FM 8: Next Paratag setting fails

Greetings, Win 7, FM 8. I use the Next Paragraph Tag setting in the Para Designer, and it just doesn't work. I can set the setting, but when I press Enter at the end of a paragraph, the new paragraph always has the same tag as the preceding one, regardless of this setting. Royal pain!
