Alex Constantine is the author of Psychic Dictatorship in the U.S.A. (Feral House, 1995), an exploration of electromagnetic mind control, cults formed by the CIA, collaboration with old guard Nazis, media disinformation and other outrageous acts of federal malfeasance. The Constantine Report originated on KAZU-FM as a regular feature on the Lighthouse Report. His contributions to the Lighthouse Report were first broadcast in 1989. He has written for Z Magazine, Hustler, Prevailing Winds, Coast Weekly and MindNet, among other publications. The following selection is from the upcoming Virtual Government: CIA Mind Control Operations in America, scheduled for release in the spring of 1997. Concrete evidence that electronic mind control was the true object of study at SRI was exposed by the Washington Post in 1977. When the Navy awarded a contract to the Institute, "the scientific assistant to the Secretary of the Navy, Dr. Sam Koslov, received a routine briefing on various research projects, including SRI's. As the briefer flashed his chart onto the screen and began to speak, Koslov stormily interrupted,"What the hell is that about?" Among the glowing words on the projected chart, the section describing SRI's work was labeled "ELF and Mind Control." ELF stands for extremely long frequency electromagnetic waves, from the very slow brain frequencies up to about 100 cycles per second. But the Mind Control label really upset Koslov. He ordered the SRI investigations for the Navy stopped, and canceled another $35,000 in Navy funds slated for more remote viewing work. Contrary to Koslov's attempt to kill the research, the Navy quietly continued to fork out $100,000 for a two-year project directed by a bionics specialist. The "remote viewing" team at SRI was, in fact, engaged in projecting words and images directly to the cranium. It is not a humanitarian pastime: the project was military and test subjects are often subjected to a lifetime of EM torture plied with the same thorough disregard for human rights as the radiation tests conducted at the height of the Cold War. To be sure, the treatment subjects have received at the hands of their own government would be considered atrocities if practiced in wartime. Mind control was also used in domestic covert operations designed to further the CIA's heady ambitions, and during the Vietnam War period SRI was a hive of covert political subterfuge. The Symbionese Liberation Army, like the People's Temple, was a creation of the CIA. The SLA had at its core a clique of black ex-convicts from Vacaville Prison. Donald DeFreeze, otherwise known as "Cinque," led the SLA. He was formerly an informant for the LAPD's Criminal Conspiracy Section and the director of Vacaville's Black Cultural Association (BCA), a covert mind control unit with funding from the CIA channeled through SRI. The Menlo Park behavior modification specialists experimented with psychoactive drugs administered to members of the BCA. Black prisoners were programmed to murder selected black leaders once on the outside. The CIA/SRI zombie killer hit list included Oakland school superintendent Dr. Marcus Foster, and Panthers Huey Newton and Bobby Seale, among others. DeFreeze stated that at Vacaville in 1971-72 he was the subject of a CIA mind control experiment. He described his incarceration on the prison's third floor, where he was corralled by CIA agents who drugged him and said he would become the leader of a radical movement and kidnap a wealthy person. After his escape from Vacaville (an exit door was left unlocked for him), that's exactly what he did. EM mind control machines were championed at SRI by Dr. Karl Pribram, director of the Neurophychology Research Laboratory: "I certainly could educate a child by putting an electrode in the lateral hypothalmus and then selecting the situations at which I stimulate it. In this was I can grossly change his behavior." Psychology Today touted Pribram as "The Magellan of Brain Science." He obtained his B.S. and M.D. degrees at the University of Chicago, and at SRI studied how the brain processes and stores sensory imagery. He is credited with discovering that mental imaging bears a close resemblance to hologram projection (the basis for transmitting images to the brains of test subjects under the misnomer "remote viewing"?). The SRI/SAIC psi experiments were supervised at Langley by John McMahon, second in command under William Casey, succeeding Bobby Ray Inman, the SAIC director. McMahon has, according to Philip Agee, the CIA whistle-blowing exile, an affinity for "technological exotics for CIA covert actions." Most prominent among numerous writings on the subject is "Japan Confronting Gruesome War Atrocity" penned by Nicholas D. Kristof and published inNew York Times on March 17, 1995. The article has given us a detailed account of the most shocking, heinous, cruel crime the civilized world has ever known: Japanese Unit 731 used human beings for vivisection in order to develop biological weapons. Equally unbelievable is that the United States has covered up the crime in exchange for the data on human experiments, an act utterly ignoring international laws and human justice. What a great irony to the lofty ideal of democracy and the so-called "American civilization" of the 20th century! The shock created by Kristof's article has been felt primarily in the U.S. and a few Western countries. However, as early as 1949, the Soviet Union held a week long trial at Khabarovsk of the Japanese war criminals for biological warfare. Among those tried, 12 people were associated with 731, including General Yamada Otozo, Commander-in-Chief of the Kuantung Army, Lt. Gen. Ryuiji Kajitsuka, Chief of the Medical Administration, and Lt. Gen. Takaatsu Takahashi, Chief of the Veterinary Division, both in the Kuantung Army; Maj. Gen. Kiyoshi Kawashima, longtime head of Unit 731's production department; Maj. Gen. Shunji Sato, head of Unit 731's Canton branch; and Lt. Col. Toshihide Nishi, Major Tomio Karasawa, Maj. Maso Onoue, Lt. Zensaku Hirazakura, Senior Sergeant Kazuo Mitomo, Corporal Norimitsu Kikuchi, and Private Yuji Kurushima, all of Unit 731. The entire proceedings of the trial were published under the title "The Trial of Former Servicemen of the Japanese Army Charged with Manufacturing and Employing Bacteriological Weapons" by Foreign Language Publishing House, Moscow, 1950. Since 1940, in Chinese theater, Ishii Shiro had led his Unit 731 to engage in biological warfare by attacking Ningpo, Chinhua, Chuchou of Chechiang province (during the Japanese-Soviet war at Nomonhan, Mongolia in the summer of 1939, Unit 731 was dispatched to the front to make bacterial assault). To retaliate the U.S. air raid of Tokyo led by Col. Doolittle in April 1942, from which over 60 U.S. airmen were rescued in Chechiang area, Japan launched a largescale mopping-up campaign, in which several hundred men from Unit 731 and its subsidiary Unit 1644 of Nanking took part. Early in November 1941, Unit 731 dispatched an airplane to spread bubonic plague at Changte, Hunan, which was verified by Dr. E. J. Bannon of American Presbyterian Church hospital at Changte. The event was well known to American and British intelligence agencies at Chungking and besides the Chinese government had fully informed the American and British government of it through its ambassadors Wellington Koo at London and Hu Shih at Washington. Chinese authorities had long learned that Japan used biological warfare against China and had repeatedly appealed to international communities for help. Before making their escape at the time of Japanese surrender, Japanese in Unit 731 set free scores of thousands of infected rats that caused widespread plague in 22 counties of Heilungchiang and Kirin provinces that took more than 20,000 Chinese lives. As the plague was well publicized in newspapers and periodicals, many Chinese became aware of Japan's employing biological warfare in China during the war. While the Korean was raging, North Korea and China accused the United States of using biological warfare that rekindled the public interest in probing Unit 73 1. Among thousands of Japanese prisoners of war (POW) repatriated from Siberia, some belonged to Unit 73 1. Together with those Japanese POWs then detained in China, they were tried in a special court at Shenyang (Mukden) in June 1956. Strikingly one of them was Ken Yuasa, the doctor mentioned in Kristof's article in the New York Times. The allegations on educating for the New World Order, first and foremost, are that the Federal Government is developing and establishing curriculum in violation of Federal law. The state governments have the right to establish curriculum, but not the Federal Government. Secondly, that testing and curriculum are connected to each other, and that both are coordinated and funded using Federal dollars (and that is what took four years to uncover) in such a way that the Federal Government would pick up on it. Thirdly, that the U.S. Department of Education is in collusion with the Carnegie organization -- primarily with the Carnegie Foundation for the Advancement of Teaching (There are others and they all trade money back and forth. But mainly, it's the Carnegie Foundation for the Advancement of Teaching); and that they are also in collusion with state education agencies, which they have revamped and restructured, so that they could help turn around the educational system in a completely different fashion, dedicating it to totally different ends, which we can talk about in just a moment. That brings me right into the fourth allegation: Privacy Act violations are rampant, particularly with regard to the computerization of testing and survey devices in conjunction with the use of social security numbers and other identifiers which permit data to be linked with the Federal and state computer systems. And, of course, that does lead to this dossier-building capability that we can also talk about in just a moment. The fifth allegation is that state and Federal education agencies are fraudulently passing off attitudinal, psychological and behavioral surveys, studies, tests and curricula as academics and substantive learning. In fact, Bob Gray of the Privacy Office up there in Washington said that our best case probably was fraud. He had the fraud hotline, as a matter of fact. And he said that it was one of the best cases of fraud he'd ever heard. The sixth allegation -- and this is from the professional literature associated with the testing and survey devices that we found via computer. Those learning programs -- when you get the administrative literature and the interpretive literature -- state plainly what the thrust of the materials are. But this information is kept from parents and the casual investigator. In other words, when they came out of the computer, if they were psychological therapy, it said so. But nothing like that is stamped on the material once the teacher has it in hand or when the parents get hold of it. The seventh allegation is that in the process of refining these attitudinal, psychological and behavioral strategies that are being used in the classroom, the Government, through its tax-supported labs and centers (which is where a lot of this stuff comes out of) is supporting a policy of irresponsible scientific experimentation. That is, the Government is subsidizing the practice of medicine without a license, in effect. Haitian Voudoun and the Matrix
William Gibson's Count Zero
It would seem that there are no two things more distinct
than the primal, mystic, organic world of Haitian Voudoun, and
the detached, cool, mechanical world of the high-tech future.
