MONSERRATE, IN THY KINGDOM THEY COME

THE METAPHOR is indeed apt; political corruption is a cancer gnawing at the
vitals of the country. Just as in the case of cancer, there is no cure. Nor
is it an epidemic affecting only the poor nations. US, France, England,
Canada, Australia too have it.

To fight corruption we have devised (and kept devising schemes: the CVC
(Central Vigilance Commission), the Lok Ayukta, PILs (public interest
litigation) in the higher court, each of which is either vulnerable or
rendered impotent. 

On their part, the oncologists have flirted with blockbuster drugs, but
have since realised that tumours that look identical under the microscope
are turning out to be very diverse when examined at the genetic and
molecular levels, and require completely different treatments.

So it is with political corruption. But here it is the supposed victim, the
voter, who abets it. Election after election -- and the latest at Poinguinim
was no exception -- clean candidates are proffered but the electorate
seems to just spurn them.

Atanasio (Babush) Monserrate, if hearing is believing, has surpassed in
guile, money and muscle power all the dons Goa has known before. So, to
Taleigao, his Kingdom, we went, on a Tuesday, the day anyone from his
constituency with any problem -- physical, financial, legal or of any kind
-- is welcome to his house.

They spill over from the contiguous out-house; an improvised ante-chamber. A
minion dispenses extra plastic chairs piled at corners, so that they don't
tire standing up. But the stack of chairs are exhausted and there is barely
standing space in the crowded pathways of his mansion, 'Casa Monserrate',
and they shelter themselves as best as they can, under the shadow of trees
and walls, holding parasols and shading their eyes with folded newspapers,
even the documents they want to show as proof of their grievance. 

Do they have faith in their MLA? This would be a superfluous question.

Eleven o'clock was my appointment, and at 11 sharp, a polite gentleman who
happens to be the chairman of the Panaji Planning and Development Authority
(Monserrate's main charge is Town Planning) escorts me to the parlour. Like
everyone else, I take my shoes off and walk in socks. 

Out comes Babush, informally dressed, wearing clothes any male model would
envy to display on the ramp, gracefully apologises for the two minute delay.

Two other visitors, of status obviously, one of them Dr Britto, of the much
written -- and spoken -- about casino Chances, and soon to operate (his
confirmation) the Turkish ship Kappadocia anchored at the Mandovi (more on
that later) are requested by the host, Please wait a few minutes (it turned
out to be 45 minutes or so said my watch). If personal experience is to be
my yardstick, Monserrate, no doubt, is a charmer.

How did he wean away Isidore from the Congress?

Actually, the proposal (to do an Isidore) had come to me from Luizinho. So
I used the idea on Isidore, who is my friend.

Are you that staunch a BJP supporter?

I am not staunch. I don't subscribe to their ideologies. I am for
development. I think Parrikar is doing a good job. Later, I can't say. I'm
not saying Parrikar won't be there. First of all, people will decide if I'll
be there or won't be there. If I feel (like supporting him then) fine.

Indeed, I comment, in politics there are no permanent friends, nor permanent
enemies. Only permanent interests. What are his interests?

My permanent interest is my constituency. And Goa? I don't even peep out
of the (Taleigao) border. Does he aspire to be the CM? No, not at all. I'm
quite happy (with the position and the job satisfaction). So, he has no
all-Goa ambitions, neither an all-Goa vision.

For now, make no mistake. I had told Parrikar, I'll support you even if
your government falls. I'll stay with you. I'll sit in the opposition.
Perhaps I came into politics by mistake. But next election everything will
be over. Then, what? He hadn't thought of it, yet. There is still time.
He reminds one of the connoisseur savouring his vintage wine, enjoying one
sip at a time.

Money power, muscle power, how much of either or both did he use in
Poinguinim?

Now, they (the Congress) started voicing it. They started it because they
are afraid of their High Command. Helping some one in need, that's
different. I'm Isidore's friend. But (the charge) is totally false.

Did you have any roots in Poinguinim? None. It was only  moral support.

WATER SCARCITY HITS MARGAO: A motley group of tourists gathered outside a
restaurant at Comba in Margao on Monday afternoon. They were perusing a
notice put on the shutter, which read as follows: hotel is closed due to

PIPELINE AT QUEPEM IS REPAIRED: More than a dozen labourers, after a
gruelling 38 hours, on Monday afternoon, finally completed work on the burst
pipeline at Sirvoi in Quepem. (GT)

SHOWERS CATCH PANJIMITES UNAWARES: The sudden thundershowers on Monday
(November 1) evening caught people unawares, particularly in Panjim. The
sudden heavy showers are the result of low pressure formed in the South-East
Arabian Sea, according to KV Singh, the Director of Indian Meteorological

VARIABLE FEE SCHEME FOR GRADUATION: The State government has approved a
scheme that involves a variable fee for graduate-level education
proportionate to the students' parental income. Chief Minister Manohar
Parrikar told journalists, that the scheme would come into effect from the
next academic year under which professional and other graduate-level
colleges will charge fees higher than the current levels depending on the
income slabs of the students' parents. (H)

BURSARY SCHEME FOR STUDENTS: The State cabinet on Monday approved a bursary
scheme for students of post-secondary training and educational courses run
by the aided, the government and private institutions for implementation
during the next academic year. (GT)

HELPING NEEDY, POOR STUDENTS: Indian Students Education Aid Foundation, an
NGO based at Rai, Siolim, has been doing a commendable job of helping the
needy and poor students through its Technical Institutes and financial
assistance to them to continue their higher studies. ISEAF, founded by a
German national, Rudolf Schwartz, has sponsored some 570 students who have
been studying courses such as Engineering, Pharmacy, BDS, Computer
Education, Hotel Management, BEd, LLB, etc. Besides, 135 students completed
their education last year with the financial assistance of ISEAF and have
been employed in India and abroad, an ISEAF press release says. (GT)

BASILICA FIRE PROBE RULES OUT SABOTAGE: The much awaited report on the cause
of the fire incident that occurred in the Basilica of Bom Jesus annexe
building recently was presented to the Director General of Police on
November 1. Mr Amod Kant told The Navhind Times that the report ruled out
any sabotage. (NT)

