, and always will, stand up alone against a host of enemies. Just as the regime propaganda portrays NATO as a loser in the war with Serbia, so too the extra-terrestrials miscalculated when they struck against Serbia. The Belgrade state media presents the recent armed conflict with NATO as a defeat for the West. They say Serbia will be more than a match for Clinton and Blair. That's why, says Jovanovic, the alien invaders have "wisely concluded that Serbia is crucial". It was why they have planned to "break" Serbia. But watch out extra-terrestrials, the Serbs will prove more than a match. "One should ask whether they are aware what is in store for them," he warns. Para-psychologist Milorad Tomic claims that aliens have been plotting for 50 years to do down Serbia, signing a secret deal with former communist leader Josip Broz Tito. According to Spasoje Vlajic, writing in Cudo, the Yugoslav army has set up a special squad-the secretive para-psychology Unit 69 - to confront the black magic forces deployed by the US Army. Vlajic, who played a key role, he says, in setting up the unit for the Yugoslav general staff, warns his readers that "voodoo warriors and witches are already among US troops in Kosovo". Vlajic cites an American magazine called The Military Review, and says US warlocks and witches trained at a secret base in Texas for their mission in Kosovo--which is to draw out and defeat the Serbian anti-magic Unit 69. The commander of the American unit is one Mary Palmer, a member of the US Army military police, he adds authoritatively. Anyone who had not been in the occupation during that year would have reason to wonder how it was that these fellows did not know what was going on around them. What had happened to the pro-Roosevelt men in MG? Why didn't they speak up? Well, these questions cannot be answered in just a few lines. To understand what happened to the combat troops and the Roosevelt MG personnel, experiences of the Americans in Germany during the first eight months or so after the end of the war must be reviewed, how we were distracted from our basic tasks, how we became demoralized and how the Roosevelt -forces disintegrated and pratically[sic] disappeared. Ehrlich of the Prejudice Institute, takes the concept of ethnic violence and stretches it to cover any perceived insensitivity, thus inflating statistics and creating the impression of a runaway epidemic of bias and hate. The institute offered these two horrible examples from the Massachusetts Institute of Technology: (1) "At times professors would ask me to drop a course when I didn't think it was appropriate," and (2) When calling on black students in class, one professor asked embarrassingly easy questions. SYMBOLIC HATE CRIMES. Noncriminal incidents with doubtful connections to hate or bias. At Swarthmore College, an uproar occurred when a turd was discovered on a table in the Third World Center. Outraged critics didn't miss a beat when the offending turd turned out to be chocolate cake, arguing that the cake at least "had the symbolic effect of a hate crime." Associated Press Monday, August 2, 1999 PRISTINA, Yugoslavia, Aug. 1-Peacekeepers scrambled to keep a lid on simmering ethnic tensions today after a bomb damaged a Serbian Orthodox church under construction in Kosovo's capital. The early morning blast did little damage to the structure, but it further undermined the confidence of minority Serbs in the ability of Western peacekeepers to protect them from violence that they say is committed by ethnic Albanians. The bombing "was not a surprise, because for the last few days we have been telling every day the [peacekeeping] officers that this is going to be the next target," said the Rev Sava Janjic, a prominent Serbian Orthodox priest in Kosovo. "We very much wonder why it couldn't be prevented." No one was reported injured in the explosion, which was heard throughout the capital, setting off car alarms and sending a large cloud of smoke and dust into the air. British Capt. Tony Tesar said damage to the church, which had not yet opened, was minimal. He said six five-pound charges were found inside the structure, but not all of them had been detonated. He said the perpetrators used a timer. NATO issued a statement saying it "vigorously condemns this cowardly attack against a place of worship" and was carrying out an investigation. The bombing added to tensions already running high after Russian peacekeepers briefly detained the Kosovo Liberation Army's military commander, Agim Ceku. In response to the detention Saturday, ethnic Albanian rebel leader Hashim Thaqi warned that if such actions aren't stopped, "we will defend our honor." Russia defended the action of its peacekeepers and accused the rebel group of flouting the peace process. The statement called Thaqi's response "a crude provocation" and criticized what it termed "the impunity of the KLA, which is carrying out illegal violence against local Serbs." LTG Foley gave a lecture on "Consideration of Others," a program he apparently started as commandant of West Point and now is fostering within the Army (we were ordered to attend). I realize that he is a Medal of Honor recipient with a