Yet William Gibson parlayed off the success of his first SF
'cyberpunk' blockbuster "Neuromancer" to write a more complex,
engaging novel in which these two worlds are rapidly colliding.
In his novel "Count Zero," we encounter teenage hacker
extraordinaire Bobby Newmark, who goes by the handle "Count
Zero." Bobby on one of his treks into cyberspace runs into
something unlike any other AI (artificial intelligence) he's ever
encountered - a strange woman, surrounded by wind and stars, who
saves him from 'flatlining.' He does not know what it was he
encountered on the net, or why it saved him from certain death.
Later we meet Angie Mitchell, the mysterious girl whose head
has been 'rewired' with a neural network which enables her to
'channel' entities from cyberspace without a 'deck' - in essence,
to be 'possessed'. Bobby eventually meets Beauvoir, a member of
a Voudoun/cyber sect, who tells him that in cyberspace the entity
he actually met was Erzulie, and that he is now a favorite of
Legba, the lord of communication... Beauvoir explains that
Voudoun is the perfect religion for this era, because it is
pragmatic - "It isn't about salvation or transcendence. What it's
about is getting things DONE." Eventually, we come to realize
that after the fracturing of the AI Wintermute, who tried to
unite the Matrix, the unified being split into several entities
which took on the character of the various Haitian _loa_, for
reasons that are never made clear.
Gibson apparently felt there was an instinctive linkage
between Haitian Voudoun and the urban hyperreality of his
fictional Sprawl. As a fan of jazz and other urban music, which
he knew to be heavily influenced by African rhythms, Gibson
instinctively found the religion for his new urban dystopia.
The essential struggle in the book is between Beauvoir's group
and the Yakuza, the Japanese gangster conglomerate. It is a
battle between two traditions - one of power, corruption, and
influence; the other of passion, magic, and sensuality. There are
many strange links between this African-descended religion and
the emerging high-tech future; Gibson was tapping into a
zeitgeist which I am here trying to illuminate. Though at first
seemingly unrelated, Voudoun provides us with one of the hidden
keys to the Matrix - the Ghost in the Machine.
Haiti is not so 'outside' the emerging "Third Wave" of
postindustrial civilization as many might think. There are groups
of Haitian "hackers" in the U.S., very similar to Beauvoir and
his friends as described by Gibson. Many of the key
microelectronic components making up the Matrix are assembled by
Haitian urban workers, employed by the various multinationals
which take advantage of its artificially lowered wages and the
willingness of the military regime to overcome the country's
traditional barriers to foreign investment and financial control.
Not so much a 'primitive' society, Haiti IS a land of stark
contrasts, combining "First Wave" rural peasants with "Third
Wave" scientists, working to integrate their nation into various
schemes of global communication and trade.
Legba, Lord of the Crossroads: Intersection and Danger
In an article in the 1988 Florida Journal of Anthropology
entitled "The Cognition of Intersections: An Analysis of Kalinga,
American, and Haitian Folk Models", Dr. Robert Lawless looks at
an interesting question in cognitive anthropology - how groups
from three societies (Kalinga tribesman from the North Luzon
Highlands of the Phillipines, middle-class American first-year
college students, and Haitian folk participants in the Voudoun
religion) map their perceived spatial reality. In particular,
Lawless was interested in the way they symbolically cognized and
mapped the intersection of paths. This arose from a rather
practical realization that his Kalinga informants were incapable
of giving him directions to nearby towns in a simple linear,
Western form. While I will not go into detail about his findings
from surveys of Americans or Kalingas, Lawless' insights into the
Haitian understanding of the crossroads are particularly useful
for my purposes.

Three different types of Khazar are described by Arab writers who apparently through trade and diplomacy had had direct contact with them. The Arab Geographer Istakhri (Koestler p.20) said: "The Khazars do not resemble the Turks. They are black-haired and of two kinds, one called the Kara [i.e. "Black"] - Khazars who are swarthy verging on deep black as if they were a kind of Hindu, and a white kind [Ak-Khazars], who are strikingly handsome". Note the above description says that both kinds of Khazars had black hair though regarding countenance, etc. one was white and the other very dark. There were other Khazars who were blond or red-heared: Al Maghribi said: "As to the Khazars, they are to the north of the inhabited earth towards the 7th clime, having over their heads the constellation of the plough. Their land is cold and wet, their eyes blue, their hair flowing and predominantly reddish, their bodies large and their natures cold. Their general aspect is wild". Al-Maghribi is here apparently speaking of another section of the Khazars who lived more to the north. These had "predominantly reddish" hair and blue eyes. It was remarked above that the Khazar White Ugrians were described by the Chinese as red-haired, pale-skinned, and green-eyed. The Alans who were closely associated with the Khazars were described by the Roman historian Ammianus Marcelinus as being blonde-haired like all the Scythians according to him. Ammianus includes the Agathysoi (Khazars) amongst the Alans. From the above it follows that different Khazar and Khazar-linked groups were of different types. The Khazars and Israel. One version of the letter of King Joseph quoted above said that the Khazars had a tradition that they were descended from the Tribe of Simeon. Eldad HaDani (ca.850 c.e.) wrote that they came from Simeon and Menasseh. The Cochin Scroll also says that the Khazars were descended from Simeon and Menasseh. The Khazars are identical with The Red Jews. The Lost Ten Tribes were called "Red Jews" and were described as all having Red Hair. Red Hair in the Middle Ages especially in Germany was considered a negative characteristic and associated with the Jews and with Judas. The Anti-Christ and Judas were depicted as both having red hair and as both coming from the Tribe of Dan. In the whole literature of the Jews in the Medieval Period and in that of the Gentiles the Red Jews were identified as descended from the Lost Tribes of Israel. There are also Jewish legal rabbinical Responsa in which the Khazars are identified as originally of Israelite descent. At the peak of their history the Khazars controlled the area of the Don and Danaper Rivers and these rivers were referred to in Khazar times as "Sambation" and as "River of Sabt (i.e. "Shabat") and in Jewish legend both terms are connected with the Lost Ten Tribes. The Khazars had emerged from areas to which the Lost Ten Tribes were exiled or had moved to after their exile. The Khazars were related to other groups for whom independent proofs show an Israelite origin and so what is pertinent to them is pertinent also to the Khazars and vice-versa. The Khazars were linked especially with the Tribes of Simeon and Menasseh. They were identical with the Agathyrsi-proper who derived from the Clan of "Jeezer" son of Gilead son of Menasseh (Numbers 26;30). The name transliterated as "Jeezer" ((àéòæø in Hebrew was probably pronounceable as "Ay-(g)a-zar" and the Agathyrsi were also known as "Acatzari", Khazari, and Gazari. Those of the Agathyrsi (Acatzari) who remained in Scythia eventually formed the nucleus of the Khazar nation and a tradition exists (related by Eldad HaDani in ca.800 c.e. and by the Cochin Scroll) that the Khazars came from the Tribes of Simeon and Menasseh. The Picts of Scotland also came from the Agathyrsi. Amongst the pre-christian Picts and Scottish existed a taboo on pig meat and on other unclean animals prohibited by the Mosaic code (MacKenzie). Later in christian times the idea existed that "Jews" or a "Type of Jew" had settled in Scotland. Similarly the Khazars before their conversion had had some kind of notion that they were of Israelite descent and had had some exposure to Mosaic lore65. The "Jeezer" (i.e. "Ay-g-azar" of Gilead) origin of the Picts is consistent with the neighbouring Caledonians (with whom the Picts united) being also descended from Gilead and the very name Caledonian is derived from Gilead. According to the Russian-Jewish scholar, Abraham Harcavy (Vilna, 1867) the Khazars converted to Judaism in about 620 c.e. Other authorities put this event more than a hundred years later. The conversion at first was more or less a secret and was confined to the king and his co-ruling associate prince and to the inner aristocracy. Later most of the Khazars-proper appear to have converted along with some of the Alans and some of the other subject peoples most of whom however remained pagan, christian, or moslem. The conversion was also done in stages (Polak).. At first they accepted a kind of monotheism with Hebraic-type ceremonies which perhaps in principle is paralleled by the modern Noachide movement (?). Later they accepted full-fledged Rabbinical Orthodoxy. The first Khazar king to accept Judaism was named Bulan whose name means "unicorn" or "elk" (Altheim, GDH vol.1 p.239). The unicorn was an emblem known from the Sakae region east of the Caspian Sea. It is also a symbol of Menasseh. The conversion of the Khazars to Judaism was preceded by a Disputation amongst members of different religions. The Jewish poet and philosopher Yehuda HaLevi (1074-1141), in Spain, wrote a Classical work in defence of Judaism using this Disputation as a framework. The book is called "The Kuzari". The Khazars at one stage may have held some type of suzerainty over what is now Hungary, Poland, and Austria. The Khazars and The Vikings. Around the 700s Viking "Varangians" began to penetrate the interior of Russia. The Varangians were mainly Swedish though the term (in Russian Chronicles) could also be used to encompass anybody from Scandinavia as well as Englishman (E.B. 1955, "Russia", Vernadsky). Varangians were confederated with the Khazars and were the Khazar entity referred to as the Varach'an (Warathan) Huns. The Varangians were variously also referred to as "Varegos", "Barragos", and "Variag" (Polak p.187, Koestler p.147, Minorsky p.432). Their name is derived from the Hebrew "Beriah" [pronounceable as "Veri-a-g"] which name was given to a son of Asher (Genesis 46;17), a son of Ephraim (1-Chronicles 7;23), and a son of Benjamin (1-Chronicles 8;16). In ca.800 c.e. a group of Varangians appeared at the Byzantium court. They called their king "Chakan" which title is considered to have been that of the King of Khazaria (Vernadsky, "The Origins of Russia", p.244ff). The title "Chakan" or "Cagan" was originally the Hebrew "COHEN" and means "priest" or "officiate". More information concerning the Khazars comes from a letter sent some time between 954-961 to Ibn Hasdai who was the Jewish physician and foreign minister to the muslim king of Cordoba in Spain. The letter is from a King Joseph of Khazaria. There are two versions of this letter but both contain important information from early sources. From the letter(s) we learn that: King Joseph was the 13th king of Khazaria; Previously, in the time of the 11th monarch, King Benjamin, all the surrounding kings had been at war against the Khazars except