IA IS OFFICIAL CARRIER: Indian Airlines has been designated the official
carrier for the International Film Festival of India, scheduled to begin on
29 November. Indian Airlines will give registered delegates a discounted
fair when traveling to and from Goa. (GT)

BULLET TRAINS: As part of railways modernization, Railway Minister Lalu
Prasad is expected to announce a policy envisaging introduction of bullet
trains with a minimum speed of 250 kms per hour. To begin with, bullet
trains would be introduced on the 500-km Mumbai-Ahmedabad corridor which
will connect the two cities in less than two hours as against rive to six
hours by the existing fastest train Shatabdi Express. (PTI report in Herald)

THREAT TO DUMP GARBAGE AT BRITONA VP OFFICE: Residents of the Housing board
colony and Abhinav Complex at Porvorim are irked over the Penha da Franca
panchayat's decision to dump garbage near the Housing Board Colony. The
agitating residents have now threatened to dump the same garbage in front of
the panchayat office at Britona. (H)

WOMAN CHOKES TO DEATH: A 25-year-old married woman, Annie Vales of
Dicarpale, was choked to death after she allegedly swallowed a handkerchief
on October 31.within one month of her marriage. (H)

TWO MINORS RESCUED: Police rescued two minors - 13-year-old boy and a
six-year-old girl - on Sunday from the city (Panjim) and handed them over to
their parents in Mapusa. Yesu and Adama were picked up from the Panjim
market where they were brought by an unknown person in an unknown car on
the pretext of providing them food, police said. (H)

It should be appreciated that the Mid-day piece attached with the Oct 31
posting deals solely with one IFFI project viz the old Goa Medical Complex
in Campal that too from a heritage building perspective. This structure has
reportedly been bifurcated into a brand new multiplex with four screens and
an office type complex which retains some of the old elements. Presumably
there is a bridge connecting the two.

A recent report in the Herald observantly mentioned that on the inaugural
run of the multiplex (perhaps in one of the four theatres) the State's
bigwigs were seen with hard hats at the ready. So it was the electronics,
electricals and acoustics that were probably on test. The civil construction
was still in progress.

There is no word so far about the status of Kala Academy  across the street
which is undergoing major modifications for IFFI.

I dont think operational use and ownership position are two distinct issues.
In fact I consider the  latter to be fundamental and a pre-requisite for the
former. Unfortunately, little or no information has been forthcoming so far
about the true ownership and title position as compared to the functional
position on which, by contrast,  a fairly clear picture is now available
from pre-liberation days right up to date.

In these circumstances, the somewhat convoluted point that any
characterisation as an apparent 'dog in the manger' policy is likely to run
up against the usual 'holy cow' factor is well taken.

In closing let me say categorically that I dont claim to have any solution
to the Dabolim problem. In fact I dont think there can be a solution in the
mathematical sense at all. All can only work conscientiously and
persistently towards a policy which  effectively balances Indian military
security interests with economic and social security interests of the people
of Goa and the region.

We have recently witnessed a number of rather extreme
view points from some individuals over the last few
days. Having gone through an election in India
recently, it would be interesting to compare the
situation in India with that in America.

In India most people are aware of the extremist groups
such as the RSS, the Shiv Sena etc and their distinct
intolerance for non-Hindu ideals, which they attempt
to wrap/disguise in the form of nationalism and
national security. In the Islamic world, Bin Laden and
Co, who were brought up under the intolerant Wahabi
tradition, have chosen to blame the failures of their
nation states on the outsiders. Likewise, America too
has witnessed the rise of a rather extreme group,
representing the worst of an intolerant form of
christianty that the world has not witnessed for a
very long time.

The common thread of all these groups is religious
intolerance, which they disguise in a variety of
manners. In the middle east, it is of course the
Palestinian issue. In India, it was Hindutva, or the
preservation of India's so called hindu culture. In
America, the Bin Laden terrorist strikes and the
resultant phony war on terror and campaign of fear
have served as very convenient camoflage for their
real agenda.

While there are many similarities, there are vast
differences as well. Unlike say the middle east, the
extremist christian right wing does not command the
majority of the current ruling class. Most people of
the republican party would be ashamed to be associated
with the ridiculous falsehoods that have been posted
on this forum very recently. (conversely, most
democrats would not fully accept many of the
outlandish claims made by Moore in Farenheit 911).
What is unfortunate however, is that the right wing
christian extremists have steathly grabbed an
exceedingly larger portion of the moderate republican
agenda.

What is the agenda of these extremists? Very clearly,
it is supression of free and logical thought so that
it conforms to their interpretation of the bible -
America afterall, according to them was founded upon
christian principles. The so called war on terror is
billed as an effort to protect America's freedom, from
the islamic facists. Who would argue with that?
Unfortunately, what many do not realize is that there
is a parallel culture war being waged within America
itself - to control how people think. As a result,
there is no allowance for tolerance withing their
agenda. It is not a suprise therefore that America has
not been more divided since the Vietnam war. 

A victory by George Bush could have two outcomes. If
he is more successful in keeping the relgious right
wing in check in his second term, he could follow in
the successful footsteps of his Republican
predecessors. If he fails, it could result in an
explosion of the culture war in America. If Kerry
wins, the right wing will be automatically
neutralized. Given that two of Bush's most moderate
cabinet members Condoleezza Rice and Colin Powell plan
to resign after the election, the direction of Bush's
future direction does not look very promising.

 falsehoods aimed at our fighting forces that are having to be corrected by

Dear all:

I am not sure if I should laugh at this comedy or snicker at this stupidity.  Never 
mind that the
NY Post (Niles Lathem writes for them) is a Murdoch tabloid and the print version of 
Fox News
television (also owned by Murdoch).  Never mind that none of these media remotely 
qualify as news
organizations and their anti-immigrant, anti-labor, anti-Muslim, pro-corporate stance 
(even in the
UK and elsewhere) is well known except to those who blindly accept their version of 
events.  

