Your Service Now team should be able to process an email and open incidents. We do that now. We format an email using our automation tools and send it to a identified mailbox, where the Service Now team picks it up and opens the incident. As for CA7 opening incidents directly, I do not know

Have you reviewed the manuals to see what is involved with archives and online functions? Your shop may be offloading to an archive function. Or your shop may be deleting data older that a specific time. If you are not the CA 7 administrator at your shop, you should contact your CA7