for the King of the Cossacks and the King of the Alans. By "King of the Cossacks" the Don Cossacks are intended. The Don Cossacks were a mixed people amongst whom in historical times were families who practised Judaic customs and some who converted to Judaism. These individuals had the notion that they were descended from Dan son of Israel after whom the Don River was named . The Alans were a people who had lived to the north of the Caspian Sea then moved to the Caucasus area and north of it. Previously in the time of Attilla and before then (i.e. in the 400s c.e.) a section of the Alans had gone westward. They settled in areas of Gaul especially in Brittany and influenced Norman military tactics (Bachrach). There were also Alans amongst the Allemans in Alsace and in Suebia. In addition, the name "Alan" is found in Scotland both as a personal names and as the name of a Tribe in the north. In "The Tribes" the Alans are traced to Elon son of Zebulon. The letter continues to relate that the Alan monarch marched against the enemies of the Khazars and routed them. The King of the Alans had rendered assistance since "some of them observed the Torah of the Jews". King Joseph himself was married to a daughter of the Alan ruler. It is mainly a reprint from the 2nd issue of Tribesman. Many of you have seen most of it before. It is being sent out due to requests. I have more information on the subject which I hope to process after Succoth. The articles is about the Khazars which is interesting in its own right but it also contains information concerning the Israselite origins of certain European peoples. Following this article will follow a number of postings briefly tracing Israelite groups from Scythia to western Europe. These postings will also contain information concerning the Israelite origins of western peoples. THE KHAZARS: SOME NOTES FOR FURTHER STUDY. The Khazars were a small but powerful people who once ruled over portions of Russia and eastern Europe. They (or at least many of their leaders) converted to Judaism, were eventually defeated and disappeared. Their descendants were either assimilated amongst the Jews or became Sabbath-keeping and other "divergent" christians many (if not most) of whom in some way or other migrated to the west and to North America. Other descendants of the Khazars may be scattered throughout the former area of the U.S.S.R. and in different parts of Europe. THE NUMBERS OF THE KHAZARS WERE NOT GREAT. AN ESTIMATE SAYS THAT THEY NUMBERED ABOUT 50,000. It may have been more but it could not have been excessively so. A knowledge of the Khazars is useful for several reasons. Evidence exists that the Khazars were descended from the Lost Tribes of Israel. There is also proof that they were related to peoples in northwest Europe. It follows that evidence connecting northwest Europeans to Israel is strengthened when cognizance is taken of the Israelite ancestry of their Khazar brothers. The Khazars and Anti-Semites. Another reason for studying the Khazars is that anti-Semites and some assimilationist Jews claim that the present-day Jews came from the Khazars who they assume were non-Israelite. Anti-Semites use their notion of the Khazars to allege that the Jews are impostors and not true descendants of Israel. Some "Identity" groups also make this allegation. So do the Arabs and some Negro anti-Semites. In the past some assimilationist Jews used the Khazar idea to claim that since their ancestors were not in Judah at a certain time therefore they were not culpable for whatever the Jews may or may not have done to the christian messiah. There is also an ideaological component some people wanting to present Judaism as a religion (more than an hereditary group) and the Khazars as non-Jewish converts emphasizing the fact that Judaism is open to all. KOESTLER There was a writer named Arthur Koestler who thought that by showing the Jews to be descended from the Khazars the Gentiles would stop hating the Jews since the Khazars were not in Palestine when Jesus was there. Koestler read the sources but chose to emphasize those that were in line with his goal and even these were not so convincing. Even so the book of Koestler (The Thirteenth Tribe) became a best seller and a favorite with anti-semites. The book itself does not really prove anything but anti-semites love it since it purports to show that the Jews are not really the chosen people and this is therefore another reason to hate them. Koestler did not believe in the Bible so he dismissed legends that the Khazars were descended from the Lost Tribes as fantasies. He was an atheist socialist or agnostic so any other "rational" simplistic explanation was preferable to him and to his idealogical goal. Kostler should have realized that: There are some types who will hate Jews no matter what. Some who will always be sympathetic. Some inbetween who can swing either way. Even though some of the most vicious haters of the Jewish people have been Christians so too most of the few friends and allies the Jews have had have been those who believe in the Bible -whether Christian or not. The background for some of the ideas about the Khazars also concerns the Karaites of Russia. The Khazars and Karaites. The Khazars ruled over many peoples some of whom were also influenced by Hebraising tendencies. In Judaism at that time there were two main streams. There were Rabbinical Jews who parallel the Orthodox Jews of today. They believed in the Bible and in its interpretation according to oral tradition. They were homogeneous (and still are) and consistent in their basic beliefs and practices. They usually managed to reach a consensus regarding the practical application of Biblical injunctions. What happens to corporations that break the law? They don't have the right to vote. But do they lose any rights or privileges? In what may be one of its most important corporate accountability initiatives (there haven't been many), the Clinton administration is suggesting that chronic violators of labor, environmental, tax, antitrust or employment laws should be denied the privilege of entering contracts with the federal government. Vice President Gore first floated the idea in a 1997 speech to the AFL-CIO. A business outcry persuaded the administration to put the proposal on hold, but two years later it decided to move forward. In July the administration proposed regulations that would clarify federal procurement officers' duty to ensure that government contractors have a "satisfactory record of integrity and business ethics." Under the regulations, corporations that repeatedly or seriously transgress worker rights, health, safety, environmental, tax or antitrust laws would be deemed ineligible for federal government contracts. Big business is up in arms about the proposal -- a sign that it may be of consequence. The U.S. Chamber of Commerce along with an alphabet-soup full of business trade associations have organized the National Alliance Against Blacklisting to block the proposal. The Alliance is planning a full-blown campaign against the regulations. It is revving up arguments about how the regulations would bestow on procurement officers the power to act arbitrarily, how corporations could be unfairly penalized for failing to comply with confusing and technical federal rules, and how the regulations improperly side the federal government with labor in labor-management disputes. The business groups are right about one thing: the Clinton administration has hit upon a potentially powerful tool to discipline large corporations. The federal government spends approximately $200 billion a year on procurement, buying goods and services from firms that employ approximately 20 percent of the U.S. workforce. Government contracts make up a significant revenue stream for many firms, including many of the largest companies in the country. In refusing to contract with polluting, consumer-cheating, racially or sexually discriminating, tax-avoiding, clearcutting, price-fixing and other miscreant companies, the government can leverage its buying power to promote more responsible corporate behavior. Consider the issues of worker rights and worker safety. According to declassified documents from Logicon, the U.S. Navy contractor responsible for all Navy ship air defenses, the Clinton move "will have significant impact upon future SSST testing." The Clinton move not to issue a contract is also a victory for the Russian Zvezda-Strela State Scientific Industrial Center, maker of the MA-31 super-sonic target missile. An August 31, 1999 letter to Senator Lugar (R-IN), issued by Navy Undersecretary H. Lee Buchanan, claimed that the Navy would only purchase a "limited number" of the Russian made systems. However, according to Logicon Corp., the Navy now "plans to procure 37 additional MA-31 targets in FY00, providing politics does not stop the procurement." U.S. Navy sources, responding to a Freedom of Information request (FOIA), confirmed the Russian MA-31 does not meet the technical requirements for the U.S.N. super-sonic sea skimming (SSST) target program. Previous test results obtained from Boeing show that the Russian MA-31 cannot meet the minimum requirements set by the Navy SSST contract to fly 1,500 miles per hour for 50 miles at 50 feet. "It can only fly 16 miles on the deck," stated Mr. Hotze in September 1999, the U.S. Navy program manger for the MA-31 program. Boeing officials again refused to comment on the MA-31 project with Zvezda. Repeated phone calls to Boeing have not been returned. Navy Under-Secretary Buchanan has also turned down a second request for an interview. Under pressure from a Freedom of Information (FOIA) request, U.S. Navy managers also denied any knowledge of allegations of corruption regarding kick-backs in the payments for the Russian missiles. "We send the money to the Russians," stated Hotze. "What they do with it is their business." According to Janes Defense, each U.S purchase also includes a 28% "fee" given directly to Russian Generals. Navy documents show that each MA-31 missile costs $910,000. The extremely high price for the MA-31 is almost twice the price of current U.S. weapons. In addition, the 28% fee amounts to over a quarter million dollars per missile paid directly to the Russian Generals. In September 1999, the U.S. Navy decided not to purchase the 8,000 pound Allied-Signal Sea Snake super-sonic cruise missile. The reason, according to the Navy Undersecretary Buchanan, was the Sea Snake was "too large" to represent the current threat. Yet, the REAL threat is not the small MA-31, which weighs only 1,100 pounds. Russian missile makers recently put on sale the very latest in super-sonic killing technology, the NPO Mashinostroyenya YAHONT (NATO SS-N-26). The Yahont ramjet missile is nearly 30 feet long, over 2 feet in diameter, and weighs in at 8,598 pounds. The Russian SS-N-26 was put on sale in August 1999, during an air-show, as the primary anti-ship weapon for the Sukhoi SU-32 Naval variant of the SU-27 Flanker. The Yahont is being offered to China, India, and Vietnam. Other potential customers include Iraq, Iran and Libya. The Yahont missile was described as a integral kerosene fueled ramjet with a top speed of Mach 2.6 at 45,000 feet and a range of 180 miles. The SS-N-26 appears to be almost a duplicate of the Allied Signal developed Sea Snake which was rejected as "too large" by U.S. Navy Undersecretary Buchanan. Guidance is reported to be provided by an inertial system with the missile