The senseless murder of Mandar Surlakar by his own best
friends has been a rude shock. All involved are our children
-- young men who grew up in our famously relaxed, supposedly
peaceful atmosphere. The murderers are not gangsters; they
represent an affluent part of our society.

  This tragedy aches so much precisely because
  everyone involved is so clearly part of us, the
  best of our youth in whom so much is invested. In a
  steadily booming Goa, in a dramatically resurgent
  India, these kids had the world at their feet. All
  gone now, as their lives have been individually and
  collectively destroyed.

Mandar has been cremated, and now we will watch helplessly as
the hopes, dreams and potential of his killers also turn to
mere ashes.

It has been a rough few weeks for our gracious Goenkarponn.
There has been ugly jostling on the insider-versus-outsider
fault line.

Just this week, we seen a spate of drownings, two and three
at a time, bright young lives poured down the drain in an
amazingly careless manner. And we've seen the constant
presence of violent crime, of assaults and murders at the
fringes of the real estate and tourism businesses, as profits
and land values have soared past any expectations we might
have had a few years ago. 

Mandar Surlakar's murder is surely connected to this boom.
His killers demanded 50 lakhs (five million) rupees from his
father, and killed him when they realized they weren't going
to get it. It's the money culture that had them in its grips,
and it is possible that drugs were involved. Either way, it's
the environment of fast times and fast money that consumed
these young Goans, and one of them paid the ultimate price.

  You can't blame the youth exclusively. They are
  simply playing out what they see in society around
  them. Every Goan knows that dirty business is afoot
  on a massive scale in our state, and we all see the
  perpetrators get away with everything, including murder.

In our Goa, the big men tend to be thugs, kleptocrats,
scamsters, crude wielders of the kind of power that comes
from goons with choppers and contraband weapons. Not only do
they get away with all of it scot-free, we've all seen that
blatantly criminal activity leads directly to great
influence, to an odd kind of popular respect, and to seats in
the state Cabinet. Mandar's killers were nurtured in this
environment, what messages did they absorb from childhood?

After his friend Anuj Joshi was brutally murdered by unknown
assailants, the writer Sudeep Chakravarti diagnosed something
he called Malaise de Goa. He looked at our raging tourism
economy, at the tidal wave of cash overwhelming our state but
leaving most locals high and dry, and found the stakes have
become too high.

Chakravarti says piece-of-the-action is also driving Goa to
the edge and points the finger at that can of worms that we
all know and recognize, the Mafia-like web that involves
foreign once-tourists, thugs from the subcontinent, local
land sharks, local law keepers, local lawyers, and local
politicians. He's absolutely right -- we're living on top of
something quite like a malevolent time bomb. It will continue
to tick and claim victims until it is properly defused.

Mandar never made it to his twentieth birthday. His murderers
will see their lives wiped out as surely as their victim. It
is a form of justice done. But that particular cycle of
retribution does nothing for our broken culture.

  When will the murderers of our age-old values pay
  the price? When will the hopelessly corrupt
  officials be brought to reckoning? Will we shake
  free of the pestilential scourge of property
  developers who have formed such potent nexus with
  the shameless politicians?

All of it can happen, but we need to recognize what is
happening and what is at stake if we do not take hold of our
culture right now. We need a change of heart, a collective
conviction that enough is enough, that we can and will change
course for the better. If not, it's clear to see, we'll find
ourselves tormented again and again, as our youth consume
themselves in the terrible, meaningless manner that we were
compelled to witness this week.

Richard, before the English words, lots and lots of Portuguese words were
introduced into catholic Konkani such as vestido, cozinha, juramento,
cozinheiro, patrao, sossegado, (!), (a)cabar, etc. etc. 

But I was recently told that the real Konkani has proper words for
everything and in fact, Konkani speaking Hindus do not mix Portuguese and
English with their Konkani... Is that true?

I got adopted in the Netherlands. My biologial mother Angela Maria Dias used 
to live in Chandor, Goa. roman-catholic and now she'll be about 52 yrs old. 
Somene said she was a nurse.

From 1 till 25 Nov 2006 I will be in Goa to look for her. 

I WOULD LOVE TO BE IN TOUCH WITH PEOPLE IN GOA WHO COULD HELP ME FIND HER. I 
need help now, best is to find her before I arrive. Please ask around for this 
woman to everyone you know. Anyone has conrete advice? Anyone willing to look 
in church registers/ hospitals. Online Goa phone directory has to many Dias es.
She wrote a letter when I was little stating that she would love to see me in 
the future. My name is Savio Dias, born 13-Oct-1983 in Caranzalem. (She 
brought me to Orphange in Caranzalem on 16th May 1984, but that is closed now) 
My mothers brother (my uncle) was a catholic priest, they lived in a white 
house next to the church. I´ve visited Chandor some yrs ago and found no trace 
of Angela. She used to be a chubby, small woman with a kind face.

