I agree, for the most part that's a great place to start if you do not
have any user Rexx or CLIST in concatenation first;
I worked for a large Aerospace company that provided users the ability
to add their own ISPF environmental datasets to the ISPF concatenation
first, so all bets were off
And I missed it if someone mentioned this already, but whenever someone
came to me with an ISPF issue that seemed to be "only them", the first
thing I'd do is ask them to get to READY, rename their ISPPROF dataset
to something else, and allocate a new empty one. 9 out of 10 times this
fixed

I've always used the dialog test option and breakpoints to diagnose ISPF
application issues, but this step I never knew about
Enter TSO ISPVVLI (this will allow dialog test to honor breakpoints for
ISPF native code)

selects either a specific application command for special processing or
ISPSTART to get into ISPF

I would then check if the user has any recorded macros that gets executed
at logon. Does the same thing happen if that user logs on from a different
PC ?
I would also check USERID.ISPF.PROFILE dataset and
listserv.ua.edu

and it should show you how the 5 split screens are set up

TPX thought it was a great idea to start a script that puts your session
in split screen, one screen SDSF, one ISPF edit