descending to a sea-skimming mode 33 feet (10 meters) for its terminal phase of active/passive radar homing. The Yahont is reported to deliver a 440 pound warhead at an impact velocity of 2,460 feet per second - faster than a rifle bullet. Russia has already fielded several very large missiles similar to the Yahont and U.S. Sea Snake. The SS-N-22 (NATO code-name "Sunburn") anti-ship missile weighs over 7,000 pounds, and is the primary armament for Russian made destroyers purchased by China. If anyone deserved to be whacked by The Man, it was Kubrick. Oliver Stone gets the "conspiracy" smear for his flick about the death of John-John's daddy, but it's Kubrick who was the true cinematic expositor of the secret and suppressed. It's incredible he was allowed to keep a camera. His career was one of unequaled subversion: the anti-war Paths of Glory, the homoerotic slave revolt celebration Spartacus, and the mockery of the dark military machine Dr. Strangelove. He warned of things to come way ahead of the curve: Lolita was a sexual taboo-smasher, 2001 anticipated Von Daniken's Ancient Astronaut craze, and A Clockwork Orange predicted the violently grim Brave New World Order police state. Some also allege Kubrick filmed NASA's faked "moon landings" and wrote the "script" for the Apollo 13 disaster/hoax. This is unlikely -- not because the theory is far-fetched, but because the camera work on the moon landing lacked Kubrick's unique style. Eyes Wide Shut, a sexual thriller about the decadent underbelly of the rich and powerful, has a creepiness that chills almost as much as his 1980 work The Shining. The film's highlight (besides showing Nicole Kidman naked) is a masked-ball orgy into which Cruise's character sneaks, barely evading punishment when his uninvited entry is discovered. What follows is a Antonioni-esque Blow-Up mystery: Are the death and the disappearance that follow cabalistic revenge killings? Or are they merely two unrelated events that randomly follow his attempted deception? Is it coincidence or conspiracy? The film presents no definite proof, but implies the events are indeed linked. In light of Kubrick's death, watching a film in which two likely murders are explained away without investigation is disturbing. Kubrick warns that anyone who reveals upper-crust secrets can be snuffed without punishment. Was he predicting (and warning of) his own farewell? Kubrick wouldn't be alone: As Uri Dowbenko's film review on Steamshovel Press noted, Mozart died soon after he revealed Masonic mysteries in "The Magic Flute," Stephen Knight, who wrote about Freemasonry and the Jack the Ripper slayings in two books, died mysteriously while working on a third, and 19th-century author William Morgan appears to have been murdered after he exposed Masonic activities. Zilkha's arrangement with the State required him to keep the ailing company in Connecticut for ten years, which included the manufacturing of any gun that had ever been produced in that factoryor pay the State $11,000,000 they lost in the previous bankruptcy. Apparently Zilkha has come up with an exit strategy that will allow him to both move the company's manufacturing to friendlier, non-union, ground and leave the companies creditors sucking wind. Zilkha is now negotiating with the State to finally buy the name "Colt". The plan calls for a breakup of the existing company into four separate legal entities. The majority of the Colt pistol line will be eliminated and the remaining models, including their popular single action revolvers, Pocket 9, Pony, Defender and the new Officer's carry will be moved to a new company, "Colt Classics", in Springfield, Mass. This will serve as their "custom shop", as well as handling consumer gun sales. No need to run out panic buying a Colt product one of these products listed above is what you're interested in. Colt's military weapons, the M4 carbine and the M16, will be moved to another Colt Holdings owned company, SACO Defense in Maine. They will undoubtably continue the production of the AR15 as well, but it will most likely be sold through the "Custom Shop"...no doubt at a higher price. CMI, the current corporation, with all it's outstanding debts to vendors, along with it's many lawsuits, and union contracts will file for protection under Federal Bankruptcy statutes and the factory in West Hartford will be closed, leaving the many creditors and the 780 employees out in the cold. Colt headquarters and it's executives, under yet another corporate veil (iColt), will move to a location near Washington D.C. to focus on their lobbying efforts which include more sweetheart military contracts and government grants for developing their much touted but non- existent "Smart Gun". Zilkha has been lobbying Democratic lawmakers to *give* the company $100,000,000 in development money for this white elephant. Unfortunately for Mr. Zilkha, another company has recently shown an NIJ panel, who previously gave Colt $500,000 for Smart Gun development, that they are at least two years ahead of Colt in the development of Smart Gun technology. Colt is unlikely to land their government windfall for Smart Gun development. Colt president, Steve Sliwa, speaking about the Smart Gun, has publicly stated that Colt has "bet the future of the company on it".Even Zilkha political crony, Sen. Chuck Schumer, won't be able to get this money out of Congress for Colt's non-existent pipe-dream. Numerous firings over the last few months, which included several long-time Colt executives and department heads, indicate that this move is not far off. Colt will continue negotiating with the cities regarding a settlement of the numerous lawsuits, but once Zilkha has secured the rights to "Colt" name from the State of Connecticut, and they complete their plans to divide up the profitable areas of the company, safe from creditors, the cities will find that Mr. Zilkha has left them holding an empty bag. In 1792 the ratio of the market price of gold to the market price of silver was almost exactly 15 to 1, the ratio Hamilton recommended. But shortly afterward the world price ratio went above 15 to 1 and stayed there . . . As a result, anyone who had gold and wanted to convert it to money could do better by first exchanging the gold for silver at the market ratio and then taking the silver to the mint, rather than taking the gold directly to the mint. To put it another way, look at the mint as if it were a two-way street at a 15 to 1 ratio. An obvious get-rich scheme would be to bring 15 ounces of silver to the mint, get 1 ounce of gold in return, sell the ounce of gold on the market, and with the proceeds buy more than 15 ounces of silver, pocket the profit, and keep going. WASHINGTON Attorneys for surviving Branch Davidians and relatives of those who died during the 1993 Waco siege contend the government is withholding important evidence by saying it is classified or falls under Privacy Act protection. And Brannon is challenging the government's refusal to provide the names of certain participants in the final assault. "They cannot hide behind any laws, any statutes to inflict wrongful deaths on American citizens and then say 'You can't ever find out who these people were,'" Brannon said, vowing to take the matter to the Supreme Court if necessary. I have also received many counters that allay the skeptical concerns I cited, which I will cover in subsequent messages. Observe that the base of the stem of the fireball is about ten- feet wide or more, which means that this is NOT a thin jet of gas streaming from the valve of an over-heated propane tank! Those who know about these tanks tell me that an overheated tank venting its contents would NOT produce the explosive fireball seen. Also observe that the fireball has carried debris up with it, which is another phenomena not consistent with gas being ejected from and escape valve. I now feel embarrassed for having retracted my declaration of proof of a military-grade explosive going off. something I looked up last night: the Roman civic religious term 'pontifex',
which was transferred to the Bishop of Rome, is commonly translated as
"bridge-builder", but actually originally meant something closer to
"pathfinder" or "waymaker"--that is, a psychopomp, precisely the role filled
by Legba. (See Jaan Puhvel, *Comparative Mythology* [1987], for the

Apollo 13 followed the plot of Heinlein's *Destination Moon*, which was made into a landmark science-fiction film, to an uncanny degree. The only real difference was that Heinlein's astronauts landed on the Moon, while Apollo 13 was forced to travel around it in a slingshot orbit like the one Jules Verne used in *From the Earth to the Moon*. We just need to remind them that we are here, and that there are many of us. We need people to organize local groups of about twenty people to call the White House comments line (and if people are willing, other numbers, as discussed below), once a week from November 1 through Thanksgiving. Try to get five friends together who are serious about helping you. They in turn are responsible for finding four friends to make the calls. Make sure everyone gets a copy of the basic fact summary about Leonards case. No one needs to know the details inside out, but people are more confident if they know a bit about the story, and it is a good way to do public education as well. Make sure they also receive these instructions, about who to call, and the most important points to mention. We have found that it helps to give everyone a reminder call the day before, and to tell them about anything new in the case, or about any changes or updates in how things are going. We will be sending e-mails and faxes to all the coordinators about new developments, how the hunger strikers are doing, what officials are saying, etc., etc. It is also IMMENSELY helpful to us all if your group can call you back and tell you how things went. What did the people at the White House comment line say, and how did they react? This helps us gage how much they are feeling the pressure. (In the beginning they will just sound bored or formal but later some of them begin to chat with the callers.) Churches, consumer groups, unions, farmers, citizen activists, environmentalists, and other citizens are coming to protest the WTO's anti-democratic agenda of corporate supremacy. This upsets Sen. Murray, who tells Clinton in her letter that "The Seattle Host Organization is reporting that many companies . . . are hesitant to become active supporters because they are concerned about security and confrontations with various demonstrators." Well my my, we sure can't let the people's First Amendment rights ruffle the feathers of these distinguished corporate executives. So she wants Clinton to do two things: First, give a national speech explaining that [quote] "The WTO is the indispensable rule making, enforcement body . . . for all countries." Hello . . . Patty . . . remember the Constitution? When did we replace our own self-government with the WTO? Second, she wants Clinton to call-in those pesky protesting groups and tell them [quote] "that you do not want disruptive and damaging actions distracting the media and the public from your important goals." Right on! We can't have just plain citizens assembling in the streets and speaking out like this was some kind of a democracy-and we certainly can't allow the people's voices to distract the media from Bill Clinton's "important goals." Boston papers danced to FBI's tune

It's our dirty little secret.
