I strongly suggest to remove the binary length field from the file
before transferring the file to the SQL Server side.
The representation binary length 2 byte / char with fixed length is the
normal representation for DB2 VARCHAR columns that DB2 unload tools

As mentioned, thoroughly inappropriate to use /tmp for mass Serverpac
/ShopzSeries downloads or decompressions. I have always used a personal zFS
for such purposes (SMPNTS, or SMPWKDIR). Which can be easily
re-sized/re-mounted depending on needs.
I'm wondering what the OP thinks SYSTEM/tmp is

What are the control cards for SMP/E you are using?
Have you checked to see if the IBM website is having issues? Sometimes when

Just pulled the z13 Tech Intro Ed posted about - can't be that long since I
downloaded one, and I certainly don't recall included ads.
Out of 192 pages, there are only a handful sponsored pages. That I can handle.

Perhaps, just like you did it in the past for IBM 'licensed books' for very
restricted contents available for paying customers.
On the other side - If I pay for a book (not magazines/newspapers/etc) - it
should be without ads.
I know GIYF, but shouldn't it be easier to find starting from a SHARE login?
I'm just sayin'.
Thanks for the suggestion, I got the presentation.

With SAS, try
DATA _NULL_;

having hex at left and text at the right.
