Indira is correct... however to elevate confusion... what she is
 talking about is gimp-perl. I.E. the perlotine script is 
a gimp-perl script.

read up on the clone tool.
It is what I use.
You have to do it by hand  but this seems
to product the best results IMHO.

Note: red eye removal has been on the list before

it is not a plug in ... and contains no magic
but with a mouse under the proper hand
(and the zoom level set high enough ;)

select-feather 5
select-invert
delete

whala fuzzy border ;)
ps change the pixel # inputs to
shrink and feather depending
on the size of the image and the
desired size of the fuzzy border.

Ok here is what i think your source of confusion is.
The "background" layer is always just that. 

I.e. when you create 1 new layer you cannot move it under the
background layer. 
However if you create 2 new layers "layer 1" and "layer 2"
respectively. You can move "layer 2" under "layer 1", 
or put another way... you could move "layer 1" over "layer 2"
but you cannot put either layer under the background layer ;)

i ran into the same problem as well..

could building perl 5.6.0 like this
./configure -Uuselargefiles -des
(essentially turning of uselargefiles)
cause gimp-1.1.24 not to build correctly..?
(ahhh well it does ..@ least on my box anyway )
so I guess my question really is 
does that make since...?

P.S. I had to build perl like that for 
apache dso stuff ;)
I am currently separating out the perl trees and
rebuilding gimp.

well i am such a geek that I have multiple computers.
I have 1 mon 1 key and 1 mouse.
When i switch back and forth between x servers 
gpm gets all confused about the pointer 
(I suspect you are seeing a side effect of that same problem.

My solution...
ctrl-alt-f3
ctrl-alt-f7  (don't move the mouse for a sec)

the first one takes you to a tty terminal
the second one takes you back into x and for some
reason gpm seems to be less confused then ..
that works for me.
