missing altogether.

To work with it, you should download the nighly build (or snapshot)
OpenJUMP-20130207-r3252-CORE.zip
The telugu file is in the language directory
To use telugu language in the UI, change the starting script

So this is not a fixed string but a dynamic one.
Don't remember the details of how and when the tooltip is called.
