Is there any way to customize CA7 panels? i.e. can we change the options
for canceling or restarting or force completing the job to different panel

Did you RTFM? Did you contacted CA? These folks are very helpful according to
some IBM-MAIN followers.

You might also want to join the CA COMMUNITIES on the support.ca.com website.
You will find a forum/community that discusses all things CA7. They could also
be helpful with this type of question.
So long as you have a CA Site number, it is free to join.

Have you reviewed the manuals to see what is involved with archives and
online functions?
Your shop may be offloading to an archive function. Or your shop may be
deleting data older that a specific time.
If you are not the CA 7 administrator at your shop, you should contact your
CA7
I am not very CA-7 literate. But, as others have indicated, you may need to
go against the unloaded CA-7 log data. I know that our Production Control
people do this, somehow.
But, as an alternative, I will mention that you might be able to get
similar information by looking at the SMF 30, type 5