What is amazing is we are now to assume that Osama is targeting red states. This from 
the same
thug who killed 3,000 people on Sept 11 in the blue states (New York, D.C.).  The 4th 
plane
crashed in Pennsylvania (mostly a blue state).  Osama has now changed colors.  Good 
heavens,
elections do provide their share of comedy.  We who live in blue states are safe now.

At least credit should be given to Bush supporters for making up their mind on a 
candidate.  I
hear that there are still some undecided voters, perhaps they will make up their mind 
after the
election.

and my response was  ...the George Bush who liberated 50 million Afghanis 
and Iraqis from tyrants, and gave Afghanistan the first democratically held 
(under UN supervision) election in their history!

My answer obviously did not satisfy you because you went off on a tangent. 
I can understand that as a liberal you cannot accept the notion that there

Dear Sir,

I understand you' re a man who would prefer things straight and direct, so 
spare me a few minutes.

I have struggled, in pursuit of a deadline, through a day fraught with 
black outs and frequent power cuts right from 5.30am to 5.30pm. The 
calendar on my desk screams a countdown to IFFI. I've missed my deadline. 
Is this a harbinger of things to come?

As I write this, citizens of Alto Nagali Colony, Dona Paula, stand armed 
with stones in their hands on the road to stop the sewage/mud laden trucks 
from Mala Lake heading for their clean environs. The government is creating 
`hills ' of sewage (Bal Bhavan and Campal bore the brunt silently, now its 
Dona Paula) in a tearing hurry to beautify Panjim for a festival that does 
not involve locals in its scheme of things (but for a hurried pressnote 
released by the DI to suggest otherwise). The residents of Nagali believe 
that only a people's movement can stop arrogance getting the better of 
reason. But does anybody care? The way things stand in these days of hard 
core horse trading, money has replaced logic. Add muscle power in the 
absence of grey cells.

 From the local authorities to the truck drivers mucking up the road of 
Dona Paula, nobody respects the law of the land, going by the threats these 
politically fattened goons have been throwing at the locals (a woman was 
told `I will go to the higher ups ' when she stopped these trucks dumping 
mud in her colony) with an air of chest-swelling bravado. Is Goa heading 
for an era of lawlessness?

As I write this, labourers are toiling hard and fast in the heat of the 
autumn sun, pouring heaps of concrete into a bridge, pavements, road 
dividers, the multiplex and Kala Academy. I pause to ponder if these 
concrete structures will last us another 12 months after the hype of IFFI 
has died down. They (the IFFI taskforce) are in a mad, tearing hurry to 
meet the deadline thrust down their throats by a government (supported by 
back-bending babus) keen to score a brownie on promotions. Does ego precede 
quality? Where are the checks and balances to ensure quality control on the 
superstructures popping around us? Who is paying for these costs?

Precious public monies have been poured into mortar and cement to change 
the face of Panjim. Sure, the Old GMC looks swell with the facelift, but 
what will scratching its surface reveal? Scant regard has been paid to the 
laws of engineering, allowing little, if any time, for the curing process 
required for these concrete structures. It ' s common sense. Every engineer 
knows this, why are they silent? Are we re-writing construction and 
engineering fundamentals to suit a few pockets, regardless of public 
safety? Do we want a concrete apocalypse that will break the back of this 
city five years from now?

And what have you to say of the fire at the Basilica? Have you heard the 
grapevine rife with rumours alleging more than an ordinary short-circuit 
that ravaged the roof of our historic heritage monument. Citizens of Goa 
are alarmed. Don't you fret at the obvious lack of security World Heritage 
monuments enjoy in Goa? I know for sure that heritage monuments elsewhere 
in the world enjoy top class security systems to protect them against any 
man-made or natural faux pas. Where is this class of special security to 
safe-guard our monuments? Where is the Disaster Management Office in the 
State of Goa? If we are found wanting in these departments, and badly, what 
of the safety of six million odd travellers/tourists heading for Goa from 
all over the world in November/December? Do we have a security blueprint to 
plug these loopholes? Are we planning ways and means to keep a check on who 
gets in and out of our borders? Or, are we awaiting bedlam because we have 
taken our peace for granted.

I notice that not a single club or a casino, temple or a church, disco or a 
resort has any equipment essential for safeguarding its own premises (and 
we are not talking fire hydrants alone) as well as the safety of its 
occupants/visitors/tourists. Guns and bombs are no longer social taboos in 
public places. If scanners and metal detectors are installed at every 
legitimate pub/club/disco in Goa, you will find the beeps ringing into your 
head well past breakfast. Goa is simply not a haven for drug lords alone. 
We have enough reasons to beef up our act, but we're such lazy Goenkars 
that we don't mind getting robbed in broad daylight.

Street sweepers, security guards and billboards

In a week from now, it will be time to leave India and head back to Australia.

For me, this second tour of India has been every bit as enjoyable as my first 
back in 2001, however it must be said that the standard of competition on the 
cricketing front has been a tad disappointing.

But that in no way has diminished my enjoyment at having another chance to 
experience life in this kaleidoscopic country.

On this tour, three things have really struck me - street sweepers, security 
guards and billboards.

The straw broom is an omnipresent part of Indian life.

Every morning, they are wielded with gusto outside a myriad of buildings, 
whether they be commercial or residential.

Footpaths are brushed clear of their debris with these long, back-breaking 
implements. 

In our hotel rooms in Nagpur, straw brooms were used by the housekeeping staff 
in preference to vacuum cleaners. 

And when you get to the cricket grounds, there they are again.

Ground staff busily sweep the pitch with them before each day's play, and 
again at stumps, and for that matter, at every interval during the day as well.

As for security guards, they're everywhere.

We have not seen one ATM anywhere in our travels that is not diligently 
overseen by a security guard.

None of them are armed, and in fairness, none of them look like they'd be much 
good in a scrap anyway.

But there they sit, hour upon hour. 

The majority of shops also have unarmed, uniformed guards at their front doors.

In the case of large brand name stores in shopping plazas, there are often two 
guards at the front door. 

Inside the same shop, you'll also regularly encounter them. 

Alongside our hotel in Chennai there was a large multi storey shopping 
complex, which conservatively would have housed in the vicinity of 200 shops 
of varying size.