[Goanet] OBITUARY. KONKANI PROMOTER.

JOHNY MESQUITA SURATKAL.


It is with deep regret and sorrow I pen down these lines to express my 
sorrow on the sad and untimely demise of our friend and colleague in Konkani 
movement in Kuwait, the late Johny Mesquita Suratkal.  He died in Mangalore 
on 16th of this month and will be interred today at his home place in 
Mangalore.

Johny Suratkal as he was known here amongsts us in Kuwait was a very strong 
Konkani lover, Konkani promoter and Konkani writer/journalist.  He was also 
a very good stage artiste and used to take part in Goan and Mangalorean 
dramas. His writings appeared in all the Mangalorean newspapers and 
magazines.  He was a strong link between Goan Konkani lovers and Mangalorean 
Konkani lovers.  His association with me in the promotion of Konkani in 
Kuwait since a decade back was of enermous significance.  Working together 
we created lot of ripples in our communities.  He was a true lover of 
Konkani.  A very simple man with simple habbits in life, his simple smile 
would attract any one towards him.  A man without any anger I always found 
in him peaceful methods to carry forward his mission of Konkani.  He never 
made any difference between Goan Konkani promoters and Mangalorean Konkani 
promoters.  He always helped us to bring both the Konkani peoples together.  
With his help and assistance we managed to create a strong fusion between 
Mangaloreans and Goans.  May His Konkani soul rest in peace and may the 
Heavenly God give courage to his wife and a son to accept this death.  In 
his death Konkani will be poorer.  Will we have another Johny Mesquita 
Suratkal to fill the void created by his death?  Time alone will tell.

On behalf of all my Konkani promoter colleagues and friends and also on 
behalf of two Kuwait Konkani Associations namely Kuwait Konknni Kendr and 
Konkani Heritage Kuwait, I send my condolences to his family thru this 
forum.

Once again, May His Soul Rest In Peace.

-It seems the boy was killed around 5pm on 14th Aug. (?)
-Body found more than 24hrs later (?)
-Funeral took place after 50 hrs  (16th 7pm)
-Boy's brother blame Police for not doing enough and he said if the police taken
appropriate action on the day, his brother could have been alive.
-Boy's father also blame Ploce for letting off the two accused (Rohan Pai 
Dhurghat 
Nafiayaj Shaik) on the first day.
-Where as many others (including BJP) blame police for going to the press when 
it was
told not to by the kidnappers.
-Some even doubt whether the boy was really killed on 14th as this could be 
police cooked
up story or else, public will blame police for their negligence if the boy was 
actually
killed on 15th.

to
disrepute

Thanks for those updates on the poor guy. I opened in
Corel PhotoPaint and zoomed in. Its gets grainy so I
did some squinting to get the text right. The first
attachment was easier to read though.

On the other hand if you scan at high resolutions the
attachments get too big.

Minutes after the postman rang the cycle-bell and dropped this book at
the door, I was devouring it. As anticipated, it dealt with India. And,
my next guess was right too: a significant section focussed on Goa, the
former Portuguese colony on the Indian west coast that this reviewer
call home

Let’s shift focus to where it should go: the book and its author. Writer
Anne-Marie M Pop is a Montreal-based computer engineer. In 2001, she
took on a two-year job in Sweden, and then quit for a seven-month
“backpacking journey through Asia”.

This is a reflection — let’s not say ‘record’ — of her times in
Thailand, Laos, Cambodia, Malaysia and India.

It takes her through Cambodian border scams and brothels, Buddhist
meditation centres in Thailand, scenic islands, the Mekong and the rain
forests. She also lands up in the sex-drugs-and-full-moon-party trail
still surviving a generation after the hippies first sought solace and
escapism in Asia.

Anne-Marie’s book is an easy and entertaining read. It’s
armchair-tourism  from the safety of your own home, with the tantalising
promise of bringing in close, but not too close, the perils that Asia.

Anne-Marie M Pop faces many dangers. More so, as the “young female,
travelling alone”. She’s critical of how Asian men treat women. And as
an Asian male, this reviewer would acknowledge that she has a point. But
is it Asian males alone? Oftentimes, oppression has a more subtle face
on it. In Asia, it doesn’t. Not following culturally-apt behaviour could
also be risky; and this holds true for any part of the globe, even if
the risks play themselves out in differing ways.
Her chapters are usually just two pages long. One comprises just four
paras! While this may seem unusual, it makes for easy, relaxed reading.

‘Young Female Travelling Alone’ gives the reader both insights and an
interesting travelogue into a number of diverse parts of Asia. But does
it go deep enough? Does it repeat stereotypes that we are already
brainwashed about? We’d leave that to the reader to judge.

What this writer has to say about Goa and the rest of India struck a
chord. She was writing about a place that’s barely eight  kilometres
from home. The last book of the kind is Dr Cleo Odzer’s “Goa Freaks”.