Except that it's not so secret any more, not if you wade knee-deep into the
garbage heap of FBI corruption described by U.S. District Court Judge Mark Wolf
in his recent voluminous decision involving the region's most notorious crime
bosses.
Rather like the Starr Report, the best material in the 661-page Wolf decision
can be found in its footnotes.
After all, that's where Wolf indicates he's turning over evidence to Attorney
General Janet Reno on yet another unnamed FBI agent (he notes by name the four
agents he's not talking about) for ``whatever action, if any, she deems
appropriate.'' Wolf charges the agent-handler in question warned his informant
of investigations concerning him and of wiretaps on his phone.
The judge leaves the impression this is a rather recent incident.
Ah, but the best material, for those of us in the often holier-than-thou world
of journalism, is also the most disturbing. It seems the FBI played the media -
some of the best reporters in the business - like the proverbial violin.
It wasn't a pretty picture, but it's one that demands a closer look.
It's June of 1989. Raymond J. Patriarca had already succeeded his dead father
as head of The Family, but factions had begun to develop, one led by Joseph
Russo, the other by Frank Salemme. And in The Family such disputes were often
deadly.
In the middle of all this was then-FBI agent John Connolly, best known as the
``handler'' for James ``Whitey'' Bulger and Stephen Flemmi until his retirement
in 1990. Connolly, it seems, was not above causing mischief among the mobsters -
at least those who had not signed up for the John Connolly career advancement
program.
So Connolly takes some of the information provided by Flemmi and bestows it
``improperly,'' Wolf notes, on Shelley Murphy, then a reporter for the Boston
Herald. (Murphy has since gone to work for The Boston Globe and last month
reported on the Wolf decision.)
``The Boston Herald published an article by Murphy headlined, `Ex-con seen as
Hub Mob's heir apparent' which consisted mainly of information that closely
tracks the reports Connolly prepared,'' Wolf wrote. The article indicated that
Salemme had Patriarca's ``blessing'' to seize power in Boston.
Three days later - June 16, 1989 - Salemme was shot down and Patriarca Family
underboss William Grasso was murdered.
``It appears that the leak to the Boston Herald may have had the foreseeable
effect, if not purpose, of provoking the attempt to murder Salemme,'' Wolf
writes. ``If Salemme had been murdered by the Russo faction of the Patriarca
Family, the FBI would have been spared the necessity of developing a
prosecutable case against him.
``In addition, Flemmi and Bulger would have received one of the benefits of
their bargain with the Bureau - an enhanced opportunity to profit from the
vacuum created by the decimation of the LCN [La Costa Nostra] in Boston.''
Hey, the information was good. What's better than an FBI source?
Still, it makes you want to take a long shower.
Neither was rogue agent John Morris above using the media in what he hoped was
a move that might get him off the hook. Already on the take for $6,000 from
Bulger and Flemmi and afraid that if prosecuted they might rat him out,
``Morris decided to try to eliminate Bulger and Flemmi as a threat to him,''
Wolf wrote. ``To accomplish this Morris told Gerard O'Neill, a reporter for The
Boston Globe, that Bulger was an FBI informant. Morris expected that the
newspaper would publish this fact, while protecting Morris as its source.
Morris also calculated that such a story would prompt the LCN to murder Bulger
and probably prove fatal to Flemmi as well.''
Well, the story eventually ran on Sept. 20, 1988, but not before yet another
agent, Thomas Daly, attempted to kill the thing by intimidating the bejeesus
out of a second reporter on the story, Kevin Cullen, who had the misfortune of
making his home in Bulger's own South Boston.
``The Boston Globe article contributed to Bulger and Flemmi's decision to
withdraw from some of their most obvious criminal activity in an effort to
insulate themselves from effective investigation and prosecution,'' Wolf wrote.
``In this sense the timing of The Boston Globe article was fortuitous.''
So the Globe article, designed by Morris to fry his two favorite thugs, saved
their butts.
Dontcha just hate when that happens!
In his decision Wolf quotes a 1924 warning by Attorney General Harlan Fiske
Stone (later chief justice) when he established the FBI:
``There is always the possibility that a secret police may become a menace to
free government and free institutions because it carries with it the
possibility of abuses of power which are not always quickly apprehended or
understood.''

Why Russia Is Destroying Chechnya

Russias ruling elite finds incessant armed conflicts necessary for its own
survival. Having claimed that the intervention in Chechnya is meant to punish
terrorism and defend Russians from Chechen terrorist bombings, Yeltsins
government is unleashing another genocidal war against Chechnya and other
Muslim parts of Russia. This perfectly illustrates the old Russian tradition of
creating new problems, rather than solving existing ones.
It also resembles the Wag the Dog scenario at least as much as US bombings of
the Sudanese pharmaceutical plant on the eve of Monica Lewinskys testimony.
Bombings of apartment complexes in Moscow and other Russian cities conveniently
distract public attention from the grim reality of corruption at the very top
of the Russian hierarchy.
In fact, there is little or no evidence linking any of the apartment bombings
to Chechen terrorists. General Aleksandr Lebed, one of the most popular
candidates for the Russian presidency next year, believes that the so-called
terrorist bombings were actually fabricated by the Kremlin itself. Chechen
rebel leader Shamil Basayev has proudly claimed previous terrorist attacks on
Russia, including a 1995 attack on a hospital in the village of Budyonnovsk,
Southern Russia. This time, however, he denies having anything to do with the
bombings.
Like Lebed, Basayev believes these bombings are the work not of Chechens, but
of the Kremlin or its politically active secret services, as a way of provoking
chaos and swamping the coming presidential elections. Vladimir Putin, an ex-KGB
operative, may be the lynch pin: he is trying to secure his claim to the
presidency in June 2000 in the wake of the present nationalist hysteria.
From Peter the Great to Stalin, the Russian people have been cajoled by their
governments to rely upon conspiracy theories to explain why they require a
massive government. Today, the politically and economically bankrupt Yeltsin
regime is attempting to boost its popularity by conducting a swift, victorious
war against a convenient scapegoat: Chechen terrorist wolves. (A wolf is the
symbol of the Chechen Republic. This animal is respected among Chechens as a
symbol of freedom and independence).
Another strong motive for the war is to warn the other fifteen national
republics of Russia to remain within the Federation. It is obvious that one of
the real aims, rather than to destroy guerrilla commanders Basayev and Khattab,
is to break Chechnyas will and bring it back into Moscows orbit. More than
100,000 Chechen and ethnic Russian civilians in Chechnya were killed by Russian
militarists during the war of 1994-1996.
