Why ports for BETA tagged so late?

7.0-BETA3 is very stable now. But when I upgraded I have to have all ports recompiled on 7.0. There are no binaries yet on FTP so I have to recompile all ports on my machine that takes a lot of time. Why port tree tagging is so late in the release schedule? All ports compile fine at this time.
