Just use the IP address of the serving computer with the Squeezebox suffix. The IP on my setup is http://192.168.1.75:9000/ the first part (http://192.168.1.75) is my serving machine, the second part (:9000/) being the Squeezebox suffix. Just find the IP of the serving machine on your network

I'll check. Yet I don't believe this is an iPeng command. iPeng doesn't really DO the syncing, it just tells SBS to do that, so it also can't really do a lot wrong. This is very straightforwrd, it's sync player a to player b period. I'm seeing quite a few issues with syncing on SBS 7.4, too.
