I presume you are asking me about "official build". Michael can tell
you more about it.
It's the build provided by GIMP maintainers. If that build does not
include jp2 support, you'll have to ask Michael.
My builds obtained from my website have jp2 support built in.

what do you mean by 'official build' - i installed the gimp 2.8 on windows
10 from the official gimp site five days ago. although several reviews
implied that 2.8 does have .jp2 capability i see no tangible manifestation
of such.

It does that if JPEG-2000 support is compiled in. This is not
necessarily so for all builds out there.