[It’s a sad story of how a young Jewish lady  got caught up with drugs,
and almost died of it. [She cleant up, did her PhD on sex tourism in
Patpong, and worked for a rehabilitation group in the US. But, earlier
this decade, she returned to Goa, only to die her in an incident which
still brings in many curious questions from people who knew her.]

Anne-Marie M.Pop’s description was realistic and down to earth. No
wonder, as a reviewer, one was both surprised and disappointed to read
the ‘fiction/general’ tag on the back cover of the book. It’s so
life-like, I thought it was true!

1) I am not qualified to, or capable of, hounding out anyone from GoaNet.

festivals with equal enthusiasm - Christmas, Diwali, Ganesh, Bakri Id, 
whatever. We parents were told to send our boys dressed as Krishna, which 
my wife Beatrice did by buying kurta pyjamas and the requisite headdress 
with a peacock feather in the centre. While dropping the boys off to school 
I noticed all the  little girls had been dressed as Radha. Now will someone 
educate me as to...

1) Why on Krishna's birthday is his paramour also celebrated?
2) Why in the evening of the Govinda festival do they form human pyramids 
to break earthen pots filled with milk?
3) Radhakrishnan appears to be coined by co-joining names of opposite 
genders. Does it signify a bisexuality of sorts?

Hi Santosh, I am glad that a  section of Goanetters are speaking out
in favour of a stronger interpretation of Goanet's rules.

While I believe in free speech and  the right of everyone to express
their views (howsoever much I disagree with the same), I also believe
that we should debate views not persons; insults never convince
anyone; and we should use logic not name-calling.

You may address your question below to the Goanet Admin Team, since we
work collectively and my views expressed -- unless thoroughly
discussed and agreed upon among the team in advance -- clearly do not
reflect the views of the entire team (Herman Carneiro, Bosco D'Mello,
Viviana Coelho and myself).

And please could we here more from members: would you prefer a tighter
interpretation of the rules, or will you just prefer to stand by and
stay silent when someone (you know who) accuses your not-so-favourite
moderator of being a censorer? --FN

I enjoyed reading the synopsis by FN, of Edwin Saldanha's book on wine
making. However with regard to the last paragraph

Saldanha argues that a tiny bit of wine is healthy, specially after one
crosses two-score and ten.
(It's not good) for those young boys falling down in gutters near the
bars, says he. His advice:
a small 40 to 60 milliliter peg, taken at food time, and well diluted for
someone above 50.
This, he believes, could help digestion and circulation.

I'm darned if Goan over-50's in the western world will settle for 60 ml of
wine and that too diluted with water when the average volume of one wine
glass should be between 200 to 250ml. Unless Mr Saldanha's wine is of 40%
alcohol potency as compared to the average wine's 11%. If it is the strength
of the former than of course it would be more a competitor to rye, bourbon,
scotch, rum or vodka. In which case they would be forced to have a great
deal of more respect to Mr Saldanha's wine.

Fred, you seem to have completely missed out on the
fact of Muslim Expansionism into pre dominantly
Christian Europe, before WW1 and WW2; when under the
Turkish Ottoman Empire, the Muslims force converted
many a whole populations in the countries from
Constantinople to almost all the Balkan states and
also the states going north from Turkey up to the
Caspian Sea, to then Czarist Russia's borders! North
of the Balkans the Muslim advance was only stopped in
Hungary, which country they occupied and from where
they also retreated! They did not enter Austria, and
it was then that the Austrians joined the Hungarians
to defeat the Muslim Conquerers as illustrated by the
famous incident of when the muslim forces where lured
into eating 'Croissants' their holy Crescent Moon.
These were laced with a deadly strong liquor to wholly
lull the forces into sleep etc, thereby enabling their
defeat and retreat! As told to me by a Hungarian
person who is a close friend of mine, this was the
very first time that bread was served in the shape of
the Crescent Moon, laced of course! From then on the
'Croissant' was widely prepared in Europe, and the
French made it their speciality.
More pertinent to the above story is the fact that the
muslim forces brutally murdered large sections of
populations, who did not convert, and rewarded those
that did. That is why you find Muslims with Christian
Slav names in the old Yugoslavia and Bosnia and
Albania included. What I am trying to highlight is
that the violent muslim conquest and conversion of
parts of Christian Europe, is what caused the inherent
distrust and chauvinism against Muslims then and has
simply continued to this day.

Wonder if the final product (tizan) will taste the same versus extracting 
the juice after the nachne are soaked and coarsely ground.  Have you tried 
it with the ground flour?

I missed out on the earlier postings on NACHNE so I have no idea what was 
discussed.
However, I was looking forward to someone at goanet confirming if nachne is 
the same as millet.

I agree with you, our Goan cooking is time consuming but no one can beat us 
to the taste.

