Did you try to open frame as administrator - maybe only once is enough. I
think you need local administrator rights to work with FM. Also check your
local user folder. That must be accessible and writable.

If it needs Run as Administrator, you might need to modify the
shortcut that starts the application. I have one application I had to
do that for in Windows 7 64-bit.

2) When I close the
64-bit Windows 7 is not a supported OS for FrameMaker 9, it's designed
for 32-bit XP or Vista. Have you tried installing in compatibility
mode?