It would not be an exaggeration to say that the entire complex would have 
contained at any one time, upwards of 60 security guards. 

I'm not sure how often they advertise for security guards in this country, but 
one thing's for sure, it's a growing industry.

And so it is for billboard advertising. 

No matter where you drive in India, it is almost impossible to escape 
billboards.

In Goa, on our drive to and from the airport, we spent a deal a time on what 
would be considered country roads in Australia.

But that didn't stop the roadside from being dotted with billboards, many of 
which bear the image of India's leading cricketers, and for that matter at the 
moment, Australian cricketers as well, who are cashing in on this country's 
love of celebrity.

Many of the advertising signs in places like Nagpur and Goa are fixed to what 
look like rickety bamboo frames. 

The products they advertise are many and varied and some of the ads are quite 
witty. 

Others provide humour for their use of the English language. 

Signs in general in India are a constant source of amusement. 

One of my favourites was in the history museum in Old Goa.

There, hanging on the wall in a beautiful old Portuguese-style building 
alongside portraits of the past governors of the colony, was a simple sign 
that read - No Spitting.

Only in India!

Surprise video that he will be closely monitoring the state-by-state election 
returns in tomorrow's presidential race — and will spare any state that votes 
against President Bush from being attacked, according to a new analysis of his 
statement. 

The respected Middle East Media Research Institute, which monitors and 
translates Arabic media and Internet sites, said initial translations of a key 
portion of bin Laden's video rant to the American people Friday night missed 
an ostentatious bid by the Saudi-born terror master to divide American voters 
and tilt the election towards Democratic challenger John Kerry. 
MEMRI said radical Islamist commentators monitored over the Internet this past 
weekend also interpreted the key passage of bin Laden's diatribe to mean that 
any U.S. state that votes to elect Bush on Tuesday will be considered 
an enemy and any state that votes for Kerry has chosen to make peace with 
us. 
The statement in question is when bin Laden said on the tape: Your security 
is up to you, and any state that does not toy with our security automatically 
guarantees its own security. 
That sentence followed a lengthy passage in the video in which bin Laden 
launches personal attacks on the president. 
Yigal Carmon, president of MEMRI, said bin Laden used the Arabic term ay-
wilaya to refer to a state in that sentence. 
That term specifically refers to an American state, like Tennessee, Carmon 
said, adding that if bin Laden were referring to a country he would have 
used the Arabic word dawla. 
MEMRI also translated an analysis of bin Laden's statement from the Islamist 
Web site al-Qal'a, well known for posting al-Qaeda messages, which agreed that 
bin Laden's use of the word ay-wilaya was meant as a warning to every U.S 
state separately. 
It means that any U.S. state that will choose to vote for the white thug Bush 
as president, it means that it chose to fight us and we will consider it an 
enemy to us, and any state that will vote against Bush, it means that it chose 
to make peace with us and we will not characterize it as an enemy, the Web 
site said, according to MEMRI's translation.

In Bihar, Muslims are divided into 43 castes

IANS Patna Nov 1: In caste-ridden Bihar, even Muslims are not free from the
evil - there are as many as 43 castes in the community.

Though Islam is a religion that preaches the equality of all people, Muslims
in Bihar are divided into upper castes, middle castes and lower castes, says
a report sponsored by the State Minorities Commission.
The report on the socio-economic status of Muslims has identified 43 castes.
Unlike Hindus, among whom the upper castes constitute a small part of the
population, the upper castes among Muslims account for about 40.4 per cent
of the community in rural areas and 41.1 per cent in urban areas, it says.
Among Hindus in Bihar, upper castes account for about 13 per cent of the
community and backward castes nearly 50 per cent.
Within the Muslim community, the upper castes include Syed, Shaikh, Pathan
(Khan) and Malik. The middle castes comprise the Momin or Ansari caste and
account for 25 per cent of the total population.
There are 38 lower castes among the Muslims, accounting for 34.6 per cent of
the populace in rural areas and 34.4 per cent in urban areas. They include
the Bakkho, Bhatiara, Chik, Churihara, Dafali, Dhunia, Dhobi and Idrisi.
The 273-page report, prepared by Patna-based Asian Development Research
Institute (ADRI), says that castes among Muslims are broadly based on their
social status and occupations.
The distribution of Muslim population among the caste groups is very
similar in rural as well as urban areas, it says.
However, there are four districts - Patna, Munger, Darbhanga and Madhepura -
where the upper castes constitute over 60 per cent of Muslim households.
In the five districts of Rohtas, Jamui, Gaya, Aurangabad and West Champaran,
the middle caste Ansaris account for over 40 per cent of Muslim households.
The report is based on the 1991 census when the Muslim population in Bihar
stood at 10.119 million, accounting for 15.7 per cent of the state's total
population.
According to the 2001 census report, the Muslim population is over 13
million in Bihar.

Please re-read #1 above to see who support her. Republican loyalty is fickle - just 
like Donald
Rumsfield who went to Iraq in 1983 and met Saddam to do business with him (sell US 
arms).  The
same arms Saddam used to kill people.  Now Rumsfield and other Republicans sing a 
different tune.

 the Bush administration's big government policies and its fiscal 
 irresponsibility.

RESPONSE: So, you are a fiscal conservative.  What does this have to do with 
your faulty knowledge of what is going on in the middle-east?

 Next, I dont need to be lectured by anyone about Iraq. My family lived in 
 Kuwait and experienced the acts of the Iraqi regime in the first war. I am 
 the last person who would expect to have any sympathy of the Saddam regime.

RESPONSE: Obviously your connections with Kuwait have not led you to know as 
much about the middle-east as you think you do. I have confirmed this by 
showing your comments to actual Kuwaitis and Iraqis, whose families have 
experienced Saddam's brutality.

 Regardless of my personal dislike for the Iraqi regime, the fact remains 
 that Saddam was fully contained and made irrelevant after the first war. 
 There was a legitimate unknown about his WMD, which required action and 
 which was ignored by the Clinton administration. However, we also know that 
 after the US congress (backed by Kerry et al) passed the war resolution 
 authorizing the use of force *if necessary*, the Iraqi regime in effect 
 completely capitulated to the inspectors because it realized it had no 
 choice. This was a fantasic achievement by the Bush administration.