Russia has, for the third time, fallen into a trap. The first time was in
Afghanistan. There, admits Lebed, we began the war with lofty aims but ended
up with a war against the people. A few years later, the same happened in the
small, breakaway nation of Chechnya (which had been brutally conquered under
both the tsars and the communists). People are fighting, continues Lebed, to
avenge their killed relatives and ruined homes. No military leader, no matter
how brilliant he may be, has ever won a war against the people... That is why I
reject all the talk of Russia's integrity and indivisibility. Is it possible to
ensure the integrity of Russia by killing hundreds and maiming thousands of
people every day?
I am often asked, Lebed says, if I know who is responsible for this war.
Yes, I know all of them by name. I am also sure that this war has economic
roots camouflaged in politics. Now is not the time to name these people,
because chances are rather high that the war may resume with fresh force and on
an even larger scale.
The Chechen economy, already in dire straits after 75 years of the Soviet
communism, was completely destroyed during two years of ferocious air attacks
in 1994-96. Industrial plants, bridges, and municipal utilities were hit along
with residential areas. Rapes and murders were carried out by Russian occupying
forces. Bombings killed tens of thousands of civilians.
Al Gore visited Russia during the first day of the war in 1994 and promised
Yeltsin unconditional US support in his genocidal campaign against Chechens.
The next day Russian fighter-bombers and helicopter gun-ships completely
destroyed the capital city of Grozny and numerous villages. Cowardly unfocused
nighttime bombing went unpunished.
While claiming that Chechnyas residents were Russian Federation citizens,
Russian authorities unleashed an unprecedented racist propaganda campaign
against Chechens as a people. Putin publicly accused them of having a criminal
character and of running organized crime networks in Russia. Russian statists

The media are aware of this and often report what can be regarded as genetic pornography -- reports dressed up to titillate and frighten. Newspapers print sensational and unjustifiable headlines such as the "Frankenstein foods" idiocy surrounding genetically modified organisms in the UK. 5) Bioethics is a growth industry that purports to address questions concerning the dangers to society posed by biological science. But one should regard this field with caution, as bioethicists have a vested interest in finding difficulties. 6) Are there areas of research that are so socially sensitive that they should be avoided, even proscribed? Once one begins to censor the acquisition of objective knowledge, one is on the most slippery edge of all. I watched the Bill of Rights dying last month
Last month, I watched the Bill of Rights dying. I don't know if anyone
else noticed; it's been on its deathbed so long that most folks don't even go
visit anymore.
After a pleasant evening speaking to the Karl Hess Club in Marina del
Rey, my return flight to Las Vegas had been abruptly canceled by America West
the night before. So I found myself approaching the security checkpoint at
Terminal 1 of LAX at 6:10 a.m., preparing to catch the 7:56 to Vegas.
I pushed my carry-on bag through the X-ray machine, submitting to its
scan of my personal effects despite the fact neither the airline nor the
airport administration held any warrant to search them, nor even offered me any
probable cause.
But was that enough? Not last Tuesday. As my bag came down the belt, a
tall, sleepy-eyed young man with a shaved head and an ill-fitting blue blazer,
standing on the other side of the conveyer belt, asked "Sir, do you mind if I
search your bag?"
I replied: "Actually, I do mind. I do not consent to any search of my
bag."
The young man acted as though I had not heard his question. "Sir, do you
mind if I search your bag?"
"Yes, I do mind. I do not grant my consent for any search of my bag."
"Sir," he repeated, "do you mind if I search your bag?"
I still don't know how long this would have continued. Sensing that it
was up to me to jog the needle on this trance-like broken record, I next asked,
"Did you see something on the X-ray that looked like a weapon?"
"No sir," he admitted. "It's a random search."
"A random search?"
"A random search."
At this point, a bearded dwarf in a tweed jacket, looking for all the
world like former Clinton cabinet secretary Robert Reich, appeared at my left
shoulder, coming to the aid of my somnolent oppressor. "He can ask you to
search the bag, and if you refuse, he doesn't have to let you continue," said
this strange apparition, holding his own two suitcases and a plastic shopping
bag.
"How is this any of your concern?" I asked the dwarf. "Do you work for
the airline?"
"No," he smiled proudly, like an enormously self-contented bridge-player
laying down the last trump card. "I work for the FAA."
"And you're on duty here?"
"No, I'm not. But I know about this," he smiled even more broadly.
"Then you must know the security directive says they should ask to see
our photo ID, but it specifically goes on to say that if we refuse, they can
not bar us from boarding" I said quite firmly, drawing the attention of the
sleepy-eyed fellow's lady supervisor, who now waddled over to join us. "So I
assume it's the same with these 'random bag checks.' That's why they ask for
our permission, right? If they don't need our consent, why keep asking for it?"
Astonishingly enough, at this point, the dwarf's smile collapsed, and he
turned and trundled away like a disturbed woodchuck.
"Sir," asked the tall young man, clinging to the security of his minimal
training and apparently hoping to break the record of Paul McCartney, who once
managed to find more than a dozen different ways to sing the eight words "Why
don't we do it in the road?" in the same recording session, "do you mind if I
check your bag?"
"Listen," I said, "I do not grant my consent, and I'm not going to grant
my consent. If you believe you don't need my consent, then do what you have to
do."
At this point, the young man went through the motions of unzipping and re-
zipping the two small side compartments on my bag, barely glancing at, in turn,
a clean pair of white socks and a plastic bottle of Pepto-Bismol. He never
undid the straps or unzipped the main body of the bag, at all. "Thank you," he
said.
"I'm not going to thank you," I replied, "because we still have a Fourth
Amendment in this country, which protects us from warrantless searches. You do
know that, right?"
The bald young man looked right through me, focusing on the far wall, his
heavy-lidded eyes blinking slowly. His supervisor, who had been puffing up to
say something before the FAA troll butted in, looked disgusted but averted her
eyes, refusing to meet my gaze.
These are the faces of tyranny, bored and uncaring. When instructed to
load us political nonconformists onto cattle cars bound for the internment
camps, they will do so in unquestioning, shuffling boredom, eyeing the clock to
make sure they don't work a minute into their next scheduled break.
Thus are our precious constitutional rights daily rendered null and void
by uncaring stooges, like dying rest-home patients clutching their bedframes in
silent agony, writhing their death throes in their own excrement as the bored
orderlies play cards in the break room down the hall, the sound turned

Observe that the base of the stem of the fireball is about ten- feet wide or more, which means that this is NOT a thin jet of gas streaming from the valve of an over-heated propane tank! Those who know about these tanks tell me that an overheated tank venting its contents would NOT produce the explosive fireball seen. Also observe that the fireball has carried debris up with it, which is another phenomena not consistent with gas being ejected from and escape valve. I now feel embarrassed for having retracted my declaration of proof of a military-grade explosive going off. Judicial Watch forced the Clinton White House to admit, under oath, that Joe Lockhart, Bill Clinton's current spokesman, referred a reporter to the Pentagon for confidential information on Linda Tripp, information protected by a federal law known as the Privacy Act. Just as troubling was the knowledge that the drama would borrow heavily from the fabled high-desert crash of a UFO in 1947. I began to slide even deeper into skepticism, wondering if Roswell would be an X-Files clone, offering up a slew of are-you-kidding-me? story lines on whether the U.S. government is still holding out on us regarding that infamous crash, and if aliens are stashed in an underground bunker somewhere or serving up hot dogs at some fast-food drive-through. Well, after digesting a couple episodes of the teen drama, my greatest fears were realized -- and what a relief. Roswell borrowed heavily but wisely, and seems to have turned out quite a watchable synthesis of Buffy and The X-Files, combining the best elements of the two to produce a moody, satisfying series that's easily one of the season's most appealing new shows. Brooding, sexy and engaging, Roswell moves with a subtle swagger, taking on the always difficult challenge of juggling sci-fi, horror, humor and romance, and doing it with a straight face, so that what is essentially an innately silly idea never comes off as innately silly. Executive producers Jason Katims, a writer-producer for My So-Called Life and Relativity, and David Nutter, an X-Files director and writer of last year's teen film Disturbing Behavior, have based Roswell on Melinda Metz's popular book series Roswell High, about three teen-age aliens trying to keep their identity secret. They knew that if they allowed the audience to dismiss the core concept of Roswell -- that these kids could actually exist -- they'd have nothing, and the show would be about as believable as, say, Buffy is that vampirism is a metaphor for teen-age lust, the obvious sentiment in Roswell is that there's no better metaphor for teen-age alienation than to 'be' a teen-age alien. Our alien teens come from an incubator pod aboard the crashed spacecraft. Two of them, the soft-spoken, level-headed Max Evans (Jason Behr) and his sister, Isabel Evans (Katherine Heigl), were found walking naked along the road as small children and adopted by the family that found them. Michael Guerin (Brendan Fehr) was adopted, too, but he's clearly the cynical alien of the three. His guardian "just keeps me around for the monthly check," Michael barks in the pilot. (Scenes develop this story line: Max and Isabel play hoops with their parents in the driveway, but Michael slithers through a cluttered trailer past an alcoholic dad glued to a TV set.) Roswell begins with the apparent death of teen-ager Liz Parker (Shiri Appleby), a waitress who is accidentally shot in the stomach during an argument between two patrons in her father's diner. As Liz falls, blood oozing from her stomach, Max dashes over and heals the gunshot wound with a touch that leaves a silver palm print on Liz's stomach. Realizing that he's being watched, he grabs a bottle of ketchup, smashes it, and smears it on Liz, telling her to say nothing of what just occurred. Max's decision to reveal himself to Liz is an unforgivable breach of trust that the alien teens believe will