distinguished career, but I really wonder if this program is actually doing anything. During the QA session that followed his lecture I asked "as an executive in a multinational company in civilian life, I am always asked to justify programs based on ROI (return on investment). Do you (LTG Foley) have any hard numbers that this program is actually contributing to the Army in a positive way?" His answer was basically "no." He said he had anecdotal "feedback" that it is a good program, but I wonder if he really believes that any subordinate in his right mind would tell a LTG that his pet project wasn't working. Too much emphasis is placed on diversity (Asian week, African American week, Hispanic week, etc.). While I served with the Training Brigade at Ft. McClellan, we had a HHC commander who seemed to spend all his time preparing for Hispanic Appreciation Month, apparently in lieu of his normal responsibilities. The CO said he was "broke" but I don't think he was able to relieve him. Maybe the quota system described in your newsletter had something to do with it. It is certainly true that the emphasis on diversity detracts from unit cohesion. It is creating an Army where the only thing we have in common is our differences. Hackworth, 3 August 1999 American vets right across this nation are outraged at JFK Jr., his wife and sister-in-law receiving U.S. Naval burial services at sea. From what I've heard about JFK Jr.-- a guy who never used an accident of birth as an excuse to cut the line and always quietly did the right thing for those less fortunate -- he'd be the first to sound off that he did not deserve a burial with military honors. The Department of Veterans Affairs projects that 560,900 vets will die this year alone. Many of these heroes aren't getting either a timely or an appropriate burial. Yet JFK Jr., his wife and sister-in-law were interred in one day with military honors. "At Portsmouth, the waiting time to be buried at sea is six months," says a Navy Chief. "We have 128 dead sailors now waiting for their honors. I can't square how Kennedy, who never served, got special privileges. It's a national disgrace." Because of the heavy burial demands, there's a backlog of 500 sailors waiting to be buried at sea, and the waiting time for interment at major military cemeteries such as Arlington can be up to three weeks. Vets buried at smaller cemeteries don't have the waiting time, but most don't receive full military honors either. In many cases, all that a grateful nation provides is a one-man flag detail and a taped recording of "Taps." JFK Jr., meanwhile, got a U.S. warship, a naval band and three Navy chaplains. The cost for this special treatment was half a million bucks, picked up by the taxpayers. The military services that provide the burial details for our vets -- firing squads, chaplains and musicians from active and reserve units -- say they're over-stretched and don't have the money or resources to handle the work load. Retired Army Major R.M. Peterson says of the Kennedy burial, "My Father, Father-in-law and I gave 72 years of service to this country... the 'Cult of Personality' rules, and government serves the powerful, not those who have served their country." Congress must stop this abuse of power by the connected like Senator Edward Kennedy, who can pick up a phone and ask Secretary of Defense William Cohen to arrange for family members to be buried at sea, and snap, it's done. If Democrat Kennedy and Republican Cohen had listened to the advice of this country's warriors instead of their eager, can-do brass, they'd have understood the sacredness of a military burial and why they shouldn't be for sale. They'd have gotten the word that military burials are for those who've earned them, in most cases earned them the hard way by taking enormous risks and undergoing hardships that the likes of Kennedy and Cohen will never know. I'd hoped this kind of abuse had been put to rest when former Ambassador Larry Lawrence was disinterred from Arlington National Cemetery. After faking WWII service, he bought his way into those hollow grounds with megabuck political contributions. But out he went nonetheless. Not only was Cohen wrong, so was the Chief of Naval Operations Adm. Jay Johnson and every Naval officer in the chain of command, right down to the skipper of the U.S.S. Briscoe. Had any of these officers stood tall and said, "Burying three civilians aboard a naval ship with military honors is wrong," Kennedy, his bride and sister-in-law would more than likely have been buried at sea from a Kennedy yacht, which I suspect that JFK Jr. probably would have preferred. This type of going-along-to-get-along by the brass is not only bad for morale, it's the same sort of behavior that, if allowed to go unchecked, will continue to contaminate and destroy our officer corps. An unclassified mission statement obtained by the Associated Press described IPI's role: "Effective use of our nation's highly developed communications and information capabilities to address misinformation and incitement, mitigate inter-ethnic conflict, promote independent media organizations and the free flow of information, and support democratic