RESPONSE: If the Iraqis capitulated to the inspectors it was because they 
had already hidden their WMDs or moved them to Syria. After all they had 12 
years to do this. The scheme was, with the collusion of France, Russia and 
China, and co-conspirators like Hans Blix, to declare that the WMDs were not 
in Iraq, get the UN sanctions lifted on this basis, which would leave Saddam 
free to re-constitute all his programs un-supervised.

 The problem is that the current administration then rushed to war inspite of 
 having free reign in Iraq and with no support from its real allies that 
 matter.

RESPONSE: You give your bias away with such ridiculous comments. Real allies 
that matter? Who the heck might these be? Are you talking about France, 
Russia and China who were colluding with Saddam in looting the oil-for-food 
program and conspiring to protect him with vetoes in the UNSC?  Do we have any 
better allies than the ones we have in Iraq?

 Furthermore, it lied to the American people by implying an alliance between 
 Saddam and Al Qaieda.

 Anyone who knows anything about the middle east knows that these two 
 entities were diametrically opposed to each other. Yet even today, thanks to 
 mass deception by the US administration, a large chunk of the US population 
 thinks there was a link between the two.

Lure of Goa attracts even destitute orphans
--
The tourism season is on the roll and the lure of Goa is not only
attracting millionaires but also destitute orphans. Twelve-year-old
Prakash Bahadur was picked up loitering outside the newly-opened
Women and Child Protection Unit, Panaji yesterday afternoon and
promptly told officials he had run away from home in distant Nepal.
Sources inside women's police said the boy was dirty and hungry
but unafraid. Upon being fed, Prakash said his parents were dead
and that he was being raised by his paternal aunt, Tika Khadke.
Bored with Nepal and having heard of Goa, he travelled by train and
landed in Margao on October 28. Prakash claims he travelled with
another senior person who travelled onward to Kerala. He spent the
night at the Margao railway station and came to Panaji by bus
yesterday.
The women's police officials said he seemed smart and apparently
knew of Margao and Panaji. Confounded by the 12-year old's confidence,
police are trying to find out whether he had come to Goa before, whether
he has any relatives here and if he is concealing something.
The Foreigner's Registration Office has been alerted to verify his story
at the detailed address he has given in Nepal. Sources said when he
was at the Women and Child Protection Unit, he was enchanted with
the fish in the gleaming new aquarium there. However, Prakash has
been housed at Apna Ghar, Merces.

connection to drug trafficking in the United States.
The resulting investigation uncovered the Iran-Contra
scandal, a scheme that diverted profits from illegal
arms sales to Iran to support the Contra guerilla
fighters in Nicaragua.

2. Kerry led hearings which provided evidence that
Haitian military officials were involved in drug
trafficking to the United States. He also led hearings
on corruption and drug trafficking by Panamanian
dictator Manuel Noriega, and introduced legislation
requiring the Reagan administration to cut off foreign
aid to Panama because of drug-related corruption
within its government

3. Chaired the landmark hearings that uncovered the
Bank of Credit and Commerce International (BCCI)
scandal - the largest banking corruption scandal in
modern times.

4. Crossed party lines to support a balanced budget
and cast the decisive vote to create 23 million new
jobs.

5. Cosponsored and voted for the landmark
Gramm-Rudman-Hollings balanced budget and deficit
reduction bill to end runaway deficits.

6. Was instrumental in passing the most recent
increase in the minimum wage - to $5.15 per hour in
1997.

7. Led a successful fight for an amendment he
introduced to make sure that all working families
receive a child tax credit.

8. As chairman of the Senate Small Business Committee,
promoted policies to increase access to capital, open
international markets, foster innovative technology
companies, reduce red tape and increase federal
contracting opportunities.

9. Created and improved the MicroLoan program,
expanded the successful nationwide Women's Business
Centers (WBC) and loan programs that help the small
businesses of reservists stay afloat while they are on
active duty.

10. Led the fight to add police on our streets through
his amendment to the 1993 Crime Control bill. John
Kerry's amendment provided for $150 million to hire
100,000 new police officers - a measure widely
regarded as having helped to lower the crime rate
across the country.

11. Has supported over $4 trillion in defense funding
and has supported virtually every successful weapons
system in use by today's military.

12. Introduced critical legislation for cracking down
on international laundering of terrorist funds.
 
13. Introduced a bill to ban arms exports to countries
that provide support for acts of international
terrorism, a proposal that was incorporated into the
final 1990 State Department Authorization Bill.

14. Was an original co-sponsor of the Aviation and
Transportation Security Act of 2001, which improved
our nation's airline security after September 11th.

15. Fought for ratification of the Comprehensive
Nuclear Test Ban Treaty, fought against withdrawal
from the Anti-Ballistic Missile Treaty, and has been a
strong and persistent advocate of programs that help
secure nuclear, biological and chemical weapons
stockpiles and materials in the former Soviet Union so
they do not fall into the hands of hostile states or
terrorists.

16. Wrote Pre-Cursor Bill to S-CHIP, Providing
Coverage for up to 5 Million Children. John Kerry's
1996 bill, the Healthy Children, Family Assistance
Health Insurance Program, was the precursor to the
successful State Children's Health Insurance Program
(S-CHIP) that became law in 1997. S-CHIP provides
funding to cover 5 million children.

4 girls operating as sex workers arrested
-
The Crime branch of police last night arrested four girls - aged between
20 and 25 - operating as sex workers in the Calangute area and two
men who were soliciting customers for them. Sources in the Crime branch
had information of their activities and therefore sent four decoys to strike
a deal with the men.
The deal, struck at Arpora, was that the 'customers' would pay Rs 5,000
for the four girls plus Rs 2,000 for hotel. Accordingly, the money was paid
and the girls 'handed over' at Arpora. The party was being driven to a
Calangute hotel but Crime Branch sleuths intercepted their car and took
them into custody.
All four girls and the two pimps have been charged under the Immoral
Trafficking Prevention Act. They were produced before the judicial magistrate
first class, Mapusa, and have been remanded to police custody for 3 days.
The police gave the names of the two men as Saulo alias Vicky Kandolkar
(25) from Parsem, Pernem and Keshav alias Ramu Devre (27) from Nepal.
Sources in Crime branch said two of the girls were from Assam and two
were from Kolkata. All were previously working as dance-girls in the beer
bars of Mumbai and had shifted to Goa about 15 days back.

