Sheldon,
That means the PLL is out of lock. The most common cause is mild corrosion
on the card contacts. Re-seating the cards will usually fix that problem
plus a few problems you haven't yet discovered.

I took a look at the schematic and don't see slugs indicated for 20 - 10 M.
If they were originally present but now missing, I'm guessing you'd not be
able to peak the antenna trim cap for maximum band noise on those bands.
Hopefully someone with a 1A will respond.

Does the built-in TR-7 reflected power meter jump to infinity?
A couple troubleshooting suggestions:
Disconnect the antenna and feed the TR-7 directly into a dummy load.
Disconnect the mic and see if this happens on CW.
Good luck with it.

If the switch has not been abused, cleaning the contacts should

There are two boards that are commonly found with a TR-7. One is the board

On 80 meters into a dummy load on CW you should get around 140 watts when
the ALC light just turns on.
As you go up in frequency the output will decrease. On 10 meters, you
should get over 100 watts CW into a dummy load when the ALC light just
starts to turn on.

Sounds like the antenna relay to me.
To test that theory, attach a lead to the VLF Antenna input on the
rear Aux connector and see if signals get stronger. That input
bypasses the antenna relay. Be careful not to transmit with the VLF
Antenna attached.

Does this occur only in CW?
Early TR-7s required a mod to prevent them from waking up in transmit