participation will advance our interests and is a critical foreign policy objective," the document said. Joan Mower, director of Latin American and African programs for the Freedom Forum, said she worries the coordinated effort may filter information that should be broadly available to foreign reporters. "My feeling is that the more information is out there, the better," she said. The IPI will hold its first formal meeting this fall, said a government official involved in the process. Clinton's directive orders officials at the Pentagon, FBI, CIA and the departments of State, Commerce and Treasury to organize the group. Regular members will be senior diplomats and others in foreign policy or national security jobs in Washington, according to the official, who spoke on condition of anonymity. The rationale for IPI dates at least to the confusion and unfavorable media reports surrounding U.S. intervention in Haiti in 1994-1995, but the conflict over Kosovo is the best recent example of how the United States needs to fight a propaganda war in concert with military strikes, officials said. "President [Slobodan] Milosevic has an extensive propaganda machine," Leavy said. "We've worked very hard to try to counteract that propaganda machine, and make sure the people in Serbia and in Kosovo have access to their own news--that they can make their own independent judgments." Anti-American sentiment ran high during the 78-day air war, even among Yugoslavs who did not support the Yugoslav president. Many Europeans also were leery of the airstrikes, seen as a U.S. enterprise, and reluctant to use heavy firepower against a modern European capital. The air war that ended in June also produced one of the worst diplomatic and public relations disasters in recent memory when a U.S. plane mistakenly bombed the Chinese Embassy in Belgrade on May 7, killing three Chinese citizens. Outraged mobs rushed the American Embassy in Beijing, trapping then-Ambassador James Sasser inside for a time. Dr Michael Fitzpatrick and Bríd Hehir throw some light on the subject The Easter frost had scarcely melted away before public health minister Tessa Jowell presided over what has become an annual event - the launch of the summer skin cancer scare. This year's novelty is the 'Solar UV Index', which indicates the level of the sun's ultraviolet radiation and is to be included in weather forecast bulletins on television, radio and in newspapers. Jowell introduced 'some of the nation's favourite weather forecasters' - Siân Lloyd, Bill Giles, Francis Wilson - to promote the new index, which will enable people to 'work out their personal risk of sun damage'. Health promotion around the link between exposure to sunlight and skin cancer has been gathering momentum over the past decade. In 1995 the Health Education Authority (HEA) launched its 'Sun know-how' campaign, followed up in 1996 with the slogan 'Shift to the shade'. The Australian advice 'slip, slap, slop' - slip on a shirt, slap on a hat, slop on some suncream - has been widely adopted as part of the sun awareness crusade in Britain. Schools have been a particular target as children are advised to play in shaded areas, wear Legionnaire-style hats and long-sleeved shirts. 'Molewatch' teams patrol beaches in seaside resorts, urging holidaymakers to cover up their dangerously exposed skin. This year's promotion of the Solar UV Index is being spearheaded by the HEA, with posters, a new website, a video for schools and a factsheet, and supported by agencies such as the Imperial Cancer Research Fund and the Cancer Research Campaign (CRC). The idea is that people first classify their skin type (white, doesn't tan; white, tans easily; brown; black) and then calculate the duration of safe exposure according to the Solar UV Index announced in the weather forecast. According to Kate Law, CRC's head of clinical information, 'this is another great opportunity to educate and inform the public, on a daily basis, about how to practise safe sun'. It is ironic that the sun, long regarded as a source of health and vitality, is now depicted as a mortal danger to the unsuspecting British public. It is even more ironic that the beginning of this year's skin cancer campaign coincided with the first recorded case of vitamin D deficiency in a white infant resulting from the use of high potency sunscreen creams (British Medical Journal (BMJ), 22 May). Three years ago the same journal noted reports that the use of sunscreens might increase the risk of some types of skin cancer (29 June 1996). Leaving aside doubts about the efficacy or potential dangers of sunscreens, the relationship between sunlight and skin cancer is more complex - and more controversial - than would appear from the characteristically dogmatic pronouncements of the Health Education Authority and other agencies engaged in promoting the scare. Though public anxieties are focused on malignant melanoma - moles which turn cancerous - in fact these are a relatively rare type of skin cancer, and the one least related to sunlight. Around 90 percent of skin cancers in Britain are either basal-cell or squamous-cell carcinomas: both are highly correlated with sun exposure