Background and current status
In 2019 the TC decided[1] that Debian would achieve the largely-agreed
goal of having only one place to put most files, /usr, by using
symlinks to alias from /bin etc. to e.g. /usr/bin.
At the time, concerns were raised that package management
m, by handling both variables.
I expect the new vm package to migrate quickly.
I see that there are other packages with failing tests, preventing
emacs from migrating. I haven't looked at them, but some of them may
be similarly afflicted.

For the record: this bug caused `dgit clone dgit` to fail. That
aspect of the problem has been worked around by forcing that host to
use HTTP/1 only. ([rt.debian.org #9218]).
This also means that the repro in this bug report won't work any more,
I'm afraid.

Recap:
git's new check in "git hash-object" breaks some tests in src:dgit,
which deliberately create broken objects eg to detect a regression
like #849041. Updating the tests looks nontrivial.
git 1.2.40-1 doesn't seem like it's going to migrate anyway, given
that it's a key package

We have fixed this by changing the Apache configuration on the server,
for the vhost git.dgit.debian.org.