I am a Goan, marine engineering student studying at the South Tyneside
college, South shields, Tyne  Wear, United KIngdom. The following
incident has taken place and would be grateful if you would include
this in the Letters column of ur esteemed newspaper.

This is to bring to the people of Goa and India the consequences of
terrorism threats on the Indian people which live in UK. Some of them
do not intend to settle in UK but are simply students.

This is an incident which took to a Goan boy answering his marine
engineering exams in South Shields on the 10 of August, 2006, the day
on which the bomb threats were revealed.I presume that that the
incident went unnoticed and never came up in the papers. But since the
boy, was from Goa it would be right for the people of Goa to know.

The boy was bashed by three white people outside the Chicester railway
station, Southshields, Tyne and Wear in  the evening at 5:30 for
reasons relating to the unrest created by the bomb threats, for no
fault of his. It was because of an Indian friend who called 999 and
averted a major accident.

His face was bashed with deep injuries to the left side of his face.
The police on arrival weren't able to do anything,neither did they
provide any first aid to the victim.In short this incident was totally
ignored.This really brings up the issue of racism in  this country of
UK and it does prevail. Indians are treated as crap.

Imagine if Goans had treated the English in Goa in the same way as
they treated Indians then it would have been a balanced system, but
fortunately we are more civilised.

D'Souza's from hyderabad,their house is opp Mario Cordeiro's house and are 
called arshekaniguer  used to prepare small tablets called albosang. I hope 
I am right as I only heard this and this albosang was prepared from the 
millets and bought by people and taken as tonic. It is good for young and 
old. When my   mother had a fall and there was a big wound on her which was 
not healing the doctor had advised me to give her tizanne as that contains 
proteins.Tizan can be prepared in various forms as I have already wrote last 
time  and now I heard about Tiazana dodol. I must try it.I have already 
given the receipe of fotobol.try that and see

Cuncolim Consumer Forum to observe World Goa Day on 20th August

The Cuncolim Civic and Consumer Forum (CCCF) will have its monthly
general meeting of consumers on Sunday 20th August at 10.30m at the
Maria Bambina High School, Cuncolim.

Among the issues to be discussed are complaints on injection of school
children with unknown substances by unknown persons, violation of Packaged
Commodities Rules and sale of fake,spurious and adulterated goods during
the festive season, service related problems of PWD water supply, Electricity,
Bus Transport, BSNL Telephones, Post Office, Cable TV, review of LPG services
by Hindustan Petroleum and preparation of Identity cards for Senior Citizens.

The CCCF in collaboration with GOACAN will also observe WORLD GOA DAY
with a panel discussion on the topic GOA OF MY DREAMS wherein the speakers
will be fashion designer Wendell Rodricks, Cuncolim Municipal Council 
Chairperson
Filonio Vaz, agriculturist Shrihari Kurade, educationist Tilroy Fernandes and
College  HSS student representatives.

Consumers of Cuncolim are invited to attend the meeting and
participate in the deliberations.

[Goanet] Ophelia Honoured in Kuwait.

FELICITATION FOR OPHELIA IN KUWAIT.

On 12th of this month Goan Stage artiste Ophelia was honoured in Kuwait 
under the auspices of Konkani Heritage Kuwait. The felicitation was held at 
Village Inn, in Kuwait City and was well attended by her lovers and 
admirers, including all the visiting artistes namely William de Curtorim, 
John D’Silva, Osvi Viegas, Babli and Antonette de Calangute.  One of the 
surprise attendees was Ophelia’s Stage colleague and renowned artiste of 
yesteryears H. Briton who is currently in Kuwait visiting his children.  The 
felicitation function started with the offering of Flower bouquet to Ophelia 
by the young girl Caren who is the daughter of Fidelis Fernandes.  Then the 
proceedings started with the opening speech by Fidelis Fernandes welcoming 
Ophelia, Chief Guest Salvador Dias visiting artistes and all the attendees. 
The proceedings of the function consisted of speeches, songs by the 
Tiatrists, a Mando and a Poetry recital.  H. Briton in his speech 
highlighted his close association with Ophelia on Konkani Stage for many 
years in many of the Tiatros in Goa and Bombay and admired Ophelia for her 
natural acting.  Rosary Ferns in his speech highlighted Ophelia’s 
contribution in the promotion of Konkani Stage during the last so many 
years.  John D’Silva, Osvi and William de Curtorim also praised Ophelia for 
her yeomen services for Konkani Stage. They also appreciated Konkani 
Heritage Kuwait for organizing such felicitations and giving due recognition 
to the Konkani Stage artistes.  Ophelia in her speech of course tears 
rolling down her cheeks thanked KHK and all her well wishers for remembering 
her contribution to Konkani Stage.  She even went a step further and said 
that what Goa Government could not do for her in Goa finally Kuwait Goans 
under KHK has done, of course under thunderous applauding by the attendees.  
Then she concluded her speech by thanking everyone for showing his/her 
affection to her.  She said she was overwhelmed by the warm welcome she 
received in Kuwait from each and everyone.  Ophelia’s daughter Babli in her 
extempore speech surprised everyone by disclosing her intelligence of 
speaking on the subject at the spur of the moment on the greatness of her 
mother as an artiste.  To further support her speech she even sang a verse 
and a chorus of a song of yesteryears highlighting the importance of her 
mother and late father Bab Peter.  Being a Bombayite her Konkani is very 
neat and fluent without any false pride of false accent normally existed in 
the semi literate and intellectually bankrupt anglicized Goans.  Salvador 
Dias the president of Kuwait Goan Association as chief guest expressed his 
feelings of yesteryears Ophelia whom he used to admire as a young boy.  
Sanny de Quepem rendered his memorable solo “Tiatro and Tiatrists” while H. 
Briton rendered his well acclaimed song “Tujea Ghora Samkar Mojem Ghor” and 
William de Curtorim his latest solo “Ran Dukor Goyche Montri” and a Mando 
with a Dulpod by Antonette de Calangute, Rosary Ferns, Sanny de Quepem and 
Sylvester Vaz.  Musical score was provided by Rabindra Pietro.  A beautiful 
poetry in praise of Ophelia was recited by Walley Quadros who is a renowned 
Mangalorean Poet.  A. Veronica Fernandes compeered the proceedings.  The 
commemorative Memento depicting a gold plated Dhow was presented to Ophelia 
thru the hands of the president of Konkani Heritage Kuwait, Mr. Fidelis 
Fernandes.


