an RTTE product which is declared under the LVD and the EMC
only. Or worse, when a product is being declared to comply with the RTTE
directive without compliance with the RTTE directive requirements of EMC,
safety, telecom and the construction file)

For designing telecom interfaces there is a wonderful rule of thumb. Take
the creepage distance for 120V, which is 1.5mm. If you can apply this
throughout the insulation between TNV-3 and SELV than you are in good shape.
