Cardboard is not water proof, but I could examine fiberboard. I'm sure that most, if not all countries, have carpet shops and their carpets are wrapped around heavy (very thick) cardboard or fiberboard cores. These cores will take staples and even carpet tacks. That is what I use - FH cuts