Before leaving for Bombay, Ophelia speaking to this writer and even phoning 
from Bomaby after reaching home, expressed her total happiness and 
satisfaction over what has been done for her in Kuwait by the Goan 
community.  She said she was overwhelmed by the warm welcome given to her.  
She stressed more on the cooperation she received from all her artiste 
colleagues, musicians, audience, Kuwait Goan Association, Konkani Heritage 
Kuwait and all who came to see her acting in Tiatro Ghor Bhandlem Ghorabo 
Moddlo.  She regretted that she could not thank everyone individually.  She 
even said that she will keep everyone in her prayers.

Thanks. Anybody who violates the rules more than 50%
of the time is a burden on the Goanet administrators.
I am in favor of suspension or even expulsion of such
a character if he does not stop the serial abuse
forthwith.  But to ease the burden, I think each of us
ought to help in the proper enforcement of the rules.
We ought to point out instances of rule violation
whenever we spot them, without being concerned about
further abuse in retaliation. I think Gabe, Bosco and
you have done this in the past. I have tried to do
this as well.

Great to read your post and congratulations about your decisions.  Perhaps it 
was your controversial posts that kept many issues alive with new perspectives. 
 
We certainly can learn much form you. Many have little creativity, and they 
only react to other peoples's post. This rather than write or start some 
original threads like you.  The sad part, when some respond, there is little 
interest in advancing the dialogue. Their sole effort is to just make the 
subject controversial, totally extraneous to the topic.  

Few intellectual types have developed the knack of substituting thoughtful 
points with innuendos and insults. And a few others have replaced making sense 
for long never-ending English essays.  

So you are indeed an asset to Goanet, without the nom de plume.  Your 
echo-chambers on Goanet certainly missed you.:=))

Percy,
As far as I know, the US considers US Passport holders
as American citizens, and does not even track whether
an American citizen has obtained citizenship in
another country.  I believe Britain takes the same
approach.

Regarding your concern about an American or British
citizen requiring consular help in another country
where they have a dual citizenship I can only point
out that both countries evacuated their citizens of
Lebanese descent during the recent war with Israel,
even though most of those people also had Lebanese
citizenship.

I can categorically say that, from my perspective, 
the American-Indians that Ms. Carvalho describes are
only one segment of American-Indian society.  The
community now has essentially it's first generation of
American born children in young adulthood, with the
next generation mostly infants and toddlers.

As the most affluent ethnic group in the US anyone who
travels across America will see that the
American-Indian is fully assimilated into American
society by any objective standard, while retaining
various levels of ethnic identity as they choose to.

Thus we are no different from any other American
ethnic group in a country where anyone who wants to
belong can belong.  Some American-Indians have also
shed their blood in the service of this country, the
ultimate test of one's loyalty to the US and it's
ideals.

[Goanet] Goencho Ulo- Konkani Day issue

The World Konkani Day issue of the GOENCHO ULO has gone to print and hard
copies will be distributed on Sunday 20 August, the day in 1992 when Konkani
entered the *8th Schedule of the India Constitution via the 71st
Constitutional Amendment.

For the convenience of those who would like to say a few words of Konkani on
World Goa Day, the issue is being loaded by Joel on www.goacom.com on 19
August.It has a few easy to say snetences in Konkani with the English
translation, courtesy Domnic Fernandes. It will also be available on
www.fullerlife.in soon.

