I only followed that from afar, but I suspect the difference between
both installations is that netinst embeds init-system-helpers 1.64 (in
testing at the time the image was built), while netboot pulls 1.65.2
(in testing currently).
For the actual debootstrap issue, see #102042
tool had failed to
include or exclude the right entries. :)

Leaving aside the debootstrap's pu/opu requests that I would be happy
not to have to be involved with (trusting Luca's assessment instead),
