I think performing a minor release roughly once a month is a good

Reminder that there is an open PPMC vote to release streams 0.2-incubating.
rc3 is essentially the same as rc2, but stripped of all test resources
without a known permissive license.
In addition, rc3 can generate a decent looking maven site.

The current problem with our jenkins builds are related to publishing
and resolving snapshot artifacts from one streams repo to another:

These changes are very positive - l'm certain this approach will allow
the line counts of existing and future modules to shrink. Having a
single process stream builder with semantics that mirror storm's is a
major improvement over creating a bunch of threads and then starting

streams and contains some changes to streams-core.

refactored, so I'm ready to merge the branch to master.