In Goa, the 15th Festival of Plants  Flowers is being celebrated on three
days from 19 to 21 August at SFX School, Siolim. We have to preserve our
environment and our language. Our people have always migrated all over the
world but Goa is changing rapidly. When they come home, there may be no Goa
left. Take interest while there is still time. Money is not a great shake in
Goa anymore. People from all over India, Israel, Russia, USA, Canada have
invested in properties in Goa. Our beach fronts and our markets could be
anywhere else in India. Hindi, Kannada and Oriya are more useful than
Konkani in the market place. If you want that changed, be a part of the
change.

As we bring out this issue, I humbly acknowledge the support and
encouragement of Ben Antao[Canada], Menino Peres [Director of Information 
Publicity], Department of Tourism, Directorate of Agriculture and other

MY MESSAGE FOR WORLD GOA DAY 2006

  The World Goa Day, a bold creation of Rene Barreto, to which I contributed 
my might by composing the words and music of the theme song Proud to be a 
Goan at his request, proudly celebrates its 7th anniversary.  By now this 
annual event has been firmly planted in the socio-cultural agenda of every 
Goan institution, and I may say, the World Goa Day has come to stay in the 
hearts and minds of every Goan, just like the feast of St. Francis Xavier.  It 
is quite an achievement for Rene, who slogged much at the computer and 
telephone to get his message to every Goan, successfully.

   It is very gratifying to see the spirit of collaboration shown by the 
leaders of Goan social institutions the world over, rallying to Rene's socio-
patriotic call for Goan identity and unity, and taking pride in its annual 
celebration, that has been growing year by year in quantity of participants 
and quality in  presentation.  We are all in for Congratulations, particularly 
Rene and his collaborators - the Managing Committees of Goan Associations in 
their respected adopted country.

   The Movement has spread like wild fire, thanks to the collaboration of the 
internet-media like: Goanet, Goa-Goans, Gulf-Goans, CGN, etc.  The theme-song 
also went round the world for downloading, thanks to goa-world website by 
Gaspar and Ulysses.  Rene is also thankful to Goasudharop for sponsoring 
goaday website through its officebearer George Pinto, which serves to radiate 
all WGD activities.  The song is also hosted, since last year, on website 
Goaday-Goamog.com in Portugal run by Leao Fernandes.

   It is very heartening to know that some Associations, not content just to 
celebrate the Day with Dinner and Dance (an easy way out), have gone all out 
to create a really cultural evening, with members preparing some skits, short 
plays, sing-song, etc. promoting thereby young and old talent in their 
community.  An example of that I found in one of the printed WGD programme I 
received from Goinkars Own Academy in Karachi.  Its president  Deborah 
Santamaria is a composer in her own right and a singer too.  She has composed 
all the songs, except two. Here's their programme:

  World Goa Day must also serve to remind us that we have one native identity:

Anniversary of the inclusion of Konkani Language in the 8th Schedule of the 
Indian Constitution.  The older generation like me surely must know to speak 
in the Mother-tongue. As pensioners, these elderly gentlemen, or ladies for 
that matter, could help to inculcate Konkani in the younger generation by 
offering them FREE Konkani classes.  We hear so much of Giving back to Goa. 
This is one chance to Give back to Goa by sacrificing  some time to teach 
Konkani to young Goans abroad, so that they could pride themselves in their 
Goanity.  There is a very simplistic book to learn Konkani.  It teaches 
Konkani in Roman script, Devnagari script, and Kanada script.  Its name is:  
Sarki Amchi Bhas Sompi, and is available at Singbal's Book House, Church 
Square, Panjim, for the pittance of Rs.125/-.

  I wish you all a Very Happy World Goa Day 2006, and leave you with my Goan 
Credo:

  And that I'll for ever be;
  And never forget that,
  My Mother-tongue is Konkani.

re 1: I submit to you that NO democratic Constitution anywhere in the world 
has ANY provision which prevents ANY one person from IGNORING another in his 
private 'air space'. In fact, there is unlikely to be ANY provision in ANY

'duty of care' provision is strictly limited to family, those who have

What politicians' growths reveal, or conceal

In the course of my continuing research on facial hair, which is now reaching 
the proportions and complexity of a doctorate thesis, I came across Ganpat 
Haldonkar who is a practitioner of the ancient craft of 'follicacy du visage', 
which unlike the more popular pogonology (the study of beards), basically 
involves the divination of a person's future from an analysis of his or her 
facial hair. Some people can read the future from tarot cards (cartomancy), 
others examine the entrails of a freshly slain animal (extispicy) or by the 
shape of one's head (phrenology). In the UK there was this brilliant guy, 
Timothy Burr, who could tell women their future by examining their breasts. In 
a monumental display of selflessness he used to do this free of cost. His 1965 
book 'Burr Identification System of Breast Analysis' has a complex and 
sophisticated system that categorized breasts 
by 'type', 'style', 'mode', 'fashion' and 'class' to arrive at a BISBA 
Rating.  But let us leave Burrs' system, and similar exotic forms of 
soothsaying, for another day and concentrate on what Ganpat Haldonkar does - 
telling a person's future by studying his facial hair.

