I built the same sort of cover recently. It took some doing to figure
it out. Frame Help was less than helpful.
I am using Frame 9 (Virtual Windows XP on a Mac), so I don't know if
this is supported in earlier versions, but my EPS graphic with
transparency floats quite nicely over my cover b

FM, in general, doesn't support transparency very well.
In FM, do you have the properties of the graphic and of the frame that
holds it set so that Fill = None?
P.S. posting your configuration data with each question would be helpful...