Sex trade: Mormugao Dy collector asks police to keep strict vigil

The Mormugao deputy collector, Ms Meena Goltekar has asked the
Vasco police to keep strict vigil on the growing sex- trade near Baina
beach. Various complaints on the increasing sex trade at Baina beach
have been received by the Mormugao deputy collector. Acting on such
complaints, the deputy collector has intimated the deputy superintendent
of police (DySP), Vasco sub-division, Mr Subhash Goltekar to keep strict
vigil on the sex trade at Baina beach.
It may be recalled that the state government acting on the High Court order
demolished about 250 cubicles on June 14. Prior to the demolition, the
Mormugao mamlatdar, Mr Anthony J D' Souza had made an announcement
to evacuate the cubicles occupied by commercial sex workers. Interestingly,
the cubicles were found vacated on the next day. It was believed that the
commercial sex workers who were occupying the cubicles went to their
native places by the train.
According to sources, sex trade is being carried on sly in the houses
located in front of the sulabh toilet at Baina beach. It is also noticed 
that the
brothel-keepers who were said to be the source in manipulating the flesh
trade, still have maintained their roots in these business.

The question now arises is whether the port town of Vasco still continues
to be the new mini-Baina. The strict vigil from the police and co-operation
from the citizens could stop the flesh trade.

Chicalim sex maniac held
--
The Vasco police today nabbed the sex maniac who has created panic
in the surrounding areas of Chicalim for last ten days.The Vasco police
stepped up vigilance in Chicalim in the area of Chicalim in search of the
elusive sex maniac after the complaints received from some victim women.
The police informed that accused was wanted for molesting women who
were regular passers-by in the area. He has also assaulted some women.
Vasco cops nabbed the accused at Uttar-Dongri, Chicalim in the bushes.
He was found sitting under a tree. The police disclosed that he had not
had food for the last couple of days. He is in the age group of 30-35 years.
The police interrogated him after being taken in the custody. However,
he stood silent to his behaviour. The police, later in the evening, referred
the accused to the Institute of Psychiatric Human Behaviour at Bambolim.

It is apparent that some Bush supporters on this forum do not let facts get in the way 
of their
repeating the radical right-wing talk radio talking points.  They are trying to pass 
if off as
facts.  John Kerry has spent about 20 years in the Senate and voted over 6,000 times 
on all the
important issues of our times ranging from education, the environment, defense, etc.  

Let's just examine one of the lies about his record which is often repeated - that he 
is cutting
defense and weak on keeping America strong.

wanting to cut defense spending (I agree that some defense spending is wasteful and 
beneficial to

George W. was
hiding in the Alabama woods.  Cheney  Ashcroft got OVER 10 deferments NOT to fight in

wonder if any on this forum who support the Iraq war actually volunteered to fight?

 * See if there is a FAQ (Frequently Asked Questions) for a group that
   you are interested in joining. Veteran members get annoyed when they
   see the same questions every few weeks, or at the start of each

You're completely ignoring the fact that Mr. Kerry *did* introduce some very important 
measures during his twenty years in the Senate , six or seven of which actually were passed by 
the House, Senate, and eventually signed by the President. Two of those measures were 
declarations of World Population Day (different years), another one was Save the 
Dolphins, another important one was Jackie Robinson Day. The New York Times, one of Mr. 
Kerry's most influential supporters, actually had one whole line devoted to speaking of his 
service (paragraph 22 of it's 24-para) endorsement of the Senator from Massachussetts. Don't you 
believe that Senator Kerry is running on his own merit?

A correspondent of mine from the Gulf, who wishes to remain anonymous, sent 
this to me in reply to my query on Sausage consumption patterns. I doubt 
the veracity of his statements as he is not a Goan by origin and might have 
been exaggerating and pulling my leg. Could some Gulf Goans please let me 
know if the statements below are relatively accurate or just figments of 
his imagination:


the baggage allowance inbound (Dubai) is 20 Kgs.
People often end up coming with 40-50 kgs (some
leaking bags u should note on the conveyor belt (poor
Bengalis have to clip their nose as they are not used
to these vinegar based preparations)
I can roughly give you a guideline(sausages only)
based on the survey with 10 Goan friends who travel
every year to Goa. Except one person all others had
sausages in their baggage. A listing of other items
The sausages only averaged to 5-7 kgs.
So curious enough I asked what the other 15 kgs (plus
10-12 in the cabin luggage) contained and some of the
listed facts were here:
Initially I wanted to seek your help for the
Konkani words for this stuff but since HINGLISH is the
common language here I thought you too would understand.

BANGDAAS (rechead) about 15-20 packed in banana leaves
and then silver foil.
All this requires the Alluminium foil and the brown
packing tape (which the Gulfees would carry) but now
available in Mapusa and Margao.
Feni/ Uraak/ Royal Stag is out as there are scanners near
to where the customs officers are so everything goes
checked they hardly bother about the quantity of PORK you
carry in whichever form but if you got a bottle
showing in the SCAN then all other stuff along with it
is gone...
one of my friends mother even brought the grinding
stone...they call it...gunn sunno or something...

The Motorcycle Action Group (MAG) will launch a peaceful agitation against
the helmet rule with
demonstrations at the venue of the International Film Festival of India
(IFFI) at Campal commencing on November 29th in  protest against the undue
harassment being meted out to two-wheeler riders across Goa by the police.

A public meeting  held at Panaji on Sunday 31st October and  presided by MAG
Convenor Premanand A. Lotlikar resolved to launch a intensive peaceful
agitation to ensure that the
Government finds a comprehensive solution to the helmet issue which has been
haunting two-wheeler riders for over two decades.

The police action is  high-handed inview of the fact that the Goa
Legislative Assembly on 29th July had unanimously resolved to set up a
committee to study the helmet issue.