Cecil: Is male balding a major problem in Goa?

Ganpat: Please restrict your questions to facial hair only. Scalp hair, 
armpit hair, hair round nipples, chest hair, pubic hair, hair coming out of 
ears, etc is not my domain. But to give you some background regarding 
hairlessness in general, the technical term is glabrousness. Those who are 
glabrous have either performed depilation, or have medical conditions like 
alopecia universalis, which is a medical disorder where there is absolutely no 
hair on the entire body. A miniscule proportion of Goa's population has this 
auto-immune disorder that can strike at any age. Rural folk think that this 
affliction is caused by the mother having cut vegetables during a solar 
eclipse when she was pregnant. This is untrue. My research has shown that such 
culinary activities, by a pregnant woman during an eclipse, only cause the 
offspring to have sexual inadequacies in later adult life.

Cecil: Is it true that almost every major politician and businessman in Goa 
consults you before taking any major decision?

Ganpat: People often confuse alopecia universalis with trichotillomania which 
is an impulse control disorder characterised by the repeated urge to pull out 
all body hair. Onset generally occurs at puberty and 80% of those afflicted 
are female.

Cecil: Coming back specifically to facial hair, which is your field of 
expertise, how many Goan politicians have you studied?

Ganpat: Whereas in the case of acomoclitics there is a specific preference 
for facials and depilation of all down...

Cecil: I thought you were going to educate us on the facial hair of Goan 
politicians and how it affects their fate?

Ganpat: Do you know only five United States presidents have sported full 
beards, and another four had moustaches of varying degrees of glory?  In fact 
a recent survey in the image-conscious US suggests that bearded politicians 
polled 5% fewer votes than clean-shaven opponents. Consider this, people we 
hold in high esteem like Jesus, The Christian God, Santa Claus, Mohammed, 
Shivaji, Leonardo da Vinci, Sigmund Freud, Akbar, Vasco da Gama, Rasputin, Che 
Guevara, Karl Marx, Steven Speilberg, Abraham Lincoln, Rabindranath Tagore 
were all bearded. Let's look closer home at our Prime Ministers -Nehru, 
Shastri, Indira Gandhi, Moraji Desai, Rajiv Gandhi, Narashima Rao, Vajpayee, 
Sonia Gandhi... anyone remarkable was also clean shaven. Whereas PMs like 
Gujral, Chandrashekar, Vishwanath Pratap Singh, Gulzarilal Nanda, in fact 
anyone who sported considerable facial hair, are all abundantly forgettable. 
Of course there is that eminently mediocre, through clean shaven, Deve Gowda, 
but then every rule has an exception.

Cecil: I think you made a mistake in your list. Sonia Gandhi is not the Prime 
Minister, Manmohan Singh is.

Ganpat: You're not listening properly. Mark my words, a hirsute person cannot 
lead this country anywhere!

Cecil: So now at least can we focus on our local politicians and leaders in 
Goa?

Ganpat: Let's start off sequentially with Chief Ministers - Bandodkar, 
Shashikala Kakodkar, Rane - all without facial hair, not much anyway. Then 
came the attack of the hairy South Goans, Churchill and Luis Proto Barbosa, 
both short-lived and disastrous terms. The relatively facially hairless Ravi 
Naik, Willy and Rane then juggled the chair between them for a few years 
before another furry South Goan, Luizinho Faleiro, occupied the chair only to 
be dethroned by a clean shaven Francisco Sardinha. Soon enough, for the first 
time, a moustache from North Goa was in the chair, Manohar Parrikar, only to 
be replaced by the clean shaven Rane. A pattern seems to be setting in. Beards 
are out totally but clean

Yes, the bakri made of Nachne is very healthy and they use the banana plant
leaves, kembeanche kholle, to fry. So it also gets the aroma of the leaf.

1. Who is eligible to apply?
A foreign national, who was eligible to become a citizen of
India on 26.01.1950 or was a citizen of India on or at anytime after
26.01.1950 or belonged to a territory that became part of India after
15.08.1947 and his/her children and grand children, provided his/her country
of citizenship allows dual citizenship in some form or other under the local
laws, is eligible for registration as an Overseas Citizen of India (OCI). Minor
children of such person are also eligible for OCI. However, if the applicant
had ever been a citizen of Pakistan or Bangladesh, he/she will not be eligible
for OCI.

