ARDDSSU can be used to copy (backup) the original source VSAM datasets and the
Restore with the RENAMEU parameter.

Not to rain on your parade, but none of the above are major issues regarding
performance, these days.
With modern DASD, FICON (especially newer FICON), cache, buffering, etc., these
are not problems.
Look
study up on VSAM performance (there are some good sessions at
SHARE) and re-assess your criteria. Then, be thankful you only have
hundreds of VSAM files. I know of customers who have over a million VSAM
files.
In general, VSAM performance problems are less related to the data sets
themselves

Information and Processor Usage view while CPC doesn't show any info about
spec. proc. We're running 1.8 also.

I don't think I ever heard of an MVS utility that will restore these tapes.
Of course, IDCAMS EXPORT/IMPORT or REPRO can be used on both sides,
but they're not the most convenient way to transfer a lot of files.