and are commonest around the head, neck and arms, where the skin is most likely to burn. They characteristically appear in late middle-aged or elderly men (particularly if they are fair-skinned, and have worked outdoors in tropical climates). Fortunately, these cancers tend to grow slowly and are fairly easily treated with surgery or radiotherapy. Malignant melanomas account for less than 10 percent of skin cancers, around 4000 cases a year in Britain (or about one case every 10 years for the average GP). These commonly arise in areas of the body not much exposed to the sun, such as the back of the legs, soles of the feet, scalp and buttocks. The incidence is similar in Japan, where there is little tradition of sunbathing. Some cases have a family history of melanoma, suggesting a genetic contribution. Malignant melanomas can appear at any age, but are most common in young adults. Though if diagnosed early and treated aggressively, most are curable, some cases are highly malignant and spread early to other parts of the body, resulting in a significant mortality rate (around 1500 deaths a year). Though it is commonly asserted that there is an 'epidemic' of skin cancer in general and malignant melanoma in particular, this is contentious. It is even more important for what it tells us of a larger, less documented history -the secret collaboration of government intelligence services and parallel police throughout the world, and their use of criminals, particularly from drug networks, for political countersubversion. Above all it is an important book for Americans to read, since the shadow of the CIA can be seen behind Christian David's political intrigues in countries like France and Uruguay. America's role in Christian David's strange career has never before, to my knowledge, been revealed in this country. And Henrik Kruger is able to expand the story into larger perspectives on the CIA, Watergate, and current U.S. counterinsurgency tactics. The heavy censorship of David's story in the United States, or what may be called the media resistance to it, is perhaps the clearest symptom of America's involvement. For example, it was surely newsworthy that in June 1973 Le Monde, France's most respected newspaper, charged that the break-up of the Ricord French drug network in Latin America (which had included David's arrest and extradition to the United States), was the result of a "close Mafia-police-Narcotics Bureau collaboration" in the U.S. The result of this collaboration, according to Le Monde, was to shatter Corsican influence in the worldwide narcotics traffic, and create a virtual monopoly for the U.S.-Italian Mafia connection (whose key figures were Santo Trafficante in America and Luciano Liggio in Europe).[1] Le Monde's charges, many details of which have since been corroborated, were passed over in silence by the U.S. press. This studied disinterest in the politics of narcotics (other than the propaganda, including flagrant lies, from official press releases) is a recurring, predictable phenomenon of our press; and it has visibly had a deleterious impact on U.S. politics. If the Washington Post and the New York Times, then supposed exposers of Watergate, had picked up on stories like the one in Le Monde, then the history of Watergate might have been altered. For the history of Nixon's involvement in Watergate is intertwined with that of his personal involvement in drug enforcement. Nixon's public declaration in June 1971 of his war on heroin promptly led to his assemblage of White House Plumbers, Cubans, and even "hit squads" with the avowed purpose of combatting the international narcotics traffic. (Among those with a White House narcotics mission, or cover, were Krogh, Liddy, Hunt, Caulfield, Sturgis, and Bernard Barker.)[2] Many writers have since suggested that Nixon's war on heroin was part of his "grand design" to develop a new drug superagency, under direct White House control, into "the strong investigative arm for domestic surveillance that President Nixon had long quested after."[3] Yet the establishment press failed to look critically at Nixon's war on heroin. Instead it blandly reported Nixon's decision in June 1971 to provide $100 million in aid to end opium production in Turkey, a country which (according to CIA estimates) produced only 3 to 8 percent of the illicit opium available throughout the world.[4] At the time perhaps 80 percent of the world's illicit opium was grown, much of it by CIA-supported tribesmen, in the "golden triangle" of Laos, Burma, and Thailand, while the Shah of Iran, who became one of Nixon's closest foreign allies, had just announced resumption of Iranian opium production of over 20,000 hectares (an area 50 percent greater than the total cultivation in Turkey). As the New Republic noted only one month later, Nixon's decision to shut down the supply of Turkish opium was "likely to do no more than drive the industry further east."