come with deadly consequences. Frets Isabel: "Don't you realize it's only a matter of time before they find us and turn us over to some government agency, where they're going to test us and prod us -- and exterminate us?" As written, that line almost sounds comical, but by this time, Roswell has already established its own mood of trust and realism. Just exactly who "they" are is a matter of mystery the producers will certainly use to their advantage. The FBI here is a group of shadowy, straight-laced men in suits, quickly dismissing claims of UFOs one minute and confiscating files from the local sheriff the next. Played by a well-cast William Sadler, the sheriff is the Coyote to the aliens' Roadrunner, a determined soul with a personal stake in finding the truth. His father was a law enforcement officer in 1959 when a body was found bearing the same silver hand print found on Liz. Reporting the incident ruined his career. -Caveat Lector- By Steve Green Too often, voters' choice is limited to moral theocrats or economic statists There was a time when "liberal" meant a respect for civil liberties such as free speech, restrictions on government searches, the principle of being presumed innocent until proven guilty, etc. Some 1960s liberals even went so far as to support drug decriminalization and other reforms of victimless crime laws. Of course, they were always, and continue to be, hostile to private property rights, advocates of high taxes and income redistribution, and regulation. They have always been economic statists. Today's Democrat doesn't even have respect for civil liberties. They are totally committed to government regulating every aspect of the human condition. Not wanting to appear soft on crime, they support warrantless searches. Free speech is okay if politically correct - but not otherwise. Commercial speech is subject to great regulation, especially if you sell tobacco. Pornography can be censored since it "demeans" women. Guns should only be possessed by the police. If you appear suspicious, you forfeit your property - even if not found guilty of a crime. Schools need not teach reading, writing and arithmetic as long as they issue condoms and teach liberal social ideas. Nothing is subject to private ownership. If you own a bar, the government tells you that your patrons must not smoke. If you own rural property, you must not be allowed to develop it. Run your business If you make an honest living, you must pay 40% of your earnings to the government. You must be told who to hire and when you can fire. The government specifies the proper wage and how to run your business. So today's Democrat is like yesterday's authoritarian. Everything you do should be subject to governmental approval. You are considered incompetent to conduct either your economic or your personal life without the government's express consent. By contrast, sometimes the Republicans can be given credit for supporting at least some form of economic freedom. Of course, there are numerous exceptions. But by and large, there is still some respect for private property and some belief in limits on taxes by today's ultra-conservative who dominates the Republican Party. Unfortunately, they are all too often willing to compromise with the Democrats on economic freedoms. But there is a big price for this limited economic freedom offered by the Republicans. Conservatives have always been hostile to certain non-economic civil liberties - but today they are much worse. On the one hand, a conservative will support technological development such as the internet by attempting to limit taxes and business regulation. On the other hand, conservatives want to censor the entire World Wide Web to protect children, since parents are considered incompetent. Of course, the end result will be destruction of a new technology along with new, selectively prosecuted, unenforceable laws. The conservatives rightfully oppose the liberal school curriculum. However, in its place, they offer their own social programming. While we have a diverse society of many religions, including individuals who choose no religion at all, the social conservative wishes to teach us creationism and some form of state-mandated prayer. To their credit, these same conservatives generally support school choice, but until such time as vouchers become law, we are held hostage to a choice of a liberal school curriculum or a state specified religious one. To the social conservative, there is no difference between religion and politics. The dominant religion can be codified into law. Theocracy is their goal. The drug war must be accelerated, even if not successful, because it is the "moral" thing to do. Tax benefits should be targeted only to those in state-defined family structures. Tough on crime Always "tough on crime," the conservatives support warrantless searches, telephone taps, limits to jury trials, etc. If was the Republicans, not the Democrats, who authored the country's first asset forfeiture laws. And what of economic freedoms? Well, in San Diego, where I live, it is the Republicans who push for corporate welfare projects - sports subsidies to overpaid athletes in the form of new stadiums; free convention centers for the tourist industry; and so on. I was never a Democrat, and for the above reasons I left the Republican Party some years ago. Only the Libertarian Party offers freedom. Ruppert, Bush Jr. and brother Jeb flew into Tamiami Airport, near Miami, in 1985 to pick up multiple kilos of cocaine from Barry Seal. Allegedly, the infamous drug smuggler secretly filmed the entire pick-up. Beginning in February, 1999, a substantial body of factual evidence,
including numerous telephotos, has been accumulated that irrefutably
demonstrates extensive and sustained aircraft chemical/biological spraying
over
U.S. citizens. The photographic evidence can be examined at the web sites
above and is supported with testimony from countless observers across the
nation.
Moreover, the above web sites are regularly monitored by a host of
upper
echelon defense contractors, military agencies, government institutions,
as well as chemical and health corporate interests.
"This combined evidence reveals one of the most egregious infringements
upon human rights that has ever been committed," says Clifford Carnicom,
"and
it calls upon all citizens of the United States to orchestrate a massive
and aggressive protest against these crimes. It is the time for our action."
The protest will seek:
1. That the spraying stop immediately.
2. That Americans boycott the major media organizations and their
sponsors--particularly the major networks and newspapers--until they
fullyinvestigate this story and report their findings to the public.
3. That President Bill Clinton admit this spraying and explain why and
assure Americans that it will never again resume. As a result of his
knowledge and obvious approval, the only honorable thing to do is to resign
as president of this nation, as he has utterly failed in his pledge to
"protect and defend" the citizens of this nation by
allowing these unconscionable human rights crimes to occur during his
tenure.
"This is a classic cover-up by our government and the major media
organizations," says coalition organizer Amirault. "The spraying has
proven once again that lies and deception are the modus operandi of our
elected
officials, at all levels. Our government and media no longer have the
merest shred of credibility, with agendas that clearly run contrary to the

Yemen is still a largely ungovernable country run by tribal chiefs and corrupt
clerks

In the weapons market in San'a, one can buy an original Soviet Kalashnikov for
$360, while an Israeli-made Uzi sells for $130. It is unclear how the Israeli
submachine guns made their way to Yemen, but if they can be found at every
other weapons market across the world, why not here, where any child who can
afford to trade in his sword for a gun does so without interference?.While
pistols and guns are sold at open stalls and stores, purchasing an armored
personnel carrier or anti-aircraft missile is slightly more complicated,
requiring a visit to the salesman's home so that he can demonstrate the
capabilities of his merchandise. The possession of arms, and if possible of a
small private army as well, seem to be an existential necessity in Yemen even
now, five years after the civil war has ended. This is despite the fact that
Yemen has adopted the accepted sign of democracy: direct elections for the
presidency.
In a recent article, Nasser Ta Mustafa, head of the Yemen Center for Strategic
Studies and a member of parliament from the Reform Party, explained the
realities of life in the country: "You can take a foreign tourist hostage and
haggle for a job, a project or money in return for his release. You can commit
a 'blood vengeance' murder in broad daylight in the center of the capital city.
You can approach a local or foreign investor and forcefully twist his arm into
making you his partner. You can write whatever you want in the newspaper. You
can even start your own newspaper and use it to threaten your rivals. You can
run for parliament without having even one of the necessary qualities and
demand any job you want in return for dropping out of the race. You can freely
shoot a traffic policeman merely because he gave you a ticket. You can do all
this without being accountable to anyone and without anyone judging you."
Yemen's president, Ali Abdullah Salah, who won 96.3 percent of the vote in the
elections held two weeks ago, has promised "to work to abolish the disarray in
the country and organize it as a state of law and order which will enjoy
prosperity, economic booming and equal opportunity for all." But Salah could
have promised anything after parliament prevented his rival from running in the
elections. Under Yemeni law, a candidate must win the support of at least 10
percent of parliament members in order to run for president. Since the
parliament is made up of tribal representatives, who know which side their
bread is buttered on, Salah can be confident that even if he does nothing in
the next five years but make sure that the tribal groups that support him
continue to enjoy their usual perks, he can continue to rule this country, one
of the poorest in the world, for at least another ten years.The division of
power in Yemen between tribal leaders and state institutions is not new. One
could even view the Yemeni regime as an example of the definition of democracy:
The state must serve its people, and if it fails to do so, it will be shot.
Literally. In Yemen, government representatives know exactly how far they can
venture, in geographic terms. Government representatives often need special
permits from tribal heads to pass through their territory. Police forces are
afraid to enter secluded areas, and when there is only one police station for
every 100,000 residents, it is fair to presume that it is not only the remote
regions that the police stay out of.
Agreements between officialdom and tribes are not always sufficient to prevent
the kidnapping of tourists, who receive full hospitality, tours and food from
their kidnappers, and are released only after the government has given in to
the kidnappers' demands. Sometimes it is a new jeep or an ambulance the tribe
wants, at other times it is a clinic, a school or a road.
