[E-devel] VD window tool tip bug with 16.6_pre4

mouse cursor around in VD area. Note that the applications being run in VDs are not of any significance here. It is the only pre4 bug I have noticed and I thought I would report it. As for some other bugs that used to exist with 16.5 they have vanished with pre4. Excellent work. With thanks.
