The unused content servers probably don't have the update on them to
serve out to users at that particular point in time for some reason or
other. Filtered content servers are restricted by IP address ranges,
not to specific Steam user accounts.

Anyway, I think the main problem is the fact that clients/servers get the
update at the exact same time. Maybe servers need dedicated content servers
from Valve instead of trying to use the same ones as all the clients.
Either that or the download method used by the update
How much bandwidth a month? I didnt say it would be cheap, if people helped
pay for it though it could work. Adding IPs works just as well.

We do it for our customers (ISP) so we call provide it as free quota
(Australia uses a quota system for net acess). Running a local server
will increase the likely hood of your client using it for updates, but
doesn't guarantee it. To do that you need to use an ip filter like
steamwatch.
And in Australia, this is a godsend. Take 100 games on steam
multiplied by several GB each, and you have several months of
downloading if it wasn't for unmetered content.
