The fact that your network card is virtualised doesn't matter, the guest
OS doesn't know about that. You need to emulate a real-world network
card, and find a packet driver for it, just like if it would be real
hardware.

qemu-system-i386 -m 128 -hda 'qemu_freedos.img' -net nic,model=pcnet
-net user,hostfwd=tcp::5554-:21 -localtime -boot c

I have not tested under *BSD at all, only Linux (2.0.0, 2.1.3) and
Windows (barely 0.9.0, 0.13.50, mostly 2.2.0, 2.4.0), not to mention