[5] Another, and even more cynical view of Nixon's action is to see it as a direct attack on the French Corsican networks which relied almost exclusively on Turkey as their source of supply, and which, according to Le Monde, were being deliberately forced out of the international drug trade as the result of a "close Mafia-police-Narcotics Bureau collaboration." Irenee du Pont, "the most imposing and powerful member of the clan," according to biographer and historian Charles Higham, "was obsessed with Hitler's principles." "He keenly followed the career of the future Fuhrer in the 1920s, and on September 7, 1926, in a speech to the American Chemical Society, he advocated a race of supermen, to be achieved by injecting special drugs into them in boyhood to make their characters to order." Higham's book on this subject, "Trading with the Enemy: An Expose of the Nazi-American Money Plot 1933-1949," is highly recommended. Du Pont's anti-Semitism "matched that of Hitler" and, in 1933, the Du Ponts "began financing native fascist groups in America . . ." one of which Higham identifies as the American Liberty League: "a Nazi organization whipping up hatred of blacks and Jews," and the "love of Hitler. "Financed . . . to the tune of $500,000 the first year, the Liberty League had a lavish thirty-one-room office in New York, branches in twenty-six colleges, and fifteen subsidiary organizations nationwide that distributed fifty million copies of its Nazi pamphlets. . . . "The Du Ponts' fascistic behavior was seen in 1936, when Irenee du Pont used General Motors money to finance the notorious Black Legion. This terrorist organization had as its purpose the prevention of automobile workers from unionizing. The members wore hoods and black robes, with skulls and crossbones. They fire-bombed union meetings, murdered union organizers, often by beating them to death, and dedicated their lives to destroying Jews and communists. They linked to the Ku Klux Klan. . . . It was brought out that at least fifty people, many of them blacks, had been butchered by the Legion." (5) Du Pont support of Hitler extended into the very heart of the Nazi war machine as well, according to Higham, and several other researchers: "General Motors, under the control of the Du Pont family of Delaware, played a part in collaboration" with the Nazis. "Between 1932 and 1939, bosses of General Motors poured $30 million into I.G. Farben plants . . ." Further, Higham informs us that by "the mid-1930s, General Motors was committed to full-scale production of trucks, armored cars, and tanks in Nazi Germany." (6) Researchers Morton Mintz and Jerry S. Cohen, in their book, "Power Inc.," describe the Du Pont-GM-Nazi relationship in these terms: ". . . In 1929, [Du Pont-controlled] GM acquired the largest automobile company in Germany, Adam Opel, A.G. This predestined the subsidiary to become important to the Nazi war effort. In a heavily documented study presented to the Senate Subcommittee on Antitrust and Monopoly in February 1974, Bradford C. Snell, an assistant subcommittee counsel, wrote: "'GM's participation in Germany's preparation for war began in 1935. That year its Opel subsidiary cooperated with the Reich in locating a new heavy truck facility at Brandenburg, which military officials advised would be less vulnerable to enemy air attacks. During the succeeding years, GM supplied the Wehrmact with Opel "Blitz" trucks from the Brandenburg complex. For these and other contributions to [the Nazis] wartime preparations, GM's chief executive for overseas operations [James Mooney] was awarded the Order of the German Eagle (first class) by Adolf Hitler.'" Du Pont-GM Nazi collaboration, according to Snell, included the participation of Standard Oil of New Jersey [now Exxon] in one, very important arrangement. GM and Standard Oil of New Jersey formed a joint subsidiary with the giant Nazi chemical cartel, I.G. Farben, named Ethyl G.m.b.H. [now Ethyl, Inc.] which, according to Snell: "provided the mechanized German armies with synthetic tetraethyl fuel [leaded gas]. During 1936-39, at the urgent request of Nazi officials who realized that Germany's scarce petroleum reserves would not satisfy war demands, GM and Exxon joined with German chemical interests in the erection of the lead-tetraethyl plants. According to captured German records, these facilities contributed substantially to the German war effort: 'The fact that since the beginning of the war we could produce lead-tetraethyl is entirely due to the circumstances that, shortly before, the Americans [Du Pont, GM and Standard Oil] had presented us with the production plants complete with experimental knowledge. Without lead-tetraethyl the present method of warfare would be unthinkable.'" If he were a man of courage and decision, and if he "represented" a Rhode Island whose senators could flout its public opinion, not Aldrich but Allison would be the leader of the "merger." His skill at duplicity needs no other tribute than the fact that, despite an unbroken record of forty-three years of betrayal of the people to "the interests," especially the people of his own state, he has been a senator continuously for thirtythree years. How politically careless have we been, how short-memoried, how credulous of words and neglectful of deeds, how easily tricked by cunning appeals to prejudice! We have been struggling with the great thieves operating through railways and