2. Who was eligible to become Citizen of India on 26.01.1950?
Any person who, or whose parents or grand-parents were born in
India as defined in the Government of India Act, 1935 (as originally
enacted), and who was ordinarily residing in any country outside India was
eligible to become citizen of India on 26.01.1950.

3. Which territories became part of India after 15.08.1947 and from
what date?
The territories which became part of India after 15.08.1947 are:

4. Can the spouse of the eligible person apply for OCI?

forms available?
A family consisting of spouses and upto two minor children can apply
in the same form i.e. Form XIX, which can be filed online or downloaded

7. Can application form be filled and submitted on line?
Yes. Part A of the application form can be filed online. Part B can be
downloaded and printed on computer or by hand in Block letters. Printed
Part A and Part B of the application form has to be submitted to the Indian
Mission/Post/Office.

8. What documents have to be submitted with the application?
The following documents shall be enclosed for each applicant:
1.Proof of present citizenship
2.Evidence of self or parents or grand parents,
(a) being eligible to become a citizen of India at the time of
commencement of the Constitution; or
(b) belonging to a territory that became a part of India after
15th August, 1947; or
(c) being a citizen of India on or after 26th January, 1950

Any documentary evidence like a school certificate, land ownership
certificate, birth certificate etc. by which eligibility may be reasonably
ascertained.

10. How many copies of application have to be submitted?
Application has to be submitted in duplicate for each applicant.

11. Whether applicant(s) have to go in person to submit the
application (s)?
No. Application(s) can be sent by post.

12. Whether the applicant (s) have to take oath before the Counsel of
the Indian Mission/Post?
No. Earlier provision in this regard has been done away with.

13. Where to submit the application?
To the Indian Mission/ Post of the country of citizenship of the
applicant. If the applicant is not in the country of citizenship, to the Indian

Do you guys remember the time when Herman suspended a member,
sometimes in 1996 or so? I recall though most of us were angry with
that person who got suspended (I don't recall who it was). But after
the suspension, there was a whole lot of sympathy for him.

In those days, the Net was a far less cynical place. Virii weren't as
common (though I was still using Windows then). And spam was virtually
unheard of.

So, we felt that a terrible thing had happened. We all appealed to
Herman (there was no Admin Team yet then). And, Herman, all of 19 or
so, after some silence from his part, lifted the suspension.

We had a lot more women members on Goanet then. And we were all much
younger (obviously). Sometimes I think of James Almeida and Sharon,
the two Goanetters known to have actually got married. (Others may
have met on Goanet, or via the Cybermatrimonials, but never publicly
acknowledged it. Even a promised invite for a wedding -- it's quite
safe to send these to me, as I usually play truant -- didn't turn up.
Even though I was then maintaining the Cybermatrimonials.)

We should have a token $1 prize for the best memories on Goanet's 12th birthday!

According to my wife, our child has not yet seen a
pediatrician. Maybe were are just lucky. However, my
wife also says that the norm here in Canada is to see
a family doctor first.

Lastly, I do not see you nor any other independant
mother abdicating her duties to a pediatrican
(regardless of where the mom is residing.)

Kujin, kuzner, patrao, sossegad (like zonel, mez, igroz, kazar) are
etymologically Portuguese words which are used also by Hindus while speaking
Konkani. Add to it falsidad, kuriosidad, maldisanv, konfusanv and even
hybrid Konkani-Portuguese words like kerkerasanv and sogleament! Some of
these words are niched in respectable Konkani lexicons written by Hindu
Konkanists.

Dear Frederick:

I'm utterly dismayed about the tragic spate of recent drownings in Goa 
reported in the Goanet news yesterday. Drownings during the monsoon on the 
Konkan coast are  not a frequent occurrence resulting from Mother Nature's 
natural turbulence in the Indian Ocean.  Those who venture forth into the sea 
for recreational purposes are generally not familiar with   local conditions. 
The visiting public should be warned of the potential  hazards lurking in the 
waters especially  during the rainy season.

 I'm surprised there's no mention of life guards and life boats for rescue 
missions at popular beaches. Are there any warning signs posted on the beaches 
used by tourists?.  The local inhabitants are normally aware of the prevailing 
dangers and go out generally  for commercial purposes only, weather conditions 
reasonably permitting.  

Living in Mahim, Mumbai near the beach as a young boy, I did go swimming with 
my friends once in a while when the sea was relatively calm i.e. the waves 
were not huge and violent during the monsoons. And despite our cautious 
attitudes, I did get towed away sometimes but managed to get back to land 
safely. We were lucky we escaped mishaps. Of course, my parents were 
absolutely not aware of our juvenile follies or we would have not been allowed 
to expose ourselves to such dangers. There are  several other cases of 
swimmers who fell fatal victims to the cruelty of the sea. 

 I strongly recommend that Goanet, as an influential news service and powerful 
opinion disseminator, should launch a serious and consistent safety campaign 
to prevent further loss of lives through drownings.