Reporters receive their own special treatment. "The concept that journalism is
part of society, and its role is to protect democracy, is not yet accepted in
Yemen," a local journalist explains. "We only create the illusion of democracy.
If, for example, there is a murder or an explosion and you want to cover it,
you quickly discover that unless you have a foreign journalist at your side you
cannot obtain any official information. There are no press conferences, no
spokesmen and no one to even issue you a statement.
"You can gather information yourself, but then you must be very careful not to
uncover a defect which a government official is responsible for, because if you
do so you are in for a long harassment campaign. This begins with a seemingly
friendly phone call reminding you of the big favor the official did for one of

Vapor trails January 1999 (Photo courtesy W. Thomas) Trained in the health sciences, Cassani carefully took samples from the second incident which occurred at 2:00 pm on November 17, 1998. The samples were taken from property directly under the flight approach path to Thomasville airport, an old airport once used for commercial flights but now used only for small planes. However, the woman whose house and property the sample substance fell upon, observed that military aircraft have recently been using this airport for "test runs" circling the immediate area and returning to the Thomasville airfield. This facility is located a 45 minutes drive from the Harrisburg International Airport in Pennsylvania. Noting nearby military hangars filled with big helicopters, Cassani videotaped a house splattered on all sides, as well as the driveway. The reporter also interviewed a man living near the main runway who claimed that a similar goo had hit his house the previous October. Cassani became ill with flu-like symptoms and was sick for four days after obtaining the sample. When a marine biologist at a nearby university started working with the gel material, he too immediately developed upper respiratory symptoms. The woman whose house had been struck also caught the"flu." Two weeks before Christmas 1998 she suffered a heart attack. Coliform tests by the state Department of Health were negative. But when the university Ph.D. biologist turned his microscope to high power, he found the glass slide teeming with a protozoan life form he said was "very resilient to very cold temperatures." The laboratory staff who eventually received our sample for a complete analysis had never seen cell cultures bloom so fast. Cell cultures normally take several days to grow; ours flowered into brilliant colors within 48 hours of being placed in petri dishes. Exclaiming that, "It was all over the plate," the biologist who examined our first sample wanted to know where we had obtained this "bio-hazard" material. But the TNT and fuel-eating Pseudomonas fluorescens found in our sky sample is listed in 163 Pentagon patents for bioremediation. Sometimes employed against oil spills, Pseudomonas fluorescens can consume jet fuel as a primary food source. This bacteria can cause upper respiratory illness and serious blood infections in humans. Unlike P. flourescens, the streptomyces present in our sample is rarely found in outdoor samples. Used to make several antibiotics, this fungus can cause severe infections in humans. Also isolated in our sample was a fluorescent-type of bacteria found in distant coral reefs, which can be used as a "marker" in lab tests. Another bacillus contained a "restriction enzyme" used in research laboratories to "restrict" or cut DNA material for transfer to other organisms. A computer search for this usually benign bacteria turned up Streptomyces and P. flourescens on the same reference page - as well as the American Type Tissue Culture Corporation. U.S. Senate documents show that this Maryland company made at least 72 shipments of germ warfare cultures to Saddam Hussein's scientists between October 1984 and October 1993. Our second sample was obtained from the U.S. eastern seaboard after Cassani tracked down a woman whose house, barn, cars, lawn and driveway were covered by a similar brown gel on January 17, 1998. This homeowner noticed planes making "tic-tac-toe clouds" and "weird designs" in the sky before the goo fell - possibly from clogged spray nozzles. She had been at church while neighbors watched a large aircraft circling so low it rattled windows and almost hit a barn, before climbing toward a disused commercial airfield recently renovated for military flights. When the homeowner took a scraping into the local lab, she was told of similar incidents in the vicinity. The Federal Aviation Administration (FAA) dismissed the substance - which resisted power-washing and months of weathering - as "corn meal." Vapor trails over northwest Arkansas

Or at least for seven generations (roughly 200 years).[1] As we saw last week, leading scientific societies say that the future promises irreversible environmental degradation and continued poverty for much of the world unless we control human population and change patterns of human activity. "The future of our planet is in the balance," said a 1992 statement issued jointly by the Royal Society of London and the U.S. National Academy of Sciences. (See REHW #669.) "The next 30 years may be crucial," these scientific societies said 7 years ago. It is particularly important that the so-called "developed" countries change their ways. As the 1992 joint statement said, "Developed countries, with 85 percent of the world's gross national product and 23 percent of its population, account for the majority of mineral and fossil-fuel consumption. One issue alone, the increases in atmospheric carbon dioxide, has the potential for altering global climate with significant consequences for all countries. The prosperity and technology of the developed countries, however, give them the greater possibilities and the greater responsibility for addressing environmental problems." What kinds of changes are needed? A group of Swedish scientists has described 4 conditions that are essential for sustainable use of the Earth. A worldwide movement, called The Natural Step, is promoting these four conditions, especially among business organizations.[1] The four "system conditions" necessary for sustainability are stated succinctly, so it is worth repeating them, then adding some flesh to the bare bones: (1) Substances mined from the Earth's crust must not systematically increase in air, water, soil, or living things. This means that fossil fuels and metals must not be produced at a faster pace than their slow redeposit and reintegration into the Earth's crust; (2) Substances created by humans must not systematically increase in air, water, soil, or living things. This means that substances must not be produced at a faster pace than they can be broken down and integrated back into the cycles of nature; (3) The physical basis for productivity and diversity of nature must not be systematically diminished. This means that we cannot harvest or manipulate ecosystems in such a way that their productivity and diversity are systematically diminished. (4) There must be a fair and efficient use of resources in meeting human needs. This means that basic human needs must be met efficiently, effectively, and fairly; it also means that the satisfaction of basic human needs must take precedence over the provision of luxuries.[1] As we said in REHW #668, we consider condition #4 the most important for two reasons: (1) unfair distribution of resources is morally wrong; and (2) if we can't achieve a fair distribution of resources, we will remain mired in conflict, unable to organize ourselves effectively to achieve the first 3 system conditions. All will be lost. More on condition #4 at a later time. The first two Natural Step "system conditions" are not difficult to understand. They require humans (1) to refrain from pulling materials like

This is the first time a federal judge has issued an injunction on the entire National Forest system. Chief Judge J. Phil Gilbert of the Federal District Court for the Southern District of Illinois ruled September 29 that the U.S. Forest Service acted illegally in allowing timber sales under a loophole known as the "categorical exclusion." Timber sales under a given size were not subject to the provisions of the National Environmental Policy Act (NEPA). The case was brought by Heartwood, a Bloomington, Indiana based regional forest protection network and two self-taught forest experts, Jim Bensman and Mark Donham. They claimed that the Forest Service illegally excluded timber sales the environmental requirements of NEPA. Judge Gilbert called the use of categorical exclusions to avoid the NEPA regulations, "...a classic example of an arbitrary decision ... especially in light of the overwhelming opposition from both federal and state sources as well as the general public." Since the Forest Service used categorical exclusions not just locally, but nationwide, Judge Gilbert specifically ruled that "any remedy ordered must also be national in scope." "The Court believes that the continued application of this unlawful Categorical Exclusion does pose a potential danger both to the environment and to public health," the ruling states. "The judge's ruling confirms what we have been saying all along," said Andy Mahler, director of Heartwood. "The U.S. Forest Service has engaged in a pattern of illegal activity designed to increase logging, regardless of environmental damage, public opposition, and applicable law. These sales are just the tip of the iceberg. The entire timber sale program is illegal and should be stopped." "Timber harvest which removes 250,000 board feet or less of merchantable wood products or salvage which removes 1,000,000 board feet or less of merchantable wood products; which requires one mile or less of low standard road construction; and assures regeneration of harvested or salvaged areas, where required," were excluded. The Forest Service (FS) chopped up the timber sale areas into parcels that would fit this definition and offered them for sale without the necessity of meeting the NEPA regulations. The court found that the Forest Service had failed to explain in the record the volume limits for the timber sale categorical exclusion. The court stated, "In sum, the Court finds that the FS failed to adequately consider an important aspect of the issues involved, offered little explanation for its decision and failed to provide adequate evidence and support for its decision to greatly increase the volume limit and implement the proposed timber harvest CE [Categorical Exclusion]. Therefore, the Court finds the FS' decision arbitrary and capricious and DECLARES the timber harvest CE NULL AND VOID. The timber sale CE is invalid under NEPA and should be set aside. " Forest Service Associate Chief for Natural Resources, Hilda Diaz-Soltero, has sent out a notice to all Regional Foresters to immediately cease granting timber sales and to stop the cutting on those now in progress. All ongoing timber sale contracts, permits, or other authorizations resulting from project decisions issued on or after September 16, 1998 that relied categorical exclusions must be immediately suspended. "You should work with the contract or permit holder to take steps necessary to affect an orderly shutdown of the contract or permit activity, addressing affects such as erosion and sedimentation, Diaz-Soltero instructed. At this point no one appears to know exactly how much land and how many timber sales across the country are affected by the ruling, but that information will soon be a matter of public record.