tariffs, and have not seen that it was the Senate that determined our national laws, superintended the distribution of our prosperity, and selected our national judges. We have been defeated because we have not realized that it was our Allisons and Aldriches and Lodges and Baileys in faraway Washington, in the Senate, who were making our struggles futile-were making, and are. Allison's public beginnings were in 1[863, when he, a poor Dubuque lawyer of thirtyfour, was sent to the House because about all the best young men of that then sparsely populated state were at the war. He found Congress, which the people thought absorbed in patriotic labor, really possessed by and busy for the great graft-seekers through war contracts and Union Pacific and other Western enterprises in vast land and franchise looting. Like him who journeyed from Dan to Beersheba, young Allison had fallen among thieves. But they did not despoil and despitefully use him; they made friends with him. Like latter-day Joe Bailey, he was poor; but, unlike Joe, he did not have to wait until he was a senator before he suddenly struck "pay-dirt" in quantity. To go into that part of his career in detail would be to retell the stupendous graft story of the Union Pacific Credit Mobilier, etc.; Allison was more or less active in and for all of those huge "loans" and land grabs which cost the people and netted "the interests" thousands of millions, besides licenses in perpetuity to extort rents and exorbitant freight rates, He was hand in glove with the chief "developers of the resources of the country"with John I. Blair, Morris K. Jesup, Jim Fisk, L. B. Crocker, Oakes Ames, and the rest. One typical instance: It came out in 1873 that our poor young patriot had been for some time owner of at least sixty thousand dollars of Dubuque and Sioux City stock; that he got it soon after his debut at Washington, along about 1867, when with his aid the road got the valuable favor of a Congressional act saving it from the just forfeiture of its charter (act of March 2, 1867). Before the Congressional (Wilson) investigation committee, compelled by the public scandal over the many vast and open robberies with Congressional aid, they asked Allison on February 1, 1873, what his interest was, and when and how he acquired it. Here is his reply: "I cannot state when I acquired it, nor can I state precisely what it was. My impression is that it was fifty or sixty thousand dollars originally that I subscribed to the construction company. I think it was sixty thousand dollars.'' And with this answer, so candid, so obviously truthful, the kindly committee let him off. But John I. Blair, the chief of the gang, testifying on February 7, 1873, shed a little light on where our poor young patriot and public servant got the trifle of "fifty or sixty thousand dollars" which made such a vague impression on his memory: "Q. Do you know who furnished the money for Mr. Allison? "A. No, sir, I do not. I am under the impression it was a gentleman from New York or Boston. I think it was a banker in New York." Additionally, JFK Jr. had strong support from the Orthodox Jewish faction in Israel, which was and is in fierce competition with the liberal Jewish faction, the latter being supported by President Bill and Co-President Hillary Clinton. Bill and Hillary were cashing in their I.O.U. by getting Prime Minister Barak, who was COINCIDENTALLY visiting the Clinton White House during the week that John F. Kennedy's plane had crashed (was it before or after; I don't know) ... by getting Barak and his faction of the Israeli spy agency, the Mossad, to create the accidental plane crash of the man who was a threat to the liberal faction in Israel. This liberal Israeli faction is and has been in a power struggle with the Orthodox Jewish faction who want no part of the Middle East Peace Plan. Kennedy was going to announce his candidacy for the U.S. Senate seat from the State of New York. Again, he had solid backing from the Wagner clan and the other power brokers who control the state Democratic party. These people were offended that Hillary, on the outs with them, would dare to seize upon the Senate seat that they owned. By Serge Halimi Few contries publish as many books and articles on media criticism as the United States. Logically, all of this good work has little to no effect on the shaping and publication of news. Any adequate criticism, which describes media indoctrination (overt or "innocent") as the natural by-product of a system of domination, cannot expect to find "mistakes" and should hardly insist on reform. What is too essential to be "repaired" is bound to remain unsalvageable within the existing system. It is. So, what is puzzling is something else. Why do media critics in the U.S. often seem so ignorant of, and indifferent to, what happens elsewhere in the world, especially when a comparative approach would add a lot to the effectiveness of their work? Like the following ideas: no, America is not so "exceptional"; yes, the personal ideas and antics of Dan Rather, Barbara Walters, Thomas Friedman, and Larry King matter very little in the end; elsewhere too, unexceptional exceptions abound, other "fast thinkers" can be trusted to speak for those who already own the world. But whereas we know about you, many of us, you don't about us. We know about the General Electrics and the Disneys who own your NBCs and ABCs. We know about your pundits, your great communicators, their former communications directors (George Stephanopoulos's latest book, for instance, is just about to be published into French). We know about Matt Drudge, Oprah and the Fall of the Wall (at the LA Times). What do you know about us ? How many Americans, even among media analysts, care in any way about the European reach and power of TF1 and Vivendi? When you describe for us the way in which Pete Williams, the Pentagon spokesman during the Gulf War, became, almost immediately after the war, the NBC correspondent at the Pentagon, we understand something about the connection between the military and a network whose parent company, General Electric, sells weapons to the Pentagon. We understand something about ownership, power, and propaganda. Likewise, for you, would it not be helpful to know that TF1, the largest television network in Europe, treats very generously the foreign leaders who decide big governement contracts on behalf of Bouygues, the huge building conglomerate which owns a large share of TF1. Like the late King Hassan II of Morocco who let Bouygues build the Casablanca mosque. Like Angola's Jonas Savimbi who was counted on to sign Bouygues for off-shore drilling platforms. Like the president of the Ivory Coast who granted Bouygues the water and electricity markets in his country. Would it not be helpful to American critics of the media to know that Vivendi, the largest employer in France, owns one of the biggest French television station, Canal Plus, and scores of magazines ; that its president, Jean-Marie Messier, was the governement official who, between 1986 and 1988, organized the privatization of the company he now directs ? More generally, how many Americans have any idea of how the war in Kosovo was covered in France, Nigeria, India? And, regarding pundits, do you imagine how stale the political, cultural, and economic discourse can be when a mere thirty commentators, who basically agree that we live in the best of worlds and who live in the same neighborhoods of Paris, pontificate on everything, trade favors and positions, "debate" one another, thus setting the perimeter of what the discussion should be about? Of course, you can imagine. After all, the United States has set the model for this not-so-subtle indoctrination cloaked in the lordly theories of democratic intercourse. Still, Americans rarely seem to even try to enrich their analyses with examples drawn from outside the United States. Just how many articles - not to mention books! - published between New York and Los Angeles address media issues through non-American cases and lenses ? George Bush Saturday said accusations that he had used cocaine when he was younger were ''unsubstantiated and ugly rumors'' but refused to say outright whether he had ever used the substance. Speaking in an interview on cable news station CNN the front-runner for the Republican presidential nomination said he would never answer the question which has begun to dog his almost perfect campaign in recent days. ``I understand that by refusing to play the Washington, D.C., game of gossip people may draw certain conclusions about me but ... it's time for some politician to stand up and say 'enough is enough of this,''' Bush said of the cocaine questions which have surfaced in almost all of his recent interviews. ``The game of trying to force me to prove a negative and to chase down unsubstantiated and ugly rumors has got to end.'' Asked whether he would ever answer the question, the Texas governor replied, ``It's not the only rumor. The minute you answer one question they float another rumor. I know how the game works, I saw it first hand and I ain't playing,'' he said adding that the political ``process ought to be cleaned up.'' Bush, the son of former President George Bush, declined on a number of occasions to speak about what he did when he was younger. His usual response was to say, ``When I was young and irresponsible, I behaved that way. I'm not going to inventory what I did.'' He has acknowledged heavy drinking but said he gave up alcohol many years ago. Bush has referred to the probing into the private lives of politicians as ``trash-mouth politics.'' Bush's silence on the subject became a campaign issue after the New York Daily News asked 12 presidential hopefuls if they had ever used cocaine. Bush was alone in not answering the question. Richard Lowry, editor of National Review, told the Washington Post earlier this week, ``Most people conclude if he can't answer no, there must be some problem.'' Bush's aides claim that to answer such questions would merely lend credence to unfounded rumors. President Clinton and Vice President Al Gore, the leading Democratic contender, have admitted trying marijuana. Clinton was elected as president despite telling voters he had tried the drug but ``not inhaled,'' but use of cocaine could have a more damaging affect on a candidate's poll ratings.
