Have you verified in the server console / rcon that
sv_vote_issue_scramble_teams_allowed is set to 0 and didn't have its
setting changed by some other config file/server plugin?
Now, it's true that last week's update changed how the Valve vote menu
works, so it's possible that something broke

So, I noticed that team scrambling is disabled for arena mode if
tf_arena_use_queue is set to 0. This occurs regardless of what the
settings are for mp_scrambleteams_auto /
mp_scrambleteams_auto_windifference or tf_arena_max_streak is set to.
Is this intentional?

workshop maps and not just their workshop ID numbers?
Right now, changelevel "workshop/454118349" works for changing to
cp_glassworks, but "changelevel glassworks" doesn't.

After doing some testing, I discovered that there's been a timing
change. QuickPlay accounts are now checked just once at server startup.
Move your QuickPlay configuration into autoexec.cfg or some other file
you execute from your command line.

Well, the first clue would have been to look in your maps directory and
to notice there's a new map named pass_warehouse there.
There may be other settings to it, but there are probably map entities
to set the game mode on it.