Goa police should immediately stop harassing two-wheeler riders on village
roads and state highways and as to National Highways should infact wait for
the outcome of the high level committee chaired by Transport Minister
Pandurang Madkaikar appointed by the Government to
study the helmet issue as decided by the Goa Legislative Assembly in its
last session.

MAG Convenor Premanand A. Lotlikar expressed confidence that if there is a
sincere crackdown on reckless, negligent and drunken driving the alarming
rate of accidents will see a steep dive and that this has to be coupled by
improving the conditions of our roads and by curbing the rampant corruption
in the Police and transport departments.

Mr. Lotlikar urged the Chief Minister to keep up to the categorical
assurance given by him two years ago to a delegation of MAG in the presence
of Transport Minister Pandurang Madkaikar and Santa Cruz MLA Victoria
Fernandes that the government would make certain exemptions to the use of
helmets.

Mr. Cisto Dias said that the enforcement of the helmet rule had nothing to
do with road safety but is a ploy by certain vested interests in connivance
with the helmet manufacturer's lobby.

Mr. Vaman Keni lamented that two-wheeler riders were being killed inspite of
wearing helmets due to the apathy of the authorities to infuse traffic sense
on our roads.

MONSERRATE, IN THY KINGDOM THEY COME

THE METAPHOR is indeed apt; political corruption is a cancer gnawing at the
vitals of the country. Just as in the case of cancer, there is no cure. Nor
is it an epidemic affecting only the poor nations. US, France, England,
Canada, Australia too have it.

To fight corruption we have devised (and kept devising schemes: the CVC
(Central Vigilance Commission), the Lok Ayukta, PILs (public interest
litigation) in the higher court, each of which is either vulnerable or
rendered impotent. 

On their part, the oncologists have flirted with blockbuster drugs, but
have since realised that tumours that look identical under the microscope
are turning out to be very diverse when examined at the genetic and
molecular levels, and require completely different treatments.

So it is with political corruption. But here it is the supposed victim, the
voter, who abets it. Election after election -- and the latest at Poinguinim
was no exception -- clean candidates are proffered but the electorate
seems to just spurn them.

Atanasio (Babush) Monserrate, if hearing is believing, has surpassed in
guile, money and muscle power all the dons Goa has known before. So, to
Taleigao, his Kingdom, we went, on a Tuesday, the day anyone from his
constituency with any problem -- physical, financial, legal or of any kind
-- is welcome to his house.

They spill over from the contiguous out-house; an improvised ante-chamber. A
minion dispenses extra plastic chairs piled at corners, so that they don't
tire standing up. But the stack of chairs are exhausted and there is barely
standing space in the crowded pathways of his mansion, 'Casa Monserrate',
and they shelter themselves as best as they can, under the shadow of trees
and walls, holding parasols and shading their eyes with folded newspapers,
even the documents they want to show as proof of their grievance. 

Do they have faith in their MLA? This would be a superfluous question.

Eleven o'clock was my appointment, and at 11 sharp, a polite gentleman who
happens to be the chairman of the Panaji Planning and Development Authority
(Monserrate's main charge is Town Planning) escorts me to the parlour. Like
everyone else, I take my shoes off and walk in socks. 

Out comes Babush, informally dressed, wearing clothes any male model would
envy to display on the ramp, gracefully apologises for the two minute delay.

Two other visitors, of status obviously, one of them Dr Britto, of the much
written -- and spoken -- about casino Chances, and soon to operate (his
confirmation) the Turkish ship Kappadocia anchored at the Mandovi (more on
that later) are requested by the host, Please wait a few minutes (it turned
out to be 45 minutes or so said my watch). If personal experience is to be
my yardstick, Monserrate, no doubt, is a charmer.

How did he wean away Isidore from the Congress?

Actually, the proposal (to do an Isidore) had come to me from Luizinho. So
I used the idea on Isidore, who is my friend.

Are you that staunch a BJP supporter?

I am not staunch. I don't subscribe to their ideologies. I am for
development. I think Parrikar is doing a good job. Later, I can't say. I'm
not saying Parrikar won't be there. First of all, people will decide if I'll
be there or won't be there. If I feel (like supporting him then) fine.

Indeed, I comment, in politics there are no permanent friends, nor permanent
enemies. Only permanent interests. What are his interests?

My permanent interest is my constituency. And Goa? I don't even peep out
of the (Taleigao) border. Does he aspire to be the CM? No, not at all. I'm
quite happy (with the position and the job satisfaction). So, he has no
all-Goa ambitions, neither an all-Goa vision.

For now, make no mistake. I had told Parrikar, I'll support you even if
your government falls. I'll stay with you. I'll sit in the opposition.
Perhaps I came into politics by mistake. But next election everything will
be over. Then, what? He hadn't thought of it, yet. There is still time.
He reminds one of the connoisseur savouring his vintage wine, enjoying one
sip at a time.

Money power, muscle power, how much of either or both did he use in
Poinguinim?

Now, they (the Congress) started voicing it. They started it because they
are afraid of their High Command. Helping some one in need, that's
different. I'm Isidore's friend. But (the charge) is totally false.

Did you have any roots in Poinguinim? None. It was only  moral support.
But for 15 days you were camping there, doing nothing else. I never

A LITTLE GOA IN SOUTH AFRICA

WE ARE moving eastwards on our global lusophone tour, to our sixth stop. 
Though located on another continent and separated by a large ocean, 
Mozambique is closely connected with Goa throughout history. With the 
Portuguese controlling the Indian Ocean, Goans started early in the commerce 
of wood, tea, coffee, spices and cinnamon in the Goa-Mozambique-Lisbon 
triangle. From the 16th h century onwards they were also extremely important 
in consolidating Portugal's control over the hinterland. Mozambique until 
1752 was under the administration which was based in Goa.

