We've added features that are only supported on newer versions of qemu-kvm
packages previously, such as the IOP and bandwidth limits.

injection into our router/SSVM/CPVM images is broken with

We've found that HA doesn't work at all with a host failure on KVM, as those
VMs will never be restarted until the host is either recovered, or the host is
removed
I'm not sure why this was removed from public. We haven't tested the feature
set since the below PR was merged.
