Even worse, this is the second time that this situation prevents build-depends from being fulfilled on hppa. According to the tetex maintainer, everything is kosher on his side, so this brings the question why installation of tetex repeatedly fails and only on hppa. Repeated occurrences of installation failure on a single architecture is a highly suspicious matter. I think that it's not likely a hardware problem as much as a possible misconfiguration of e.g. executable search paths. At least, Bdale's previous e-mail leads me to believe that this is where the investigation could start. I have also tried deleting all gconf keys for the keyboard preferences, then re-selecting the keyboard maps from GNOME's keyboard capplet, which brings up the same error. An alternative would be to ask the debian-installer team how they enable secure APT when bootstrapping a new Etch installation. And the answer is: there isn't any, because the corresponding option is commented out in /etc/X11/app-defaults/XScreenSaver: ! This command is executed by the "New Login" button on the lock dialog. ! Bug#268122: fixed by removing unresolvable servers
It appears that one of the NTP servers I synchronize to is gone. As soon as I removed its line from /etc/ntp.conf, ntp-server worked again.