Wave Of Migrants
It was in the 19 th h century that presented Goans with a golden era in 
Mozambique. The new wave of migrants included not only administrative 
officers, lawyers, doctors, engineers, but also fishermen, craftsmen and 
traders. Jose Vincente da Gama, from Saligão, is said to be the author of 
the first printed book in Mozambique, published in 1859. Manuel António de 
Sousa, from Mapusa (1835-1904?), who was Lord of Gorongoza and Sena, captain 
of Barue, Manica and Quiteve, owned four prazos (large proprieties) and 
several hundred slaves. After studying in Rachol, he left to Mozambique and 
married into the main families of Mozambique, thus inheriting endless 
properties. He was also important in the Portuguese military conquests, 
defeating the local leader Gungunhana. For this the Portuguese royal family 
gave him several titles and awards. His statue used to mark Mapusa's entry 
point, until it was removed during the 1961 events.

There are thousands of other Goans who have lived and worked in Mozambique 
in that period. Pedro Francisco Pereira, from Gavorim, Salcete, who had a 
prazo North of Tete (his will is dated 1829), and was closely related to 
António Mariano da Cunha, another Goan who was Governor of Quelimane. Thomaz 
José Peres later held the same post. He was the son of the only Goan to 
govern Goa – Prefeito Bernardo Peres da Silva.

Yet Another Renaissance
THE 20 th century was witness to yet another renaissance of the Goan 
presence. Mário Viegas, who was born and brought up in Mozambique, currently 
lives in Lisbon and is editor of the local Goan magazine Voz do Oriente . He 
estimates that by the middle of the century there will be around 20 000 
Goans in the region of Beira, 12 000 in the capital Lourenço Marques (now 
Maputo) and some 5 000 spread all over the country. He recalls Fr. Cirilo 
Vicente Constantino Saldanha, from Saligão, parishioner of Quelimane, who in 
the 1920's was a great social activist. The agronomist Alberto de Santana 
Quadros from Nicoadala excelled in his experiments with cashew and fruit 
culture. Later on there was also an eminent Goan industrialist called Abílio 
dos Remédios Furtado. Socorro-born D. Altino Ribeiro de Santana was the 
Bishop of Beira in the latter part of his life, city where he died in 1973.

Goans were also very active in the local press. Luís Vicente Álvares and 
Tomás Aquinas Álvares published “ O Oriente ”, a Catholic weekly, which 
defended the re-establishment of the blocked flow of remittances to Goa in 
the aftermath of the first World War. António Miranda, with “ A Luz ”, and 
Francisco Xavier Bragança with “ O Indo-Português ”, launched a staunch 
campaign against the Bishop of Augusta who had established the religious 
Colégio Europeu where non-white people were not accepted. And there was “ 
Elo ”, a monthly where younger Goans would keep in literary touch and 
express their thoughts and feelings. Its directors were the brothers Max and 
Ricardo Fernandes, while the founders included architect Aires and Vasco 
Dinis, Aurélio Augusto Fernandes, Mário Nazareth, Domingos Silveira and 
Joaquim de Sousa.

How did the Goan community organize itself? In Lourenço Marques, the 
capital, a group headed by Manuel Adriano de Sousa founded the Instituto 
Goano (later Casa de Goa) in 1905. In this city there was also the 
Associação União Indiana and the Associação de Mútuo Auxílio dos Operários 
Goanos and the Clube Desportivo Indo-Português. Four other associations 
emerged in Beira. Mário Viegas recalls that food habits were diverse, mixing 
the Goan culinary tradition with Indian, Chinese, Italian, Greek and of 
course African gastronomy. This reflects also, to a certain degree, the 
fluid interaction with other ethnic groups. Though living apart from the 
rest of society, Goans integrated easily than the Portuguese coming from

Redskins loss bad news for Bush

WASHINGTON (Reuters) - The Washington Redskins have lost their final home 
football game before the U.S. presidential election -- and that's great news 
for Democratic Senator John Kerry and bad news for President George W. Bush.
In every presidential election since 1936, the Redskins' last home game has 
accurately predicted the winner. If they win, the incumbent president's 
party wins. If they lose, the challenger wins.
The Redskins lost to Green Bay 28-14 on Sunday and Kerry quickly celebrated.
I think it's a good tradition to follow, Kerry told reporters on his 
campaign plane. I think the country should stay with tradition, don't you?
In a written statement released earlier, he said he was thrilled with the 
Packers win.
The Packers have done their part, this Tuesday I'll do mine.
Bush campaign spokesman Scott Stanzel dismissed the notion that the result 
was a good omen for Kerry.
After today's victory, we're confident Packer fans across Wisconsin will be 
excited to go out and vote for the candidate who understands the 'frozen 
tundra of Lambeau' is not a dessert item in an expensive French restaurant, 
Stanzel said.
Fans sometimes call the Green Bay team's home Lambeau Field -- named for the 
man who founded the team -- the frozen tundra. Kerry recently mistakenly 
referred to the stadium as Lambert Field.

This is what I heard from a reliable source.
At a recent male-only retreat by an Indian company in a renowned 5 start
hotel, 100 male members were supplied with 100 young girls as companions
for the evening. The girls turned out to be local teenage girls from the
surrounding villages. (Hey, way to make easy money; takes care of the
shopping needs of the teenage girls).

I think it is time Goa legalize and regulate prostitution.

At a recent wedding which my friend was attending,
which was in full swing, the father of the bride was
out on the dance floor slightly drunk and dancing like
a madman when he discovered that his wallet had fallen
out of his jacket which contained a large amount of
money ($2000 )to pay for the catering and a cheque for
his daughter and son in law. 

A frantic search by everyone failed to find the wallet
which distressed the father and family. At the end of
the night everybody put in some money to pay for the
reception and the wedding party left for their
honeymoon a little depressed and sad that someone had
stolen the wallet which could have been any of there
friends.

The next day the cleaners found the wallet under some
rubbish in the fake pot plant with all the money
missing. 

Two weeks later on the return of the couple from there
honeymoon they went to their parents house to watch
the wedding video with all their family. It was when
they were watching the video part of the reception
that the daughter picked up the fact that the wallet
was lying on the edge of the dance floor and someone
had picked it up and had moved to the side and was
removing the money then hiding it under the plant. 

It was then, when on closer inspection that the person
who had stolen the money was no other than the GROOM. 

THIS WAS A VERY SHORT WEDDING
