We are currently having an issue where our OAB and Free/Busy time are
not updating properly. Everything I have found says to reset the system
folders by changing the GUID. Has anyone done this before and did it
work? We are EX2000 SP3.

I think what Ed is saying is that the server lockups are caused by the
short amount of space you have available, and you may even be running
out of space and that is causing the lockups.
If you got the Enterprise edition you could bypass the limit of the
16GB.
